Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Electronic Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved search functionality, document and records management, archives management, content management, content reuse and repurposing, and collaboration across UNICEF. As additional benefit it seeks to reduce risks, improve usability of tools, provide significant savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas.

The Digital Strategy Section (DSS) within the Division of Communication (DOC) comprises Web, Social Media and Multimedia teams working together to create compelling public-facing content, including web stories, blog posts, photo essays, Facebook posts, Twitter campaigns and videos for distribution via unicef.org, our blogging platform (UNICEF Connect), YouTube, news media, and other outlets and platforms. Through multiple platforms and in multiple languages, DSS draws attention to the many facets of UNICEF’s work, encouraging public support, participation and action, as well as ensuring greater transparency and accountability. By measuring and testing our efforts, we also use data to inform content and engagement choices.

Purpose of the Assignment
This role will be responsible for the creation, implementation and maintenance of key facets of UNICEF’s taxonomy and controlled vocabularies to help contributors, internal and external end-users easily find and identify content on UNICEF’s digital platforms, including primarily the UNICEF website and the UNICEF intranet:
  • The UNICEF taxonomy and its relevant facets will be available for use internally (intranet) and externally (UNICEF website) within search, directory and regional categorization, content tagging, navigation, filtering and URL structures. It will also support SEO externally. If required, separate but harmonized versions of the taxonomy can be established and maintained for internal and external contexts, based on requirements to be assessed during the assignment;
  • The taxonomy shall wherever appropriate make use of alternate term mapping (including mapping of ‘street level terms’ commonly used to official UNICEF/UN terms), and related term mapping, to ensure the best possible results retrieval by end users;
  • Subject matter experts shall be consulted, under the guidance of the team lead, for taxonomy development and maintenance. They shall include experts in technical areas, as well as DOC writers and editors;
  • The taxonomy manager will help guide the ongoing governance and management of taxonomic components within UNICEF, by recommending guidance, and proposing procedures for ongoing maintenance and management of taxonomies;
  • The organization is preparing for the use of taxonomy management platforms to support auto-categorization of content. The taxonomy manager will work with these platforms to support integration of taxonomies with content management systems for this objective
Reporting Structure
The Taxonomy Specialist is being hired by two UNICEF Divisions working in cooperation: DOC (Digital Strategy Section) and ICTD (ECM team).

Key responsibilities
  • The selected candidate will split his/her work time 50/50 between DOC and ICTD
  • Review existing taxonomy work
  • Establish clear and useable taxonomy and classification standards, and adherence systems
  • Work with internal subject matter experts and web team editors to edit and develop a taxonomy and controlled vocabulary based on input from data sources
  • Develop and implement taxonomic facets for intranet, documents and records
  • Participate in the deployment of organizational-level content management tools and strategies.
  • Study and understand user behaviour (internal and external) and provide the best overall taxonomy experience
  • As needed, support taxonomy mapping and normalization efforts
  • Map legacy systems to internal and external standards and integrate said systems with new framework
  • Work with User Experience, Search, Data Science, Engineering, Knowledge Exchange, IT, and other key stakeholders
  • Fulfill various departmental administrative functions: liaising with vendors, consultants or staff as needed
  • Manage and maintain taxonomy components across all delivery platforms 
Expected Deliverables
  • Establish clear and useable taxonomy and classification standards, and adherence systems
  • Develop and implement taxonomic facets for intranet, documents and records
  • Map legacy systems to internal and external standards and integrate said systems with new framework

Requirements:
  • Demonstrated experience in developing and implementing a corporate taxonomy, providing taxonomy support for document/records management, and classification of content via taxonomy-driven classification tools.
  • Relevant educational degree (e.g. MA in Library Science, Museum/Archival Studies or related field) or equivalent experience
  • At least two years’ experience working with taxonomy creation and implementation, and with classification systems
  • Strong understanding of taxonomy and ontology development and controlled vocabularies
  • Demonstrated experience in developing and implementing a corporate taxonomy for content management and classification
  • Strong oral and written communication skills, including excellent written communication skills in English, particularly spelling, vocabulary and syntax
  • Excellent time-management and organizational skills
  • Strong relationship skills to facilitate gathering of taxonomy inputs and requirements from internal partners
  • Strong research, analysis and problem solving skills
  • Advanced computer skills, with attention to Excel
  • The following are desirable: Experience with content management (e.g. ECM/DAM/WCMS) tools and technologies; international experience in multilingual/multicultural environments; experience with data analytics or with databases and SQL

About Content Management
The Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Electronic Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved document and records management and retention, improved search functionality, strengthened archives management, a new digital preservation capability, content reuse and repurposing, and collaboration across UNICEF.
The project also seeks to reduce risks, improve usability of tools, provide significant cost and time savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas.

Purpose of the Assignment
The purpose of this consultancy is to support the Public Partnerships Division (PPD), through the mapping and preparation of content for migration to ECM, with a view to how the information would be presented to end-users for accessibility, searchability and overall user-friendliness.

Reporting Structure:
The incumbent will report to PPD’s Senior Adviser and Communication Specialist.

Key responsibilities:
  • Perform a document inventory of PPD’s Intranet, TeamSites, Shared Drives (SDs), SharePoint Libraries, and other file repositories
  • Implement the ECM-recommended naming convention on existing content
  • Implement the ECM-recommended folder structure on PD Shared Drives and Online information-sharing platforms
  • Analyze PPD content with support from the ECM team
  • Support the PPD Director’s Office with its engagement in the ECM Steering Committee and in related discussions
  • Other ECM-related activities as needed
  • Other KM related tasks as needed

Deliverables:
  • Content is mapped and prepared for migration to the ECM solution
  • Content prepared with the end goal in mind, especially easily searchable content on Online platforms such as consolidated Intranet / Sharepoint teamsite
  • Business areas are supported in a collaborative manner in line with ECM project goals

Requirements:
  • A university degree in information management, computer science, or data related field or equivalent experience
  • A minimum of eight (8) years of relevant experience working with unstructured or structured information
  • Understanding of SharePoint mandatory
  • Solid understanding of the concept of the Digital Workplace and hands-on experience in introducing and creatively promoting the use of related platforms and tools from the Office 365 range of products and SharePoint 2013 online.
  • Ability to work independently and to meet tight deadlines
  • Strong analytical and conceptual thinking
  • Experience of working within UNICEF or other UN entities, familiarity with the work of UNICEF public partnerships would be an asset.

Org. Setting and Reporting
This position is located in the Archives and Records Management Section, Commercial Activities Service, Department of Management. The Information Management Assistant reports to the Chief of the Archives and Records Management Section.
Responsibilities
Within delegated authority, the Information Management Assistant will be responsible for the following duties:

Archives and Records Management
• Acts as ARMS contact for Secretariat Records Management focal points: organizes meetings, and training workshops, disseminates information on records management and other ARMS services to internal and external clients. Routes requests for assistance to appropriate professional staff member within ARMS. Participates in delivery of Records Management Orientation to new UN staff members
• Supports public researchers to register with ARMS. Provides outreach support to internal and external clients through awareness raising of the Section's Internet and Intranet and dissemination of information from those sites. Compiles statistics and analyses user numbers and trends for ARMS Internet and Intranet.
• Oversees space allocations, member of team responding emergency disasters and monitors environmental quality controls; arranges for the resolution of problems.
• Oversees contractually stored records by facilitating the establishment of contracts and monitoring compliance; coordinates transfers to commercial storage.
• Oversees archives and records management operations by supporting Unit chief in project planning and in liaises with vendors or consultants.
• Maintains statistics on service and workload measures. Tracks the Section’s workload statistics which are required for annual reports on budget performance reporting.
• Coordinates access and declassification reviews by preparing declassification review requests and updating the Section’s database.
• Takes responsibility for all budgetary actions (Regular, support account and extra-budget) coordination, preparation, and reporting, within ARMS and in coordination with the Commercial Activities Service. Seeks inputs for budget submissions. Monitors budget allotments, verifies availability of funds, and ensures necessary approvals and entries in computerized budget systems. Reviews and monitors payment of accounts.
• Takes responsibility for the revision and editing of correspondence to ensure completeness and compliance with the UN correspondence rules. Responsible for incoming and outgoing correspondence within and outside the Section, classifies files and retrieves correspondence in the Section's records management system.

General
• Guides and supervises more junior General Service Staff and periodically, other temporary staff.
• Provides administrative support for the Section and Units chiefs and undertakes other duties as assigned.
• Orders and ensures shipment of stationery and necessary equipment to various sites.

Work Experience

How can you make a difference?
The purpose of this consultancy is to support all business areas throughout UNICEF’s offices, through the content migration process.
The Communications Specialist will have day-to-day supervision of the Content Migration Consultant, while the efficacy and outcome, along with the project plans will be jointly overseen by the Communications Specialist and the ECM Senior Project Manager.

• Analyze content with support from the ECM team and the local Subject Matter Experts and Content Owners
• Migrate content as approved
• Other tasks as needed

Deliverables:
• Content is mapped and prepared for migration to the ECM solution
• Business areas are supported in a collaborative manner in line with ECM project goals
• Participate in regional and country discussion forums
• Migrate all content as approved by business owners to ECM system for go live date

As an advocate for every child, you will have…
• A university degree in information management, computer science, or data related field or equivalent experience
• A minimum of 3 years of relevant experience working with unstructured or structured information
• Strong attention to detail
• Solid training skills/experience
• Demonstrated ability to build and maintain work relationships
• Strong interpersonal and listening skills
• Understanding of SharePoint desirable
• Working knowledge of other UN language such as Spanish or French, will be considered an asset.
• Fluency in English (verbal and written) is required.

Location and Duration
• This consultancy will be performed on UNICEF Premises in Budapest, Hungary.
• The duration of this assignment is 6 months.

Individual consultants receive remuneration for verified output based on days worked.  Individual consultants are not eligible to participate in UNICEF’s benefits including insurance, pension, paid sick leave or annual leave.   UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.
