Your team
You will be part of the Information Governance (IGO) Division of the Directorate General Secretariat. We are currently implementing an Enterprise Information Management Strategy and laying the foundations for an enterprise-wide Knowledge Management Programme. These two initiatives will introduce a holistic approach to managing the ECB’s information and knowledge assets. Librarians, archivists and records managers are working in close collaboration with information technology experts to make this happen.


The IGO Division is responsible for developing the ECB’s Information Governance Framework and implementing innovative collaboration and information tools and services. Several of these services rely on DARWIN, the ECB’s Enterprise Content Management System. DARWIN is based on the standard software package of OpenText Content Server, and serves more than 13,000 users in the European System of Central Banks, the European Systemic Risk Board, the Single Supervisory Mechanism and the European Financial Stability Facility. We aim to provide all of these teams with solutions that enable them to manage and share an increasing amount of information and facilitate collaboration.

We are now seeking to recruit two Principal Information Management Experts to lead the Archives and Records Management team and the Information Management Solutions team. In this role you will lead a team of between 8 and 10 colleagues and play a key role in information management projects to support the implementation of information policies and to facilitate collaboration and business effectiveness. You will work closely with your Head of Section and colleagues across all business areas – especially within the Directorate General Information Services, Data Protection Office, Data Management teams and Directorate General Legal Services – in order to deliver the work programme.

Your role
As Team Leader you will:
coordinate the team, coach, appraise and support team members in their professional development;
establish efficient work plans and adjust them to achieve the specific objectives of the Directorate General;
ensure the flow of information within and beyond the team and foster collaboration within the Directorate General and with other business areas;
contribute to the Division’s strategic planning by identifying particular trends and opportunities in the area of information governance.

In addition, as leader of the Information Management Solutions team you will:
lead the evolution of solutions for the medium/long term (e.g. areas of development/improvement with a specific focus on finding an appropriate balance between user friendliness, risk mitigation and costs);
support the DARWIN Service Owner where decisions are required;
coordinate the delivery of functional support and/or training to maintain a high level of customer adoption and satisfaction.

In addition, as leader of the Archives and Records Management team you will:
lead the further development and transformation of the current information management offering and team (i.e. ensuring that current tasks and activities serve desired end goals, add value and are as lean as possible;)
contribute to the development of innovative solutions that serve ECB information governance requirements;
support the design and implementation of agile information processes and/or training to maintain a high level of customer adoption and satisfaction;
coordinate activities designed to ensure adherence to ECB information governance policies.

Qualifications, experience and skills
Essential for both roles:
a master’s degree or equivalent (read more ) in Business Administration, IT, Information Management or another relevant field;
experience in coordinating and coaching teams;
sound knowledge of and experience in the concepts, principles and practices of document, records and archives management;
training and experience in project management techniques;
an advanced command of English and an intermediate command of at least one other official language of the EU.

Essential for the Information Management Solutions Team Leader:
a minimum of three years of experience in the functional development and support of an organisation-wide critical system;
well-developed understanding and experience of collaboration and ECM solutions;
familiarity with IT processes and methodologies (e.g. IT risk assessments, release, incident/problem/service-level management and ITIL).

Essential for the Archives and Records Management Team Leader:
a minimum of three years of experience in the development and implementation of information governance, records management and/or library policies and solutions;
experience with business process design and optimisation methodologies and tools;
sound understanding of change management principles and experience in leading change initiatives.


Desired (for both roles):
the ability to work with a user-centric approach;
a proven ability to interact with and influence stakeholders at different levels to adopt and support new and effective information management initiatives;
experience in market analysis and/or procurement;
advanced use of standard MS Office applications (such as Word, Excel and PowerPoint);
working knowledge of MS Project and MS Visio (or similar business process mapping tools);
sound understanding of operational risk and business continuity management functions.

Information Management Specialist within the team will be entrusted the following main tasks:
·         provision of information, advice, tools and functional support to ECB/SSM key users (including ESCB Committee and ESRB secretaries) and key contact persons in other organisations using DARWIN;
·         provision of specialist functional support to Records Management Specialists, Librarians and Archivists in the ECB;
·         resolution of functional issues/questions;
·         day-to-day communication with and animation of user communities;
·         design and configuration (using DARWIN functionality) of standard workflows, reports and customised web interfaces, etc.;
·         participation in the collection, evaluation and prioritisation of functional improvements to DARWIN or to other information management solutions;
·         analysis of requirements and process optimisations; design, implementation, testing and delivery of business change requests from business areas, projects or committees/collaboration groups;
·         participation in the testing of maintenance releases and business continuity readiness for information management solutions, including collaboration with the Directorate General Information Systems;
·         maintenance of toolkits and knowledge databases for users and the IS Service Desk;
·         monitoring and reporting on application functional support activities;
·         contributing to the selection, implementation and support of new information management solutions.

Main qualifications:
·         bachelor’s degree (ideally in IT, business administration, information management or related subjects);
·         at least three years’ recent full time equivalent experience in the field of information, knowledge, records, archives or library management or a similar discipline;
·         experience in configuration, implementation and functional support of ECM solutions;

  • supporting and coaching colleagues on advanced functional or technical topics;
  • contributing to application management and resolving advanced issues/questions;
  • collecting, evaluating and prioritising requirements and process optimisations for information management solutions;
  • designing and configuring (using DARWIN functionality) advanced workflows, reports and customised web interfaces, etc.;
  • participating in projects in different roles (e.g. coordination, business analyses, testing);

Qualifications, experience and skills

You will bring to the role:
  • a master’s degree (ideally in IT, business administration, information management or a related
    field) or a bachelor’s degree combined with four years of experience in a relevant field;
  • at least four years’ recent full-time-equivalent experience in the field of information technology or knowledge, records or information management, or a similar discipline;
  • at least two years’ recent full-time-equivalent experience in implementing, managing and supporting EIM solutions;
  • knowledge and experience of the principles and practices in the domain of information, records and/or archives management;
  • specific professional experience with an OpenText Content Server platform would be a strong asset;
  • knowledge of software development and application management disciplines would be an asset (e.g. web development, JavaScript, SQL);
  • project management experience would be an asset;
  • business analysis experience would be an asset;
  • an awareness of, and interest in, the functioning of the ECB and the ESCB;
  • an advanced command of English (oral and written);
  • a good knowledge of at least one other official language of the EU;
  • a working knowledge of standard MS Office applications (Word, Excel and PowerPoint).

Function


The Archives and Records Management Section (ARMS) of the European Central Bank’s Directorate General Secretariat and Language Services is seeking applications for the position of Operational Support Specialist for the DARWIN Competency Service Team (CST – 6 members). ARMS is responsible for:

Developing, implementing and maintaining the policies and procedures for archiving and document and records management;
Providing electronic document and records management services;
Coordinating the selection of systems and tools for document and records management, and providing related functional training, maintenance and support;
Supporting the introduction and further development of Enterprise Content Management (ECM), including collaboration tools for the ECB, the Eurosystem and the European System of Central Banks (ESCB);
Managing the ECB’s central archives.
The successful candidate will contribute to the operations and the improvements of the DARWIN system which is currently being used by 2,000 users at the ECB and 6,000 users in the NCBs. DARWIN (Documents And Records Web-based Information Network – name of the application), which is based on the standard software package Open Text Livelink, aims to:

Provide ECB business areas and ESCB committees with tools that enable them to efficiently manage the increasing number of documents and enhance the efficient use of knowledge by facilitating the sharing of documents and the collaborative work;
Facilitate the implementation of document and records management policy;
Enable compliance with the legal framework within which the ECB operates.
The holder of this position will be entrusted with the following main tasks:

Analysis, design, implementation, testing and delivery of business change requests from business areas, projects or ESCB committees/collaboration groups.
Participation in the collection, evaluation and prioritisation of functional improvements.
Resolution of functional questions/problems.
Provision of assistance to ECB Key Users (incl. Committee secretaries), NCB Key Contact Persons and Licence Monitors.
Provision of functional support to Records Management Specialists and Archivists.
Day to day encouragement and support of user communities.
Maintenance of the DARWIN key user tool kit and knowledge database for Service Desk.
Monitoring and reporting on application support activities.



Qualifications and experience


The successful candidate must have the following knowledge and competencies:

Bachelor university degree in business or IT, or a proven ability to perform the tasks required by the position .
Experience with Enterprise Content Management systems, preferably as a power user.
Experience of document and records management would be an advantage.
Sound understanding and experience of DARWIN would be a strong asset.
Practical experience in supporting the management of systems including release management and testing.
Working knowledge of standard office applications (Word, Excel, PowerPoint).
Good command of English with proven drafting ability.
A working knowledge of at least one other official language of the EU.
