Org. Setting and Reporting

These positions are located in the Office of the High Commissioner for Human Rights (OHCHR). This Job Opening is being advertised for three positions of Information Management Officer, P-3.

The first position is based in Panama City, Regional Office for Central America, Panama. The incumbent reports to the Head of the Regional Office for Central America.

The second position is based in Santiago, Regional Office for South America, Chile. The incumbent reports to the Head of the Regional Office for South America.

The third position is located in Yaoundé, Central Africa Regional Office (CARO) in Cameroon. The incumbent reports to the Head of the Central Africa Regional Office.

Responsibilities

Within delegated authority, the Information Management Officer will be responsible for the following duties:

• Data Coordination
Establish and maintain an information flows to facilitate human rights information exchange and the promotion of data and information standards in the field presence; work with Human Rights Officers to ensure a smooth transition of information tools and services; engage with counterparts to ensure that information activities are coordinated and consistent with human rights standards and practices; provide training and expertise on the use and development of information management tools and platforms to OHCHR staff members and partners; advocate for the use of data standards and common platforms, and for the open exchange of information.

• Data Management
Setup and manage content on relevant platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related platforms to facilitate cross-site interoperability. Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value human rights data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis.

• Data Analysis
Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language) and advise on the application of these standards into local systems and processes; participate in the development, implementation and management of new data elements, together with its accompanying data, to be included in common human rights datasets; understand, document and ensure the quality of high-value human rights data for accuracy, consistency and comparability. Support analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions and rapid assessments; provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).

• Geographic Information Systems (GIS) & Mapping
Develop and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance; produce and update high-quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services.

• Visualization, Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials.

• Performs other related duties, as required.

Education

Advanced university degree (Master's degree or equivalent) in information management, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems & mapping, data visualization, or other related area is required.
Experience managing human rights information is desirable.
Relevant experience within the United Nations common system or an international organization is desirable.
Experience in the region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the three positions advertised, fluency in English (both written and oral) is required.
Fluency in Spanish is desirable for the positions in Panama City and Santiago.
Fluency in French is desirable for the positions in Yaoundé and Panama City.
Knowledge of Portuguese is desirable for the position in Santiago.

Assessment

Responsibilities

Within delegated authority, the Information Management Officer (Business Analyst) will be responsible for the following duties:

- Manages projects involving feasibility studies, business analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
- Facilitates effective project requirement discovery meetings and provides specialized advice to users, analyzing users’ requirements and translating business needs into technical solutions and corresponding technical user stories.
- Organizes, designs, analyses and evaluates data and datasets needed for OHCHR information products using applicable techniques and tools, to include spatial baseline as well as operational data and datasets.
- Participates in the development of data visualisation standards, advising on the application and roll out of such standards across the OHCHR.
- Maintains a repository of spatial and operational data and datasets accessed by all OHCHR platforms, keeping all relevant documentation as needed.
- Researches, collects, reviews and shares best practices from OHCHR.

This position is located within the Information Systems Management Section (ISMS) of the International, Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011 (IIIM), located in Geneva, Switzerland. The incumbent will report directly to an Information and Evidence Officer, (P3), and secondarily to the Chief of Information Systems Management Section (ISMS), (P5).

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:

1) Supporting review and analysis tasks by:
•Translating the objectives of investigations into technical activities to assist teams in their examination of electronic content;
•Populating evidence selection systems in a manner that enables teams to select relevant information and evidence;
•Analysing structures and purposes of collected data in order to advise staff on appropriate measures to extract relevant information while maintaining the forensic integrity of the evidence;
•Assisting teams in building and executing search queries to identify material of interest;

2) Performing evidence handling and custodial obligations by:
•Ensuring the sound collection, preservation, registration, digitization, and secure permanent storage of collected material and maintains its chain of custody, provenance taxonomies, auditing, and authenticity;
•Performing data ingestion, processing, and indexing of registered material and populates review and analysis systems;
•Documenting efficient procedures regarding the review of evidence and information;
•Maintaining an end-to-end data model supporting efficient information flow within evidence handling business processes and enforcing the provenance of collected material and confidential classifications.
•Documenting eDiscovery requirements and workflows, including technical specifications for data harvesting and processing and required formats for the transfer of data;

3) Supporting operational aspects of system design, evaluation and implementation by:
•Preparing technical documents, gather requirements, and initiating standardization and procurement practices in accordance with United Nations procedures.
•Providing training on eDiscovery and its tools for both internal and external stakeholders;
•Acts as an administrator of eDiscovery tools;

•Performs other duties as requested.

Special Notice
• This temporary position is intended to fill the functions of short-term duration for six months, with the possibility of extension. The selected candidate is expected to start as soon as possible.

Org. Setting and Reporting
This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Niger, Diffa. The Associate Information Management Officer reports to the Deputy Head of Office. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort.

Responsibilities
Within delegated authority, the Associate Information Management Officer may be responsible for the following duties:

•Web Management: Manage content on relevant web platforms, undertake quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related web platforms such as agency and cluster websites and ReliefWeb to facilitate cross-site search and interoperability.

•Data Management: Support the design and development and manage the content of databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability; support the consolidation of operational information on a regular schedule to support analysis.

•Data Analysis: Support the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language); understand, document and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability.

•Assessment Analysis: Support assessment and needs analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments; support the management of platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).

•Geographic Information System (GIS) and Mapping: Assist with the maintenance of spatial baseline and operational datasets in accordance with relevant standards and guidance; support the production and updating of high-quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services.

•Visualization: Assist in the production and updating of information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials.

•Performs other related duties, as required.

Education

Work Experience

Information management experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable. Experience in the the region is desirable.
