OBJECTIVES OF THE PROGRAMME

The Department of Operational Support and Services is comprised of several services, Infrastructure Support Services (ISS), Logistics Support Services (LSS), Security Services (SEC) and the Global Conference and Training Centre in Tunis (GCT). Logistics Support Services (LSS) is responsible for: i. Conference and events management at WHO/HQ and other locations as necessary ii. Logistics (including catering, printing, storage, transportation, mail & pouch services) at HQ iii. Corporate travel policy and related processes globally, and corporate travel operations at HQ iv. Records and historical archives policy globally, and management of records and archives at HQ v. Internal road safety and vehicle management policy global. The objectives of Records and Archives services is to appropriately retain, organize, preserve and provide access to WHO HQ records and archives in order to maintain reliable, authentic evidence of the Organization's decisions and activities, to facilitate administrative efficiency, and to preserve and disseminate the Organization's institutional memory.

DESCRIPTION OF DUTIES

Keys duties include the following:

  •  Ensures that all WHO records, including audiovisual records such as photographs (historical and born digital) are appropriately preserved, stored, described and accessible.
  • Liaise with the WHO Archivist in the dissemination of knowledge contained in the archives by organizing exhibitions, participating in and/or providing input for health history projects, and preparing presentations, articles or other communications on WHO history, based on information found in the archives.
  • Provides and coordinates professional reference services to both internal and external researchers, including individuals and large research institutions, and assists with investigations and/or audits.
  •  Assist Head RAS, WHO Archivist and the Electronic Records Management Officer in designing and maintaining Records and Archives specific policies and procedures related to:

       - the maintenance, dissemination and preservation of WHO records of all   types including new types of electronic formats found in social media, such as tweets and E-Mail and associated attachments; and

       - the development of an acquisition policy (including every media  format, E-Mail, Web sites or social media).

  •  Assist the WHO Archivist in liaising with other WHO units and Regions involved with information management and knowledge sharing, and participates in joint initiatives to increase awareness of WHO, institutional memory and information resources.
  •  Preforms other records and archives related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in Information Management, archives/records management or a related field.Or a university degree in another field supplemented by equivalent experience in archives theory, practice and management.
Desirable: Qualification in one or more aspects of digital preservation.

Experience

Essential: At least two (2) years' experience working in records and archives management, with specific experience in electronic records and archives management software and with an active reference programme. Demonstrated experience at the international level.
Desirable: Experience in digital records and archives preservation.

Skills

Strong knowledge of records & archives management theory and practice, strong knowledge of electronic archives management tools, strong training skills, excellent written and oral communication skills, ability to deal effectively and positively with colleagues at all levels within the Organization and to work successfully within a team.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 47,895 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3572 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Job mission

Under the authority of the Head of the Directorate of Democratic Citizenship and Participation and of the Executive Secretary of the Enlarged Partial Agreement on Cultural Routes (EPA), based in Luxembourg at the European Institute of Cultural Routes (EICR), the position-holder will carry out the activities included in the Council of Europe’s 2017-2020 Grant Agreement with the European Commission (Directorate-General for Regional and Urban Policy – DG REGIO), “Fostering regional development through transnational cultural routes, heritage policies and practices” .

For this purpose, the Information Officer will ensure regular communication with the project’s stakeholders and the general public, producing, managing and disseminating all kinds of documentation and information, according to the specific project’s objectives and in accordance with its communication strategy. In close cooperation with the Senior project officer, he/she will update the various project information tools and channels, especially for online communication (EPA website, EICR website, social networks and future digital platform(s)) and printed materials where applicable. The information officer will be responsible for the design of the project communication strategy and the gathering of information related to the project’s results and EU Macro-Region related fields of activity.

The contract duration is 7 months (part-time 90%) from 1st November 2019 until 30th May 2020.

 

Key activities

The incumbent performs the following key duties:

screens and analyses all kinds of sources of information (internet, media, publications, documentation, files, and databases) concerning allocated field of work;

carries out documentary, database or electronic (internet) research on specific topics, systematically or on request;

manages the Grant Agreement dedicated website, ensuring the publication of regular content and its dissemination to project stakeholders and general audiences;

summarises the results of the research, prepares information documents and reports;

provides information for ‘background papers’ for workgroups or programme officers;

ensures appropriate dissemination of information both internally and externally, in accordance with communication policy, through online (websites, social media) and printed information channels;

processes internal and external requests for information and documentation;


maintains archives and documents according to the needs of the field of competence, in line with the COE's archive policy;

contributes to the development of ‘a documentation centre’ and keeps it up-to-date;

registers and classifies documentation and publications received (electronic and printed);

keeps databases up-to-date;

works with other directorates and external documentation and information centres to obtain required information, documentation or publications, particularly in connection with special events;

works in close contact with others to ensure the co-ordination of activities;

reports to manager on the status and progress of activities and if problems occur;

promotes Council of Europe values internally and externally.

Qualifications:

Completed full course of general secondary education followed by an appropriate professional qualification: a university degree in cultural heritage management or similar would be an advantage.

 

Experience:

The Organisation

The Council of Europe is the continent’s leading organisation in the protection of human rights, democracy and rule of law. It was founded in 1949 in order to promote greater unity between its members and now includes 47 member states, all having signed up to the European Convention on Human Rights.

By Statute, the Council of Europe has two constituent organs: the Committee of Ministers, composed of the member states’ Ministers for Foreign Affairs, and the Parliamentary Assembly, comprising delegations from the national parliaments. Launched in 1987, the Cultural Routes of the Council of Europe programme demonstrate, by means of a journey through space and time, how the heritage of Europe's different countries and cultures contribute to a shared and living cultural heritage. According to the Council of Europe a Cultural Route is a cultural, educational heritage and tourism co-operation project aiming at the development and promotion of an itinerary or a series of itineraries based on a historic route, a cultural concept, figure or phenomenon with a transnational importance and significance for the understanding and respect of common European values.

The Cultural Routes of the Council of Europe programme is supported by the European Institute of Cultural Routes, set up in 1998 as part of a political agreement between the Council of Europe and the Grand-Duchy of Luxembourg (Ministry of Culture, Higher Education and Research). Upon the entry into force of the Council of Europe Enlarged Partial Agreement on Cultural Routes (EPA) in 2010, an agreement establishing the seat of the EPA at the Institute in Luxembourg was signed between the Ministry of Foreign Affairs of the Grand-Duchy of Luxembourg and the Council of Europe. The Institute carries out regular evaluations of the compliance of Cultural Routes of the Council of Europe with the criteria of the statutory Resolution (CM/RES(2013)67) on Cultural Routes adopted by the Committee of Ministers, gives advice to new applicants for certification and houses the extensive information and documentary resources of the Cultural Routes of the Council of Europe programme. It provides advice and assistance to routes networks and hosts visits by project managers, researchers and students.

The European Commission is a key partner of the EPA and provides support to its work. The overall objective of the forthcoming DG REGIO’s grant agreement 2017-2020 “Fostering regional development through transnational cultural routes, heritage policies and practices” is to strengthen sustainable regional development in the 4 EU Macro-regions (Baltic Sea Region, Danube Region, Adriatic and Ionian Region, Alpine Region) through cultural heritage policies, practices and services as recognised by the Council of Europe Framework Convention on the Value of Cultural Heritage (Faro Convention) through the Cultural Routes of the Council of Europe programme which underscores, like the Convention, the importance of local people and their affinity with their region as essential to understanding and rediscovering the cultural identity of the sites and to attracting new activities, encouraging the tourism sector and sustainable local development of rural areas and less-known destinations.

Org. Setting and Reporting
The mandate of the Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. These two positions are located within the Information Systems Management Section (ISMS), located in Geneva, Switzerland. The incumbents will be under the direct supervision of the Chief, ISMS.
               
Responsibilities
Within delegated authority, the incumbents will be responsible for the following duties:

1. Lead review and analysis tasks as an eDiscovery project management by:
a) Translating the objectives of investigations into technical activities to assist teams in their examination of electronic content;
b) Populating evidence selection systems in a manner that enables teams to select relevant information and evidence;
c) Analysing structures and purposes of collected data in order to advise staff on appropriate measures to extract relevant information while maintaining the forensic integrity of the evidence;
d) Assisting teams in building and executing search queries to identify material of interest;
e) Liaises with third-parties such as vendors, experts, government entities, non-governmental bodies, individuals, or legal counsels and communicates technical issues related to defensible evidence handling and data transfer as required;
f) Liaises and provides consulting services to downstream third-party judicial entities regarding technical aspects of review, analysis and information retrieval as required;
g) Drafting custodian questionnaires and defines an identification framework for a data driven investigation;

2. Perform evidence handling and custodial obligations by:
a) Ensuring the sound collection, preservation, registration, digitization, and secure permanent storage of collected material and maintains its chain of custody, provenance taxonomies, auditing, and authenticity;
b) Managing data ingestion, processing, and indexing of registered material and populates review and analysis systems;
c) Establishing efficient procedures regarding the review of evidence and information;
d) Defining, implementing, and maintaining an end-to-end data model supporting efficient information flow within evidence handling business processes and enforcing the provenance of collected material and confidential classifications;
e) Developing eDiscovery requirements and workflows, including technical specifications for data harvesting and processing and required formats for the transfer of data;

3. Lead operational aspects of system design, evaluation and application support by:
a) In accordance with the Section's project management framework, designing the Mechanism's initial eDiscovery protocol and the technology infrastructure necessary to implement procedures and supporting the Mechanism's mandate;
b) Preparing technical documents, gathering requirements, and initiating standardization and procurement practices in accordance with United Nations procedures;
c) Providing training on eDiscovery and its tools for both internal and external stakeholders;
d) Acting as an administrator of eDiscovery tools;
e) Performing other duties as requested.
               
Competencies
               
PROFESSIONALISM: Knowledge and expertise in eDiscovery data retrieval and analysis, data processing work or document review support work; has comprehensive knowledge of the eDiscovery Reference Model (EDRM) as well as recent developments in legal technology; has a thorough understanding of search strategies and technologies (both text and non-text), data and metadata, and technology assisted review, as well as scripting skills (e.g., Python, JavaScript, Ruby, T-SQL, or VB) for data processing and automation; has proven ability to assist with or contribute to complex criminal investigations, including expertise in documentation; has excellent analytical capacity. Has extensive knowledge and expertise in both left-side and right-side EDRM activity including the collection and preservation of digital evidence. Is familiar with Agile project management methodologies and its practical application to investigation scenarios. Education
Advanced university degree (Master’s degree or equivalent degree) in information science, information systems, computer science archival, law, social science or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Certification in eDiscovery is desirable. Certification in project management is also desirable.
               
Work Experience
A minimum of five years of progressively responsible work experience in information management or related area is required. Prior experience in the legal industry is also required. Experience in electronic evidence handling including chain of custody, provenance, verification, authenticity and auditing is required. Experience in litigation project management is required.
               
Languages
English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in English is required.
               
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Launched in 1987, the Cultural Routes of the Council of Europe programme demonstrate, by means of a journey through space and time, how the heritage of Europe's different countries and cultures contribute to a shared and living cultural heritage. According to the Council of Europe a Cultural Route is a cultural, educational heritage and tourism co-operation project aiming at the development and promotion of an itinerary or a series of itineraries based on a historic route, a cultural concept, figure or phenomenon with a transnational importance and significance for the understanding and respect of common European values.

The Cultural Routes of the Council of Europe programme is supported by the European Institute of Cultural Routes, set up in 1998 as part of a political agreement between the Council of Europe and the Grand-Duchy of Luxembourg (Ministry of Culture, Higher Education and Research). Upon the entry into force of the Council of Europe Enlarged Partial Agreement on Cultural Routes (EPA) in 2010, an agreement establishing the seat of the EPA at the Institute in Luxembourg was signed between the Ministry of Foreign Affairs of the Grand-Duchy of Luxembourg and the Council of Europe. The Institute carries out regular evaluations of the compliance of Cultural Routes of the Council of Europe with the criteria of the statutory Resolution (CM/RES(2013)67) on Cultural Routes adopted by the Committee of Ministers, gives advice to new applicants for certification and houses the extensive information and documentary resources of the Cultural Routes of the Council of Europe programme. The Information Solutions Group (ISG) is the World Bank’s central function for the provision of information and technology services to the Bank’s business units. The Solution Design and Integration unit (ISGIS) of ISG serves the needs of a large and diverse group of Bank staff, clients, and the public in information management, business process solutions, and value added e-business. The solutions supported by ISGIS include myPortal, Enterprise Search, the Operations Portal, Client Connection, the Intranet, the External Web, Business Intelligence and Planning, and Document and Records Management. The unit’s work spans across a wide range of technologies that includes IBM Websphere, IBM Websphere Portal Server, Oracle databases, Lotus Domino.Doc, SAP R/3 modules, SAP Business Warehouse, MS SQL-based analytical tools, and various reporting tools. The unit operates with a variety of search appliances such as Google, Lucene, Teragram, Netegrity, and a host of other commercial and open-source technologies and platforms.

ISGIS is organized into six competency-based teams that work closely with one another to ensure the cost-efficient and timely delivery of well-integrated and high-value information solutions in a complex operating environment. These are; Web & Document Management Services; Web Development; Platform & Design Services; Business Intelligence; Operations Products; and Information Management Products.

The Metadata Support function plays a critical role both within ISP (Internet Service Program) and overall architecture of the bank's information systems. It provides Metadata Management services for all websites to ensure the quality and value of information produced and disseminated by the World Bank. This will include working with different teams and underlying systems to enable integration across web sites, institutional repositories, and ultimately improve enterprise-wide search and repurposing of content.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year renewable term appointment.

Duties and Accountabilities
The position reports to the Team Lead for Information Management Products. Following are the key responsibilities of the position.

The on-site Metadata Team is an advocate for institutional needs and public user requirements which must be balanced with business unit requirements. As a member of this team, the selected candidate will provide analytical and documentary services including, but not limited to, the areas listed below.

ISP Metadata Support (including New Web Sites or Site Enhancements)

Triage of incoming functional requirements is performed offshore. Recommendations for new entities are referred to the on-site team for approval. Once approved, the offshore team completes the actual creation of the entities and maintains the basic specifications.

Specific Tasks Include:
• peer review and analyze functional requirements, enhancements requests
• consult with Client Liaisons, website owners, on-site developers, institutional list owners, or other stakeholders, as appropriate
• make recommendations to ensure that new entities are defined in such a way that is sustainable, and compatible with the institutional definitions of content types and core attributes, when appropriate.
• assist Client Liaisons to prepare attribute definitions, control list documentation, and refine the input template specifications and/or functional requirements, as needed
• provide definition and specification of new entities prescribed by the logical model for the ISP content management system, particularly in the context of content types/input templates used to create content items using the e-publish tool, including ISP Content Types, ISP Secondary Content Types, Input Templates, Attributes, and Control Lists
• coordinate enhancement requests for the system-wide reports, which the Metadata Team uses intensively to provide the aforementioned services.
• collaborate with the offshore Metadata Team
• work with database team and/or ePublish team on any other ISP metadata-related issues reported by client liaisons or client.
• provide ongoing coaching to the Client Liaisons.

Enterprise Content Management (ECM) Metadata Support

The scope of ECM will integrate the collections in three institutional repositories: Imagebank, IRIS, and CMS. Bank has recently purchased Documentum, which will support document management functionality, including record keeping. ePublish is currently being used for publishing and managing web content. (Note: A proposal for a new web content management system is currently being reviewed). Each of the underlying systems follows a different paradigm for selecting attributes to describe content items. This will need to be harmonized to enable search for content items across systems simultaneously. The potential candidate will work with different teams involved and make sure both institutional standards and individual business needs are met.

Specific tasks include:

• define/review document types for Documentum.
• review existing Imagebank metadata, comparing to the paradigms for data capture in Documentum.
• assist in data cleaning up and migration to Documentum .
• participate in the development of data flow and entity-relationship models, specifying metadata requirements for the new web content management tool in a way to achieve balance between institutional objectives, local business requirements, and end user compliance.
• analyze and document current metadata structure in ePublish in preparation for migration to the new web content management system.
• prepare mappings from legacy systems to the new system, with recommendations for data transformation if necessary.
• work with Enterprise Architecture team on institutional taxonomies, such as content types/document types, topics, etc.
• support enterprise search on underlying systems/repositories including documents, records, web content, etc.
• support other areas where metadata is used such as content syndication, web statistics, etc.
• specify system-wide metadata reports that will demonstrate actual usage. Monitor these to ensure that actual implementation doesn’t occur outside the pre-defined model.
• work with data quality team and external web team on metadata translations such as multilingual thesaurus to support multilingual search for both documents and web content.
• participate in defining rules for Teragram to generate topics/suptopics, keywords, abstracts and potentially other metadata for all content (including non-English content).
• help testing Teragram results and redefining rules when necessary.

Selection Criteria
• Masters degree in Information/Library Science, Information Systems Management, Knowledge Management
• Minimum of 5 years experience
• Understanding principles of database administration, experience as a data administrator helpful, but not required.
• Experience maintaining one or more databases in day-to-day use, using ORACLE or other comparable DBMS tools
• Attention to details, and clear communication in English, both oral and written, are critical.
• Ability to invent analytical methodology and processes, and serve as an intermediary between
developers and clients.
• Ability to translate and analyze user requirements, then recommend solutions that best fit institutional standards and local business needs
