Job mission

Under the authority of the Head of the Directorate of Democratic Citizenship and Participation and of the Executive Secretary of the Enlarged Partial Agreement on Cultural Routes (EPA), based in Luxembourg at the European Institute of Cultural Routes (EICR), the position-holder will carry out the activities included in the Council of Europe’s 2017-2020 Grant Agreement with the European Commission (Directorate-General for Regional and Urban Policy – DG REGIO), “Fostering regional development through transnational cultural routes, heritage policies and practices” .

For this purpose, the Information Officer will ensure regular communication with the project’s stakeholders and the general public, producing, managing and disseminating all kinds of documentation and information, according to the specific project’s objectives and in accordance with its communication strategy. In close cooperation with the Senior project officer, he/she will update the various project information tools and channels, especially for online communication (EPA website, EICR website, social networks and future digital platform(s)) and printed materials where applicable. The information officer will be responsible for the design of the project communication strategy and the gathering of information related to the project’s results and EU Macro-Region related fields of activity.

The contract duration is 7 months (part-time 90%) from 1st November 2019 until 30th May 2020.

 

Key activities

The incumbent performs the following key duties:

screens and analyses all kinds of sources of information (internet, media, publications, documentation, files, and databases) concerning allocated field of work;

carries out documentary, database or electronic (internet) research on specific topics, systematically or on request;

manages the Grant Agreement dedicated website, ensuring the publication of regular content and its dissemination to project stakeholders and general audiences;

summarises the results of the research, prepares information documents and reports;

provides information for ‘background papers’ for workgroups or programme officers;

ensures appropriate dissemination of information both internally and externally, in accordance with communication policy, through online (websites, social media) and printed information channels;

processes internal and external requests for information and documentation;


maintains archives and documents according to the needs of the field of competence, in line with the COE's archive policy;

contributes to the development of ‘a documentation centre’ and keeps it up-to-date;

registers and classifies documentation and publications received (electronic and printed);

keeps databases up-to-date;

works with other directorates and external documentation and information centres to obtain required information, documentation or publications, particularly in connection with special events;

works in close contact with others to ensure the co-ordination of activities;

reports to manager on the status and progress of activities and if problems occur;

promotes Council of Europe values internally and externally.

Qualifications:

› Very good knowledge of one of the official languages (English or French) and good knowledge of the other. Knowledge of other European languages, in particular those of the member countries of the EPA, would be an advantage.

According to the Council of Europe a Cultural Route is a cultural, educational heritage and tourism co-operation project aiming at the development and promotion of an itinerary or a series of itineraries based on a historic route, a cultural concept, figure or phenomenon with a transnational importance and significance for the understanding and respect of common European values.

The Cultural Routes of the Council of Europe programme is supported by the European Institute of Cultural Routes, set up in 1998 as part of a political agreement between the Council of Europe and the Grand-Duchy of Luxembourg (Ministry of Culture, Higher Education and Research). Upon the entry into force of the Council of Europe Enlarged Partial Agreement on Cultural Routes (EPA) in 2010, an agreement establishing the seat of the EPA at the Institute in Luxembourg was signed between the Ministry of Foreign Affairs of the Grand-Duchy of Luxembourg and the Council of Europe. The Institute carries out regular evaluations of the compliance of Cultural Routes of the Council of Europe with the criteria of the statutory Resolution (CM/RES(2013)67) on Cultural Routes adopted by the Committee of Ministers, gives advice to new applicants for certification and houses the extensive information and documentary resources of the Cultural Routes of the Council of Europe programme. It provides advice and assistance to routes networks and hosts visits by project managers, researchers and students.

The European Commission is a key partner of the EPA and provides support to its work. The overall objective of the forthcoming DG REGIO’s grant agreement 2017-2020 “Fostering regional development through transnational cultural routes, heritage policies and practices” is to strengthen sustainable regional development in the 4 EU Macro-regions (Baltic Sea Region, Danube Region, Adriatic and Ionian Region, Alpine Region) through cultural heritage policies, practices and services as recognised by the Council of Europe Framework Convention on the Value of Cultural Heritage (Faro Convention) through the Cultural Routes of the Council of Europe programme which underscores, like the Convention, the importance of local people and their affinity with their region as essential to understanding and rediscovering the cultural identity of the sites and to attracting new activities, encouraging the tourism sector and sustainable local development of rural areas and less-known destinations.

Under the authority of the Director of Information Technology, the incumbent will help to:
- organise structured data within a data model to make it easier to seek information and help the organisation identify its main strategies;
- create a data repository and databases on the basis of the information gathered and ensure that they are reliable and transmissible.

Key activities



The incumbent’s main duties will be to:


- identify the organisation’s needs with a view to designing and implementing realistic business and data models;

- define and assess the quality of data;

- assist in ensuring the storage and the reliable maintenance of data within a referential database;

- Provides data cleansing, coherence, consolidation, updating, elimination of duplication and the establishment of baseline data descriptive of the Organisation.

The selection procedure consists of shortlisting, assessment(s), and a panel interview. Under the general authority of the Director of Information Technology and the Head of the Information Management Division (IMD), the incumbent will provide professional guidance and contribute to the programmes of this Division, in compliance with general guidelines and priorities and with a concern for quality, efficiency and accuracy.

Key Activities




The incumbent will perform all or a combination of the tasks related to the management of contents in an organisation-wide setting. In addition, the incumbent will also perform the following specific duties, under the guidance and the authority of the Head of the Access and Standardisation Section:



  • Supervision and co-ordination of daily operations and projects in the domains of document and records management,

The selection procedure consists of shortlisting, assessment(s), and a panel interview. Assessments may include one or more of the following: ability tests, behavioural questionnaires, job-related examinations, situational exercises, language tests, interviews and full assessment centres. At least one assessment will be eliminatory.


Depending on the number of applicants, the length of the required professional experience may be increased.


Candidates with the best results in the previous stages of the procedure (tests, exams, etc.) will, as a last stage of the procedure, be invited for an interview with a panel.


Following this competition, a reserve list of successful candidates, in order of merit, may be established. This list will be valid for two years with the possibility of extending it to a maximum of four years. It should be noted that placement on a reserve list does not give candidates the right to an appointment within the Council of Europe. The choice of candidates from a reserve list is not made solely according to the order of merit but also takes into account the requirements of the position to be filled and the qualifications of the candidates.


During the period of validity of the reserve list, candidates on the list may be offered employment on a fixed-term contract, which may be renewed one or several times. There is a statutory probationary period of two years.


The compulsory retirement age is 65.

SUMMARY The NATO Archives acts under the authority of the Archives Committee. Under the direction of the NATO Archivist, its main responsibilities are the identification of information with permanent value, the overall management of the NATO Archival holdings and the implementation of the Public Disclosure Policy. As such the NATO Archives provides guidance on records and archives management matters NATO-wide; collects NATO information of permanent value throughout NATO civil and military bodies; organises and preserves this information regardless of its format; and provides access to publicly disclosed NATO information. The Assistant, Archives is assigned to the NATO Archives and reports to the Head, Acquisition and Holdings Management Unit. He/She provides archival and records management support to a designated clientele. The Assistant also provides support to outreach activities such as exhibitions and seminars organised by the NATO Archives. Furthermore, the Assistant is responsible for ensuring the application of appropriate preservation measures for audiovisual material placed in the NATO Archives. As directed, the Assistant will ensure that support is provided in an effective manner - responsive to customer needs and reflecting NATO records, archives and Information Management (IM) policy and procedures. The Assistant is responsible for the correct and uniform application of relevant working procedures and of information security regulations. Sound research, analytical and writing skills, judgement and some interpretation of regulations are expected. 2. QUALIFICATIONS AND EXPERIENCE ESSENTIAL The incumbent must:  have a high school diploma or equivalent education and professional training;  have at least three years of experience in archives or records management functions, especially in managing audiovisual holdings;  have knowledge and experience of international best practices and standards in the field of archives and records management, and have experience in the life-cycle management of records;  have experience in archives appraisal and in conducting documentary research as well as experience in the writing of related reports and summaries;  have experience with ICT systems, current office software packages, and their application to information processing, recordkeeping and archiving;  demonstrate professional competence and mastery of records and archives management functions;  have an understanding of the specific preservation and access requirements for audiovisual and digital material  possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other. DESIRABLE The following would be considered an advantage:  experience at the national or international level, especially in international organisations;  experience in outreach activities such as exhibitions, seminars and on-line awareness campaigns;  professional training or experience in archives, records or library sciences or in history. 3. MAIN ACCOUNTABILITIES Information Management Collect semi-current and inactive records from various originators throughout NATO. Organise and register new acquisitions and holdings and write preliminary descriptions for them in accordance with applicable procedures and guidance. Maintain the semi-active and inactive records of NATO until their final disposition. Identify and appraise records possessing long-term value while facilitating the destruction of information of temporary value. Ensure the completeness and long-term reliability of documents held by the NATO Archives in all formats. Planning and Execution Understand and interpret governing policies and procedures and relate them correctly to the execution of tasks. Contribute to the storage and preservation of semi-active and inactive records in all formats (paper, audiovisual, microfilm and digital). Knowledge Management Research and write descriptions of archival holdings in accordance with international archival standards. Conduct research, and write draft reports and summaries. Project Management Prepare, assist and execute multi-media exhibitions and seminars promoting NATO’s history. This includes conducting research, writing exhibition scenarios, selecting material, liaising with stakeholders and participating in the organisation of the events. Expertise Development Implement work procedures and guidelines related to the NATO Information Management Policy (NIMP), the NATO Records Policy, the Policy on the Public Disclosure of NATO Information, and to NATO Security Policy. Remain up to date on any new developments within the audiovisual and digital media preservation and access domains, adapting to evolving technical as well as managerial methodology as necessary. INTERRELATIONSHIPS The incumbent reports to the Head of the Acquisition and Holdings Management Unit and has frequent contact with Divisional staff to deliver routine information and records management support and provide advice on related practical and procedural aspects; in this context he/she also works closely with internal and external stakeholders. 5. CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of another contract thereafter. Contract clause applicable: In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by another contract. If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade.
