1. SUMMARY

The NATO Archives acts under the authority of the Archives Committee. Under the direction of the NATO Archivist, its main responsibilities are the identification of information of permanent value, the overall management of NATO archival holdings and the implementation of the NATO Records Policy and Public Disclosure Policy. As such the NATO Archives provides guidance on records and archives matters NATO wide; collects NATO information of permanent value throughout NATO civil and military bodies; organises and preserves this information regardless of its format; and provides access to publicly disclosed NATO information.

Under the general guidance of the NATO Archivist, the incumbent will be responsible for implementing the Policy on the Retention and Disposition of NATO Information; contributing to the development of information management policies, standards and procedures; and the physical and intellectual management of NATO’s archival holdings.

Within this framework the main functions of the Head will include: managing the archival vaults of the NATO Archives for records in all formats (including e-vaults for digital information); developing and implementing retention and disposition policies and procedures; coordinating appraisal reviews of NATO HQ information; providing advice to NATO civil and military bodies and operations on records and archives questions; initiating and supervising descriptions of archival holdings; and implementing preservation measures for records in all formats.

In addition, the Head directs the Acquisition and Holdings Management Unit (AHU) and replaces the NATO Archivist during absences. The Head presents to the Archives 



Committee on the implementation of the Policy on the Retention and Disposition of NATO Information and on other special projects as required.



2. QUALIFICATIONS AND EXPERIENCE



ESSENTIAL

The incumbent must:

o possess a university degree, preferably with an emphasis on records and archives management or contemporary history/international relations;

o have at least three years of relevant working experience; at least two of which must be at the national or international level;

o possess experience implementing retention and disposition programmes in large organisations;

o possess experience managing projects related to records and archives and information management within tight deadlines;

o possess experience in writing strategic policies, directives and guidelines;

o possess knowledge of international standards related to records and archives;

o possess knowledge and experience of electronic records and electronic records keeping systems, and knowledge of the challenges of electronic records and archival preservation;

o have experience in briefing and training;

o be familiar with current office software suites, particularly database products related to records and archives management ;

o possess the following minimum levels of NATO’s official languages (English/French): V ("Advanced") in one; III ("Intermediate") in the other.





DESIRABLE

The following would be considered an advantage:

· a thorough knowledge of the Organization and Alliance activities;

· experience working in records and archives management in a security conscious environment;

· experience in managing digital archives;

· managerial experience;

· knowledge of additional languages.



3. MAIN ACCOUNTABILITIES

Expertise Development

Develop and update retention and disposition schedules that identify and preserve NATO information of permanent value as well as facilitate the timely destruction of information identified as having no permanent value. Contribute to the implementation and management of a trusted digital repository for the long-term preservation of digital holdings. Ensure the  



retrievability of inactive records in all formats by developing and maintaining taxonomies and accurately preserving metadata for these records

Project Management

Identify, implement and successfully complete projects in relation to semi-active and inactive NATO information. Contribute to the development of records, archives and information management policies and their implementation in the International Staff (IS) and across the Organization.

Information Management

Coordinate and conduct archival appraisal of archival holdings at NATO Headquarters, Implement and maintain an integrated file plan and taxonomy for both paper and electronic records.

Stakeholder Management

Respond to requests for information contained within the NATO archives. Provide advice and guidance to NATO civil and military bodies and operations on records and archives management.

Knowledge Management

Describe archival holdings according to established international and Organizational standards so as to maintain access thereto. Ensure the preservation of semi-active and inactive records in all formats. Manage the space of archival repositories containing records in all formats and ensure that all files and boxes are registered and traceable. Coordinate transfers of NATO information of permanent value. Authorize and supervise the destruction of NATO information of temporary value.

People Management

Direct and supervise the work of the AHU staff and prepare and maintain a work plan for the Unit. Direct and supervise the NATO Archives staff when the NATO Archivist is absent. This includes attending management meetings, meetings with experts and meetings with national representatives.

Perform any other related duty as assigned.



4. INTERRELATIONSHIPS

The incumbent reports to the NATO Archivist and directs and supervises the staff of the Acquisition and Holdings Management Unit. He/she is required to work closely with the Public Disclosure Officer and the Officer, Retention and Disposition, as well as with staff working in Information Management (IM) at NATO headquarters and throughout the Organization.

6. CONTRACT:

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

NOTE:

Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.

The Division of Financial and Administrative Management (DFAM) has taken on the responsibility for records management in order to lead the operationalizing of the strategy of technology driven records management to achieve the objectives of a centralized Enterprise Content Management (ECM).
The position is strategically situated in DFAM as the focal point for UNICEF’s centrally managed archives. The position is critical in maintaining easy access to UNICEF Archives and plays an important role in (1) managing documents in line with their ongoing usefulness and significance. (2) supporting the identification of archival value based on the administrative, legal, fiscal, evidential, or historical information contained in the records to justify their continued preservation. (3) providing guidance to the UNICEF staff managing archival holdings, on handling of materials containing sensitive information.


How can you make a difference?
Under the direct supervision of the Chief Administrative Management Section(AMS) in DFAM, the incumbent will be part of the team responsible for the management of archival holdings at UNICEF NYHQ and support of the organization's archival function. the key functions of this post are as follows:
  • At the direction of Chief, AMS, develop and implement strategies, policies, and procedures for the management of UNICEF’s historical records and artefacts and the facilitation of access to them.
  • Support development, implementation and management of a consistent archival program across UNICEF offices globally.
  • Manage archival holdings at UNICEF NYHQ, both analogue and digital, in accordance with international standards.
  • Manage a Trusted Digital Repository and Archival Management System.
  • Develop and implement a digital preservation programme for the UNICEF Archives.
  • Support UNICEF-wide initiatives for digital preservation and better management of digital collections.
  • Contribute as a subject matter expert to the UNICEF’s information management function in implementing, maintaining, and enforcing records and information management policies across the organization.
  • Promote the UNICEF Archives and the archival function both within the organization and in the outside research community.
  • Assist the Chief, AMS in managing UNICEF Archives as an organizational unit, as required.

To qualify as an advocate for every child you will have…
Education:
An Advanced university degree (Master’s or higher) in Archival Studies, information management sciences, records management, library management sciences or in a related field with demonstrated expert knowledge of archives- and information management-related international standards, principles and best practices.


Experience:
  • A minimum of five (5) years of related work experience in archives management.
  • Excellent knowledge of an archival management system (e.g. Atom, Scope Archives, Archives Space, etc.)
  • Experience of working with a Trusted Digital Repository (TDR) is an asset.
  • Experience of working on large-scale digitization projects for documents and multimedia is an asset.

Language:

Organizational setting and Reporting: The position is located in the Mechanism Archives and Records Section, Registry, The Hague Branch. Under the supervision of the Chief Archivist, the incumbent will be responsible for supporting the management of the digital records of the Mechanism for International Criminal Tribunals (“Mechanism”) and the digital component of the Archives of the International Criminal Tribunals (i.e. the International Criminal Tribunal for Rwanda (“ICTR”), the International Criminal Tribunal for the former Yugoslavia (“ICTY”) and the Mechanism).

Responsibilities: o Support development and implementation of policies, processes and systems for preserving the digital component of the Archives of the International Criminal Tribunals to ensure that they remain trustworthy, accessible and usable. This includes performing routine analysis of repository content; producing content profiles; analysing and parsing repository logs; and reporting on various repository metrics in support of preservation operations.  Assist in developing preservation plans for digital content including comprehensive testing of the plans, particularly the migration paths and migration tools.   Contribute to continuous improvement of operations and services by: keeping abreast of professional developments, recommending improvements and implementing approved initiatives.

o Support development and implementation of policies, processes and systems for record-keeping in the Mechanism, specifically the creation, organization and storage of digital records and early identification and protection of those to be retained as part of the Archives.  Participate in development and implementation of the Mechanism’s Electronic Document and Records Management System (EDRMS), HP Records Manager.   Participate in business process analyses, identify opportunities for improvement and implement approved initiatives.   Establish and, subsequently, maintain inventories of digital records and recordkeeping systems in the Mechanism.  Assist in designing and delivering training on good record-keeping, including effective use of the EDRMS.   Participate in advising, guiding and supporting Mechanism staff on digital recordkeeping issues and practices.

Work Experience: Minimum of two (2) years of progressively responsible experience in information management, information science, information systems or related field. Experience of managing digital records and archives, including digital preservation, is highly desirable. Experience of working with digital preservation systems or tools and workflows is highly desirable. Experience in working with metadata standards such as ISAD (G) EAD, PREMIS and METS is desirable. Experience in project management is an asset.  Experience of strict information security regimes is an asset.

Languages: English and French are the working languages of the Mechanism.  For the post advertised, fluency in oral and written English is required.  Working knowledge of French is desirable.

Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Electronic Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved search functionality, document and records management, archives management, content management, content reuse and repurposing, and collaboration across UNICEF. As additional benefit it seeks to reduce risks, improve usability of tools, provide significant savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas.


Purpose of the Contract
UNICEF requires expert review, from a well-qualified and deeply experienced specialist in digital preservation, to validate two draft requirements documents and two corresponding sets of user stories. The first requirements document is for an Archive Management System (AMS) and the second is for a Trusted Digital Repository (TDR).
The review should ensure that the requirements documents for these two systems:
1) Succinctly and accurately reflect UNICEF business needs for archives management and digital preservation, and;
2) Appropriately reflect any relevant international standards.
The selected consultant will also provide debriefs to the Business Analyst leading requirements development, and to the larger team working to implement the project (refer to detailed outline of deliverables below).
After the review and any required revisions, and the close of this consultancy, UNICEF will proceed to acquire these systems through open bids.


Reporting Structure
The Enterprise Content Management (ECM) project team is leading the UNICEF project for acquisition and implementation of these archives systems. The selected consultant will report directly to the Senior Project Manager for ECM.

Details of how the work should be delivered:
The consultancy work should be done within a time frame of one month after contract start. The initial meetings (2 days) will take place with the ECM team in UNICEF’s New York HQ (3 United Nations Plaza, New York, NY 10017). The remaining work with be done remotely through email, file sharing and web meetings.
For deliverables 3 (comments on user stories and documentation) and 4 (detailed edits to finalize requirements), UNICEF may request up to one iteration after the deliverable is originally supplied, if needed; if so, UNICEF will supply detailed comments/responses to assist the consultant in making any needed changes to the deliverables.


Payment:
The payment is based on the production of the four deliverables above. The Consultant shall provide an invoice upon completion of each of the deliverables. Each deliverable shall be reviewed by UNICEF for satisfactory completion.


Performance Indicators for Evaluation of Results:
Evaluation of results will be done by the Senior Project Manager and team based on the following indicators
  • Quality of work;
  • Clearly written deliverables;
  • Timely delivery within the terms of the agreed contract.

    • Effective interpersonal, verbal, and written communication skills;
    • Familiarity with archival principles, processing and cataloging;
    • Proven experience with implementing TDR;
    • Proven Experience with implementing AMS system;
    • Knowledge in various archival computer applications;
    • Ability to advise on recordkeeping technology based on analysis of organizational objectives;
    • Demonstrable conceptual, analytical and evaluative skills;
    • Ability to conduct research and analysis, and formulate and present recommendations;
    • Ability to work in a team and to maintain effective working relationships in a multicultural and multi- sectoral environment.
  • Languages:
    • English and French are the working languages of UNICEF. For the post advertised, fluency in English is required.
Please indicate your ability, availability and supply an itemized list of your fees covering the four deliverables, plus a total. A detailed fee should also be included for travel and accommodations for the stay in New York. Applications submitted without quoting these fees will not be considered.
You will be expected to spend 2 days at the beginning of the contract working in New York within the ECM team. The remaining of the activities will be done remotely.
