Raison d'être du poste

Les archives audiovisuelles du Comité international de la Croix-Rouge (CICR) illustrent et documentent les activités de l’institution mais également d’autres composantes du Mouvement international de la Croix-Rouge et du Croissant-Rouge depuis la fin du 19e siècle jusqu'à nos jours.
Elles sont une source essentielle pour soutenir les actions de communication et opérationnelles de l’institution ainsi qu’une source de référence pour la recherche historique sur l'action du CICR, l'action humanitaire, le droit international humanitaire et les relations internationales. Elles sont la mémoire des actions du CICR en images et en sons.
Au sein de l’unité Bibliothèque et archives publiques, les archivistes audiovisuels sont responsables de l’enrichissement des fonds, de leur gestion et préservation, de leur mise en ligne, de leur promotion, ainsi que de leur mise en relation avec les autres fonds et collections de la bibliothèque et des archives publiques. Le secteur des archives photographiques est composé de deux personnes rapportant directement au chef de l’unité Bibliothèque et Archives publiques.


Responsabilités principales

Gestion du fonds d’archives photographiques du CICR
  • Acquérir les productions photographiques du CICR selon les lignes directrices d’acquisition en vigueur.
  • Traiter les documents :
                    - Cataloguer (décrire, indexer) les photos pour leur mise à disposition sur le portail des archives audiovisuelles du CICR.
                    - Gérer des formats numériques selon les usages [archivage et accès en ligne].
                    - Gérer des droits d’auteurs et des droits liés à la protection des données personnelles.
  • Maintenir un travail de proximité avec les producteurs, les conseiller et s’assurer que les procédures de travail suivent les lignes directrices en matière de versements aux archives.
  • Gérer en coresponsabilité avec les autres collègues du secteur des archives audiovisuelles la cohérence des thésauri et listes normalisées des archives audiovisuelles.
  • Participer à l’évolution des textes de référence institutionnels en lien avec la gestion des archives photographiques.
  • Collaborer avec le secteur concerné pour assurer la conservation à long terme des documents.

Valorisation et promotion
  • Faire connaître et valoriser les archives photographiques notamment par le biais du Web et des médias sociaux, mais aussi d’activités de médiation.

Formation et sensibilisation interne
  • Former les collaborateurs du CICR aux procédures concernant l’acquisition et la gestion des photos.

Système de gestion des archives audiovisuelles
  • Etre en alerte sur les évolutions technologiques liées à la gestion de fonds photographiques et numériques afin de pouvoir proposer des améliorations ou développements.
  • Se charger des tests lors de maintenances évolutives du système.


Expérience professionnelle / Formations requises

  • Formation en gestion documentaire ou en archivistique.
  • Expérience d’au moins 3 ans dans la gestion d’un fonds d’archives audiovisuelles.
  • Expérience préalable dans la gestion de projets, un atout.
  • Expérience dans un projet d’interopérabilité des systèmes documentaires et d’archivage, un atout.
  • Expérience dans la communication et le marketing, un atout.
  • Connaissances du fonctionnement et des enjeux des activités du CICR, un atout.
  • Formation en gestion documentaire ou en archivistique et / ou Master en lettres et sciences humaines


Savoir-faire

  • Bonnes connaissances des problématiques et des principes de traitement de la photo.
  • Bonnes connaissances des principes et des normes de l’archivistique.
  • Bonnes connaissances des technologies et outils liées à la gestion de fonds audiovisuels (logiciels documentaires et d’archivage, interopérabilité des systèmes/logiciels, Digital Asset Management (DAM)).
  • Très bonne maîtrise du français et de l’anglais à l’écrit et à l’oral.

What we do


The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.


Purpose of the post


The Information Management Unit (CIM_AIM_IM) within the "Archives and Information Management" (CIM_AIM) division is in charge of the information management for all the ICRC (field and HQ).
To do so, one of the 4 missions of the CIM_AIM_IM Unit is to manage projects on topics such as document management, collaboration, information retrieval, records management and long term electronic archiving, communication tools (email and instant messaging), paperless program, and external contact management.
The CIM_AIM_IM Unit aims to keep up to date on the new technologies available in these different topics. It also proposes innovative solutions based on solid analyzes in order to answer the needs of the ICRC, on the most relevant way, while respecting the framework of the Information Environment Strategy as well as the Data Protection Office recommendations.
The project manager will manage information management projects within the Digital Workplace Sector, composed by a team of 3 to 5 people. He / she reports directly to the Digital Workplace program manager.
The project manager will work closely with his/her counterpart in the ICT division – reason why we are looking for a project manager DAM / CRM / ECM from a business side


Main duties and responsibilities


  • Maintains a global view on the project progress and expected benefits, as well as a detailed view on the status of individual deliverables.
  • Organizes, prepares, conducts, coordinates, facilitates, and reports on all project management activities necessary to achieve the project´s objectives in accordance to the Project Management Framework.
  • Ensures project controls are monitored and recorded, ensuring any changes in scope, time or budget are validated by the Steering Committee.
  • Maintains a detailed work plan, documenting and managing interdependencies and risks while ensuring that adequate risk mitigation measures are in place and regularly monitored.
  • Reviews/approves work plan of external service provider or consultancy contracted for the project.
  • Develops and implements a strategy to accompany the changes brought on by the project, including communication and training.
  • Ensure the description and formalization of business requirements
  • Deal with the Request for Information process, Request For Proposal, Bid Evaluation and Selection
  • Ensure the quality of implementation of the solution (test scripts, acceptance and validation tests) with the ICT project manager
  • Ensure that business processes are correctly implemented through the proposed technical solution
  • Maintain the project's business documentation
  • In compliance with the objectives set by the CIM_AIM_IM unit, follow the evolution of practices and tools in one of the areas related to information management (paperless, messaging, collaboration, search engine, records management, electronic archiving, audiovisual files management ...)
  • Coordinate all these activities with the ICT project manager
  • Provides leadership and motivation to the project team members, ensuring their work is aligned to the overall project purpose and deliverables.
  • Manages directly a small team (2-4) dedicated to the project. Contributes to work plans for a larger team that does not directly report to the project.


Certifications / Education required


  • Master degree or equivalent professional experience in a field related to information management
  • Project Management Certification a must: PMI, Hermes, SCRUM…
  • Business analysis Certification an asset
  • Change Management Certification an asset.
  • Fluent in English & French (English being essential).
  • Computer proficiency.



Professional Experience required


  • 12-15 years of professional experience.
  • 3 to 5 years of professional experience in in managing successfully small or medium project(s) from a business side in the following areas of information management: document management, records management, search engine, collaboration, paperless, Contact Relationship Management, Digital Asset Management.
  • Good knowledge of the digital world and information management (governance and technologies)
  • Experience in successfully managing and motivating a team.

Job organizational context
The Digital Strategy Section (DSS) within the Division of Communication (DOC) comprises Web, Social Media and Multimedia teams working together to create compelling public-facing content and to provide digital services within the organization. Through multiple platforms and in multiple languages, DSS draws attention to the many facets of UNICEF's work, encouraging public support, participation and action, as well as ensuring greater transparency and accountability. Web stories, blog posts, photo essays, Facebook posts, Twitter campaigns, and videos for distribution via UNICEF.org, UNICEF Connect, YouTube, news media and other outlets and platforms are all a part of our digital storytelling. By measuring and testing our efforts, we also use data to inform content and engagement choices.

The ECM Project led by ITSS seeks to create a digital workplace whereby internal content is accessed, created, and shared in a federated system that provides for easy searching across departments and programmes.

Purpose for the job
DOC/DSS and ITSS/ECM seek to hire a highly Digital Asset Management expert to develop a recommended course of action to support a shared DAM platform that can meet internal and external user requirements.Under the general guidance of the Senior Project Manager –the Business Analyst will work with key stakeholders to understand their needs and assist them in aligning their business processes as the ECM is implemented.


 Primary Responsibilities:
  1. Take existing documentation (Intranet user Needs Assessment and Recommendations, Digital multimedia archiving needs documentation, etc.) and merge it into a technical assessment.
  2. Interact with global communications and national committee staff to develop and document a deeper understanding of DAM needs and usage to supplement the technical assessment.
  3. Review current and proposed technology platforms to ensure recommendation is technically feasible.
  4. Provide recommendations.
Requirements:
  • Masters' Degree in Library Science, Information Management, Digital Media, or a directly related field.
  • At least 5 years of progressively responsible professional work experience in digital media and/or digital communication.
  • Experience transforming business requirements to identify how different components will fit together and identifying market trends that regard supporting software.
  • Experience in platform interoperability and API feeds.
  • Understands the requirements for user-centred design.
  • Experience working in the UN or other international development organizations.
  • Experience in project management.

Evaluation of Proposals:
The consultant proposal will be assessed by a committee composed of UNICEF staff and will be based on the followings:
  • Technical expertise and experience (70%);
  • Financial offer (30%).
