A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

 

Organizational Context

The Information, Knowledge and Evidence Management Section (IKEMS), headed by an Information Management Coordinator, reports directly to the Prosecutor, and combines the OTP’s information, knowledge and evidence management operations into one consolidated section. IKEMS aims to maintain a coordinated, flexible and operationally responsive IKEM support capacity throughout the OTP, in order to support the full spectrum of OTP information and evidence operations.

 

The Information and Evidence Unit (IEU), as part of IKEMS, is responsible for:

- The overall custodial services of all information and evidence possessed by the OTP, including its registration, digitization, processing, preservation, storage and disclosure.

- The facilitation and administration of evidence review in both physical and digital form.

 

It receives, acknowledges and stores communications and referrals sent to the Prosecutor under article 15 of the Rome Statute, therein also conducting the initial assessment of these communications.

 

Duties and Responsibilities

Under the direct supervision of the Head of the Information and Evidence Unit and the overall guidance of the Information Management Coordinator, the incumbent will perform the following duties:

  • Receive and register evidence according to IEU standards and regulations; physically and electronically process evidence and its contents along the entire evidence continuum (receipt, ingestion and processing, storage, retrieval and disclosure);
  • Actively process, coordinate and quality control the registration and processing of all types of information and evidence, including hardcopy, digital, and audio/visual evidence as well as all associated metadata;
  • Act as internal and external team focal point for matters relating to evidence pipeline management (processing, metadata quality control and management, storage, retrieval, disclosure and filing of documents to Registry;
  • Assist in the development, drafting and review of the IEU annual report, and support the IEU Disclosure Search Assistant with complex searches of the evidence database;
  • Create, review or update procedures used for evidence ingestion, processing and management; act as the IEU quality control manager for all IEU-prepared materials (SOPs, memoranda, position papers, reports, decisions and presentations);
  • Oversee and actively participate in quality controlling evidence-related metadata input and input processes, standards, efficacy, efficiency and overall quality, as well as ensuring the best use of evidence databases and tools required for the operational and procedural activities of IEU;
  • Review the quality of all IEU produced material with respect to the evidence process and ensures the confidentiality, availability and integrity of the evidence collection;
  • Perform other duties as assigned by the supervisor.

 

Essential Qualifications

Education:

  • Diploma of secondary education.
  • Additional post-secondary education or training in Law, Records, Archives, Information or Office Management is desirable.

 

Experience:

  • A minimum of eight years of experience in handling large quantities of documentary and/or evidentiary materials in a legal, archival, information or evidence management role is required.
  • An advanced or first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility;
  • Relevant experience in a legal environment is desirable;
  • Experience in records management or archive roles is desirable;

 

Knowledge, skills and abilities:

  • Excellent computer skills (MS Office applications, Adobe, Kofax/Ascent, HP RM8, Ringtail, Nuix, eDiscovery tools);

Functions

The Archives, Indexing and Distribution Division is responsible for management of the archives, the indexing of files and documents, and the dispatch and distribution of Court documents and publications in accordance with the Instructions for the Registry. Acting under the general supervision of the Registrar, and within delegated authority, the Head of the Archives, Indexing and Distribution Division will plan, organize, manage and co-ordinate the activities of the Division, including formulating and implementing policies and procedures relating to the management of electronic, audio-visual and paper-based records. The incumbent will provide direction and supervision to the staff members of the Division. The incumbent’s responsibilities are to:

  • Lead, plan and manage the work of the Division to ensure high-quality services are delivered in an effective, efficient and timely manner;
  • Manage a team and the resources allocated to the Division; ensure the skills of staff members are continuously developed through training or coaching;
  • Establish and implement strategies, guidelines and procedures to collect, assess, organize and preserve the Court’s information assets in all forms (paper, image, audio, video, electronic record, etc.). This includes ensuring conservation of information resources, implementing a disaster recovery plan and drawing up procedures to guarantee the systematic and continued receipt of relevant information where applicable;
  • Ensure the maintenance of information systems to allow for the swift and accurate retrieval of information, thus making resources easily accessible to those who need them in a timely manner. In co-ordination with the Information and Communications Technology Division, analyse user needs, propose functional specifications for an information system serving these needs and oversee development of the IT solutions chosen;
  • Oversee the dispatch and distribution, in paper or electronic format as appropriate, of official documents, as well as of documents filed in cases before the Court;
  • Supervise the sending of the Court’s official publications to the United Nations common system, other institutions and private individuals;
  • Ensure that the archival component of the Court’s policies in the field of information management remain aligned with industry standards and the specific needs of the Court. Research, analyse and evaluate new applications of information technology to archives and records management and make recommendations for their deployment. Participate in record-keeping improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation, and in the evaluation and testing of record-keeping application improvements and new systems;
  • Establish training programmes for relevant users on the organization of collections, management, access and use of resources. Liaise with other departments and divisions to raise awareness and develop understanding of the preservation of information resources, including by writing user manuals. Provide advisory services on record-keeping practices including records management, preservation and disposal, information management policies and procedures;
  • Ensure the development and maintenance of the Electronic Document Resource Management System (EDRMS) and archives intranet pages;
  • Perform other related duties as required.

Experience

  • A minimum of  5 years (7 years with a first level university degree) of progressively responsible experience in information management is required, of which at least two years should be within a judicial institution or an international organization.
  • Experience working with the United Nations information systems, policies, procedures and practices would be a strong advantage.
  • Proven management and supervisory experience in a multilingual and multicultural environment is required.


Languages

  • English and French are the two official languages of the Court. An excellent knowledge of and drafting ability in one of these languages and a very good command of the other is required. Knowledge of other United Nations official languages would be an asset.

Organizational setting and Reporting: The position is located in the Mechanism Archives and Records Section, Registry, The Hague Branch. Under the supervision of the Chief Archivist, the incumbent will be responsible for supporting the management of the digital records of the Mechanism for International Criminal Tribunals (“Mechanism”) and the digital component of the Archives of the International Criminal Tribunals (i.e. the International Criminal Tribunal for Rwanda (“ICTR”), the International Criminal Tribunal for the former Yugoslavia (“ICTY”) and the Mechanism).

Responsibilities: o Support development and implementation of policies, processes and systems for preserving the digital component of the Archives of the International Criminal Tribunals to ensure that they remain trustworthy, accessible and usable. This includes development, implementation and operation of a Trusted Digital Repository.  Assist in developing and implementing SOPs for administration, maintenance and operation of the digital repository.  Assist in preparing Submission Information Packages (SIPs) for ingest into the Digital Repository. This includes transforming digital content from various ICTR and ICTY source systems into required SIP formats for ingest.  Assist in ingesting digital content into the Digital Repository.  Support the day to day operation of the Digital Repository. This includes performing routine analysis of repository content; producing content profiles; analysing and parsing repository logs; and reporting on various repository metrics in support of preservation operations.  Assist in developing preservation plans for digital content including comprehensive testing of the plans, particularly the migration paths and migration tools.   Contribute to continuous improvement of operations and services by: keeping abreast of professional developments, recommending improvements and implementing approved initiatives.

o Support development and implementation of policies, processes and systems for record-keeping in the Mechanism, specifically the creation, organization and storage of digital records and early identification and protection of those to be retained as part of the Archives.  Participate in development and implementation of the Mechanism’s Electronic Document and Records Management System (EDRMS), HP Records Manager.   Participate in business process analyses, identify opportunities for improvement and implement approved initiatives.   Establish and, subsequently, maintain inventories of digital records and recordkeeping systems in the Mechanism.  Assist in designing and delivering training on good record-keeping, including effective use of the EDRMS.   Participate in advising, guiding and supporting Mechanism staff on digital recordkeeping issues and practices.

o Support development and implementation of policies, processes and systems for providing access to the digital component of the Archives in accordance with United Nations policies, balancing the need for openness and transparency with the need to protect sensitive information.  Support implementation of the Mechanism’s information security and access regime and assist in implementing decisions on classification / declassification, in collaboration with the Associate Research Officer.  Assist in providing access to the digital component of the Archives of the International Criminal Tribunals, in accordance with United Nations policies.  Participate in integrating the Digital Repository with the Archival Collection Management System and the EDRMS.

o Oversee the work of junior staff relating to the functions described above.

QUALIFICATIONS

Work Experience: Minimum of two (2) years of progressively responsible experience in information management, information science, information systems or related field. Experience of managing digital records and archives, including digital preservation, is highly desirable. Experience of working with digital preservation systems or tools and workflows is highly desirable. Experience in working with metadata standards such as ISAD (G) EAD, PREMIS and METS is desirable. Experience in project management is an asset.  Experience of strict information security regimes is an asset.

Languages: English and French are the working languages of the Mechanism.  For the post advertised, fluency in oral and written English is required.  Working knowledge of French is desirable.

 Principal Functions  Requirements
Under the supervision of the Conference Services Officer and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following duties:

(a) To provide Member States and Technical Secretariat (TS) staff with documents and general information related to the work of the policy-making organs through day-to-day operations of the Documentation Counter.
· To distribute current official-series documents and related materials on request and provide information to delegations and TS staff regarding the availability of various documents.
· To monitor, and replenish as necessary, the supply of documents and publications to ensure that current and pertinent documents are readily available.
· To maintain tidy and logical document shelving system and an up-to-date digital reference archive. To ensure his or her own familiarity with the documents and materials being distributed to Member States through the Documentation Counter.
· To stay abreast of the issues under current consideration by the bodies of the policy-making organs.

(b) To provide information to delegations and TS staff alike on matters relating to meetings and presentations, including scheduling and other procedural concerns. May be required to make ad hoc decisions, within his/her area of competence, to resolve issues in the absence of and on behalf of the Conference Services Officer, which can affect the effectiveness of the meetings of the policy-making organs and the reputation of the Division and the Technical Secretariat.

(c) To ensure the timely distribution of relevant documents at Sessions and Meetings of the Executive Council (EC) as well as at Sessions of the Conference of the States Parties (CSP) and other formal and informal meetings of the policy-making organs.
· To keep records of the receipt and distribution of documents and statements at the sessions.
· To assist with ascertaining document requirements for these meetings and the subsequent preparation of sets of pertinent documents, in appropriate language combinations for each delegation.
· To assist with the preparation and tidying of the meeting rooms and interpretation booths.
· To provide in-session meeting room assistance, as required.

(e) To ensure that the interpretation teams, while servicing meetings of the Policy-Making Organs, receive timely and accurate information and documentation, including pertinent background documents and current statements and draft texts.

(f) To receive, record, distribute and archive each unofficial document provided to the Conference Services Unit (CSU) during a Meeting or a Session of the EC and CSP; exercise a high level of accuracy and initiative when processing received documents in close consultation with the Director of PMO, Conference Services Officer, Member States, and TS substantive officers.

(g) To carry out the distribution and secure the temporary storage of classified official-series documents for discussion by the policy-making organs, in accordance with the confidentiality guidelines as determined by the Office of Confidentiality and Security in the Manual of Confidentiality Procedures and related work instructions.

(h) To maintain the Internal Meeting Room Schedule, respond to requests by delegates and assist TS staff to schedule internal meetings and determine their requirements. To exercise a high level of attention to detail and accuracy when preparing the weekly Journal for issuance to Member States and the Schedule of Meetings for issuance to TS staff.

(i) To communicate with the Conference Services Clerk and the OPCW Audio-Visual Technician as necessary, regarding the requirements for technical and audio-visual equipment at meetings of the policy-making organs and, as requested, meetings coordinated by other divisions and branches, to ensure that the equipment is available, in place and operational prior to the meeting start-time.

(j) To assist the Audio-Visual Technician in the set-up and operation of Ieper Room meeting-related technical equipment used to support interpretation, presentations, and digital recordings, as appropriate and to the extent that this is within his/her area of competence.

(k) To determine the needs of catering for PMO related meetings, coordinate with in-house caterer the timely provision of services and ensure their actual provision.

(l) Ensure that the internal meeting rooms which are overseen by PMO are maintained in a meeting-ready state at all times when not in use.

(m) To maintain the highest standard of delivery of service through demonstrated knowledge of protocol issues in a diplomatic environment, and through professional dress and conduct appropriate for interaction with diplomats.

(n) To provide, as necessary, the meeting room attendant services in the absence of the Conference Services Clerk.

(o) Other duties as required.

 Knowledge and Skills
Essential: High School Diploma or equivalent diploma of secondary education. Desirable: Completion of post-secondary education in conference or records management, or in the field of international relations. Skills and Abilities (key competencies): · The incumbent must have strong organisational and interpersonal skills that allow for effective and professional delivery of a wide variety of support services in the course of supporting the formal and informal work of Member States delegations through document distribution, and of assisting, as required, in meeting room support. · Excellent communication skills, resourcefulness, initiative, maturity of judgment and team spirit. · Computer literacy. · Knowledge of meeting room set-up, and operation of standard meeting room and reprographic equipment. · Ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. · Sound Knowledge of standard Microsoft applications including MS Word, MS Excel, MS Publisher, and possibly MS Visio. · Effective organizational skills and ability to handle a large volume of work in an efficient and timely manner.

 Principal Functions  Requirements
Under the general supervision of the Head, Documents Registration and Archiving, and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following responsibilities:

1. Control registration and processing of all classified declarations and verification-related documents and their availability either within electronic systems or in hard-copy.
· Control the quality of the information service, and of the information (including metadata) held in the information management systems, using available tools and procedures
· Analyse requirements, develop, update metadata for the online documents registration system, to improve retrieval and ensure that documents registration meets established standards
· Responsible for management of documentation arising from the information service, including requests, notifications and other correspondence, and for reporting on results
· Ensure maintenance of confidentiality when making classified information available

2. Contribute to the design, implementation and support of Electronic Content Management System (ECM) solutions for the management electronic records.
· Research and evaluate enterprise content management systems on the market and advise on systems with information and records management functionalities
· Map the user requirements to the implementation of content management solutions to align with organisational information architecture, records management policies and the OPCW Confidentiality regime
· Provide end user training to support electronic records management throughout the Verification and Inspectorate Divisions
· Develop migration strategies to ensure integrity of records and related metadata over the required lifetime of the records as information systems are upgraded or replaced

3. Manage and maintain good records and archives management practice
· Design and carry out professional activities required to improve information management practice, including preparation for move to new, electronic environments or applications.
· Design, implement, manage a function-based classification scheme and file plan for records (paper, electronic, audio-visual) in order to ensure physical access to and intellectual control over records
· Manage and secure records disposition by applying approved retention schedules to information assets whether digital-born, digitized or in hard-copy.
· Maintain and update records retention schedules and other documentation required for management of information.
· Research and propose best practice standards for the management of digital records and digital preservation strategies

4. Contributes to the development of quality assurance controls for classified information provided to States Parties
· Reviews the declarations, amendments and other incoming correspondence from States Parties and determines which documents have to be provided to other States Parties, in accordance with the provisions of the Convention.
· Develops the annual redacted declaration data report and reviews the information to be distributed to State Parties
· Briefs new delegates of Member States on the procedure for transferring confidential information between the Secretariat and the Member State.

5. Strategic Planning:
· Assist the Head of DRA in developing strategic plans for the section: annual work plans; staffing requirements; proposals for improvement and maintenance of optimum service levels.
· Assist the Head of DRA where required in any corporate-wide initiative related to the management of information, records and archives.
· Propose, manage and monitor projects and assist with training and guiding staff in a range of records and information functions.
· Stay current in new records management and archival developments.

6. Act as Head of DRA Section whenever required.

7. Performs other duties as required.

 Knowledge and Skills
Education (Qualifications):
Essential:
· Advanced University degree in archives, records management or information management or a related field, with preferably a postgraduate specialisation.
· A relevant first-level university degree preferably in combination with training, and qualifying experience (minimum seven years) may be accepted in lieu of the advance university degree.
· An equivalent or specialist training together with at least eleven years of relevant professional experience may be taken into consideration in lieu of a university degree.

Desirable:
· Familiarity with Enterprise Content Management solutions used in the management of information, archives and records.

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment.
