OBJECTIVES OF THE PROGRAMME

The Department of Operational Support and Services is comprised of several services, Infrastructure Support Services (ISS), Logistics Support Services (LSS), Security Services (SEC) and the Global Conference and Training Centre in Tunis (GCT). Logistics Support Services (LSS) is responsible for: i. Conference and events management at WHO/HQ and other locations as necessary ii. Logistics (including catering, printing, storage, transportation, mail & pouch services) at HQ iii. Corporate travel policy and related processes globally, and corporate travel operations at HQ iv. Records and historical archives policy globally, and management of records and archives at HQ v. Internal road safety and vehicle management policy global. The objectives of Records and Archives services is to appropriately retain, organize, preserve and provide access to WHO HQ records and archives in order to maintain reliable, authentic evidence of the Organization's decisions and activities, to facilitate administrative efficiency, and to preserve and disseminate the Organization's institutional memory.

DESCRIPTION OF DUTIES

Keys duties include the following:

  •  Ensures that all WHO records, including audiovisual records such as photographs (historical and born digital) are appropriately preserved, stored, described and accessible.
  • Liaise with the WHO Archivist in the dissemination of knowledge contained in the archives by organizing exhibitions, participating in and/or providing input for health history projects, and preparing presentations, articles or other communications on WHO history, based on information found in the archives.
  • Provides and coordinates professional reference services to both internal and external researchers, including individuals and large research institutions, and assists with investigations and/or audits.
  •  Assist Head RAS, WHO Archivist and the Electronic Records Management Officer in designing and maintaining Records and Archives specific policies and procedures related to:

       - the maintenance, dissemination and preservation of WHO records of all   types including new types of electronic formats found in social media, such as tweets and E-Mail and associated attachments; and

       - the development of an acquisition policy (including every media  format, E-Mail, Web sites or social media).

  •  Assist the WHO Archivist in liaising with other WHO units and Regions involved with information management and knowledge sharing, and participates in joint initiatives to increase awareness of WHO, institutional memory and information resources.
  •  Preforms other records and archives related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in Information Management, archives/records management or a related field.Or a university degree in another field supplemented by equivalent experience in archives theory, practice and management.
Desirable: Qualification in one or more aspects of digital preservation.

Experience

Essential: At least two (2) years' experience working in records and archives management, with specific experience in electronic records and archives management software and with an active reference programme. Demonstrated experience at the international level.
Desirable: Experience in digital records and archives preservation.

Skills

Strong knowledge of records & archives management theory and practice, strong knowledge of electronic archives management tools, strong training skills, excellent written and oral communication skills, ability to deal effectively and positively with colleagues at all levels within the Organization and to work successfully within a team.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 47,895 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3572 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

OBJECTIVES OF THE PROGRAMME :
To provide administrative assistance to Administrative Services Officer (ASO) in the entire range of activities of the Communication and Records unit.
Description of duties:
Under the general supervision of the ASO, the incumbent will lead the Communication & Records (C&R) team and perform the following duties:

1. Supervise, review and evaluate work of staff assigned;
2. Coordinate communications related activities comprising dispatch and receipt of diplomatic pouches, commercial mail/telegrams, telefaxes/faxes, distribution of mail/materials received and switchboard operations;
3. Oversee filing related work such as classification, recording, routing, filing of correspondence/documents etc., and orderly maintenance of SEARO officials archives;
4. Certify for payment all expenditures, on air/surface freight of diplomatic pouches/other material, on mail/telegrams, on telex/faxes, telephones, e-mail etc;
5. Determine comparative cost-effectiveness of alternative modes of communication options continuously;
6. Monitor maintenance of various UN/WHO Address Lists, Secretary's Guide Books, internal telephone directly and their timely updating;
7. Prepare correspondence, reports/evaluations, justifications on C&R related administrative/special tasks of general/confidential nature;
8. Ensure proper training of staff in alternative operational areas of C&R, for effective backstopping/replacement when require;
9. Advise senior administrative staff on C&R operations, technology up gradation options, streamlining procedures, staff performance, etc;
10. Participate in discussion/meetings to evaluate/revise procedures/practices, assesses their impact and recommends follow up actions;
11. Brief international personnel on Communication and Records operations in SEAR;
12. Plan budget for procurement of relevant services
13. Back-charge of the cost of services rendered to technical units and UN agencies
14. Maintain relevant imprest petty cash account
15. Initiate or oversee relevant GSM functions such as HR actions for all staff in the unit, procurement functions like APW and LTAs with supplier, creation of purchase orders (POs); uploading of invoices in GSM for final settlement; and monitoring and updating the POs for sufficient funds'
16. Oversee in-house printing of documents, reports, books, visiting cards, bulk photocopying and all related actions including supplies and equipment.
17. Focal point for records management and change management including updating of manuals, standard operating procedures, corresponding implementation, spearheading e-filing/archiving initiatives, etc.

The objective of Logistics Support Services (LSS) within the Department of Operational Support and Services (OSS) is to ensure access to timely and effective logistics support, in order to facilitate implementation of technical programs at all organizational levels

The sub-units of LSS are RAS (Records and Archives), CEC (Conference and Events Coordination), SOS (Staff Orientation Services), GCT (Global Conference and Training Centre), and TRV (Travel).

Incumbent is in daily contact with supervisor and others (within and without the Records and Archives unit) about folder structure, naming convention, and identification of correct donors.
Description of duties:
1. (50%) Treat Resource Mobilization records for HQ and Regional Offices: create donor structure in Livelink Records Management (LLRM) according to agreements and supporting documents sent by staff, scan, name and upload paper documents, upload electronic copies of agreements and supporting documents sent by Regional Offices, rename documents as necessary and add/adjust metadata as necessary, notify users and send links.

2. (20%) Monitor and identify inconsistencies or mistakes in Resource Mobilization folder structure, folder names, document names, and metadata entry (correct mistakes and recommend procedural changes to avoid future mistakes, take part in liaison with Regional Offices, Planning, Resource Coordination (PRP), and Finance in order to maintain coordinated approach to folder structure, naming convention, and metadata entry)

3. (10%) Add Award Numbers provided by Finance to folder titles to LLRM, with a special focus on cases where it is difficult to determine the the relationship between donor agreements and the award numbers established by Finance to which folder the Award Number relates.

4. (10%) Process donor agreement records remaining in older records management systems and enter them in the new system, liaise with Finance, Resource Mobilization and health technical units to retrieve paper originals of older documents where possible.

5. (10%) Continue electronic migration of WHO HQ Resource Mobilization records from old to new electronic records management system (transfer electronic images of documents, transfer related metadata according to modified classification scheme, including adaptations required if metadata fields in the systems do not correspond, make necessary cross-references or adjustments regarding organization of paper originals, considering differences between current and new classification schemes)

Conduct analysis and evaluation of WHO records kept by departments and units, according to WHO records retention schedules; Complete records transfer and destruction lists appropriately and carry out transfer and destruction processes, also including related data entry and space management.

2) 25% Communications and Liaison - Provide information to units about Records and Archives policies and procedures; Liaise with unit staff regarding records evaluation; Liaise with building management and space management staff for routine activities; Refer questions from units to other Records and Archives staff as appropriate.

3) 25% Administrative Support - Maintain Archives activity statistics; File Records Evaluation and Preservation (REAP) documents and forms; Create minutes for REAP-related meetings; Arrange meetings with REAP focal points, maintain focal points network; Update REAP communications and planning.

4) 20% Processing and Preservation - Process archival (historically valuable) records according to accepted preservation standards, and rehouse them in appropriate storage materials, also including special treatment for photographs and other audiovisual materials; Carry out data entry and space management regarding archival records.

OBJECTIVES OF THE PROGRAMME :
The ITT department's main objective is to provide high quality and cost effective Information and Communications Technology (ICT) services which assist WHO in achieving its mission of health for all. The objective of the Application Management and Engineering (AME) team is to deliver cost effective, innovative and sustainable software applications to WHO programmes and activities. This is achieved through 4 units: The units of Information Worker Applications (IWA), Health Technical Systems (HTS) and Business Application Support (BAS) provide application management support for AME portfolio of products including customer facing, requirements and system architecture definition and corporate application support. The Business Applications Engineering (BAE) unit provides the professional services required to develop, maintain and administer WHO business software products. The unit of Information Worker Applications (IWA) ensures the optimal delivery and management of effective, affordable and sustainable applications which support WHO's Information Workers, including but not limited to web sites, portals, information tools and online workspaces. Services provided by the team include product and project management, user support, coaching, training, etc.
Description of duties:
- Manage the Records Management platform and related products including the GSM Records Management System (GSMRM) and other organizational Records Management solutions:
* Assure day-to-day management and welfare of the platform and products at all stages of the product lifecycle and ensure their stability and availability.
* Specify and manage the platform and product requirements and recommend priorities to the project sponsors.
* Manage the product roadmaps in coordination and under the supervision of Manager IWA.
* Manage the relationship with relevant infrastructure service providers.
- Apply project management methodologies and techniques to plan, organize, implement, and control the delivery of the products and support required.
- Perform other duties as required by the AME/IWA Manager.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in computer science or related field. *For WHO staff please see e-manual III.4.1, para 220.
Desirable: Advanced university degree in IT management.
Skills:
Excellent knowledge of planning, implementing and managing Information Worker applications in particular enterprise content management systems (ECM), covering:
- Application/Product management and system analysis. Ability to conduct business and requirements analysis. Evaluate IT solutions, perform system planning, correctly estimate resources and coordinate timely delivery and required quality of the software products.
- IT service delivery management. Ability to plan and coordinate work of different parties (ITT service providers, other internal resources and external vendors) involved in the support of the software applications for WHO customers. Ability to manage deliverables and resources in a climate of change. Proven experience in managing staff and results against an agreed resource envelope.
- Vendor contract and outsourcing management. Ability to conduct processes for contracting out and procuring application management services.
- IT project management. Practical knowledge of IT project management techniques and application development lifecycles and ability to apply this knowledge in setting up and controlling software development projects.
- Universal and up-to-date knowledge of modern technologies, IT trends, system design and development tools.

- a least 5 years experience within web software development area, with at least 3 years at a similar operational position in a public or private sector international organization including substantive experience in managing a portfolio of software applications.
- practical and proven experience in managing a small or medium web project or multi-tiered project.
Desirable:
- Good understanding of the WHO GSM Records Management solution as well as information worker applications including iRIMS, DataCol, eManual, White Pages, WHO Intranet suite and WHO Policy.
- Experience in WHO computing environment, including WHO developed applications, and WHO rules and procedures.

Languages:
