Org. Setting and Reporting

These positions are located in the Office of the High Commissioner for Human Rights (OHCHR). This Job Opening is being advertised for three positions of Information Management Officer, P-3.

The first position is based in Panama City, Regional Office for Central America, Panama. The incumbent reports to the Head of the Regional Office for Central America.

The second position is based in Santiago, Regional Office for South America, Chile. The incumbent reports to the Head of the Regional Office for South America.

The third position is located in Yaoundé, Central Africa Regional Office (CARO) in Cameroon. The incumbent reports to the Head of the Central Africa Regional Office.

Responsibilities

Within delegated authority, the Information Management Officer will be responsible for the following duties:

• Data Coordination
Establish and maintain an information flows to facilitate human rights information exchange and the promotion of data and information standards in the field presence; work with Human Rights Officers to ensure a smooth transition of information tools and services; engage with counterparts to ensure that information activities are coordinated and consistent with human rights standards and practices; provide training and expertise on the use and development of information management tools and platforms to OHCHR staff members and partners; advocate for the use of data standards and common platforms, and for the open exchange of information.

• Data Management
Setup and manage content on relevant platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related platforms to facilitate cross-site interoperability. Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value human rights data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis.

• Data Analysis
Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language) and advise on the application of these standards into local systems and processes; participate in the development, implementation and management of new data elements, together with its accompanying data, to be included in common human rights datasets; understand, document and ensure the quality of high-value human rights data for accuracy, consistency and comparability. Support analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions and rapid assessments; provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).

• Geographic Information Systems (GIS) & Mapping
Develop and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance; produce and update high-quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services.

• Visualization, Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials.

• Performs other related duties, as required.

Education

Advanced university degree (Master's degree or equivalent) in information management, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems & mapping, data visualization, or other related area is required.
Experience managing human rights information is desirable.
Relevant experience within the United Nations common system or an international organization is desirable.
Experience in the region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the three positions advertised, fluency in English (both written and oral) is required.
Fluency in Spanish is desirable for the positions in Panama City and Santiago.
Fluency in French is desirable for the positions in Yaoundé and Panama City.
Knowledge of Portuguese is desirable for the position in Santiago.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Responsibilities

Within delegated authority, the Information Management Officer (Business Analyst) will be responsible for the following duties:

- Manages projects involving feasibility studies, business analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
- Facilitates effective project requirement discovery meetings and provides specialized advice to users, analyzing users’ requirements and translating business needs into technical solutions and corresponding technical user stories.
- Organizes, designs, analyses and evaluates data and datasets needed for OHCHR information products using applicable techniques and tools, to include spatial baseline as well as operational data and datasets.
- Participates in the development of data visualisation standards, advising on the application and roll out of such standards across the OHCHR.
- Maintains a repository of spatial and operational data and datasets accessed by all OHCHR platforms, keeping all relevant documentation as needed.
- Researches, collects, reviews and shares best practices from OHCHR.

Org. Setting and Reporting
The mandate of the Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. These two positions are located within the Information Systems Management Section (ISMS), located in Geneva, Switzerland. The incumbents will be under the direct supervision of the Chief, ISMS.
               
Responsibilities
Within delegated authority, the incumbents will be responsible for the following duties:

1. Lead review and analysis tasks as an eDiscovery project management by:
a) Translating the objectives of investigations into technical activities to assist teams in their examination of electronic content;
b) Populating evidence selection systems in a manner that enables teams to select relevant information and evidence;
c) Analysing structures and purposes of collected data in order to advise staff on appropriate measures to extract relevant information while maintaining the forensic integrity of the evidence;
d) Assisting teams in building and executing search queries to identify material of interest;
e) Liaises with third-parties such as vendors, experts, government entities, non-governmental bodies, individuals, or legal counsels and communicates technical issues related to defensible evidence handling and data transfer as required;
f) Liaises and provides consulting services to downstream third-party judicial entities regarding technical aspects of review, analysis and information retrieval as required;
g) Drafting custodian questionnaires and defines an identification framework for a data driven investigation;

2. Perform evidence handling and custodial obligations by:
a) Ensuring the sound collection, preservation, registration, digitization, and secure permanent storage of collected material and maintains its chain of custody, provenance taxonomies, auditing, and authenticity;
b) Managing data ingestion, processing, and indexing of registered material and populates review and analysis systems;
c) Establishing efficient procedures regarding the review of evidence and information;
d) Defining, implementing, and maintaining an end-to-end data model supporting efficient information flow within evidence handling business processes and enforcing the provenance of collected material and confidential classifications;
e) Developing eDiscovery requirements and workflows, including technical specifications for data harvesting and processing and required formats for the transfer of data;

3. Lead operational aspects of system design, evaluation and application support by:
a) In accordance with the Section's project management framework, designing the Mechanism's initial eDiscovery protocol and the technology infrastructure necessary to implement procedures and supporting the Mechanism's mandate;
b) Preparing technical documents, gathering requirements, and initiating standardization and procurement practices in accordance with United Nations procedures;
c) Providing training on eDiscovery and its tools for both internal and external stakeholders;
d) Acting as an administrator of eDiscovery tools;
e) Performing other duties as requested.
               
Competencies

Org. Setting and Reporting
This temporary position is based in Juba, within the Commission on Human Rights in South Sudan pursuant to Human Rights Council resolution 37/31. The incumbent will work under the direct supervision of the Coordinator of the Secretariat of the Commission on Human Rights in South Sudan.
               
Responsibilities
Within delegated authority, the Archivist / Data Management Expert will be responsible for the following duties: Coordinates the recording and preservation of all information, documentation and evidence by the Commission, including interviews, documents and forensic material, in accordance with relevant standards and best practices. Assists in the drafting of procedures and methods of work regulating the acquisition and retrieval of records, and the sharing of information and evidence to facilitate and expedite fair and independent criminal proceedings. Advises the Secretariat of the Commission on the organization and storage of information and evidence, and the evaluation of records for preservation and retention. Liaises with the Secretariat members, and assists in receiving documents and photographs, electronically or in hard copy, as well as video material; provides advice and assistance in handling confidential material. Produces upon request, timelines, record summaries and related materials for Commissioners. Supervises the maintenance of the Commission’s database of records, ensuring its completeness and integrity, as well as the confidentiality and protection of the information. Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) archiving, records or information management, forensic sciences, criminal justice, or related areas. Work Experience
A minimum of five (5) years of progressively responsible experience in roles related to archiving records/information management or evidence custodianship is required. A minimum of one year of experience working in an international court/tribunal or other international investigative body is required. Experience in records and evidence management, in particular with criminal matters is also required.

THIS TEMPORARY POSITION IS VALID UP TO 31 MARCH 2019 SUBJECT TO THE AVAILABILITY OF FUNDING. A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position.
