A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

 

Organizational Context

The Information, Knowledge and Evidence Management Section (IKEMS), headed by an Information Management Coordinator, reports directly to the Prosecutor, and combines the OTP’s information, knowledge and evidence management operations into one consolidated section. IKEMS aims to maintain a coordinated, flexible and operationally responsive IKEM support capacity throughout the OTP, in order to support the full spectrum of OTP information and evidence operations.

 

The Information and Evidence Unit (IEU), as part of IKEMS, is responsible for:

- The overall custodial services of all information and evidence possessed by the OTP, including its registration, digitization, processing, preservation, storage and disclosure.

- The facilitation and administration of evidence review in both physical and digital form.

 

It receives, acknowledges and stores communications and referrals sent to the Prosecutor under article 15 of the Rome Statute, therein also conducting the initial assessment of these communications.

 

Duties and Responsibilities

Under the direct supervision of the Head of the Information and Evidence Unit and the overall guidance of the Information Management Coordinator, the incumbent will perform the following duties:

  • Receive and register evidence according to IEU standards and regulations; physically and electronically process evidence and its contents along the entire evidence continuum (receipt, ingestion and processing, storage, retrieval and disclosure);
  • Actively process, coordinate and quality control the registration and processing of all types of information and evidence, including hardcopy, digital, and audio/visual evidence as well as all associated metadata;
  • Act as internal and external team focal point for matters relating to evidence pipeline management (processing, metadata quality control and management, storage, retrieval, disclosure and filing of documents to Registry;
  • Assist in the development, drafting and review of the IEU annual report, and support the IEU Disclosure Search Assistant with complex searches of the evidence database;
  • Create, review or update procedures used for evidence ingestion, processing and management; act as the IEU quality control manager for all IEU-prepared materials (SOPs, memoranda, position papers, reports, decisions and presentations);
  • Oversee and actively participate in quality controlling evidence-related metadata input and input processes, standards, efficacy, efficiency and overall quality, as well as ensuring the best use of evidence databases and tools required for the operational and procedural activities of IEU;
  • Review the quality of all IEU produced material with respect to the evidence process and ensures the confidentiality, availability and integrity of the evidence collection;
  • Perform other duties as assigned by the supervisor.

 

Essential Qualifications

Education:

  • Diploma of secondary education.
  • Additional post-secondary education or training in Law, Records, Archives, Information or Office Management is desirable.

 

Experience:

  • A minimum of eight years of experience in handling large quantities of documentary and/or evidentiary materials in a legal, archival, information or evidence management role is required.
  • An advanced or first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility;
  • Relevant experience in a legal environment is desirable;
  • Experience in records management or archive roles is desirable;

 

Knowledge, skills and abilities:

  • Excellent computer skills (MS Office applications, Adobe, Kofax/Ascent, HP RM8, Ringtail, Nuix, eDiscovery tools);
  • Excellent organizational skills;

The position of Archivist is located in the Mechanism Archives and Records Section (MARS), at the International Residual Mechanism for Criminal Tribunals (IRMCT), Arusha Branch. The incumbent will work under the supervision of the Archivist, Head, MARS, Arusha. The incumbent will be part of the team responsible for the management of the records of the International Residual Mechanism for Criminal Tribunals ("Mechanism") and the archives of the International Criminal Tribunal for Rwanda ("ICTR") and the International Criminal Tribunal for the former Yugoslavia ("ICTY").

Responsibilities:

Contribute to the development of strategies, policies and procedures for the management of Mechanism records. Implement strategies, policies and procedures, in collaboration with the other Archivists.


Advise Mechanism officials and staff on record-keeping issues and practices.

Plan, organize, monitor and evaluate record-keeping improvement projects, contributing to feasibility studies, analysis, design, development and implementation, and assisting with recruitment / procurement of specialist skills or materials.

Plan, organize, monitor and evaluate the development and delivery of record-keeping training programmes for Mechanism staff.

Contribute to the development and implementation of strategies, policies and procedures for the management of the archives of the ICTR and the ICTY, and the provision of access to them. Implement strategies, policies and procedures, in collaboration with the other Archivists and the Associate Research Officer.

Plan, organize, lead, monitor and evaluate work on acquisition, accessioning, arrangement and description, storage, preservation and conservation of archives.

Plan, organize, lead, monitor and evaluate work on preparation and dissemination of finding aids for archives.

Research, analyse and evaluate new systems or tools for the management of archives, and make recommendations for their deployment.

Advise on and recommend measures to enhance the accessibility of archives.

Advise on the determination of requests for access to archives. If access is approved, provide access, and information and assistance to requesters, in collaboration with the Associate Research Officer.

Assist in the implementation of Mechanism advocacy and outreach programmes. Conduct research and prepare presentation and publicity material.

Contribute to the management of MARS’ physical records repositories.

Ensure that repositories are maintained and managed in accordance with required standards.

Manage the transfer of records and archives from client offices.

Manage the deaccessioning and disposition of records and archives, in accordance with established policies or instructions from client offices.

Participate in the implementation of the Mechanism's information security and access regime. Liaise with client offices regarding information security classification, and implement decisions on classification / declassification, in collaboration with the relevant Legal Officer and Associate Research Officer.

Contribute to the development and implementation of the Mechanism’s plans for disaster preparedness, response and recovery.

Supervise, guide and train support staff. Supervise the work of contractors and consultants.

Contribute to the continuous improvement of the Section's operations and services by: keeping abreast of professional developments; supporting audits of the Section's work; participating in internal reviews of the Section's work, recommending improvements and implementing approved initiatives.

Assist the Chief Archivist / Archivist, Head, MARS Arusha in planning, budgeting, procurement, and management of finances, human resources or facilities, as required.

Education:

Advanced university degree in archival science, records management, information management or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.



Experience:

Minimum of five (5) years of progressively responsible experience in archives management, records management or information management. Experience of managing physical records in a variety of media and formats, including artefacts, is required. Experience of strict information security regimes is highly desirable. Experience with international tribunals or national courts is desirable. Experience in project management is an asset.



Language:

English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required. Working knowledge of French and/or Kinyarwanda is desirable.



Assessment Method:

There may be a technical test followed by a competency-based interview.

Responsibilities:

1)

Support the IRMCT audiovisual preservation strategies, by assisting with the evaluation of audiovisual records and the identification of at risk materials. Participate in preservation enhancement strategies and digitisation and migration programmes.

Operate professional software and equipment to run and monitor audiovisual migrations/ digitisations and monitor signal quality.

Conduct quality control of the output of audiovisual digital preservation activities, ensuring appropriate capture of technical, descriptive and preservation metadata.

Receive and accession the audiovisual archives in both physical carrier and digital format, ensuring that processing activities adhere to best practice procedures and that the physical arrangement and intellectual control comply with established standards.

Assist with acquisition, accessioning, arrangement and description, and storage of physical and digital audiovisual records.

Catalogue new records and update or enhance cataloguing of existing records.

Perform quality control of catalogued records to ensure the application of established professional cataloguing standards.


3)
Support the provision of access to audiovisual records and archives.

Support the development and implementation of policies and tools to enhance the accessibility of audiovisual records, taking into consideration the technical and functional requirements of the users of the audiovisual records and archives.

Research technologies for enhanced electronic access to audiovisual material.

Convert and transcode digital audiovisual files to access/ intermediate file formats.

Acting independently, provide technical and user support services such as responding to requests for access by assembling audio and video clips in accordance with established policies and determine appropriate means of delivery.

Assist with conceptual and technical development of audiovisual educational materials, online exhibits, productions, outreach, and other programmatic initiatives.

Gather and analyse data and make recommendations for the development and implementation of policies, standards and guidelines for the management of audiovisual records and archives.

Evaluate the adequacy of existing audiovisual records management tools and make recommendations for enhancements.

Provide technical support and guidance in enhancements to procedures and the application of appropriate audiovisual editing and records management technology.

QUALIFICATIONS



Education:

High school diploma or equivalent. Additional qualifications or training in audiovisual production or information management or a related field would be desirable.



Work Experience:

At least 6 years of experience in audiovisual archives management, audiovisual editing, recording or production, information management or a related field. Knowledge of audiovisual archives and records management procedures, including professional international standards and best practices is required. Knowledge of audiovisual technologies and experience working with professional grade equipment, digitisation and migration practices is required. Familiarity with audiovisual analogue and digital formats, as well as experience using professional audiovisual editing software is required. Ability to conduct research and provide recommendations on audiovisual archival management trends would be desirable.



Languages:

English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required. Working knowledge of French and/or Kinyarwanda is an advantage.



Assessment Method:

There will be a technical test followed by a competency-based interview.

Functions

The Archives, Indexing and Distribution Division is responsible for management of the archives, the indexing of files and documents, and the dispatch and distribution of Court documents and publications in accordance with the Instructions for the Registry. Acting under the general supervision of the Registrar, and within delegated authority, the Head of the Archives, Indexing and Distribution Division will plan, organize, manage and co-ordinate the activities of the Division, including formulating and implementing policies and procedures relating to the management of electronic, audio-visual and paper-based records. The incumbent will provide direction and supervision to the staff members of the Division. The incumbent’s responsibilities are to:

  • Lead, plan and manage the work of the Division to ensure high-quality services are delivered in an effective, efficient and timely manner;
  • Manage a team and the resources allocated to the Division; ensure the skills of staff members are continuously developed through training or coaching;
  • Establish and implement strategies, guidelines and procedures to collect, assess, organize and preserve the Court’s information assets in all forms (paper, image, audio, video, electronic record, etc.). This includes ensuring conservation of information resources, implementing a disaster recovery plan and drawing up procedures to guarantee the systematic and continued receipt of relevant information where applicable;
  • Ensure the maintenance of information systems to allow for the swift and accurate retrieval of information, thus making resources easily accessible to those who need them in a timely manner. In co-ordination with the Information and Communications Technology Division, analyse user needs, propose functional specifications for an information system serving these needs and oversee development of the IT solutions chosen;
  • Oversee the dispatch and distribution, in paper or electronic format as appropriate, of official documents, as well as of documents filed in cases before the Court;
  • Supervise the sending of the Court’s official publications to the United Nations common system, other institutions and private individuals;
  • Ensure that the archival component of the Court’s policies in the field of information management remain aligned with industry standards and the specific needs of the Court. Research, analyse and evaluate new applications of information technology to archives and records management and make recommendations for their deployment. Participate in record-keeping improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation, and in the evaluation and testing of record-keeping application improvements and new systems;
  • Establish training programmes for relevant users on the organization of collections, management, access and use of resources. Liaise with other departments and divisions to raise awareness and develop understanding of the preservation of information resources, including by writing user manuals. Provide advisory services on record-keeping practices including records management, preservation and disposal, information management policies and procedures;
  • Ensure the development and maintenance of the Electronic Document Resource Management System (EDRMS) and archives intranet pages;
  • Perform other related duties as required.

Education

  • Thorough knowledge of current methodologies and trends in information management is required.


Experience

  • A minimum of  5 years (7 years with a first level university degree) of progressively responsible experience in information management is required, of which at least two years should be within a judicial institution or an international organization.
  • Experience working with the United Nations information systems, policies, procedures and practices would be a strong advantage.
  • Proven management and supervisory experience in a multilingual and multicultural environment is required.


Languages

  • English and French are the two official languages of the Court. An excellent knowledge of and drafting ability in one of these languages and a very good command of the other is required. Knowledge of other United Nations official languages would be an asset.

Reporting Line:

The Senior Information and Records Management Advisor reports to the Registrar.


Main Tasks and Responsibilities:

To serve as a focal point to provide advisory services and compliance advice for electronic, manual and audio-visual records, including administrative and judicial records, document and archives management to all functions of the Specialist Chambers;

To draft and implement relevant organization wide strategies, policies, guidelines and procedures in accordance with established international recordkeeping and archival standards that reflect information needs, business workflows, technological architecture, legacy strategy and information security requirements;

To assist in the drafting and implementation of document sensitivity, classification and handling policies to ensure the confidentiality of administrative and judicial records, the maintenance of witness protection measures and adherence to EUCI standards;

To assist in the specification of requirements for court management or enterprise content management systems, including registration, storage, retrieval, classification, categorization, collaboration, workflow, records retention, and digital preservation;

To participate in relevant project teams implementing court management or enterprise content management systems of the Specialist Chambers;

To ensure the appropriate preservation of records and archives, including appropriate archiving facilities meeting the highest industry standards and, to this effect, to manage a network of records, archive and information custodians throughout the Specialist Chambers;

To act as the Data Protection Officer for the Specialist Chambers and ensure compliance with the EU Data Protection Directive 95/46/EC or General Data Protection Regulation, where appropriate, when processing personal data;

To initiate regular audits of compliance with record-keeping policies and standards and information security access policies;

To draft and implement information governance, information security and information management policies and standards, including master data management, records management and digital preservation of enterprise content and data management systems and business applications, in cooperation with the Information Technology and Information Security functions;

To undertake any other related tasks as requested by the Line Managers.


Essential Qualifications and Experience:

Successful completion of University studies of at least four (4) years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 7 in the European Qualifications Framework OR a qualification of the second cycle under the framework of qualifications of the European Higher Education Area, e.g. Master's Degree.

AND

A minimum of twelve (12) years of relevant professional experience, after having fulfilled the education requirements, out of which a minimum four (4) years of management experience.


Specification of Education and Experience

The above mentioned University degree must be at least one of the following fields of expertise: Archival or Library Science, History, Information and/or Records Management or a related field;

In-depth knowledge of archiving and record-keeping principles and norms;

Experience in developing policies and systems for the storage, classification and handling of documents, retention and disposition plans, as well as databases;

Knowledge and experience of working with strict information security regimes and secure archives;

Knowledge and experience of managing personal data under European Data Protection legislation;

Excellent analytical, planning, organizational, drafting and IT skills;

Excellent interpersonal and communication skills in English, both written and oral;

Ability to work productively in a fast-paced, team-oriented environment and produce accurate work under pressure and in difficult circumstances;

Ability to establish and maintain effective and constructive working relationships with people of different national and/or cultural backgrounds with respect for diversity.


Desirable

Previous experience setting up an archiving and records management system for an international, hybrid or national criminal court;

Experience as an Archivist or Records Manager at a national, hybrid or international court;
