Organizational setting and Reporting:

The position of Archivist is located in the Mechanism Archives and Records Section (MARS), at the International Residual Mechanism for Criminal Tribunals (IRMCT), Arusha Branch. The incumbent will work under the supervision of the Archivist, Head, MARS, Arusha. The incumbent will be part of the team responsible for the management of the records of the International Residual Mechanism for Criminal Tribunals ("Mechanism") and the archives of the International Criminal Tribunal for Rwanda ("ICTR") and the International Criminal Tribunal for the former Yugoslavia ("ICTY").

Responsibilities:

Contribute to the development of strategies, policies and procedures for the management of Mechanism records. Implement strategies, policies and procedures, in collaboration with the other Archivists.


Advise Mechanism officials and staff on record-keeping issues and practices.

Plan, organize, monitor and evaluate record-keeping improvement projects, contributing to feasibility studies, analysis, design, development and implementation, and assisting with recruitment / procurement of specialist skills or materials.

Plan, organize, monitor and evaluate the development and delivery of record-keeping training programmes for Mechanism staff.

Contribute to the development and implementation of strategies, policies and procedures for the management of the archives of the ICTR and the ICTY, and the provision of access to them. Implement strategies, policies and procedures, in collaboration with the other Archivists and the Associate Research Officer.

Plan, organize, lead, monitor and evaluate work on acquisition, accessioning, arrangement and description, storage, preservation and conservation of archives.

Plan, organize, lead, monitor and evaluate work on preparation and dissemination of finding aids for archives.

Research, analyse and evaluate new systems or tools for the management of archives, and make recommendations for their deployment.

Advise on and recommend measures to enhance the accessibility of archives.

Advise on the determination of requests for access to archives. If access is approved, provide access, and information and assistance to requesters, in collaboration with the Associate Research Officer.

Assist in the implementation of Mechanism advocacy and outreach programmes. Conduct research and prepare presentation and publicity material.

Contribute to the management of MARS’ physical records repositories.

Ensure that repositories are maintained and managed in accordance with required standards.

Manage the transfer of records and archives from client offices.

Manage the deaccessioning and disposition of records and archives, in accordance with established policies or instructions from client offices.

Participate in the implementation of the Mechanism's information security and access regime. Liaise with client offices regarding information security classification, and implement decisions on classification / declassification, in collaboration with the relevant Legal Officer and Associate Research Officer.

Contribute to the development and implementation of the Mechanism’s plans for disaster preparedness, response and recovery.

Supervise, guide and train support staff. Supervise the work of contractors and consultants.

Contribute to the continuous improvement of the Section's operations and services by: keeping abreast of professional developments; supporting audits of the Section's work; participating in internal reviews of the Section's work, recommending improvements and implementing approved initiatives.

Assist the Chief Archivist / Archivist, Head, MARS Arusha in planning, budgeting, procurement, and management of finances, human resources or facilities, as required.

Perform other duties, as required.

QUALIFICATIONS



Education:

Advanced university degree in archival science, records management, information management or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.



Experience:

Minimum of five (5) years of progressively responsible experience in archives management, records management or information management. Experience of managing physical records in a variety of media and formats, including artefacts, is required. Experience of strict information security regimes is highly desirable. Experience with international tribunals or national courts is desirable. Experience in project management is an asset.



Language:

English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required. Working knowledge of French and/or Kinyarwanda is desirable.



Assessment Method:

There may be a technical test followed by a competency-based interview.

This position is located in the Archives and Records Section, of the IRMCT Arusha Branch, Registry, under

the supervision of the Archivist, Head MARS Arusha.

Responsibilities:

1)

Support the IRMCT audiovisual preservation strategies, by assisting with the evaluation of audiovisual records and the identification of at risk materials. Participate in preservation enhancement strategies and digitisation and migration programmes.


Audit and inspect audiovisual records managed by the Section.

Operate professional software and equipment to run and monitor audiovisual migrations/ digitisations and monitor signal quality.

Conduct quality control of the output of audiovisual digital preservation activities, ensuring appropriate capture of technical, descriptive and preservation metadata.

Evaluate and monitor emerging technologies to enhance audiovisual preservation procedures and make recommendations for enhancements.

Maintain and administer audiovisual migration and digital storage systems, following up with technical support as required.

Receive and accession the audiovisual archives in both physical carrier and digital format, ensuring that processing activities adhere to best practice procedures and that the physical arrangement and intellectual control comply with established standards.

Assist with acquisition, accessioning, arrangement and description, and storage of physical and digital audiovisual records.

Catalogue new records and update or enhance cataloguing of existing records.

Perform quality control of catalogued records to ensure the application of established professional cataloguing standards.


3)
Support the provision of access to audiovisual records and archives.

Support the development and implementation of policies and tools to enhance the accessibility of audiovisual records, taking into consideration the technical and functional requirements of the users of the audiovisual records and archives.

Research technologies for enhanced electronic access to audiovisual material.

Convert and transcode digital audiovisual files to access/ intermediate file formats.

Acting independently, provide technical and user support services such as responding to requests for access by assembling audio and video clips in accordance with established policies and determine appropriate means of delivery.

Assist with conceptual and technical development of audiovisual educational materials, online exhibits, productions, outreach, and other programmatic initiatives.


4)
Gather and analyse data and make recommendations for the development and implementation of policies, standards and guidelines for the management of audiovisual records and archives.

Evaluate the adequacy of existing audiovisual records management tools and make recommendations for enhancements.

Provide technical support and guidance in enhancements to procedures and the application of appropriate audiovisual editing and records management technology.

Interpret policies, standards, and guidelines and ensure procedures are applied, regularly monitored and updated as required.

Contribute to the drafting, editing, and review of guidelines and other policy instruments related to audiovisual archives management.


5)
Perform other duties as required. Undertake tasks associated with maintenance of records repositories.



 Liaise with internal and external partners, in relation to the provision of access services (e.g. copying materials, assisting researchers with searches).
Provide support to the administration of the Section, including assisting in the development and assessment of technical specifications for procurement processes.

Support other offices of IRMCT with their audiovisual tasks and requirements.

Knowledge of audiovisual archives and records management procedures, including professional international standards and best practices is required. Knowledge of audiovisual technologies and experience working with professional grade equipment, digitisation and migration practices is required. Familiarity with audiovisual analogue and digital formats, as well as experience using professional audiovisual editing software is required. Ability to conduct research and provide recommendations on audiovisual archival management trends would be desirable.

Org. Setting and Reporting
The Mechanism for International Criminal Tribunals, more commonly referred to as the MICT, is a body of the United Nations established in 2010 to carry out a number of essential functions of the International Criminal Tribunal for Rwanda (ICTR) and the International Criminal Tribunal for the former Yugoslavia (ICTY), after the completion of their respective mandates. The MICT comprises two branches. One branch covers functions inherited from the ICTR and is located in Arusha, Tanzania. The other branch is located in The Hague and inherited functions from the ICTY.

This position is located in the Archives and Records Section of the Mechanism for International Criminal Tribunals in The Hague. It is under the supervision and direction of an Archivist.

A MICT internship is UNPAID and full-time. Core working hours for interns are Monday to Friday from 9:00 a.m. to 5:30 p.m. Interns work under the supervision of a staff member in the office to which they are assigned. The duration of a MICT internship can range from a minimum of three months to a maximum of six months, according to the needs of the intern’s assigned office.
Responsibilities
Interns within MARS will have the opportunity to work on a variety of programmes and projects centred on archival and records management activities. Depending on the individual’s background, interest and the needs of the office, tasks may include the following:

•Assisting in developing outreach and advocacy products.
•Creation of Finding Aids for Tribunal Archives.
•Records management tasks (physical or digital).
•Assisting with preservation of physical records.
•Assisting with preservation of digital records.
•Assisting with metadata migration and enhancement of Tribunal audiovisual records.
•Assisting with digitisation and quality control review of audiovisual records.

Education
Candidates for an internship in MARS are required to be enrolled in, or have completed in the last 12 months, a relevant diploma/degree programme in archives, records management or information management. Applicants must be computer literate in standard software applications.
               
Work Experience
Applicants are not required to have professional work experience for participating in the programme, and must be at least 18 years old. Previous experience in an archive or information management work environment is an asset.
               
Languages
English and French are the working languages of the MICT. Fluency in oral and written English is required. Knowledge of French and/ or Bosnian/Croatian/Serbian is an asset.

Through the Offices of the President, Registrar and Prosecutor, act as the focal point for requests for access to Mechanism records and archives.   o Receive and respond to requests for access.  Includes registering requests and tracking the process of considering and determining requests.  o Advise requesters and researchers on holdings and accessibility. o Provide other information and assistance to requesters and researchers.  
Participate in the creation of finding aids, and other research and reference tools for Mechanism records and archives, in collaboration with the Archivist, the Audiovisual Archivist and the Electronic Records Manager.  Participate in the evaluation of existing research and reference tools and assist in the implementation of new tools to facilitate access to records and archives. 
Monitor and analyse trends in requests for access and areas of research. 
Advise the Archivist and the Deputy Chief, MARS Arusha on responses to trends, to enhance accessibility of records and archives.    
Manage the content of the Mechanism website relating to records and archives. 
Manage the Section’s collections of published and open-access research and reference material.   o Select material for the development of collections.   o Organise, classify and catalogue print and digital resources.   
Participate in the development and implementation of advocacy and outreach programmes.  Perform other duties as required.

o Support development and implementation of policies, processes and systems for record-keeping in the Mechanism, specifically the creation, organization and storage of digital records and early identification and protection of those to be retained as part of the Archives.  Participate in development and implementation of the Mechanism’s Electronic Document and Records Management System (EDRMS), HP Records Manager.   Participate in business process analyses, identify opportunities for improvement and implement approved initiatives.   Establish and, subsequently, maintain inventories of digital records and recordkeeping systems in the Mechanism.  Assist in designing and delivering training on good record-keeping, including effective use of the EDRMS.   Participate in advising, guiding and supporting Mechanism staff on digital recordkeeping issues and practices.

o Support development and implementation of policies, processes and systems for providing access to the digital component of the Archives in accordance with United Nations policies, balancing the need for openness and transparency with the need to protect sensitive information.  Support implementation of the Mechanism’s information security and access regime and assist in implementing decisions on classification / declassification, in collaboration with the Associate Research Officer.  Assist in providing access to the digital component of the Archives of the International Criminal Tribunals, in accordance with United Nations policies.  Participate in integrating the Digital Repository with the Archival Collection Management System and the EDRMS.

Advanced university degree in archival science, records management, library science, information science or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.


Work Experience:
Minimum of two years of progressively responsible experience in archives management, records management, library services, information management or related area. Experience of providing reference services is required. Experience of strict information security regimes is required. Experience in international tribunals or national courts is desirable.


Languages:
English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required. Working knowledge of French is highly desirable.


Assessment Method:
There may be an interview which will comprise a competency-based interview component. There may also be a technical test.

Annual Meeting of SIO/ICA. Arusha (Tanzania), 8-10 May 2017

If you're interested in archives of International Organizations , you should really consider joining us in Arusha from 8 to 10 of May 2017.


SIO is the Section of International Organizations of the International Council of Archives.Within ICA's general objectives of working for the advancement of archives through international co-operation, SIO aims at:
  • promoting professional and scholarly co-operation and communication between archives and archivists of international organizations;
  • achieving recognition of the existence and value of archive services within international organizations;
  • achieving recognition of the professional status of archivist for the international civil servants in charge of archives, and to assist their basic and continuing training;
  • studying the question of preservation, appraisal and description of archives of international organizations;
  • developing access to archives of international organizations;
  • promoting co-operation with historians and the research community.


Tom Adami and his team of the Mechanism for International Criminal Tribunals (http://www.unmict.org/en) will be our hosts this year. The meeting itself will take place from 08 May until 10 May 2017 at the fantastic new premises of the MICT in Arusha, Tanzania (http://www.unmict.org/specials/arusha-facility/index.html).


We are preparing an exciting meeting with a stimulating one day workshop followed by presentations / speeches from our colleagues . You will meet in Arusha the who is who of archives of International Organizations.


Later this month we will provide a draft agenda and more,information on hotels, etc.

Org. Setting and Reporting
The position of Archivist is located in the Mechanism Archives and Records Section, Registry, The Hague Branch. Under the supervision of the Chief Archivist, the incumbent will be part of the team responsible for the management of the records of the Mechanism for International Criminal Tribunals (“Mechanism”) and the archives of the International Criminal Tribunal for Rwanda (“ICTR”) and International Criminal Tribunal for the former Yugoslavia (“ICTY”).
Responsibilities
• Contribute to the development of strategies, policies and procedures for the management of Mechanism records. Implement strategies, policies and procedures, in collaboration with the other Archivists.
o Advise Mechanism officials and staff on recordkeeping issues and practices.
o Plan, organise, monitor and evaluate recordkeeping improvement projects, contributing to feasibility studies, analysis, design, development and implementation and assisting with recruitment / procurement of specialist skills or materials.
o Plan, organise, monitor and evaluate the development and delivery of recordkeeping training programmes for Mechanism staff.

• Contribute to the development and implementation of strategies, policies and procedures for the management of the archives of the ICTR and ICTY and the provision of access to them. Implement strategies, policies and procedures, in collaboration with the other Archivists and the Associate Research Officer.
o Plan, organise, lead, monitor and evaluate work on acquisition, accessioning, arrangement and description, storage, preservation and conservation of archives.
o Plan, organise, lead, monitor and evaluate work on preparation and dissemination of finding aids for archives.
o Research, analyse and evaluate new systems or tools for the management of archives, and make recommendations for their deployment.
o Advise on and recommend measures to enhance the accessibility of archives.
o Advise on the determination of requests for access to archives. If access is approved, provide access, and information and assistance to requesters, in collaboration with the Associate Research Officer.
o Assist in advocacy and outreach programmes. Conduct research and prepare presentation and publicity material.

• Contribute to the management of the Section’s records repositories.
o Ensure that repositories are maintained and managed in accordance with required standards.
o Manage the transfer of records and archives from client offices to the Section’s repositories.
o Manage the deaccessioning and disposition of records and archives, in accordance with established policies or instructions from client offices.

• Participate in the implementation of the Mechanism’s information security and access regime. Liaise with client offices regarding information security classification, and implement decisions on classification / declassification, in collaboration with the relevant Legal Officer and Associate Research Officer.

• Contribute to the development and implementation of the Section’s plans for disaster preparedness, response and recovery.

• Supervise, guide and train support staff. Supervise the work of contractors and consultants.

• Contribute to the continuous improvement of the Section’s operations and services by: keeping abreast of professional developments; supporting audits of the Section’s work; participating in internal reviews of the Section’s work, recommending improvements and implementing approved initiatives.

• Assist the Chief Archivist / Deputy Chief Archivist in planning, budgeting, procurement, finance, human resources or facilities management, as required.

• Perform other duties, as required.

Education

Experience of managing physical records in a variety of media and formats, including artefacts, is required. Experience of strict information security regimes is highly desirable. Experience with international tribunals or national courts is desirable. Experience in project management is an asset.
