The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties. The Sustainable Development Mechanisms (SDM) Programme supports the implementation of the Kyoto mechanisms, the Clean Development Mechanism (CDM) and Joint implementation (JI). The Programme Support and Coordination unit is accountable for ensuring effective support to the Director on matters relating to the overall management of the SDM programme. Responsibilities The Programme Officer post is located in the Information & Knowledge Management (IKM) Team of the Programme Support & Coordination (PSC) Unit of the Sustainable Development Mechanisms (SDM) programme. IKM provides information and knowledge management services in the organisation and maintenance of SDM information assets. Under the direct supervision of the Team Lead, Programme Support & Coordination, the incumbent develops and deploys a records management system including training and development of all SDM staff. The key results expected are: • Develop, deploy, monitor, and subsequently improve records management processes and tools; • Manage and coordinate the alignment of the information & knowledge management strategy and systems with the SDM business strategy needs and requirements for routine operations in SDM; • Develop and implement the project plans relating to information lifecycle management. 1. Develops, deploys, monitors, and improves various SDM information management processes and tools by: a. Coordinating the application and, where relevant, the revision of existing regulations and information management systems to cater for their intended need; b. Formulating policies and procedures for managing SDM information assets, assuring the continuous business alignment of information management activities; c. Researching, analysing, evaluating and designing an approach to review, manage, measure, and improve SDM processes in a systematic and collaborative way (in consideration of quality criteria, risks to be managed and the efficiency and effectiveness of processes); d. Developing and disseminating processes and templates in order to standardize SDM information and documentation; /… 2 e. Designing and implementing a programme-wide records management system and its subsequent continual improvement and maintenance; f. Guiding the design and delivery of records & information management training (in collaboration with the SDM Skills Development Team); g. Managing and coordinating inputs into secretariat-wide committees and taskforces dealing with information, knowledge and records management issues; h. Designing and implementing a records centre in Sharepoint for capturing & effectively managing SDM records. 2. Ensures the dissemination of information by: a. Developing appropriate information & knowledge management processes and tools such as: • The development of the SDM Editorial & Formatting standard and accompanying templates; • The development and execution of an information management plan in collaboration with other teams. b. Acting as focal point for the records management system within the Programme; responding to inquiries; representing the unit in meetings, conferences, and working groups. 3. Programme management: Carries out administrative tasks, such as; evaluation of staff performance and preparation of inputs/workloads indicators for result-based budgeting. Essential Requirements (Only candidates who meet the requirements stated below will be considered.) Education: First level university degree in information management, library science, records management or equivalent. Experience: A minimum of five (5) years of progressively responsible experience in information and knowledge management, including: indexing or cataloguing, conducting a records inventory, managing documents and records, library services or other related information management field. Specific professional knowledge: • Knowledge of information management & records management principles, policies and standards; • Experience in information management practices: including records identification, appraisal, capture, maintenance, use, disposition and retention; • Knowledge of setting up functional system requirements for document and records management systems and services; • Experience in indexing, developing a taxonomy and controlled vocabulary; • Experience in providing information management advice to others; • Knowledge of project management and experience in records management projects from beginning (inventory) to to migration (electronic systems) to disposition/archive. Job-related skills: • Fully proficient computer skills including the use of enterprise content management systems. Language requirements: Fluency in written and spoken English. DUTIES AND RESPONSIBILITIES
Under the overall management and administrative leadership of the Assistant Director-General and Regional Representative, RLC
and the technical guidance of the Director, Office of Knowledge Exchange Research and Extension (OEK), the incumbent will
participate in developing and strengthening of knowledge exchange and information systems available to stakeholders in FAO’s
Member countries in the region and in the international community associated with agricultural development, food security and
other relevant technical fields to the Organization, as well as ensuring their contribution and participatory efforts in FAO-related
activities with strong emphasis on the use of Information and Communication Technologies (ICTs). In particular, the incumbent will:
• Participate in the exchange and dissemination of information on FAO, its policies, programmes and services in the Region;
• Participate in promoting participatory approaches on information management in the Region;
• Provide technical advice on and assist with the development of regional and national capacity for exchange of information
between stakeholders in food, agriculture, rural development and other fields of work;
• Prepare operational guidelines, mechanisms and procedures for enhancing information systems and exchange, in such as
websites and other corporate systems, thematic knowledge networks, e-conferencing and coordination of development and
maintenance of the RLC website;
• Participate in identifying regional issues and priorities and in formulation and implementation as well as evaluation of field
programme activities in the region related to the enhancement of information management capacities at national and regional
level;
• Support promotion of WAICENT strategic framework and FAO web based information/knowledge resources through relevant
channels and meetings in the region;
• Provide guidance to the Communication Unit responsible for divulging information on FAO activities in the Region;
• Perform other related duties as requested.
MINIMUM REQUIREMENTS
Candidates should meet the following:
▪ University degree in Agriculture or Information Management, or a field relevant to the work of the Organization
▪ Three years of relevant experience in development/implementation of electronic systems and/or information management
services for knowledge and information management, including working with web-based information systems and applications
▪ Working knowledge of Spanish and English
SELECTION CRITERIA
Candidates will be assessed against the following:
▪ Extent of familiarity with and experience in methodologies, processes, and systems for knowledge and information
management
▪ Extent of familiarity with approaches to knowledge exchange and information management by the principal agricultural
stakeholders in the Region
▪ Extent of experience in capacity building in knowledge and information management at national level
▪ Extent of familiarity with FAO and with the Organization’s policies and approaches for knowledge and information management
including use of digital technologies
▪ Extent of experience in supervising a team

REMUNERATION

Job purpose
To provide strategic policy advice and senior stakeholder management support to the Head of Profession and Knowledge Council.
Role and responsibilities Work closely on an ongoing basis with key ‘partners’ in the KIM environment to ensure that we share ideas and develop plans in parallel. These partners include the Information Assurance community, Heads of KIM, The Chief Technology Officers and Chief Information Officers and Information Domain community, Association of Departmental Records Officers etc. The role here is not just to liaise, but to also influence and persuade on key issues, and to ensure that the KIM agenda in government is integrated widely into government initiatives.
Building strong stakeholder relationships both at practitioner level and at senior level, influencing people with different agendas to adopt new concepts and different ways of working, particularly at senior civil service level. As a senior member of the government KIM Network you will frequently need your advocacy skills to ‘sell’ the benefits of KIM to external audiences, and explain why KIM really matters to government, with the influencing and persuasion skills to get senior people to change their views (and practice).
Work with the Head of Profession, and own team, to collaboratively develop ideas, and implement those ideas for improving KIM across government. This may involve taking an active role in the pan-government KIM debates/ talks programme, ensuring that we disseminate key developments. You will also take a proactive professional oversight role for the Government KIM Network communication content, ensuring that content disseminated is accurate and appropriate.
Act as a liaison role between government KIM professionals and National Archives senior team. This is to ensure that there is mutual understanding of what each is trying to achieve, and to help ensure that The National Archives programmes being delivered meet the needs of Head of KIM leading government departmental KIM teams. This will involve delivering complex messages simply to multiple stakeholders, and negotiating across boundaries, sometimes managing significant resistance. You will develop solutions, using project management skills to manage them through to delivery.
Take on specific pieces of work to progress the KIM agenda such as developing benchmarks for the profession, or working with the Information Assurance community to ensure that KIM issues are reflecting in the maturity model. Your understanding should be broader than records management, and include an understanding across the full spectrum of KIM issues.
Develop a strategic policy agenda for the profession to allow the Head of Profession and Knowledge Council to identify and address the most important issues and respond effectively. This will be designed to improve the capability of Knowledge and Information Management (KIM) across government.
Support the Head of Profession in raising the profile of KIM to improve its credibility and visibility. Develop and highlight best practice in KIM within departments and communicate this internally and externally to drive up capability.
Develop and implement a senior stakeholder management strategy that ensures KIM is represented in key forums and decision making processes. Manage the day-to-day relationship with members of the Knowledge Council and Heads of KIM in central government to ensure they are aware of important developments.
