Librarian and Information Specialist

The Asian Infrastructure Investment Bank (AIIB) is a multilateral institution with the mandate to foster sustainable economic growth in Asia by investing in infrastructure and other productive areas and promoting regional cooperation and partnerships.

AIIB is looking for a Librarian and Information Specialist to coordinate a wide range of library services under the Records and Information Management (RIM) Unit.

The RIM Unit is a service team within the Facilities and Administration Services (FAS) Department at AIIB. The library provides access to published digital and print materials, reference and research services, and information outreach to ensure that the Bank’s business units and staff receive information resources, services and the support required to complete their work. The archives collect, maintain, and make available all information with historical value and that will be permanently retained.

The Librarian and Information Specialist will lead the growth of an innovative, digital and technology rich library environment harmonious with the mandate and corporate strategic vision of AIIB. The position is primarily responsible for developing and maintaining the library collection and the provision of excellent reference and research services that include the effective use of electronic and print information resources.

Responsibilities:

  • Develop and keep the library collection current, both in electronic and print formats.
  • Coordinate the original and copy cataloguing work of the library materials.
  • Perform the super-administrator role of the Integrated Library System (ILS) and applications.
  • Provide comprehensive reference and research services. Respond to information requests from the Bank’s business units and staff to meet their information needs.
  • Summarize and analyze retrieved information as a means of searching for topics of interest for library users.
  • Build and maintain the Bank’s Institutional Repository (IR) and the digital archives.
  • Regularly update the library intranet website with current resources and service announcements.
  • Develop partnerships with libraries of other multilateral development banks, international financial institutions, academic and research organizations to maximize the utilization of resources.
  • Work with the RIM team to offer bank wide information services. Provide backup support for the work of other colleagues as and when needed.
  • Negotiate licenses with vendors and track and record the collection budget.
  • Collaborate with vendors regarding technical support for electronic databases, e-journals and library systems.
  • Respond to copyright information requests from researchers, staff and consultants.
  • Design and deliver library training, workshops and presentations for users on an ongoing basis.
  • Undertake new and innovative programs to promote library services and resources.
  • Develop and cultivate relationships with Bank management, departments and staff to become knowledgeable about fields of specialization and use professional expertise to respond to requests.
  • Explore and experiment with available technologies and their application to reference and user services.
  • Use assessment tools and techniques to evaluate and enhance services to users.
  • Prepare reports on library activities and usage for the unit and department.
  • Other duties as assigned by the Unit Head.

Requirements:

  • Minimum 5-8 years of post-master’s degree experience as a professional librarian is required.
  • Candidate with an additional advanced degree in economics, finance, engineering and or public policy and administration would be given preference.
  • Advanced fluency in English is a must. Excellent oral and written communication skills are required.
  • Ability to provide advanced reference and research services.
  • Advanced knowledge and experience in the use of metadata standards, in particular but not limited to the MARC, DDI and Dublin Core standards.
  • Knowledge of archival conventions and records management standards is an asset.
  • Must have experience with the emerging digital library environment including digital collections and online databases and strong working knowledge of integrated library systems.
  • Proficiency in webpage design and content management software including SharePoint is an asset.
  • Excellent service philosophy with a demonstrated commitment to teamwork.
  • Evidence of ability to work creatively and collaboratively.
  • Excellent organizational, analytical and time management skills.
  • Master’s degree in Library and Information Sciences from an accredited school of Library and Information Science/ Studies.

Previous experience and qualifications will determine the employee level at which a successful applicant will enter AIIB.

Background

Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Electronic Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved search functionality, document and records management, archives management, content management, content reuse and repurposing, and collaboration across UNICEF. As additional benefit it seeks to reduce risks, improve usability of tools, provide significant savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas.

The Digital Strategy Section (DSS) within the Division of Communication (DOC) comprises Web, Social Media and Multimedia teams working together to create compelling public-facing content, including web stories, blog posts, photo essays, Facebook posts, Twitter campaigns and videos for distribution via unicef.org, our blogging platform (UNICEF Connect), YouTube, news media, and other outlets and platforms. Through multiple platforms and in multiple languages, DSS draws attention to the many facets of UNICEF’s work, encouraging public support, participation and action, as well as ensuring greater transparency and accountability. By measuring and testing our efforts, we also use data to inform content and engagement choices.

Purpose of the Assignment
This role will be responsible for the creation, implementation and maintenance of key facets of UNICEF’s taxonomy and controlled vocabularies to help contributors, internal and external end-users easily find and identify content on UNICEF’s digital platforms, including primarily the UNICEF website and the UNICEF intranet:
  • The UNICEF taxonomy and its relevant facets will be available for use internally (intranet) and externally (UNICEF website) within search, directory and regional categorization, content tagging, navigation, filtering and URL structures. It will also support SEO externally. If required, separate but harmonized versions of the taxonomy can be established and maintained for internal and external contexts, based on requirements to be assessed during the assignment;
  • The taxonomy shall wherever appropriate make use of alternate term mapping (including mapping of ‘street level terms’ commonly used to official UNICEF/UN terms), and related term mapping, to ensure the best possible results retrieval by end users;
  • Subject matter experts shall be consulted, under the guidance of the team lead, for taxonomy development and maintenance. They shall include experts in technical areas, as well as DOC writers and editors;
  • The taxonomy manager will help guide the ongoing governance and management of taxonomic components within UNICEF, by recommending guidance, and proposing procedures for ongoing maintenance and management of taxonomies;
  • The organization is preparing for the use of taxonomy management platforms to support auto-categorization of content. The taxonomy manager will work with these platforms to support integration of taxonomies with content management systems for this objective
Reporting Structure
The Taxonomy Specialist is being hired by two UNICEF Divisions working in cooperation: DOC (Digital Strategy Section) and ICTD (ECM team).

Key responsibilities
  • The selected candidate will split his/her work time 50/50 between DOC and ICTD
  • Review existing taxonomy work
  • Establish clear and useable taxonomy and classification standards, and adherence systems
  • Work with internal subject matter experts and web team editors to edit and develop a taxonomy and controlled vocabulary based on input from data sources
  • Develop and implement taxonomic facets for intranet, documents and records
  • Participate in the deployment of organizational-level content management tools and strategies.
  • Study and understand user behaviour (internal and external) and provide the best overall taxonomy experience
  • As needed, support taxonomy mapping and normalization efforts
  • Map legacy systems to internal and external standards and integrate said systems with new framework
  • Work with User Experience, Search, Data Science, Engineering, Knowledge Exchange, IT, and other key stakeholders
  • Fulfill various departmental administrative functions: liaising with vendors, consultants or staff as needed
  • Manage and maintain taxonomy components across all delivery platforms 
Expected Deliverables
  • Establish clear and useable taxonomy and classification standards, and adherence systems
  • Develop and implement taxonomic facets for intranet, documents and records
  • Map legacy systems to internal and external standards and integrate said systems with new framework

Requirements:
  • Demonstrated experience in developing and implementing a corporate taxonomy, providing taxonomy support for document/records management, and classification of content via taxonomy-driven classification tools.
  • Relevant educational degree (e.g. MA in Library Science, Museum/Archival Studies or related field) or equivalent experience
  • At least two years’ experience working with taxonomy creation and implementation, and with classification systems
  • Strong understanding of taxonomy and ontology development and controlled vocabularies
  • Demonstrated experience in developing and implementing a corporate taxonomy for content management and classification
  • Strong oral and written communication skills, including excellent written communication skills in English, particularly spelling, vocabulary and syntax
  • Excellent time-management and organizational skills
  • Strong relationship skills to facilitate gathering of taxonomy inputs and requirements from internal partners
  • Strong research, analysis and problem solving skills
  • Advanced computer skills, with attention to Excel
  • The following are desirable: Experience with content management (e.g. ECM/DAM/WCMS) tools and technologies; international experience in multilingual/multicultural environments; experience with data analytics or with databases and SQL
Languages:
English and French are the working languages of UNICEF. For the post advertised, fluency in English is required

Evaluation method
Each applicant will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant or vendor whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical skills and financial proposal specific to the solicitation.

Principales responsabilités

Acquisitions et catalogage

Réception, contrôle et conditionnement des nouvelles acquisitions.

Sélection pour numérisation.

Traitement documentaire des événements du MO, CIO, CNO et SO.

Recherche

Recherches de photographies pour clients internes/externes dans la base documentaire.

Administration des sites intranet et extranet de la Médiathèque olympique (TOML) :

Remplacement du webmaster durant son absence :

Administre les comptes d’accès au site et gère la base de données des utilisateurs en fonction des règles d’approbation fournies par les départements du CIO.

Prépare et publie les dossiers thématiques dits « Thèmes CIO » en fonction de l’actualité et des événements du CIO.

Formation, compétences linguistiques et informatiques

Spécialiste HES en information et documentation ou formation équivalente.

Connaissances de la typologie des supports photographiques.

Connaissances du Mouvement olympique et du CIO.

Langues : français (langue maternelle) et anglais (niveau avancé).

Parfaite maîtrise des logiciels informatiques MS et outils de gestion.
