1. SUMMARY

The NATO Archives acts under the authority of the Archives Committee. Under the direction of the NATO Archivist, its main responsibilities are the identification of information of permanent value, the overall management of NATO archival holdings and the implementation of the NATO Records Policy and Public Disclosure Policy. As such the NATO Archives provides guidance on records and archives matters NATO wide; collects NATO information of permanent value throughout NATO civil and military bodies; organises and preserves this information regardless of its format; and provides access to publicly disclosed NATO information.

Under the general guidance of the NATO Archivist, the incumbent will be responsible for implementing the Policy on the Retention and Disposition of NATO Information; contributing to the development of information management policies, standards and procedures; and the physical and intellectual management of NATO’s archival holdings.

Within this framework the main functions of the Head will include: managing the archival vaults of the NATO Archives for records in all formats (including e-vaults for digital information); developing and implementing retention and disposition policies and procedures; coordinating appraisal reviews of NATO HQ information; providing advice to NATO civil and military bodies and operations on records and archives questions; initiating and supervising descriptions of archival holdings; and implementing preservation measures for records in all formats.

In addition, the Head directs the Acquisition and Holdings Management Unit (AHU) and replaces the NATO Archivist during absences. The Head presents to the Archives 



Committee on the implementation of the Policy on the Retention and Disposition of NATO Information and on other special projects as required.



2. QUALIFICATIONS AND EXPERIENCE



ESSENTIAL

The incumbent must:

o possess a university degree, preferably with an emphasis on records and archives management or contemporary history/international relations;

o have at least three years of relevant working experience; at least two of which must be at the national or international level;

o possess experience implementing retention and disposition programmes in large organisations;

o possess experience managing projects related to records and archives and information management within tight deadlines;

o possess experience in writing strategic policies, directives and guidelines;

o possess knowledge of international standards related to records and archives;

o possess knowledge and experience of electronic records and electronic records keeping systems, and knowledge of the challenges of electronic records and archival preservation;

o have experience in briefing and training;

o be familiar with current office software suites, particularly database products related to records and archives management ;

o possess the following minimum levels of NATO’s official languages (English/French): V ("Advanced") in one; III ("Intermediate") in the other.





DESIRABLE

The following would be considered an advantage:

· a thorough knowledge of the Organization and Alliance activities;

· experience working in records and archives management in a security conscious environment;

· experience in managing digital archives;

· managerial experience;

· knowledge of additional languages.



3. MAIN ACCOUNTABILITIES

Expertise Development

Develop and update retention and disposition schedules that identify and preserve NATO information of permanent value as well as facilitate the timely destruction of information identified as having no permanent value. Contribute to the implementation and management of a trusted digital repository for the long-term preservation of digital holdings. Ensure the  



retrievability of inactive records in all formats by developing and maintaining taxonomies and accurately preserving metadata for these records

Project Management

Identify, implement and successfully complete projects in relation to semi-active and inactive NATO information. Contribute to the development of records, archives and information management policies and their implementation in the International Staff (IS) and across the Organization.

Information Management

Coordinate and conduct archival appraisal of archival holdings at NATO Headquarters, Implement and maintain an integrated file plan and taxonomy for both paper and electronic records.

Stakeholder Management

Respond to requests for information contained within the NATO archives. Provide advice and guidance to NATO civil and military bodies and operations on records and archives management.

Knowledge Management

Describe archival holdings according to established international and Organizational standards so as to maintain access thereto. Ensure the preservation of semi-active and inactive records in all formats. Manage the space of archival repositories containing records in all formats and ensure that all files and boxes are registered and traceable. Coordinate transfers of NATO information of permanent value. Authorize and supervise the destruction of NATO information of temporary value.

People Management

Direct and supervise the work of the AHU staff and prepare and maintain a work plan for the Unit. Direct and supervise the NATO Archives staff when the NATO Archivist is absent. This includes attending management meetings, meetings with experts and meetings with national representatives.

Perform any other related duty as assigned.



4. INTERRELATIONSHIPS

The incumbent reports to the NATO Archivist and directs and supervises the staff of the Acquisition and Holdings Management Unit. He/she is required to work closely with the Public Disclosure Officer and the Officer, Retention and Disposition, as well as with staff working in Information Management (IM) at NATO headquarters and throughout the Organization.

6. CONTRACT:

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

NOTE:

Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.

Organizational Setting
The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.
 
The Department of Management’s Division of General Services (MTGS) provides support functions to the IAEA through its five Sections, namely the Archives and Records Section (ARMS), the Commissary Management Section (CMS), the Facilities Management Section (FMS), the Transport and General Support Section (TGSS), and the Seibersdorf Complex Management Section (SCMS).
The Archives and Records Management Section establishes a framework for the creation and management of authentic, reliable and usable records, capable of supporting IAEA business functions and activities for as long as they are required. The Section is divided into three Units: Mail, Records and the Archives Unit. The Records Unit is responsible for the management of records, capable of supporting IAEA business functions and activities.

Main Purpose
Under the direct supervision of the Section Head ARMS the Unit Head plans, develops, and applies records management policies designed to facilitate effective and efficient handling of official records and other information. S/he coordinates and supervises activities of the Unit, which carries out records management advisory work and other technical, clerical, and registration services. Liaises with other internal and external stakeholders to assure compliance with policies, procedures, and practices of records management program.

Role
The Unit Head is: (1) a manager of the Records Unit, ensuring that programmes and projects are developed and implemented in the most efficient and effective manner in line with ARMS strategy plan and the results-based approach; (2) a supervisor, ensuring the provision of efficient and effective recordkeeping services; (3) an analyst, researching and monitoring records and information management developments in the changing technological landscape and providing advice on digital recordkeeping applications, solutions; (4) a liaison, for all Departments in the IAEA on information governance in repositioning ARMS at IAEA.

  • Plan, organize, manage and evaluate the work of the Records Unit, continuously reviewing effectiveness, focusing on priorities and driving for excellence. Specific tasks include: prepare work plans, ensure a balanced workload distribution, monitor work performance, and guide and supervise the staff of the Unit.
  • Ensure economy and efficiency in the creation, use, maintenance and disposal of records, information, data by coordinating the implementation and update of IAEA's Records Management Programme.
  • Lead the Records Unit into the transition to an effective, business-oriented advisory and operations service for record keeping.

  • Liaise with internal stakeholders to ensure adherence to Agency policies through information auditing, monitoring and evaluation, and the consistent application of approved records retention policies and procedures in a hybrid environment.

  • Lead the development, monitor the relevancy of RM curriculum to deliver training on the records management programme to staff throughout the IAEA.

Organizational Setting
The Department of Management’s Division of General Services (MTGS) provides service functions to the IAEA through its five Sections that ensure facilities management for its headquarters and for the Seibersdorf laboratories campus, travel, transport and general support services, archives and records management, and the operation of the Vienna International Centre Commissary. Main Purpose
Under the supervision of the Section Head of MTGS/ARMS the incumbent is ensures the efficient administration of the Archival Unit and is responsible for the development and implementation of strategies, policies, procedures and guidelines for the archival services of ARMS.

Role
The Head of the Archives Unit is: (1) supervisor of the Archives Unit, planning and managing the activities of the Unit to ensure delivery of effective and efficient archival services; (2) expert of the archival workflow and archival management making informed decisions on preserving the Agency's assets and facilitating the development of his/her team (3) specialist in digital preservation, archival management and electronic recordkeeping advising the Section Head and the Director of Division; (4) liaison to other departments/divisions in the Agency on digital preservation, semantic technology and controlled access to IAEA historical holdings.

  • Contribute to Section planning focussing on changing priorities and driving for excellence in line with the IAEA's results-based programming approach, assist with the management of the Section and support the Section Head as required;
  • Plan, organize, manage and evaluate the work of the Archives Unit team in order to preserve the historical records of IAEA; ensure that the Archival Programme of IAEA is sound and comprehensive to manage hardcopy and digital records during their archival life-cycle;
  • Contribute to policy development related to the management of archival collections, continuously update the relevant chapters of the ARM Handbook, ARMS policies and procedures on archival operations and long-term preservation.
  • Oversee the physical storages of IAEA Archive and Records Centre guaranteeing preservation standards and fulfilling safety and security requirements by the Agency;
  • Oversee the development and implementation of archival management system in line with quality management standards, including the continuous improvement of workflows, metadata interoperability with IAEA recordkeeping systems. Supervises the maintenance and update of the archival management system of ARMS ensuring the publication and the update of find aids for both external and internal users.
  • Prepare work plans, ensure a balanced workload distribution, monitor work performance, assess staff development needs and propose development plans, and guide and supervise the staff of the Unit;
  • Identify priorities and targeted projects on digital preservation, electronic recordkeeping, data curation, digitization in relation to IAEA ’s archival material, proposing technology solutions on addressing data retention challenges on the long-run.

L’unité bibliothèque et archives publiques (LPA) du CICR a pour mission principale la mise à disposition au public et la valorisation de fonds d’archives et de collections documentaires uniques sur le CICR, sur le droit humanitaire dont il est le gardien et le référent, et, plus généralement, sur l’action humanitaire. Située au siège du CICR à Genève, l’unité est responsable d’acquérir, de traiter et de conserver les fonds dont elle a la charge.
 
L’unité est composée de quatre secteurs d’activité : les archives générales publiques, les archives agence (données individuelles sur les personnes détenues en lien avec le conflit), les archives audiovisuelles (photos, films/videos et son) et la bibliothèque du CICR.


Responsabilités

Vous favorisez et supervisez la mise en œuvre de ces objectifs en veillant de manière diligente à une bonne utilisation des ressources et au respect des normes professionnelles archivistiques, documentaires et bibliothécaires.
Dans un environnement de l’information et de la communication en constante évolution, vous contribuez directement et de manière pro active à la réflexion prospective de la division et à la formulation/révision de stratégies et autres textes de références, tout en adaptant en conséquence les prestations de l’unité.
Vous dirigez une équipe de 12 personnes selon les principes de leadership et de management du CICR. Vous coordonnez notamment le maintien et le développement des compétences de vos collaborateurs-trices dans leur domaine d’expertise.
Vous développez un réseau externe d’experts et des partenaires favorisant une valorisation des archives et collections, notamment à travers des actions de numérisation et de mise à disposition en ligne de fonds CICR ainsi que l’encouragement à des recherches historiques indépendantes.
Vous assurez l’effort collectif de l’unité au renforcement de la communication publique du CICR et vous cordonnez les activités de valorisation, et de promotion de l’unité sur place et en ligne. Vous rapportez directement au chef-fe de la division des archives et de la gestion de l’information.
 


Formation et expérience requise
 
  • Diplôme universitaire en gestion de l'information ou en histoire/archives ou expérience équivalente
  • Expérience (au moins 3 ans) confirmée dans le management d’une unité orientée promotion et valorisation composées de métiers de l’information ; aisance dans un environnement interdisciplinaire
  • Bonnes connaissances des domaines clés d’activité du CICR et de son fonctionnement, y compris dans la gestion d’information
  • Un large réseau dans les milieux professionnels des domaines d’expertise de l’unité est un atout.

  • Grand sens des responsabilités et de l’éthique professionnelle, sens de l’organisation
  • Très bonnes facultés d’analyse, de conceptualisation de communication et de réseautage
  • Très bonnes connaissances des technologies relatives à la gestion de l’information en particulier dans les domaines de l’audiovisuel et du multimédia et faculté d’innovation
  • Capacité de décision, d’action et de délégation
  • Bonne résistance au stress
  • Maîtrise orale et écrite de l’anglais et du français.
