Org. Setting and Reporting

These positions are located in the Office of the High Commissioner for Human Rights (OHCHR). This Job Opening is being advertised for three positions of Information Management Officer, P-3.

The first position is based in Panama City, Regional Office for Central America, Panama. The incumbent reports to the Head of the Regional Office for Central America.

The second position is based in Santiago, Regional Office for South America, Chile. The incumbent reports to the Head of the Regional Office for South America.

The third position is located in Yaoundé, Central Africa Regional Office (CARO) in Cameroon. The incumbent reports to the Head of the Central Africa Regional Office.

Responsibilities

Within delegated authority, the Information Management Officer will be responsible for the following duties:

• Data Coordination
Establish and maintain an information flows to facilitate human rights information exchange and the promotion of data and information standards in the field presence; work with Human Rights Officers to ensure a smooth transition of information tools and services; engage with counterparts to ensure that information activities are coordinated and consistent with human rights standards and practices; provide training and expertise on the use and development of information management tools and platforms to OHCHR staff members and partners; advocate for the use of data standards and common platforms, and for the open exchange of information.

• Data Management
Setup and manage content on relevant platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related platforms to facilitate cross-site interoperability. Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value human rights data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis.

• Data Analysis
Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language) and advise on the application of these standards into local systems and processes; participate in the development, implementation and management of new data elements, together with its accompanying data, to be included in common human rights datasets; understand, document and ensure the quality of high-value human rights data for accuracy, consistency and comparability. Support analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions and rapid assessments; provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).

• Geographic Information Systems (GIS) & Mapping
Develop and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance; produce and update high-quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services.

• Visualization, Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials.

• Performs other related duties, as required.

Education

Advanced university degree (Master's degree or equivalent) in information management, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems & mapping, data visualization, or other related area is required.
Experience managing human rights information is desirable.
Relevant experience within the United Nations common system or an international organization is desirable.
Experience in the region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the three positions advertised, fluency in English (both written and oral) is required.
Fluency in Spanish is desirable for the positions in Panama City and Santiago.
Fluency in French is desirable for the positions in Yaoundé and Panama City.
Knowledge of Portuguese is desirable for the position in Santiago.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Org. Setting and Reporting

This position is located in the United Nations Mission in South Sudan (UNMISS), duty station Juba. Juba is classified in the "E" category and as a non-family duty station. The Information Management Officer reports to the Team leader of the Conflict related violations Unit, under the overall guidance and direction of the Director of the Human Rights Division (HRD).

Responsibilities

Within delegated authority, the Information Management Officer will be responsible for the following duties:


• Supports development and application of, methodological, data collection and disaggregation guidance, tools and documentation on indicators identified under international human rights standards;
• Liaise with OHCHR on issues and queries pertaining to human rights violations case management including improving usability and user-friendliness of the human rights database; and contributing to the implementation and further development of the tool;
• Develop and update comprehensive and dynamic data visualizations products including maps to illustrate and report on human rights trends for use online, in reports, presentations, and other materials;
• Reviews available dataset in the field of human rights and on-going work by UNMISS HRD, UN agencies, national human rights institutions, national statistical offices, civil society organizations and other stakeholders in relation to the measurement and implementation of international human rights standards;
• Identifies and gathers human rights related information and data elements from a variety of sources to produce standardized reports and services, creates data collection plans to streamline data aggregation and transformation process, and maintains database of information management data assets to support analytics.
• Develops analytical reports, dashboards and data visualizations to support monitoring and compliance activities, and conducts analyses that contribute to operational efficiency and strategic decision-making.
• Supports organization and delivery of training activities, technical assistance, consultations and collaboration with mission components and UN agencies, including human rights and information management experts/practitioners.
• Provides advisory services on information management and recordkeeping practices including: needs and business process analysis; organization and maintenance of UN information assets; search, accessibility and security classification; records preservation and disposition; and information management policies and procedures, with an emphasis on technological applications.
• Researches, analyses and evaluates new applications of information technology to archives and records management and makes recommendations for their deployment.
• Participates in record-keeping improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of record-keeping application improvements and new systems; provides user support.
• Develops training materials and user manuals; trains staff in use of the recordkeeping system assigned.
• Performs and supervises reference functions by advising internal and external users about records holdings and accessibility; maintaining communications with other information management networks and records and archives specialists; supervising retrieval and reproduction activities of General Service staff.
• Evaluates adequacy of existing records management and reference tools. Implements new technologies in information management to ensure that tools developed for efficient access to information are accessible to staff throughout the Organization.
• Maintains access and declassification standards by liaising with records-originating offices/offices of interest regarding access to security-classified materials and implements access and declassification determinations.
• Participates in developing client outreach strategies and in their implementation.
• Conducts programmes of outreach and user education to improve client use of desktop information resources; uses judgement of relevant institutional needs to develop presentations appropriate to client audience; develops publicity materials to facilitate outreach.
• Performs other related duties, as required.

A minimum of two years of experience in Human Rights related data analysis, collection and visualization systems, to include geographic information systems (GIS), within the UN common system is required.
Experience using Power BI, SharePoint Online and Power Automate applications is required.
Experience in building and deploying machine learning models for conflict analysis is desirable.
Experience working in an international organization or non-governmental organization in a conflict or post-conflict setting is desirable.

Languages

Special Notice
• This temporary position is intended to fill the functions of short-term duration for six months, with the possibility of extension. The selected candidate is expected to start as soon as possible.
• The duration of the appointment is subject to the availability of funds.

• A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Org. Setting and Reporting
This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Niger, Diffa. The Associate Information Management Officer reports to the Deputy Head of Office. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort.

•Data Management: Support the design and development and manage the content of databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability; support the consolidation of operational information on a regular schedule to support analysis.

•Data Analysis: Support the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language); understand, document and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability.

Education
An advanced university degree (Master's degree or equivalent degree) in information management, information systems, social sciences or related field is required. Work Experience

Experience in the the region is desirable.

Org. Setting and Reporting
This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA), Regional Office for Latin America and the Caribbean (ROLAC) in Panama. The Information Management Officer reports to the Head of the Regional Information Unit.
Responsibilities
Within delegated authority, the Information Management Officer will be responsible for the following duties:

• Coordination:

Establish and maintain an information management network in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards; work with first responders such as the UN disaster assessment and coordination team (UNDAC) and on-site operations and coordination Centre (OSOCC) to ensure a smooth transition of information tools and services; engage with counterparts in government to ensure that information activities are coordinated and consistent with national standards and practices; provide training and expertise on the use and development of information management tools and platforms to OCHA staff and humanitarian partners; advocate for the use of data standards and common platforms, and for the open exchange of information.

• Web Management

Manage content on relevant web platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related web platforms such as agency and cluster websites and ReliefWeb to facilitate cross-site search and interoperability.

• Data Management

Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis.

• Data Analysis

Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language) and advise on the application of these standards into local systems and processes; participate in the development, implementation and management of new indicators, together with its accompanying data, to be included in a Common Humanitarian Dataset; understand, document and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability.

• Assessment Analysis

Support assessment and needs analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments; provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).

Experience in the region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Fluency in Spanish is required. Knowledge of another UN official language is desirable.
