Organisational context

Based within the Division of External Relations, UNHCR Records and Archives’ (RAS) holdings contain information from the founding of the Organization in 1950 to the present day in both paper and digital format. RAS Digital information is held in both the UNHCR EDRMS (Open Text ECM system) and a Digital Preservation System (Arkivum). The point of access to UNHCR Archives is the online catalogue which provides access to the records held in the Archives at Headquarters. Due to COVID19 and the general increase in demand for remote access to digital or digitised files, UNHCR is looking for a consultant to review and present tools and solutions for a Digital Reading Room (DRR).

 The consultant will work under the general supervision of the RAS Chief of Section and in close

collaboration with the reference and the digital archivists and will be tasked to identify tools and

solutions for the above.


UNHCR Digital Reading Room

UNHCR Digital Reading Room should be an online platform/portal which will allow archivists to

securely share content with researchers online. Researchers will have access to select, request, and

consult digital documents online. Archivists will be able to review, redact and share securely the

material with researchers. Ideally it should also provide analytical tools. 


Overall purpose and Scope of Assignment:

Under the overall supervision of RAS, the consultant will research and provide a review (based on

UNHCR requirements and the infrastructure of the information landscape within UNHCR Records and

Archives), of tools and solutions for a Digital Reading Room. This can be based in the Cloud.


Tools and solutions are needed for the following:

• Review and Redaction processes for Archivists.

o E.g. Tools for flagging, masking and insertion of replacement pages

o E.g. Systems that can review and redact large amounts of data

• Delivery portal/viewing platform for researchers

Delivery of variety of formats

• Internal and external portals for delivery

• Security and Identity management

• Storage solutions for a DRR

• Analytical tools

• Any other aspects identified as the project develops


Based on UNHCR RAS information management systems and tools, the consultant will:

• Research and analyze the current offering of tools available for Digital Reading Rooms.

• Review well performing models that are operational in other institutions.

• Present how the tools identified meet UNHCR requirements.

• Recommend solutions, tools, technology and ideas for UNHCR RAS.

• Cost each solution.

• Present the tools in a comparative table against UNHCR requirements.

• Present the solution which can be implemented in phases.


Essential minimum qualifications and professional experience required

Education (Level and area of required and/or preferred education):

• Advanced degree ideally in areas of information management; technology or digital

preservation.

And/or

Work Experience:

• 8 years of experience and knowledge of archives, digitization, digital archives, access to archives

as well as experience implementing technology. Knowledge of the landscape of archives and

online tools for providing secure access to archives. 


Key Competencies:

• At least 6 years working within archives sector, preferably with experience of large memory

institutions/UN agencies/international organisations.

• Demonstrated ability and experience of working with technology and archives

• Strong project management skills

• Ability to establish and maintain effective working relationships with people in a multi-cultural,

multi-ethnic environment with sensitivity and respect for diversity

• Fluency in written and spoken English is required.


Desirable

• Knowledge of another UN language

Overview

OAIS-IR is composed of three teams: (i) Library Services, (ii) Information and Research Coordinators (IRC); and (ii) Records and Archives Services, which also manages the ADB History Gallery. The Records and Archives team helps develop and implement ADB's policy, procedures, and records management system for managing information and records in electronic and non-electronic formats; update ADB File Plan and metadata; provide guidance on storing, retrieval and disposal of inactive records; and render records and archives management services.

Job Purpose
The Associate Information Resources and Services Administrator (Records and Archives) will collect, organize, maintain and preserve archival records of ADB; provide reference and research services, administer the digital conversion of archival records; support establishment of an electronic records management system (ERMS); curate archival materials for exhibit purposes, provide inputs in the preparation and design of exhibit materials for the ADB History Gallery, coordinate with departments for the turn-over of archival records; and support proactive disclosure in accordance with ADB policies. The incumbent will report to the designated International Staff and senior National Staff.
 
Responsibilities
Works independently on all or a combination of the following transactions and/or clearly defined areas, depending on the assignment/instructions from supervisors:
  • Maintains the archives storage repository to ensure that it is secure, clean, orderly, and temperature and humidity controlled.
  • Organizes the archives and maintains the records through the identification, acquisition, appraisal, arrangement and description, conversion, and provision of access to archival records.
  • Identifies records requiring conservation and provides treatment and restoration to damaged records using international standards.
  • Develops, implements, and maintains policies and procedures in selecting and organizing archival materials as well as the information system of the ADB's archival holdings.
  • Coordinates with Departments/Offices on the transfer of archival materials for protection and preservation.
  • Ensures conversion of archival records to electronic formats (including its migration to newer media) for the preservation of historical collection and as part of the business continuity program.
  • Develops and maintains electronic client interface, database, and website.
  • Support establishment of an electronic records management system (ERMS), including coordination for training and change management;
  • Provides information and facilities to authorized archival records users through the preparation of indexes, guides, and other finding aids.
  • Manages the reference services by conducting preliminary research, identifying relevant archival records and verifying staff's authority to have access to archival records or confidential materials to ensure security and integrity of archival records, and in compliance with the public communications policy of ADB.
  • Promotes awareness on the importance of protecting and preserving archival materials and supports activities related to exhibits, external events and other activities requiring the distribution or display of archival materials.
  • Maintains and develops the ADB Archives Gallery by assessing and selecting relevant materials for exhibits, updating featured materials and information, and coordinates activities and events.
  • Backs up other records staff in their absence.
  • Maintains statistics on archival holdings and activity indicators on the use of archives collection.
  • Participates in the performation evaluation for service provider's personnel assigned to ADB on records and archives management services.
  • Maintains records transfers, and plans the yearly work program for archives and the gallery.
  • Performs other duties as may be assigned by the immediate supervisor, Unit Head, and/or director and reflected in the incumbent's workplan.

Qualifications

Relevant Experience & Requirements
  • Bachelor's degree in Library Science, Archives Administration, or other information management discipline
  • At least 5 years of experience as a practicing archivist
  • Working knowledge and understanding of established records management policies and procedures
  • Thorough knowledge of archival/records management operations and preservation techniques
  • Experience in change management for IT project in relation to electronic records management system (ERMS)
  • Experience on electronic filing system
  • Experience in working in galleries or museums as curator and knowledge in digital exhibits will be an advantage
  • Proficient in ADB or multicultural organizations' standard software programs and information technologies, particularly for database management and client interface
  • Able to liaise and work effectively with staff within own work location
  • Able to work collaboratively with teams as a constructive team member
  • Excellent interpersonal skills and excellent command of written and spoken English

Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol through a range of activities, including substantive and organizational support to meetings of the Parties. The mandate of the Administrative Services Programme is the overall facilitation, support and guidance to programmes and the secretariat at large in the utilization and management of the human, financial and other resources for the continued implementation of the work programme and the mandated activities of the secretariat, to ensure efficiency, compliance and appropriate accountability, and the facilitation of cross-cutting common services and functions. The Knowledge Management Unit (KMU) in the Administrative Services programme is to ensure that Information and Knowledge Management services are in place to assist the UNFCCC secretariat in managing and disseminating information. The KMU works collaboratively with the Information and Communication Technology Services (ICT) Programme in the design and deployment of systems serving all UNFCCC secretariat staff, and external users as appropriate.

Objective

The internship is located in the Records Management Team, which is accountable for systematic and consistent control of records throughout their lifespan, as evidence of and information about business activities and transactions, and responsible for preserving, maintaining, and providing access to the records and archives of United Nations Framework Convention on Climate Change thereby providing insight into its history and institutional memory and identity. The Records Management Team is also responsible for managing and updating the UNFCCC History Museum.

The particular functions are:

Under the general supervision of the the OiC of Administrative Services Programme and the direct supervision of the Records Management Officer, the intern is to provide support to a wide-range of records management and archival initiatives. The detailed tasks to be carried out by the incumbent are listed below:

• Develop archival exhibition promotional materials;

• Support the development of virtual archival exhibitions;

• Support the development of archival website;

• Catalogue, index, describe, digitize and organize archival collections;

• Perform other related duties as required.

Timeframe

The internship is for a period of minimum three to maximum six months. The exact period will be determined based on the availability of the intern, the needs of the programme, and the intern’s on- going university enrolment and performance.

Minimum requirements

Candidates must be enrolled in the last year of an undergraduate degree or in a post-graduate programme at the time of application and for the duration of the internship assignment. Studies in the fields of Archives, Records, Information Management studies, or in the area of museum, art, history, climate change or social science studies or another related field are preferred. Candidates must be fluent in English, have good written and oral communication skills, including the ability to prepare and present findings clearly and concisely. Strong analytical and research skills will be an asset. Fully proficient computer skills, knowledge about new information technology is an asset.

Internship conditions

UNFCCC secretariat internships are not remunerated and the selected intern will be responsible for all costs before, during and after the internship assignment. Interns of the UNFCCC secretariat are not considered to be staff members. The selected intern will work on a full-time basis (40 hours per week) at the UNFCCC premises in Bonn, Germany. Description

 

Under the general supervision of the Section Chief for Archives and Records Management and the direct management of the Team Lead for Archives Management, the Archives and Records Officer will be responsible for physical and electronic archives management for the IMF. Specific responsibilities of the Archives and Records Officer includes the following: 

    • Archival processing – Arrange and organize IMF archival content according to international standards, compile metadata, map it to the existing catalog structure, describe new series in the catalog, and update series histories.
    • Reference – Assist internal and external researchers by querying the IMF Archives and retrieving relevant archival materials.
    • Digitization – Digitize materials at the item level for internal and external researchers and make available through the IMF’s Online Archives Catalog. Populate the catalog with all necessary metadata.
    • Declassification – Review requested materials and declassify or block according to the IMF’s Open Archives Policy. Create withdrawal slips as necessary, with the purpose of informing clients about withdrawn records, and capturing that information in the catalog. 
    • Digital archiving – Assist in developing and implementing a digital archiving “long-term preservation” strategy that addresses both digitized copies of paper documents and “born digital content” coming from electronic systems like the IMF’s new document management system. Work with fellow team members and IT staff to identify, implement and manage a digital archiving system for documents, web content, email, videos, and digital photos.
    • Policy and guideline updates – Develop and implement archival guidelines and policies.
    • Outreach and Training – Engage with clients throughout the Fund to educate and empower them to access and use the IMF Archives. Build awareness of the IMF Open Archives Policy and its implications for managing IMF records.

    Qualifications

     
    Educational development, typically acquired by the completion of an advanced university degree in records management, archives management, library and information science. Alternatively, a bachelor’s degree in a related field together with professional certification in records management (CRM) plus a minimum of six years of relevant professional experience.
     
    Knowledge/Skills
    • Demonstrable experience in archives management systems.
    • Experience with managing information systems.
    • Experience with MS Office Applications - Word, Excel; PowerPoint, Visio, Project and Access.
    • Excellent English written and verbal communication skills; including writing user/technical documentation.
    • Strong analytical and problem-solving skills.
    • Strong interpersonal skills and ability to work collaboratively as a member of a team.
    • Ability to interact with staff from diverse cultures and backgrounds.

    Responsibilities:

    1)

    Support the IRMCT audiovisual preservation strategies, by assisting with the evaluation of audiovisual records and the identification of at risk materials. Participate in preservation enhancement strategies and digitisation and migration programmes.

    Operate professional software and equipment to run and monitor audiovisual migrations/ digitisations and monitor signal quality.

    Evaluate and monitor emerging technologies to enhance audiovisual preservation procedures and make recommendations for enhancements.

    Receive and accession the audiovisual archives in both physical carrier and digital format, ensuring that processing activities adhere to best practice procedures and that the physical arrangement and intellectual control comply with established standards.

    Assist with acquisition, accessioning, arrangement and description, and storage of physical and digital audiovisual records.

    Catalogue new records and update or enhance cataloguing of existing records.

    Perform quality control of catalogued records to ensure the application of established professional cataloguing standards.


    3)
    Support the provision of access to audiovisual records and archives.

    Support the development and implementation of policies and tools to enhance the accessibility of audiovisual records, taking into consideration the technical and functional requirements of the users of the audiovisual records and archives.

    Research technologies for enhanced electronic access to audiovisual material.

    Convert and transcode digital audiovisual files to access/ intermediate file formats.

    Acting independently, provide technical and user support services such as responding to requests for access by assembling audio and video clips in accordance with established policies and determine appropriate means of delivery.

    Assist with conceptual and technical development of audiovisual educational materials, online exhibits, productions, outreach, and other programmatic initiatives.


    4)
    Gather and analyse data and make recommendations for the development and implementation of policies, standards and guidelines for the management of audiovisual records and archives.

    Evaluate the adequacy of existing audiovisual records management tools and make recommendations for enhancements.

    Provide technical support and guidance in enhancements to procedures and the application of appropriate audiovisual editing and records management technology.

    Interpret policies, standards, and guidelines and ensure procedures are applied, regularly monitored and updated as required.

    Contribute to the drafting, editing, and review of guidelines and other policy instruments related to audiovisual archives management.


    5)
    Perform other duties as required. Undertake tasks associated with maintenance of records repositories.



     Liaise with internal and external partners, in relation to the provision of access services (e.g. copying materials, assisting researchers with searches).
    Provide support to the administration of the Section, including assisting in the development and assessment of technical specifications for procurement processes.

    Support other offices of IRMCT with their audiovisual tasks and requirements.

    QUALIFICATIONS



    Education:

    Work Experience:

    At least 6 years of experience in audiovisual archives management, audiovisual editing, recording or production, information management or a related field. Knowledge of audiovisual archives and records management procedures, including professional international standards and best practices is required. Knowledge of audiovisual technologies and experience working with professional grade equipment, digitisation and migration practices is required. Familiarity with audiovisual analogue and digital formats, as well as experience using professional audiovisual editing software is required. Ability to conduct research and provide recommendations on audiovisual archival management trends would be desirable.



    Languages:

    English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required. Working knowledge of French and/or Kinyarwanda is an advantage.



    Assessment Method:

    There will be a technical test followed by a competency-based interview.

    The appointment is limited to the International Residual Mechanism for Criminal Tribunals. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected.     Remuneration:

    Interns receive a daily allowance of CHF 60 (including week-ends and official holidays falling within the selected period). Travel

    expenses to and from Geneva cannot be paid by the WTO, and such travel is not covered by the Organization's insurance.

    Medical health insurance coverage is mandatory in Switzerland, and interns are responsible for organizing their own health

    insurance prior to commencing their internship at the WTO.

    Eligibility:

    Interns are recruited from among nationals of WTO Member states.

    Interns will have completed their undergraduate studies in a relevant discipline (information management, archival science,

    records management), and shall have completed at least one year of their postgraduate studies.

    The minimum age for an intern shall be 21 years and the maximum age 30 years.

    A roster of suitable candidates is maintained from which interns are selected. In addition to the regular internship programme, the

    need may also arise to recruit interns at short notice for particular tasks. These recruits will also be drawn from the roster. Names

    will not be maintained on the roster for longer than one year.

    Les archives audiovisuelles du ComitĆ© international de la Croix-Rouge (CICR) illustrent et documentent les activitĆ©s de l’institution mais Ć©galement d’autres composantes du Mouvement international de la Croix-Rouge et du Croissant-Rouge depuis la fin du 19e siĆØcle jusqu'Ć  nos jours.
    Elles sont une source essentielle pour soutenir les actions de communication et opĆ©rationnelles de l’institution ainsi qu’une source de rĆ©fĆ©rence pour la recherche historique sur l'action du CICR, l'action humanitaire, le droit international humanitaire et les relations internationales. Elles sont la mĆ©moire des actions du CICR en images et en sons.
    Au sein de l’unitĆ© BibliothĆØque et archives publiques, les archivistes audiovisuels sont responsables de l’enrichissement des fonds, de leur gestion et prĆ©servation, de leur mise en ligne, de leur promotion, ainsi que de leur mise en relation avec les autres fonds et collections de la bibliothĆØque et des archives publiques.     ResponsabilitƩs principales

    Gestion du fonds d’archives photographiques du CICR
    • AcquĆ©rir les productions photographiques du CICR selon les lignes directrices d’acquisition en vigueur.
    • Traiter les documents :
                        - Cataloguer (dĆ©crire, indexer) les photos pour leur mise Ć  disposition sur le portail des archives audiovisuelles du CICR.
                        - GĆ©rer des formats numĆ©riques selon les usages [archivage et accĆØs en ligne].
                        - GĆ©rer des droits d’auteurs et des droits liĆ©s Ć  la protection des donnĆ©es personnelles.
    • Maintenir un travail de proximitĆ© avec les producteurs, les conseiller et s’assurer que les procĆ©dures de travail suivent les lignes directrices en matiĆØre de versements aux archives.
    • GĆ©rer en coresponsabilitĆ© avec les autres collĆØgues du secteur des archives audiovisuelles la cohĆ©rence des thĆ©sauri et listes normalisĆ©es des archives audiovisuelles.

    Background
    The Office of the Secretary General (OSG) provides general services to the Secretary General (SG), the Chairperson-in-Office and the participating States. It groups horizontal services such as Executive Management, Press and Public Information, Legal Services, External Co-operation, Security Management, Gender Affairs and Central Records and Documents Management, and it oversees the OSCE Documentation Centre in Prague. The OSCE Documentation Centre in Prague is also known as the CSCE/OSCE Historical Archives and it runs the Researcher-in-Residence programme – its core task is to preserve and make available OSCE’s historical records to participating States, academic researchers and the public at large.
    Tasks and Responsibilities
    Under the overall guidance of the Head of Office and the direct supervision of the Senior Assistant for Documentation and Information, the incumbent will be responsible for:

    1. Supporting the OSCE Documentation Centre in Prague paper and electronic holdings by appraising and processing historical records in accordance with established archival principles,
    2. Accessioning physical, electronic records and other materials from the OSCE Secretariat as well as closed-down field operations sent to the OSCE Documentation Centre in Prague Archives;
    3. Updating records of digital collections of historical documents on a central open source database, conducting a record audits and applying record management principles;
    4. Participating in digitization projects;
    5. Developing and updating inventories and search tools;
    6. Handling internal and external documentation requests;
    7. Maintaining an archival collection of OSCE publications and being responsible for their inventory;
    8. Disseminating documents and publications to 67 OSCE depository libraries and taking part in the selection, description and quality check of the digital “Quarterly Selections” posted on the OSCE web resources;
    9. Updating the on line reference library catalogue (motioned by Tritus Open-Source system), including review and completion of existing data in the catalogue, as well as ordering new acquisitions, indexing and re-shelving;
    10. Performing other related duties as assigned.

    Necessary Qualifications
    • Completed secondary education; studies in archives, library science, or informatics is an asset;
    • A minimum of four years of directly related experience in archive and/or library; \
    • Theoretical and practical experience in record management, archival and library activities (digital and paper);
    • Experience with public information services or general documentation (library) services in the setting of an international organization (government, academic institution, NGOs etc.);
    • Sound knowledge of standard computer applications (word processing, databases, spreadsheets, web and other IT systems);
    • Professional fluency in written and spoken English; knowledge of other OSCE working languages is an asset;
    • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
    • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds, whilst remaining impartial and objective.

    Remuneration Package

    Appointments are made at step 1 of the applicable OSCE salary scale.
