Within the Executive Directorate, working closely with business partners, the Digital, Knowledge and Information Service (EXD/DKI) designs and provides secure digital solutions, IT and information management services and the technologies to deliver efficient corporate services, meet business partners’ needs and to support and enhance the OECD’s global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy-making.

The Digital Workplace Services Division (EXD/DKI/DWS) provides corporate-wide user services managed by EXD/DKI including the IT Service Desk, local equipment support, IT Training, information (library and archives), printing and mail services.

EXD/DKI/DWS is looking for an Archiving Services Supervisor to champion the Organisation’s digital heritage, assure the preservation of corporate records and provide efficient corporate archiving and library services, in line with industry best practices and compliance with corporate policies. Reporting to the Head of User Support Management, the incumbent will supervise a small team. S/he will have broad operational experience and a track record delivering operational excellence, complemented by strong interpersonal skills, rigour and supervisory experience.

 

Main Responsibilities

Digital Heritage and Archives Management

  • Provision archiving services in compliance with the corporate information management policy, industry standards and best practices; furnish agreed library services.
  • Ensure delivery of high-quality archiving and library  services to meet client requests and  in line with Service Level Agreements.
  • Assure high quality corporate records metadata compliant with current corporate policies.
  • Coordinate responses to external researchers and preparation of declassified archives for consultation.
  • Update and maintain client guidance and operational procedures, contribute to related documentation as required.
  • Demonstrate operational excellence, ensuring file schema, user acccount and access management in compliance with current corporate policies.
  • Propose and implement innovative approaches to enhance corporate awareness and use of the Organisation’s digital heritage and archives.

Supervision and Reporting

  • Provide guidance and day-to-day supervision to the Archiving Services team, this will include, organising staff presence to meet operational purposes and drafting, maintaining and ensuring compliance with pertinent policies and operational procedures.
  • Encourage inclusion, teamwork, sharing and client focus through effective and continuous performance management carried out with the Head of Unit.
  • Manage operational relationship with  external service providers.
  • Provide regular reporting on team activity and service provision for inclusion in KPIs and other management reports.

 

Ideal Candidate Profile

Academic Background

  • A university degree in information science/management, archiving, library services or a related discipline.

Professional Background

  • At least three years’ relevant experience provisioning professional archives, information management or library services and working with Content Management Systems.
  • Proven experience proposing and implementing efficient use of archive storage space, ensuring application of weeding, digitisation and destruction in line with Best Practices and compliance with agreed standards and schedules.
  • Proven experience maintaining archives inventories and activity reporting.
  • Sound experience in a client service role including external provider management.
  • Demonstrated experience supervising staff in a cross-cultural environment, preferably in an International Organisation or National Administration.

Tools

  • MS Office/M365 Suite.
  • Content Management Systems, experience with LiveLink and OpenText Content Server would be an advantage.
  • Knowledge of industry standards including ISO 15489 and recent updates to the norm.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

Your team
You will be part of the Information Governance Division in the Directorate General Secretariat. Our
Division provides records management and archival services, including managing the ECB’s
document and records management system, and library information services. In addition, the Division
develops, maintains and guides the implementation of information management policies and
procedures and is responsible for related training, maintenance and support.
We are currently devising an Enterprise Information Management strategy and laying the foundations
for a knowledge management programme, which will involve taking a holistic approach to managing
the ECB’s information and knowledge assets.

The Division is seeking to recruit three trainees: two in the Archives and Records Management team
within the Information Governance Policies Section and one in the Library team within the Knowledge Solutions Section.

Your role
 
As a trainee in the Archives and Records Management team you will:
be part of the centralised Archives and Records Management Support Service and be involved
in a wide range of operational tasks related to how information is created, processed, stored
and preserved for future use, in a highly specialised environment;
specify and/or test functional requirements for electronic records management and archives
management/digital preservation systems;
support the quantitative and qualitative monitoring and reporting of information management
practices;
support the implementation of the ECB’s retention policy for paper and digital records;
help to acquire, appraise and describe archival material to meet business and organisational
needs;
contribute to the Division’s information management projects, including digital archiving and
preservation, external collaboration, digitalisation of archival material and the opening of the
ECB’s historical archives to the general public.
help to develop and update the ECB’s information management policies, procedures and
guidance;
help to streamline guidance and raise staff awareness to encourage adherence to the ECB’s
information management policies and procedures.

As a trainee in the Library team you will:
provide reference services and research support, using print and electronic information
resources;
help to provide customised information services to meet business and research needs,
including by scanning relevant publications, searching online databases, monitoring news and
setting up alerts;
help to develop tailored alert services and prepare annotated reading lists on topics related to
the ECB;
promote and raise awareness of available resources and services.

Qualifications, experience and skills

Essential:
a bachelor’s degree or higher qualification in information, archives and/or records management
or library studies, or, if your first degree is not in this field, a postgraduate diploma, master’s
degree or higher qualification – or enrolment in a postgraduate course – in any of these
subjects;
a working knowledge of Microsoft Office, in particular Word, Excel, PowerPoint and Outlook;
an awareness of and interest in the role and functioning of the ECB;
an advanced (C1) command of English and an intermediate (B1) command of at least one
other official language of the EU, according to the Common European Framework of Reference

Org. Setting and Reporting
The position is located in the UN Geneva Library. The Library is an ensemble of the Library Services Section, the Institutional Memory Section, and the Knowledge and Learning Commons. The incumbent will report to the Chief Librarian.
               
Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties:

- Provides strategic direction, coordination, management, supervision and resource allocation for the Section’s operations. Determines priorities, establishes policies, procedures and meaningful performance measures to monitor the impact and relevance of library operations and knowledge and learning activities. Promotes continuous improvement.

- Oversees the programmatic and administrative tasks necessary for the provision of library and outreach operations, including preparation of budgets, reporting on budget/programme performance, recruitment, evaluation and development of staff in order to meet programme objectives in the most efficient and cost-effective way. Provides guidance on content and presentation of guided tours, operation of group programmes and on preparation, content and production of information, current awareness and capacity-building products, including responses to enquiries, background papers, audio and visual materials, social media and the internet and intranet presence. Provides guidance on collection development, maintenance and preservation, including resource description and access. Designs, conducts and evaluates programs of outreach and learning, including library events and Knowledge and Learning Commons activities, and oversees their logistical organization.

Work Experience
A minimum of 10 years of progressively responsible experience in library and information management, archives management or related area is required. Work experience in an international organization, preferably within the United Nations Common Sytem, is highly desirable. Experience in outreach, as well as in event design and management is highly desirable. Experience in archives management is desirable. Experience in formulating budgets and performance review documents is desirable.
               
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.
               
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Org. Setting and Reporting
This post is located within the Conference Services Section (CSS), at the Administrative Services Division (ASD) of the Economic and Social Commission for Western Asia (ESCWA). The Information Management Assistant reports directly to the Librarian, Head of the Library Unit, and will be under the overall supervision of Chief, CSS.
Responsibilities
Within delegated authority, the Information Management Assistant will be responsible for the following duties:

Archives and Records Management:

1 - Facilitates the periodic transfer of scheduled records into the Archives by liaising with Secretariat and overseas offices; ensures the completeness and accuracy of transfer documentation; and provides assistance to Secretariat staff in transfer preparations.
2 - Oversees records accessioning operations by supervising staff in receiving transfers; applies retention schedules and links to previous accessions; and breaks accessions into records series and registers identifiers in the Section database.
3 - Oversees records center operations by overseeing space allocations and associated accessions and database updating; responds to emergency disasters; and monitors environmental quality controls and arranges for the resolution of problems.
4 - Oversees disposals by liaising with relevant Secretariat staff and off-site storage and paper recycling companies; prepares background information for the review of archivists and implementing retention schedules; supervises the staging of records for disposal; and updates the Section database.
5 - Oversees contractually stored records by facilitating the establishment of contracts and monitoring compliance; prepares and arranges records for transfer to commercial storage; applies retention schedules and initiating reappraisals and disposals in consultation with archivists; registers actions in the Section database; and provides reference service.
6 - Oversees archival arrangement and description operations by identifying, planning and overseeing projects in consultation with Section archivists and in liaison with contractual archivists.
7 - Undertakes archival arrangement and description projects by researching administrative histories and providing records content analysis for purposes of series description preparation and appraisal determinations; arranges records and prepares series descriptions according to archival standards and database protocols.
8 - Oversees reference and research operations by servicing on-site and remote researchers, including the supervision of Reference staff in records identification, retrieval and reproduction services.
9 - Provides curatorial and database management for artworks and archival photograph collections.
10 - Coordinates access and declassification reviews by screening records for security-classified materials, preparing declassification review requests and updating Section database.

Library:

11 - Performs research and document delivery services using a range of specialized commercial databases in addition to standard sources and databases.
12 - Orders and ensures shipment of documents, reference materials, stationery and necessary equipment to various sites.
13 - Maintains statistics on service and workload measures.
14 - Assists in development and maintenance of relevant databases by: a) keeping data accurate and current; b) preparing new material as needed.
15 - Submits regular backup jobs for library databases on various platforms and performs other routine maintenance procedures that ensure the integrity of library data.
16 - Provides administrative support to the library, and technical assistance to its digitization operations.
17 - Performs other related work as required.

Education
High School diploma or equivalent.
Work Experience
A minimum of seven years of experience in archives, electronic record management or related area. Experience working with Content Management Systems (CMS) is desirable.
Languages
English and French are the working languages of the United Nations. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English and Arabic is required. Knowledge of French is desirable.
Assessment
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.

Special Notice
Appointment against this post is on a local basis; candidates shall be recruited in the country of the duty station, irrespective of nationality and length of time the candidate may have been in the country. If no suitable candidate is identified, overseas candidates will be considered subject to a passing grade on the relevant entry-level examinations at the duty station.

Staff members are subject to the authority of the Secretary-General, who may assign them to any task or function in the organization. In this context, all staff are expected to move periodically to new functions during their careers in accordance with established rules and procedures.
