Org. Setting and Reporting

The position is located in the Central Records Unit (CRU) of the Executive Office of the Secretary-General (EOSG). The incumbent reports to the Chief of the CRU.

The primary role of the Central Records Unit is to receive, register and efficiently process all correspondence addressed to EOSG stakeholders. The CRU acts as an official repository of EOSG records and performs retrieval functions. The Unit also undertakes variety of information management and business process improvement projects.

Responsibilities

Within delegated authority and under the direct supervision of the Chief of the Central Records Unit (CRU), the Information Management Assistant is expected to perform the following duties:

•Assists the Chief of CRU in the overall management and administration of the Unit, including provision of substantive and administrative support in managing priorities and workflows.

•Assists in overseeing work of office support staff (Records Assistants) and managing performance; organizes, plans, controls, coordinates and oversees the daily activities of the Records Assistants to ensure efficient and effective processing of EOSG correspondence and equitable distribution of work; trains office support staff in relevant procedures; monitors completion of work on daily basis; regularly reports on workload statistics; takes full responsibility for time management and scheduling on behalf of the Head of CRU with appropriate consultation.

•Assists in managing other activities and work processes to ensure that management directives
and decisions are properly carried out and services are delivered timely; identifies and brings sensitive and urgent issues to the attention of the Chief of CRU.

•Screens, prioritizes and distributes for logging all incoming correspondence, monitors and clears the SGCentral shared e-mail account; decides, according to existing procedures on the appropriate course of action for various messages, including logging for action, logging for information, forwarding to other offices, Departments, Funds and Programmes; performs database searches to retrieve correspondence; provides backup support to the Records Assistants in logging correspondence when and as needed; exercises quality control function for all correspondence logged by the CRU staff in the Unite Correspondence; receives, handles, processes and classifies sensitive information.

•Independently handles a wide range of complex information requests and inquiries (e.g. answer requests requiring file or other research); responds, or drafts responses, to a diverse range of correspondence and enquiries both within the EOSG and from outside, including from external entities and Member States; Coordinates extensively with service units and liaises frequently with colleagues from other EOSG Units and other Departments.

•Establishes/improves standard operating procedures on correspondence distribution, information management, use of information systems and maintenance of data in the EOSG to ensure smooth functioning of the Unite and the other document and information management (paper and electronic) systems.

•Liaises with the ICT Service Provider with regards to any technical IT-related issues, including databases and email systems performance issues.

•Manages, updates and further develops internal databases and spreadsheets; maintains the Unite Docs access and distribution groups in iNeed system to ensure data is up-to-date.

•Provides IT training to EOSG end-users, including on the use of standard databases and systems, including Unite Docs and Umoja.

•Provides Unite Docs/Correspondence troubleshooting services to EOSG end-users, including identification of problems and solutions and/or liaising with the OICT to ensure prompt resolution of the problem.

• Contributes to the preparation of data sets, being responsible for the acquisition and initial cleaning of data from primary and secondary data systems and documents data sets used.

• Contributes to the creation and maintenance of databases, contributes to data collection projects products, tools and processes to extend the capabilities of client offices.

•Oversees information management and business process analysis projects to enhance management and flow of EOSG's information and correspondence.

•Serves as Officer-in-Charge (OIC) in the absence of the Chief, CRU.

•Performs other related work as and when necessary.

Education

High school diploma or equivalent is required.

Work Experience

A minimum of seven years of relevant experience in information/records management/data entry and analysis such as working with file classification schemes, catalogue systems and large, complex databases is required.
Experience in preparation of and cleaning datasets, and preparation of analytical reports is required.
Experience working in a high-level office, such as EOSG or in a similar setting, in and international organization, managing information is required
Expert knowledge of O365 suite applications, including SharePoint Online and the FileNet-based applications is required.
Operational experience, including troubleshooting, with documents and information management systems like Unite Docs or Correspondence or similar systems is desirable.
Experience working in information management projects, including development and implementation of file classification schemes is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in spoken and written English is required. Knowledge of another official United Nations language is an asset.

Special Notice

This position is temporarily available for an initial period of 365 days with possible extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Org. Setting and Reporting

This position is located in the Records Management and Quality Control Unit (RMQCU) in the Operations Support Section (OSS), under the Operations Service of the United Nations Joint Staff Pension Fund (UNJSPF) Pension Administration. The incumbent reports to the Chief of OSS. Under Operations Support Section whose aims is to facilitate the work of Operations in order to allow smooth processing from Participation to Separation, the Records Management and Quality Control Unit is responsible for managing the Fund's Documentation in New York and Geneva. Its tasks include quality control, which aims at verifying the separation documents received from participants and Organizations in view of vetting the forms and instructions at the beginning of the payment cycle in order to facilitate the processing downstream. RMQCU is also mainly in charge of running the Certificate of Entitlement process.

Responsibilities

Under the general supervision of the Chief of Section, the incumbent performs inter alia, the following main duties:


1. Administrates the Records Management and Quality Control Unit (RMQCU) both in New York and Geneva of the Operations Support Section in the Pension Administration of the United Nations Joint Staff Pension Fund by:
a) Planning, Organizing and overseeing the work and actions of RMQCU Staff in NY and GVA, including distribution of work, the assignment of short and long term priorities, and the allocation of staff to meet those priorities
b) Implementing Quality Control for both NY and GVA to ensure that all separation documents received by the Fund are fully vetted to ensure they are properly filled and that all the file submissions are complete, clear, accurate and timely. Ensures that clients are immediately informed about documents that haven’t met the Fund’s prescribed requirements.
c) Implementing procedures for a smooth flow of the processing of documents relating to all aspects of the Fund's operations including: reviewing, registration, codifying, scanning, printing and distribution;
d) Performs all the administrative supervisory actions such as Recruiting, Training, supervising and reporting on the performance of the staff of the unit. Serves as FRO for all staff of RMQCU in NY and GVA
e) Recommends to the Chief of OSS solutions to problems that require his/her attention


2. Supervises the management of various email inboxes to ensure that emails received in these inboxes are actioned as required
a) Manages filing mailboxes
b) Manages Document Tracking mailboxes
c) Manages Issues related mailboxes
d) Manages Separation Documents Mailboxes (for all UN entities and Agencies, for NY and GVA mailboxes)
e) Manages Participation Inboxes


3. Oversees the Certificate of Entitlement (CE) process and Signature Verification Exercise
a) Manages Running the CE Population batch, and preparation for printing of CEs in May and September annually.
b) Coordinate Printing CEs and mailing worldwide.
c) Coordinate receipt of CEs and scanning them to file.
d) Oversees Signature Verification cases for CEs that have been received
e) Coordinate pre-suspension and suspension work for non receipt of CE


4. Provides user input to design of new computer subsystems and coordinate with IT for resolution of Issues related to Records Management and Quality Control
a) Raises incident reports for issues that need attention by the UNJSPF IT
b) Assist in meetings to discuss issues resolution and gives authoritative business insight
c) Coordinate testing to resolve the issues
d) Represents the Unit in the various projects for improvement of processes (i.e. Automatic CE verfication, Digital CE)


5. In collaboration with Chief of OSS, develop policy documents, procedures and training program for staff of RMQCU
a) Ensures that all staff become proficient in all areas of work of RMQCU
b) Trains the staff in the correct application of the computer systems
c) Prepares relevant documents to ensure efficiency, accuracy, and consistency of the work procedures by RMQCU NY and GVA Units
d) builds a knowledge management system and learning tools for RMQCU

A minimum of seven years of progressively responsible experience in the area of employee benefit administration, finance or human resources or related area is required.
Experience as a manager or in the supervision of staff is required.
At least three years of experience with international Organization is required.
At least three years of experience in employee benefit administration’s document management is desirable.
Experience with Document Management or Document Archiving ERP Systems is desirable.
Experience within the UN common system is desirable.

The Pension Fund pays benefits in 15 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 130,000 participants who work in the 25 Member Organizations of the Pension Fund.

Org. Setting and Reporting

This position is located in the Trust Funds Management Section, Financial Reporting and Contributions Service ,Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC).

The Finance Division accounts for and reports to the appropriate authorities on the use of United Nations financial resources. The Financial Reporting and Contributions Service is mainly responsible for the preparation of IPSAS-compliant financial statements for all funding sources and ensures the sustainability of IPSAS-compliant accounting and reporting.

• Provides electronic record keeping support and advice to records-creating offices by advising on electronic record keeping system standards and compliance; oversees the digital records accessioning process; provides training in the use of metadata standards for the capture, maintenance and accessioning of digital archives; and manages system upgrades, migration for digital archives databases; assists in designing data collection and review tools, contributes in preparation of analysis and identification of issues, and provides support for possible solution for the financial data management.
• Supervises and undertakes records management and disposition functions, including records appraisal, by liaising with records-creating offices and analyzing and evaluating records for evidential and informational value in support of controlling of financial and security data.
• Supervises and undertakes archival processing tasks by producing descriptive inventories; prepares mark-up of inventories for electronic dissemination; and monitors adherence to description, database and preservation standards.
• Performs and supervises reference functions by advising internal and external users on holdings and accessibility and assisting in the administration of access.
• Plans and works with IT systems units, in the deployment and administration of accounting systems.
• Researches and analyses information needed to respond to audit findings.
• Supervises General Service staff relating to functions cited above.

Education

An advanced university degree (Master’s or Doctorate degree, or equivalent) in archival, information science, information systems, social science or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in modern archives management, record keeping, library, information management or related area is required.
Experience working with SAP Financial Accounting and troubleshooting financial posting issues is desirable.
Experience in SAP or similar ERPs in Public Sector Management in Funds Management and Grants Management is desirable.
No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P).

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN Official language is an advantage.
