Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol through a range of activities, including substantive and organizational support to meetings of the Parties. The mandate of the Administrative Services Programme is the overall facilitation, support and guidance to programmes and the secretariat at large in the utilization and management of the human, financial and other resources for the continued implementation of the work programme and the mandated activities of the secretariat, to ensure efficiency, compliance and appropriate accountability, and the facilitation of cross-cutting common services and functions. The Knowledge Management Unit (KMU) in the Administrative Services programme is to ensure that Information and Knowledge Management services are in place to assist the UNFCCC secretariat in managing and disseminating information. The KMU works collaboratively with the Information and Communication Technology Services (ICT) Programme in the design and deployment of systems serving all UNFCCC secretariat staff, and external users as appropriate.

Objective

The internship is in the Records Management Team, which is accountable for systematic and consistent control of records throughout their lifespan, as evidence of and information about business activities and transactions, and to preserve, maintain, and provide access to the records of United Nations Framework Convention on Climate Change thereby providing insight into its history and institutional memory and identity.

The particular functions are:

Under the general supervision of the the OiC of Administrative Services Programme and the direct supervision of the Records Management Officer, the intern is to provide support to a wide-range of records management and archival initiatives. The detailed tasks to be carried out by the incumbent are:

• Develop records management training materials;

• Support electronic records migration projects;

• Catalogue, index, describe, digitize and organize information resources;

• Support the records appraisal and disposal processes;

• Perform other related duties as required.

Timeframe

The internship is for a period of minimum three to maximum six months. The exact period will be determined based on the availability of the intern, the needs of the programme, and the intern’s on- going university enrolment and performance.

Minimum requirements

Candidates must be enrolled in the last year of an undergraduate degree or in a post-graduate programme at the time of application and for the duration of the internship assignment. Studies in the fields of Archives, Records, Information Management studies, or in the area of library or business administration are preferred. Candidates must be fluent in English (both oral and written) and be able to describe records accurately and consistently in English. Strong analytical and research skills will be an asset. Fully proficient computer skills, knowledge about new information technology is an asset.

Internship conditions

UNFCCC secretariat internships are not remunerated and the selected intern will be responsible for all costs before, during and after the internship assignment. • Develop archival exhibition promotional materials;

Where will you be working


The Records Management Assistant post is located in the Records Management sub programme

which is accountable for providing records management services throughout the secretariat.

What will you be doing


Under the general guidance of the Chief, Knowledge Management and the direct supervision of the

Records Management Officer, you will be responsible for the following functions:

Provision of records management support and advice

Managing the inactive record center

User support and training

Maintenance of existing record management databases




You will have the following responsibilities:


1. You will provide record management support and advice to records-creating offices by:

advising on records management procedures in organizing and managing UNFCCC



information assets, records preservation and disposition;

handling records transfer processes;

liaising with records-creating offices on the disposal of records;

2. You will maintain existing record management databases by:

providing reference services, including conducting complex searching;

3. You will manage the daily operation of the inactive records center by:

providing records retrieval services;

being responsible for the physical security and safety of the organization’s records and



ensuring the efficient and safe use of storage space;

coordinating with facility management for repository maintenance;

conducting environmental quality controls and arranging for the resolution of problems;

coordinating with staff in relevant administrative offices to procure archival supplies and



services.

4. You will provide user support and training by:

supporting users on the application of the records management toolkits and

delivering staff training on basic records management tools;

TERMS OR REFERENCE

1. Background and justification:

 
The UNCCD Scientific Knowledge Brokering Portal (SKBP) has been developed as a pilot in 2014 to act as a "bridge to bridges". It is designed to improve access to scientific and technical information on desertification/land degradation and drought (DLDD). The SKBP will address many knowledge gaps on global sustainable land management practices, by providing awareness, guidance and access to relevant knowledge sources. The SKBP pilot consists of two modules: An interactive map of knowledgebases, and a search portal for content offered by partner organizations.

Development of the SKBP is led by the secretariat’s Knowledge Management, Science and Technology unit (KMST), in cooperation with partner institutions. The KMST unit offers an internship within the team responsible for content management and development of the SKBP.


2. Description of duties for the Intern:

 
The intern will perform the following tasks under the direct supervision of the Programme Officer:

 Assist in the collecting, structuring and uploading of information to the SKBP portal;

 Assist in developing, maintaining and applying taxonomies and classification systems to existing knowledge bases;

 Perform desk research and online research;

 Any other duties as decided by the supervising officer that relate to the internship.

Experience and knowledge of the work of the United Nations Convention to Combat Desertification;

Responsibilities

The post of the Associate Knowledge Management Officer (Metadata and Taxonomy) is located in the

Knowledge Management sub-programme, which is accountable for advice and support to build an

internal working culture based on collaborative work practices and sharing of organizational knowledge

and information, opportunities and requirements for organizing and managing information. The

incumbent reports directly to the Chief, Knowledge Management. The incumbent is responsible for the

daily operation of managing the taxonomy and metadata for the Intranet, document management,

records management applications, and updating the secretariat’s enterprise taxonomy. The key results

expected are:

Establishment and the coordination of the enterprise taxonomy and metadata within the

UNFCCC secretariat and its information management tools;

Overseeing the governance of taxonomy and metadata;

Training and outreach on the application of the taxonomy and metadata to information.

 

The incumbent

 

1. Contributes to the establishment and the coordination of the enterprise taxonomy and metadata

within the UNFCCC secretariat by:

Establishing the standardization of metadata types and values for the various sources of material

that are entered into different applications;

Embedding good practices in online metadata management by promoting the adoption of

common metadata values across the organization;

Advising programmes on how to structure their documents to maximize the opportunities for

online presence and search capacity online;

Supporting the automated integration of the taxonomy with the web and enterprise content

management systems to enable improved content classification and taxonomy-driven search

refiners;

Contributing to the development of a measurement framework for the secretariat’s information

retrieval practices;

Providing training, support, and guidance on metadata and taxonomy use including the relevant

electronic resources and databases.

 

2. Oversees the governance of taxonomy and metadata by:

Advising on enterprise content types to ensure that all content groups can be mapped to the

secretariat’s taxonomy;

Providing input and recommendation in consultation with IT services, web design professionals,

intranet team and staff to improve information management, search interfaces and the online

presence and search capacity of the information posted;

Leveraging metadata management and enterprise search principles to develop, enrich and

maintain search engine functionalities for the Intranet and collaborative spaces;

Monitoring developments and trends in information retrieval including taxonomies, thesauri,

concept extraction, enterprise search and meta-information management;

Providing recommendations where applicable for internal improvement and enhancement;

collecting and analysing user needs and feedback, experience, as well as search analytic reports

to refine metadata and taxonomy management.

 

Requirements

Education: First level university degree in information science, library science, knowledge management

or equivalent.

Experience: At least three years of progressively responsible job related experience in information

management and management of metadata, taxonomies, thesauri, and enterprise search. At least one

year should have been acquired in an international environment.

Specific professional knowledge: Good understanding and knowledge in refining metadata and

taxonomies in an enterprise content management system. Good knowledge of search functionality at a

corporate wide level.

Job related skills: Effective oral and communication skills; good research and analytical skills in

assessing the impact of taxonomy and other relevant areas. Advanced skills and knowledge of

SharePoint.

1. BACKGROUND


The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UN Volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity, as well as the values that sustain it: free will, commitment, engagement and solidarity.

UNV is headquartered in Bonn, Germany and has approximately 150 staff positions- with the majority in Bonn and some positions with different peacekeeping and political missions, and in other headquarters locations (e.g. New York and Tokyo).

Management Services Division is directly responsible for providing the full range of services including financial, human resources, procurement, safety and security, administrative, information technology and ATLAS services to UNV Headquarters in a timely, proactive and responsive manner ensuring productive, cost effective and efficient input and output between the divisions.

Administration Unit forms part of the MSD group. The unit is focused on delivery of the high quality services of: procurement, travel, security management, administration and registry services. Registry services are representing a very important share of the AU workload.

After the "Content and Knowledge Management in UNV" review in 2008, the UNV portal project started in 2009 with the aim of replacing the at-the-time current intranet, Knowledge Platform and shared network drives with a unified document and content repository. The project was planned to have following functionalities:

• Development of an online Portal that would replace the UNV Intranet, Knowledge Platform web site and shared drives;

• Document management implementation across the organization;

• Development of policies and procedures for document and content management processes including the required Governance structure;

• Development of collaborative tools to manage users, documents, knowledge products, discussions and interactions between the users.

In the last quarter of 2011, the Portal was launched, first in HQ, followed by the rollout to field unit staff in June 2012.

In February 2013, a "Document Management Consultancy" was launched to review the current information architecture and usability of the system. Recommendations were made for new content types, site columns and templates and their integration into existing system, and a draft document retention policy was proposed. This consultancy ended in April 2013.

To develop and maintain a user friendly, sustainable and rational DMS for UNV in Bonn and external expertise is required to finalize the work initiated in 2013.


2. MAIN OBJECTIVES, RESPONSABILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.

2. Description of Responsibilities (scope of the work)


This consultancy would continue the previous Document Management Consultancy and lead the process to get approval of the recommended changes liaise with various units and assist ICTS and its implementation.

• Review the DMS analysis report of 2013 and organize meetings with technical focal points, the Portal Committee and UNV senior management to confirm business processes and usage of content types, site columns and templates.

• Amend and distribute for comments the UNV Document Retention Policy. Policy brief must entail recommendations on how to identify, capture, record, analyze, classify, store and index relevant information. Present the final version of the Policy on the Portal Committee and Managers Forum. Develop a document defining final metadata and content types, as well as templates for implementation into the SharePoint DMS.

• Prepare guidance for the archiving of paper based and electronic document. Prepare Standard Operating Procedures (SOP) for archiving of content in place, and a final report of status/progress of archiving with next steps. Develop a workflow for registry of receiving/maintaining/distributing/filing and disposing data. Training manuals, guidelines on how to use DMS and its metadata, how to apply DMS to handle daily incoming documentation via: regular mail, pouch, courier, fax and e-mail.

• Provide or organize training to technical focal points and staff on DMS related topics such as Metadata, SharePoint Content types, work processes and document archiving Based on the log of identified training needs, define 3 topics required for training, developed training material and handouts, and execute each training 3 times. These teaching techniques can be replaced by others (i.e. video tutorials, FAQs, etc.) by agreement with UNV supervisor.


Main deliverables are:

1. Revised draft of UNV Document Retention Policy by, end of May, 2014.

2. UNV Document Retention Policy discussed at all levels and presented to the Portal Committee by mid June 2014.

3. Guidance document and SOPs developed for the archiving of electronic and paper based data by end June 2014.

4. Workflows, procedures and SOPs developed and tested prior implementation (test Report to be prepared) for Registry services by the end September 2014:

a. Handling incoming data (regular mail, fax, courier, e-mail) internal distribution, maintenance, failing and disposal;

b. Handling outgoing data.

5. Training manuals, guidelines on using DMS and metadata by the end of September 2014. Kindly consider two missions to Bonn – in the beginning and toward the end of the consultancy for presentation.


3. Competencies

• Knowledge of and substantial experience in developing and implementing DMS;

• Experience in conducting DMS assessments, and analysis;

• Knowledge of the UN system and in particular UNDP and UNV;


Ability and willingness to work under pressure and with tight deadlines;


Behavioral competencies appropriate to a multi-cultural environment, including sensitivity and respect for cultural and gender diversity;

• Ability to develop clear goals that are consistent with agreed strategies.


4. Qualifications

Education;


Advanced University Degree in Information Management/Science, Library, or a related field;

• Professional certification in document management or knowledge management is an additional asset.


Experience;


At least five years of relevant professional experience gained from at least two different positions related to planning, designing and implementing document management;

• Proven experience with designing document management solutions with MS SharePoint 2010;


Proven experience working with International and UN organizations;

 Experience with moderating diverse groups of stake holders and facilitating decision making processes.

Language requirement.



Excellent analytical, drafting, editing and communication skills in English.

Applicants have to provide a technical and financial proposal.

The technical proposal shall describe the methodology and the approach how to fulfill the required deliverables as well as outline the major components of its implementation.

The financial proposal shall consist of all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee, costs of living, and cost of travel to and from the duty station. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).

The lump sum/contract price is fixed regardless of subsequent changes in the cost components.


Criteria for Selection of the Best offer:


The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted – 70%, and combined with the price offer which will be weighted 30%.

Key selection criteria are:

 Proposed approach and methodology (30%)


Proven experience in Information Management (15%)

 Proven analytical skills (15%)

Proven experience working with International or UN agencies (10%)
