Org. Setting and Reporting
The position is located in the UN Geneva Library. The Library is an ensemble of the Library Services Section, the Institutional Memory Section, and the Knowledge and Learning Commons. The incumbent will report to the Chief Librarian.
               
Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties:

- Provides strategic direction, coordination, management, supervision and resource allocation for the Section’s operations. Determines priorities, establishes policies, procedures and meaningful performance measures to monitor the impact and relevance of library operations and knowledge and learning activities. Promotes continuous improvement.
- Identifies, builds and maintains strategic partnerships and promotes collaboration with information/knowledge throughout the UN Secretariat, broader UN system and information providers worldwide to increase relevance, impact, visibility and access to the Organization’s information/knowledge base. Co-ordinates participation in cross-cutting activities on information/knowledge management. Seeks synergy within the service and with UN libraries in joint utilization of the resources available. Maintains liaison with other national and international organizations. Participates in cooperative ventures and keeps abreast of developments in knowledge-based information services, techniques and technologies. Liaises with UN departments and agencies, NGOs, Member States, the host city and country, academia and the media, in the furtherance of the work of the Section. Participates in inter-agency meetings and/or prepare policy papers for such meetings.
- Oversees the programmatic and administrative tasks necessary for the provision of library and outreach operations, including preparation of budgets, reporting on budget/programme performance, recruitment, evaluation and development of staff in order to meet programme objectives in the most efficient and cost-effective way. Provides guidance on content and presentation of guided tours, operation of group programmes and on preparation, content and production of information, current awareness and capacity-building products, including responses to enquiries, background papers, audio and visual materials, social media and the internet and intranet presence. Provides guidance on collection development, maintenance and preservation, including resource description and access. Designs, conducts and evaluates programs of outreach and learning, including library events and Knowledge and Learning Commons activities, and oversees their logistical organization.
- Represents or ensures representation of the service in meetings on information/knowledge management matters, participates in inter-agency meetings and/or prepares policy papers for such meetings. Represents the Chief Librarian and Chairman, Cultural Activities Committee in cultural and other activities and events as and when required.
- Acts as executive officer for the Library, including the planning and management of financial, procurement and human resources activities.

Education
Advanced university degree (Master’s degree or equivalent degree) in library and information science, archives management, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
               
Work Experience
A minimum of 10 years of progressively responsible experience in library and information management, archives management or related area is required. Work experience in an international organization, preferably within the United Nations Common Sytem, is highly desirable. Experience in outreach, as well as in event design and management is highly desirable. Experience in archives management is desirable. Experience in formulating budgets and performance review documents is desirable.
               
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.
               
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

The Secretariat of the WTO is seeking to fill a position of Chief of Section (Records and Archives Management Section (RAMS)) in the Information Management Services (IMS) Branch of the Language, Documentation and Information Management Division. The Information Management Services Branch - composed of the Official Documents and Records Section, the Library Section and the Records and Archives Management Section - aims to identify and provide appropriate access to all relevant internal and external information. This entails adding value to information by capturing, indexing, storing, preserving and disseminating it. Information resources are managed and disseminated through the WTO websites and repositories for documents, records and archives, correspondence, notifications and library content. The Records and Archives Management Section is in charge of the custody and control of Secretariat records and informational assets, in both paper and electronic formats, by leading their management, access, retention, storage, preservation and disposition, with the purpose of protecting them as evidences of actions and of ensuring accountability to present and future users.

General Functions

Under the supervision of the Head of IMS, the incumbent will have the primary responsibility for supervising and managing the RAMS. In addition, the incumbent will participate in decision-making, planning and the development of strategies relative to the management of information resources. Key accountabilities will include:

1. Lead, plan and manage the work of the RAMS to ensure high quality services are delivered in an effective, efficient and timely manner. Ensure skills of staff are continuously developed through training or coaching. Manage a team of 5 staff members and interns and budgetary resources allocated to the section.

2. Establish and implement strategies, guidelines and procedures to collect, assess, organize and preserve the WTO's information assets in all forms (paper, image, audio, video, electronic record, etc.). This includes ensuring conservation of information resources and implementing a disaster recovery plan; and elaborating collection development and acquisitions programmes to ensure the continued reception and relevancy of information where applicable.

3. Ensure the maintenance of information systems in order to allow for swift and accurate retrieval of information, thus making resources easily accessible to those who need them. In coordination with the Information Technology Solutions Division, analyse user needs, propose functional specifications for an information system serving these needs and supervise development of the IT solutions chosen.

4. Ensure that the WTO's archive policies (disclosure policy, user service policy, etc.) in the field of information management remain aligned with the WTO business needs.

5. Establish procedures and training programmes for WTO staff on the organization of collections, management, access and use of resources. Liaise with divisions to raise awareness and develop understanding of preservation of information resources.

6. Respond to requests from WTO staff, Members, organizations and individuals outside the WTO and represent the WTO on missions and at meetings.

REQUIRED QUALIFICATIONS
Education:

An advanced university degree in archives records management, library science, or information management or a basic university degree plus a qualification in this field recognized by a professional body that is equivalent to an advanced university degree.
Knowledge and skills:

Technical Skills:

Demonstrated professional experience in and knowledge of indexing, analysing and describing archive materials and records according to internationally recognized standards.
Demonstrated knowledge of and experience in the use of state-of-the art electronic records management tools.
Use of IT (Information Technology) tools relevant to information organization and retrieval (e.g. search engines) would be an asset.
Capacity to think strategically and develop plans to better integrate the section into the WTO and to bring value to the assets available.
Ability to successfully initiate and manage change.
Project management skills.
Ability to draft accurately concisely and clearly in English.

Work Experience:

Minimum five years' relevant professional experience, including at least 3 years of supervisory responsibilities.
Languages:

Excellent command of English, both oral and written (at a level corresponding or equivalent to a minimum of C1 according to the Common European Framework of Reference for Languages (CEFR)) and a good working knowledge of French (minimum B2 level according to the CEFR). Knowledge of Spanish would be an asset.

Shortlisted candidates will be asked to provide proof of their language skills under a recognized framework (e.g. CEFR, IELTS, etc.) unless the language in question is their mother tongue. The language skills of shortlisted candidates who are unable to provide proof of their language proficiency will be assessed as part of the selection process.

Operational Context
Current Situation
Records and Archives Section (RAS) is leading the global implementation of an e-records document and records management program. It also manages the historical archives of UNHCR which is used by internal and external researchers from all types of fields. RAS is also working in a digital preservation strategy. Part of the section will move to Copenhagen in 2015, and part will stay in Geneva. A part from the Records Management and Archives programs, RAS manages the printing services at HQ.

Leadership within UNHCR is provided for an accountable recordkeeping system as a foundation for governance of the organization

Duties are conducted within the general parameters established for the position by the Director and the incumbent is responsible for professional archival management of the function.
Desirable Attributes
- Advanced University Degree in archival management; or in history or related discipline with a concentration in archival management; or in history or related discipline with additional training as provided by universities and/or professional archival associations.
- Minimum 10 years of previous professional job experience in the same functional area is essential.
- Familiarity with current trends in modern archives and records management, as well as a thorough knowledge of archives and records management methodologies.

Duties and Qualifications
Chief of Section (Records&Archives)

ORGANIZATIONAL CONTEXT


Reporting directly to the Director of the Division of External Relations, the Chief of Section (Records and Archives) heads a team of 12 staff members: four professionals and eight general services. The Section consists of two units located in Geneva and Copenhagen. The incumbent is also the line manager of one general staff in the GSC Budapest.

In order to address the risks related to unmanaged analogical and digital records, and to be prepared to address the question of short-term, medium-term and long-term preservation and access issues, the Chief of Section leads the implementation of UNHCR Global Information and Records Management and Archives program. Duties are conducted within the general parameters established for the position by the Director and the incumbent is responsible for professional direction of the Section.

External and internal relationships and contacts can be listed as follows:

With Representatives, Line- and Field based Managers, Directors of Services and Bureaus, and Services involved in the different aspects of Information management, on the development, design and particularly on the implementation of related information and records management and archives programs and policies

With staff of own Section primarily on providing leadership and strategic direction and supervision of day-to-day functions and procedures, ensuring adherence to established policies, processes and procedures.

With external stakeholders, and researchers, on access to UNHCR Archives.

With counterparts in other UN agencies on the development or coordination, on improvements or amendments of relevant UN-wide HR policies as falling into the scope of this function's responsibility.

Accountability
- UNHCR captures, selects, preserves, protects and make accessible, authentic and reliable records created, received or collected as a result of its global activities in all type of media and systems.
- UNHCR and its global workforce can access all relevant institutional memory to perform their duties; take informed decisions; external stakeholders can access documentary evidence of UNHCR present and past activities and decisions; and, persons of concern have their UNHCR records protected and accessible in accordance with their rights

Responsibility
- Manage the Records and Archives Section;
- Lead UNHCR global information and records management, and archives program of UNHCR;
- Establish UNHCR strategy regarding the management, preservation and access to UNHCR institutional memory;
- Oversee the design, implementation and management of UNHCR global records management and archives program;
- Coordinate the development, update and issuance of guidance materials, implementation strategies and training programs related to UNHCR information and records management and archives programs;
- Oversee the management of UNHCR Archives and the reference services provided to internal and external researchers;
- Oversee the Digital Preservation program for all UNHCR digital asset;
- Represent the Section, and the Division, on matters concerning the overall direction of UNHCR in terms of information and records management, and archives.

Authority
- Decide on the strategies, guidance materials and training programs for information and records management; and archives.
- Approve records disposition and destruction schedules, and authorize records destruction.
- Enforce global compliance with UNHCR¿s policies, procedures and standards governing information and records management, and archives.
- Decide on the access of UNHCR records to internal and external users in accordance with the UNCHR Access Policy.
- Decide on the implementation of the most appropriate UNHCR information and records management, and archival standards.
- In collaboration with DIST, determine the ICT platforms that should support the information and records management, archives management and digital preservation of UNHCR digital assets.
- Represent the Section and the Division in meetings and fora related to the functions.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Advanced University Degree in archival management; or in history or related discipline with a concentration in archival management; or in history or related discipline with additional training as provided by universities and/or professional archival associations.
- Minimum of 15 years previous relevant professional job experience including at least 10 years in an international capacity.
- Familiarity with current trends in modern archives and information and records management, as well as a thorough knowledge of archives and records management methodologies.
- Excellent knowledge of English and working knowledge of another UN language, preferably French.
