Org. Setting and Reporting

This position is located in the Emergency Response Section (ERS) within the Field Operations & Technical Cooperation Division (FOTCD) in the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. Under the overall supervision of the Chief of ERS, the incumbent will report to the Coordinator of the Information Management & Data Analytics (IMDA) unit.

Responsibilities

Within delegated authority, the Information Management Officer (Business Analyst) will be responsible for the following duties:

- Manages projects involving feasibility studies, business analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
- Facilitates effective project requirement discovery meetings and provides specialized advice to users, analyzing users’ requirements and translating business needs into technical solutions and corresponding technical user stories.
- Organizes, designs, analyses and evaluates data and datasets needed for OHCHR information products using applicable techniques and tools, to include spatial baseline as well as operational data and datasets.
- Participates in the development of data visualisation standards, advising on the application and roll out of such standards across the OHCHR.
- Maintains a repository of spatial and operational data and datasets accessed by all OHCHR platforms, keeping all relevant documentation as needed.
- Researches, collects, reviews and shares best practices from OHCHR.
- Produces quality data visualizations, infographics and maps from OHCHR and other relevant data sources on a regular basis for analysis, communication, and accountability purposes.
- Produces policy analysis and undertakes analytics for information and communication products, drawing from OHCHR data platforms.
- Provides technical and substantive support to OHCHR teams to develop policy analyses and communication products based on various data sets and information.
- Directs research of relevant data sets to support coordination and communications efforts of the OHCHR.
- Produces policy materials and communications adapted to the target audiences, including information for public use and understanding.
- Collaborates with relevant UN entities and external partners, platform managers and data analysts to ensure integrated research, data analytics and policy analysis.
- Researches, analyses and evaluates new applications of information technology for data management, visualization, and modelling.
- Participates in system improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of knowledge-management application improvements and new systems; provides user support.
- Develops detailed system and other functional specifications and standards from the knowledge-management perspective and user documentation for new systems of results reporting in OHCHR.
- Develops training materials and user manuals; trains staff in use of information and knowledge-management systems utilized in OHCHR.
- Advises internal and external users and other information management specialists about access to OHCHR reporting, communications and data visualization platforms.
- Participates in developing client outreach strategies and in their implementation. Conducts programmes of outreach and user education to improve client use of desktop information resources; uses judgement of relevant institutional needs to develop presentations appropriate to client audience; develops publicity materials to facilitate outreach.
- Assists in programme administration, including provision of assistance to or supervision of contractual employees and support staff, formulation of consultant and institutional contracts and subsequent implementation, development of programme budget related to information and knowledge management, etc.
- Performs other related duties, as required.

Education

Advanced university degree (Master's degree or equivalent degree) in communications, information science, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in information and knowledge management, results and online reporting or related area is required.
A minimum of two years of experience in data analysis systems, collection and visualization is required.
Experience in data analysis, collection and visualization systems is desirable.
Experience in planning, design, development, implementation and maintenance of computer information systems or related area is desirable.
Experience performing business analysis is desirable.
Experience developing data collection systems for early warning monitoring is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Medical Department and Projects & IT.

DESCRIPTION OF THE POSITION
MSF-OCBA is continuously adapting processes and tools to improve efficiency and quality of data and information management. In the framework of the MSF-OCBA Strategic Plan, in general, and aligned with the objectives of the Projects and IT department, in particular, BI and Information Mgmt Technician will participate in consolidating the Information Management and Business Intelligence team as a key partner for our internal customers by:
  • Modernizing and streamlining its platforms and processes in order to harmonize them with the latest working paradigms and technologies. The P&IT department is heavily investing in the creation of state-of-the-art collaborative environments to support the organization´s goals regarding information sharing and cooperation, always propped up by the right set of applications and platforms.
  • Ensuring the integrity of the Organization and its stakeholders´ information. Not only the information has to be consistent, available and accurate, but also it has to be secure.
  • Providing all the stakeholders within the Organization with easy to access and reliable tools using the latest technologies resulting in scalable and high-performing platforms.
This job opening is a challenging and exciting opportunity to help the Projects and IT department stir MSF-OCBA towards a more data-driven culture, using the above-mentioned objectives as guidelines. Being part of this process will give the incumbent a chance to support the technology transformation within an international organization in the humanitarian sector.
                                                
GENERAL OBJECTIVES
Participate in the transformation of MSF-OCBA into a genuinely data-driven organization by applying the latest Information management and Business Intelligence technologies, tools and techniques to the existing portfolio of IT applications and services. Additionally, provide a hands-on support to the daily operations and maintenance tasks of a set of database platforms.

PLACEMENT WITHIN THE ORGANISATIONAL CHART
The BI and Information Mgmt Technician will work within the PMO team, part of the Projects & IT department. S/he will report to the Head of PMO, Governance & Information Security.
S/he will work closely with the members of the P&IT team and especially the Information Management Manager and the Business Intelligence Manager.
The BI and Information Mgmt Technician will work closely with different internal clients, e.g. Medical, Finance, Operational and HR departments, at the headquarters and with field missions and decentralized offices. Occasionaly, s/he will also cooperate with third-party service providers supporting the department´s infrastructure and operations on a day-to-day basis.

RESPONSIBILITIES AND MAIN TASKS
With the support and guidance of the Information Management Manager and the Business Intelligence Manager, the incumbent is expected to:
  • Propose feasible solutions to setbacks and unforeseen issues based on own experience and independent research of technologies related to Information and Business Intelligence platforms.
  • Treat user and organization information following internal confidentiality and security policies, i.e. program and execute regular database backups, integrate General Data Protection Regulations, etc.
  • Maintain and strengthen the relationship with our internal customers by providing appropriate and timely support.
  • Act with professionalism and represent MSF values under any circumstances.

Related to Business Intelligence:
  • Develop and maintain periodic and ad-hoc reports / dashboards, ensuring consistency with customer requirements and the policies of the Organization.
  • Guarantee that the reports, dashboards and scorecards are presented to the final customer using relevant and accurate data. Additionally, guarantee that they run smoothly and are delivered using the appropriate communication channels.
  • Respond to the internal customers’ queries and use Reporting technologies and tools to translate raw data into sound reports and meaningful information.
  • Support the implementation of a new data warehouse based on Microsoft technologies (on Microsoft cloud)
  • Write SQL queries to assist with data analytics, maintain existing database scripts for ongoing organizational processes.

Related to Information Management:
  • Carry out the support and maintenance tasks in the different document management sites and channels (Workspaces, Field kits, Knowledge Hubs, Newsletters…) and technologies (sharepoint, teams, yammer, onedrive, youtube…) to ensure proper operation.
  • Carry out the first line support to final users incidences, requests and improvements. And maintain the related knowledge base.
  • Create the final users training contents and coordinate the training programs for final users on new solutions and procedures implemented in the area to ensure compliance with procedures and the efficient use of applications.
  • Facilitate the management of change in document management, information and learning, supporting the hierarchical line and other projects that use their solutions
  • Implement and maintain OCBA's document management and information standards, together with their owners, to guarantee their integration, use and adequate internal, local and international interconnection
  • Participate in the validation tests of the system and document management procedures
  • Work with external teams, according to the project management framework, to guarantee the functioning of the systems and the resolution of incidents to guarantee access to information.
  • Promote that the transversalities with other departments and processes are adequately treated to find the most efficient solutions

SELECTION CRITERIA
Education and experience
  • University Degree, preferably related to engineering (Computer Sciences, Telecommunications, Industrial Engineering, Computer Technician, or similar), Library Science, or Multimedia and Comunications.
  • Desirable 1-2 years of experience working with Office 365 ecosystem, e.g. SharePoint Online, PowerApps, Flow, Delve, Teams, etc. an advantage.
  • Desirable 1-2 years of experience working with ADocuments Management or Digital Archives. E.g SharePoint, Alfresco… an advantage.
  • Desirable 1-2 years of experience working with some reporting tool (Microsoft PowerBI would be desirable but other like Tableau, QlikView would be ok).
  • Desirable experience applying mathematical and statistical models to carry out historical data analysis, and provide data-driven trends when possible.
  • Desirable experience querying with SQL language.
  • Desirable experience developing database solutions at a business level using Microsoft technologies, i.e. SQL Server and Azure SQL database.
  • Desirable experience working in a project/environment that used any agile framework.
  • Languages: Fluent in Spanish and English. French desirable.

Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 189 member National Societies. Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, reaching 150 million people each year through its 189 member National Societies. We act before, during and after disasters and health emergencies to meet the needs and improve the lives of vulnerable people. The Federation Secretariat is organized in four Business Groups concerned, respectively, with Programme Services, National Society and Knowledge Development, Humanitarian Values and Diplomacy, Governance and Management Services. The Programme Services Division has the lead responsibility to deliver on Aim 1 of Strategy 2020 while providing substantive support to achieve Aims 2 and 3. The Disaster and Crisis Management Department has been created to re-align existing capacities to respond to a changing disaster environment. The Disaster and Crisis Management Department is tasked with increasing and improving organisational preparedness for response at all levels of the International Federation of Red Cross and Red Crescent in order to save lives and livelihoods and support emergency response and post disaster recovery while paving the way towards sustainable development (LRRD). The DREF is the International Federation’s Fund for supporting immediate disaster response by the National Societies and is managed by the Secretariat, with one senior officer and one senior assistant in charge of the everyday management of the Fund in Geneva, and an officer in Africa Zone office supporting use of DREF by African National Societies. It provides allocations as loans or grants depending on the scale of the response operation and has an annual budget of around CHF 20 million, with funding contributed by governments, institutional, corporate and private donors through an annual plan.
                              
Job Purpose
The DREF was set up in 1985 by the IFRC and has therefore been supporting National Societies to deliver immediate assistance to people affected by disasters for 30 years. The Secretariat, supported by the DREF advisory group which is made up of representatives of 6 partner National Societies representing the major donors to DREF, is organizing an event to celebrate the 30 year anniversary in September 2015. One of the deliverables agreed by the working group, set up to support the organisation of the event, is a chronological history of the use of DREF.
Financial data on DREF operations has been kept since 1994, but before this date only paper records were kept. The data research and management intern will research and document the data available on DREF allocations made since 1985 and document all allocations in excel format to allow exploitation of the data and its use in a chronological history of the DREF, with the aim to provide factual information of RC/RC disasters response over the last 30 years and drive evidence-based research and analysis on principled humanitarian action and silent disasters.
 
Job Duties and Responsibilities
• Carry out research in existing archives and collect data on all the DREF allocations since 1985 and record in an excel spreadsheet
• Exploit information in financial reports and add information on allocations made to the record
• Take data from existing lists of allocations and harmonize with the chronological record
• Develop statistics based on the data recorded
• Collect and record further information on identified operations and/or type of response through research in the operations files in the archives
• Present the information and statistics in a final report
 
Education
University graduate or under-graduate, required.
Experience
Experience of carrying out research projects, required.
Proven experience in data collection and analysis, required.
 
Knowledge, skills and languages
Excellent data analysis and use of excel or other data management tools, required.
