Org. Setting and Reporting
This position is located in the Emergency Response Section (ERS) within the Field Operations & Technical Cooperation Division (FOTCD) in the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. Under the overall supervision of the Chief of ERS, the incumbent will report to the Coordinator of the Information Management & Data Analytics (IMDA) unit.
ResponsibilitiesWithin delegated authority, the Information Management Officer (Business Analyst) will be responsible for the following duties:
- Manages projects involving feasibility studies, business analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
- Facilitates effective project requirement discovery meetings and provides specialized advice to users, analyzing users’ requirements and translating business needs into technical solutions and corresponding technical user stories.
- Organizes, designs, analyses and evaluates data and datasets needed for OHCHR information products using applicable techniques and tools, to include spatial baseline as well as operational data and datasets.
- Participates in the development of data visualisation standards, advising on the application and roll out of such standards across the OHCHR.
- Maintains a repository of spatial and operational data and datasets accessed by all OHCHR platforms, keeping all relevant documentation as needed.
- Researches, collects, reviews and shares best practices from OHCHR.
- Produces quality data visualizations, infographics and maps from OHCHR and other relevant data sources on a regular basis for analysis, communication, and accountability purposes.
- Produces policy analysis and undertakes analytics for information and communication products, drawing from OHCHR data platforms.
- Provides technical and substantive support to OHCHR teams to develop policy analyses and communication products based on various data sets and information.
- Directs research of relevant data sets to support coordination and communications efforts of the OHCHR.
- Produces policy materials and communications adapted to the target audiences, including information for public use and understanding.
- Collaborates with relevant UN entities and external partners, platform managers and data analysts to ensure integrated research, data analytics and policy analysis.
- Researches, analyses and evaluates new applications of information technology for data management, visualization, and modelling.
- Participates in system improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of knowledge-management application improvements and new systems; provides user support.
- Develops detailed system and other functional specifications and standards from the knowledge-management perspective and user documentation for new systems of results reporting in OHCHR.
- Develops training materials and user manuals; trains staff in use of information and knowledge-management systems utilized in OHCHR.
- Advises internal and external users and other information management specialists about access to OHCHR reporting, communications and data visualization platforms.
- Participates in developing client outreach strategies and in their implementation. Conducts programmes of outreach and user education to improve client use of desktop information resources; uses judgement of relevant institutional needs to develop presentations appropriate to client audience; develops publicity materials to facilitate outreach.
- Assists in programme administration, including provision of assistance to or supervision of contractual employees and support staff, formulation of consultant and institutional contracts and subsequent implementation, development of programme budget related to information and knowledge management, etc.
- Performs other related duties, as required.

Knowledge of business analysis best-practices required to assess and/or improve solutions, services or platforms. Advanced university degree (Master's degree or equivalent degree) in communications, information science, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of five years of progressively responsible experience in information and knowledge management, results and online reporting or related area is required.
A minimum of two years of experience in data analysis systems, collection and visualization is required.
Experience in data analysis, collection and visualization systems is desirable.
Experience in planning, design, development, implementation and maintenance of computer information systems or related area is desirable.
Experience performing business analysis is desirable.
Experience developing data collection systems for early warning monitoring is desirable.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.
