The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention establishes three main goals: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by UNEP. This post is located in the Convention on Biological Diversity, Implementation Support Division (ISD). Under the overall guidance of the Head of the ISD Division and the Head of the Capacity Building and Knowledge Management (CBKM) Unit, and the direct supervision of the Information Management Officer (Knowledge Management and the Clearing-House Mechanism), the incumbent performs the following duties:

Responsibilities

1) Knowledge Management Activities: a) Contributes to the development and implementation of the Secretariat’s information and knowledge management strategy and work programme in collaboration with relevant staff b) Conducts knowledge audits to identify and map knowledge gaps and users’ needs and develops specifications for responsive solutions, tools and initiatives. c) Supports the development and application of knowledge management (KM) policies, procedures and standards. d) Identifies and publicizes relevant communities of practice, knowledge networks and collaboration platforms. e) Supports the promotion of a knowledge-sharing and organizational learning culture within the Secretariat. e) Contributes to the improvement of the CBD online information services including through testing and feedback. f) Participates in relevant meetings related to knowledge management and the Clearing-House Mechanism (CHM).
2) Content Management Activities: a) In collaboration with relevant staff members, devises and maintains a system for the classification and management of content of the Secretariat’s online information systems and platforms (including the website, clearing houses, portals and virtual/digital library) based on United Nations (UN) and internationally-recognized standards. b) Develops and maintains common formats and metadata schemes for the CBD online information services to standardize the capture, storage, search and retrieval of content. c) Designs and manages the Secretariats knowledge architecture, taxonomy and metadata schemes and digital file sharing systems to improve consistency in the content organization with a view to facilitating harmonized and integrated content management, findability, and easy access.
3) Records and Document Management Activities: a) Prepares and coordinates implementation of policies, standard operating procedures and guidelines for managing the Secretariat’s electronic records and documents. b) Oversees inventories of electronic records and the management of records transfer, retention and disposition schedules. c) Manages the acquisition, organization, storage, retrieval and disposition of electronic and physical library materials and other information resources, including facilitation of staff online access to peer-reviewed journals. d) Responds to requests for documents and library resources and advises on their accessibility. e) Oversees the development and maintenance of electronic reference tools and databases. f) Coordinates the creation, organization, management and preservation of digital archival records in line with the UN requirements and standards and facilitates their accessibility for internal and external use. g) Organizes and manages the digitization of documents and records of over 25 years of history of the Convention on Biological Diversity. h) Keeps the terminology, taxonomies, ontologies, indexing and other classification systems and structures up to date. i) Collaborates with relevant partners on issues related to documentation management and terminology, in particular the Multilateral Environment Agreement Information and Knowledge Management (MEAIKM) thesaurus project.
4.) Knowledge Management Programme Support Activities: a) Provides training and guidance to Secretariat staff, Parties, and other stakeholders to enable them to share knowledge and to access and retrieve information effectively through existing systems. b) Prepares results-based work plans and budgets for the knowledge management programme. c) Supervises the Information Management Assistant, contractual employees (consultants and individual contractors and vendors) providing support to the above tasks. d) Performs other tasks as requested.

Education

Advanced university degree (Master’s degree or equivalent) in knowledge management, information studies, library science, records management or related area, preferably with a specialization in environmental information management, is required. A first level university degree combined with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in CKS (Certified Knowledge Specialist) or RIM (Records and Information Management) is desirable.

Work Experience

A minimum of five years of progressive relevant responsible working experience in knowledge management, information management, modern library management, digital records management and related field, preferably in the area of environment is required.
At least two years of international or regional experience in the public or private sector is desirable.
Experience with the management of metadata, taxonomies, thesauri, and other classification schemes is desirable.
Experience with developing content management standards, procedures and guidelines is desirable.
Experience with management of digital libraries is desirable.
Experience in archives management, including digital records preservation is desirable.
Experience in web-based collaborative platforms is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of other UN official languages, especially French and Spanish, is desirable.
NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.

Assessment

Evaluation of qualified candidates may include a substantive assessment which will be followed by a competency-based interview.

Your team

You will be part of the Information Governance Division in the Directorate General Secretariat. Our Division of 50 staff members provides the framework, policies, procedures and tools to ensure that ECB staff and European citizens are able to access and benefit from our information on an ongoing basis.
As a Records/Knowledge Management Specialist you will play a key role in strengthening the ECB’s information and knowledge management services. You will work to improve the ECB’s efficiency and effectiveness by meeting users’ information needs and developing lean and automated information processes. You will make the best possible use of technology and advise and train our users to work with information in a consistent and self-sufficient manner.

You will work closely with your Team Lead and colleagues across the Division, as well as with other ECB business areas (in particular within the Directorate General Information Systems and the Data Protection Office), to deliver the Division’s work programme.

Your role

As a Records/Knowledge Management Specialist you will:
  • engage and collaborate with our users to identify/understand their needs and to design and deliver user-centric records management and knowledge management solutions;
  • design and advise on ECB information structures (access rights, folder structures, metadata, taxonomies, etc.) to facilitate the efficient recording of ECB information (information capture, retrieval and retention);
  • review and monitor ECB information structures and processes to ensure that they are as efficient as possible and comply with ECB information policies and obligations, ideally in an automated way;
  • proactively maintain awareness of emerging records and knowledge management services, trends, standards and technologies and understand their impact on the ECB’s information and knowledge services;
  • advise, train and engage users, making them aware of the available information policies, processes, services and solutions and empowering them to work with information in a consistent and self-sufficient manner;
  • actively contribute to projects that enhance the ECB’s information and knowledge services and solutions.

Qualifications, experience and skills

  • a bachelor’s degree or equivalent in archives, records management, knowledge management or information science (click here for details on degree equivalences);
  • in addition to the above, a minimum of two years’ experience in providing records or knowledge management services, i.e. designing efficient and robust information processes and structures; 
  • experience of working collaboratively with users to gather, analyse and assess their information needs in order to provide innovative and user-centric knowledge and information solutions;
  • experience of leading initiatives to foster desired behaviours and promote good information and knowledge management practices (e.g. knowledge sharing and open collaboration);
  • experience in designing efficient and robust information processes and structures;
  • a comprehensive knowledge of records management concepts, principles, functions, techniques, methods and international standards, as well as proven experience of applying them to information holdings;
  • a broad awareness of information governance, information management and knowledge management issues, trends, standards and technologies;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Responsibilities

A) Designs and coordinates knowledge management (KM) initiatives, systems and services in support of the Convention and its Protocols: (a) oversees the development and implementation of a KM strategy/component of the post-2020 global biodiversity framework; (b )coordinates the implementation of surveys and audits to identify the knowledge gaps and needs of Parties and stakeholders and map existing knowledge assets; (c) designs and manages the information and knowledge architecture for the CBD; (d) coordinates the creation of knowledge taxonomies, metadata schemes, thesauri, controlled vocabularies and other knowledge organization systems; (e) develops and maintains knowledge-sharing and collaboration tools, knowledge repositories and workspaces to facilitate the exchange of experiences, best practices and lesson learned; (f) promotes biodiversity knowledge networks and communities of practice; and (g) establishes and maintains partnerships with relevant global KM initiatives and networks.

B) Plans and coordinates further development and the implementation of the clearing-house mechanism (CHM) and the Web strategy for the Convention and its Protocols: (a) prepares strategies and work plans for implementation of the CHM work programme; (b) oversees further development and promotion of the central CHM platform as a premier knowledge hub for biodiversity; (c) organizes and services meetings of the CHM Informal Advisory Committee and/or similar bodies; (d) oversees and guides the development and maintenance of the CBD website, clearing-houses, portals and other web-based platforms managed by the Secretariat and ensures they are implemented in an integrated, coherent and coordinated manner; (e) establishes and ensures consistent application of policies, procedures and standards governing the Secretariat’s web content management; (f) facilitates the streamlining and integration of the information architecture for the central CHM, the Biosafety Clearing House (BCH) and the Access and Benefit-Sharing Clearing House (ABSCH); (g) oversees the development and maintenance of consistent content management strategies and structures (common formats, metadata, taxonomies, content models and workflow processes) across the web platforms managed by the Secretariat; and (f) establishes tools and standards, including specifications of the application programming interface (API), to promote interoperability with national CHM s and information systems of partner organizations.

C) Manages, guides and supports staff responsible for the KM and clearing-house functions of the Secretariat: (a) oversees and supervises the work of the Secretariat’s KM and information technology (IT) teams; (b) guides and collaborates with other relevant staff, including the BCH and ABSCH Programme Officers, and service providers supporting the KM and clearing-house functions; (c) advises senior management on the choice of KM solutions and applications, including advice on the cost and technical implications of various alternatives and other related issues; (d) coordinates the development of tools, standard operating procedures and guidelines to facilitate internal information and knowledge management within the Secretariat, in line with the UN requirements and standards, including for archival purposes; (e) ensures compatibility with the UN requirements and facilitates accessibility of information for internal and external use; (f) Develops work plans for the KM and CHM programme in line with the Secretariat’s results based management framework and budget; and (g) develops the capacity of the Secretariat staff through training, guidance and advice on KM best practices, standards, policies and procedures.

D) Supports Parties to effectively use the central CHM and to establish, maintain and further develop their national CHMs to share information and knowledge and promote technical and scientific cooperation: (a) provides expert advice and support to Parties and relevant organizations, as appropriate, on the development and maintenance of national CHMs and KM systems; (b) designs and implements capacity-building activities including training workshops and development of learning and guidance materials; (c) coordinates the development and dissemination of support tools, such as the Bioland tool, to enable Parties to establish or improve their national CHMs (d) promotes complementarity and integration between the KM, CHM and technical and scientific cooperation programmes of work.

E) Establishes and maintains strategic partnerships with relevant organizations and KM initiatives, such as InforMEA, the Data and Reporting Tool, and the Global Biodiversity Information Facility: (a) promotes joint KM initiatives and programmes with partners; (b) promotes exchange of experiences, expertise and tools with Partners on information and knowledge management in support of the Convention and its Protocols.

F) Monitors the implementation of decisions and recommendations of Parties related to KM, the CHM and the web strategy and prepare progress reports and other documents for consideration by the Conference of the Parties and its subsidiary bodies, as appropriate.

G) Performs other related duties as assigned.

United Nations Considerations

According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity. Candidates will not be considered for employment with the United Nations if they have committed violations of international human rights law, violations of international humanitarian law, sexual exploitation, sexual abuse, or sexual harassment, or if there are reasonable grounds to believe that they have been involved in the commission of any of these acts. The term “sexual exploitation” means any actual or attempted abuse of a position of vulnerability, differential power, or trust, for sexual purposes, including, but not limited to, profiting monetarily, socially or politically from the sexual exploitation of another. The term “sexual abuse” means the actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions. The term “sexual harassment” means any unwelcome conduct of a sexual nature that might reasonably be expected or be perceived to cause offence or humiliation, when such conduct interferes with work, is made a condition of employment or creates an intimidating, hostile or offensive work environment, and when the gravity of the conduct warrants the termination of the perpetrator’s working relationship. Candidates who have committed crimes other than minor traffic offences may not be considered for employment.

By accepting an offer of appointment, United Nations staff members are subject to the authority of the Secretary-General and assignment by him or her to any activities or offices of the United Nations in accordance with staff regulation 1.2 (c). Organizational Setting

The Secretariat of the Joint FAO/WHO Codex Alimentarius Commission, which is the executive organ of the Joint FAO/WHO Food Standards Programme, is located in the Joint FAO/WHO Centre (CJW). The Secretariat is under the programmatic responsibility of the relevant Deputy Directors-General, Assistant Directors-General of FAO and WHO as well as the Chief Scientist of FAO, while administratively under the supervision of the FAO Deputy Director-General of Natural Resources and Sustainable Production.

The Secretariat is administered in accordance with the rules and regulations of FAO. It services the sessions of the Commission and its subsidiary bodies, and acts as liaison between the Commission and interested sectors of FAO and WHO as well as the World Trade Organization (WTO), other organizations of the United Nations, and other international governmental and non-governmental organizations concerned with the consumer protection, quality and trade aspects of food standards. 

The post is located in CJWC team and the work will be undertaken in close coordination with the Office of Communications (OCC) and the Information Technology Division (CSI).

Coordination of knowledge and information management activities.

Planning, coordination and delivery of knowledge and information management activities.

Key Functions

• Manages and coordinates the development and support of information management applications for high quality data capture, data processing, analysis and dissemination of information in support of FAO's work;
• Coordinates and supervises the work of the system developers in support of the sectors and programs specific areas of work, including the development and maintenance of the Form Management Tool (FMT) database and associated data entry platforms, both on-line and off-line;
• Engages with the Heads of Sector to determine specific information and data management requirements in order to direct the design, development and maintenance of appropriate infrastructure, systems and processes;
• Provides technical advice and support to the strategic planning and implementation of the Information and Communication Technology (ICT) and Information Management areas of work, including the procurement of appropriate infrastructure, contracted services, support personnel and other investments as required;
• Supports the preparation and organization of meetings, seminars, and workshops, attend coordination meetings and represent the FAO Office in knowledge and information management activities working groups;
• Performs other duties as required.

Specific Functions

• Leads the efforts on the digitalization of Codex in coordination with OCC/CSI
• Oversees the management of electronic and/or paper-based information and records for the Codex Secretariat; Identifies, designs, sets up, maintains the most appropriate records management systems; Catalogues, indexes and abstracts Codex materials;
• Manages, assesses and analyses data to provide management with relevant information to elaborate core strategies in the unit to ensure the efficient and effective access to and dissemination of Codex outputs; Ensures compliance with relevant legislation and regulations to preserve records; Ensure a complete historical repository of Codex audio-visual materials is maintained; Leads the implementation of a repository for Codex Terminology to be used by Codex officers and translators;
• Responsible for the provision of a policy framework to guide staff in records management, and provide training and advice to members/clients on use of electronic information services; Analyses and develops innovative, creative and strategic approaches to ensure the efficient and effective access to and dissemination of Codex outputs;
• Facilitates implementation of the Codex communication plan developed jointly with OCC and in collaboration with relevant units;
• Facilitates optimal implementation of Codex meetings, in particular virtual meetings, including participation of Codex Secretariat and host countries in Codex meetings and working groups; 
• Attend, on behalf of the Codex Secretariat, relevant FAO/WHO meetings and other bodies or organizations working in the field of food standards;
• Perform other related duties, as required.

Minimum Requirements

• Advanced university degree in an area related to information and knowledge management, business administration or communications
• Seven years of relevant experience in information and knowledge management in international organizations   
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian
