Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Unit Context:

The Information & Technology Solutions, Knowledge and Information Services Unit is led by the Chief Archivist within the Information Management & Technology (ITS) Vice Presidency.  ITSKI partners with clients and IT network colleagues to provide transformative development solutions through the management of information and provisioning of IT enabled business solutions, towards a world free of poverty.  The ITSKI unit’s primary clients are internal (the Regional Vice-presidencies, the Global Practices) and other corporate and operational units, as well as with external clients, partners, and the public that use the Bank’s Access to Information systems and archival services.  Within ITSKI, the ITSRI Unit is responsible for the Records and Information Management and Open Publishing functions which provide the foundation to transparency, accountability, and evidence-based decision-making at the WBG. The work includes enabling information and knowledge sharing with the development community while also facilitating the easy capture, sharing, discovery, use, storage and disposition of WBG information.  Additionally, the ITSRI team supports the underlying applications for the Archives, document/record management repositories, ITSKI intranet sites and internal and public facing curated collections for the World Bank and development community and manages active and semi-active paper files for ICSID, INT, and IFC at their Records and Information Centers, before the files are transferred to the custody of the WBG Archives in the Records Center at the Pennsylvania Mine.

This position is in ITSRI (Records and Information) unit as team member of the Web Archives program supporting our Extranet and Intranet information lifecycle processes. Web archiving is a part of the World Bank Group digital preservation strategy which aims to capture, preserve, and provide access to institutional memory, information, and knowledge. Archived websites represent an important digital asset of significant historical and research value and serve as record of the WBG business activities.

Duties and Accountabilities:

The Information Analyst will assume the following responsibilities:

  • Developing customized archiving solutions using open source crawler, SharePoint, Python, JavaScript, Perl script, XML, HTML and CSS for WBG external and internal websites.
  • Leveraging SharePoint REST APIs to extract Document Libraries from O365 platforms including websites, Yammer groups and Teams.
  • Working on developing and enhancing Python scripts to capture Yammer and Teams conversations and converting them to PDF as part of the web archiving service.
  • Working on solutions to convert WBG press releases raw HTML data to PDF for easy cataloging, search and retrieval.
  • Providing technical support and virtual meeting logistics for the Copyright Coffee series.

Selection Criteria

  • Master's degree with 2 years relevant experience or Bachelors Degree (preferably Bachelor of Engineering in Information Technology) with a minimum of 4 years relevant experience.
  • Related work experience in the Information Technology field.
  • Proficiency in cloud platforms such as Office 365 collaboration solutions, SharePoint 2016 and SharePoint Online.
  • Hands on experience using SharePoint web services, REST APIs and SQL server.
  • Excellent analytical, problem-solving and project management skills.
  • Ability to work independently and within team environment.
  • Organized, agile, persistent, and proactive. Ability to work and juggle multiple tasks within tight deadlines
  • English proficiency, written and spoken a must. Knowledge of other languages a plus.

Background: Within the Administrative Services Division of the Budget and Administrative Services Department, the Records Management Section is looking for a professional with experience in Records Management (RM).

   
The team’s mission: The Records Management Section is responsible for the Records Management (RM) program at the IDB Group, which encapsulates the establishment and monitoring of the governance framework, the management of digital and physical records, the delivery of RM support including trainings to Business Units and the coordination of the RM function in the 29 country offices.

  • Demonstrable experience in designing and supporting a Document and Records Management System, experience in retention management would be very advantageous.

Organizational Setting

The Department of Management’s Division of General Services (MTGS) provides support functions to the IAEA through its five Sections, namely the Archives and Records Section (ARMS), the Commissary Management Section (CMS), the Facilities Management Section (FMS), the Transport and General Support Section (TGSS), and the Seibersdorf Laboratories Services Section (SLSS). 

The Archives and Records Management Section establishes a framework for the creation and management of authentic, reliable and usable records, capable of supporting IAEA business functions and activities for as long as they are required. The Section is divided into three Units: Mail, Records and the Archives Unit.The Records Unit is responsible for the management of records, capable of supporting IAEA business functions and activities.

Main Purpose

Under the supervision of the Unit Head (Records Unit), the Records Assistant (Correspondence) provides correspondence management services to Agency staff following MTGS/ARMS policies and procedures.

According to established standards and procedures:
  • Manage incoming, outgoing official correspondence of the Agency by assigning security classifications and metadata, distributing incoming, outgoing official correspondence in hardcopy and digital formats; scanning documents/records , maintaining logbooks and transmittal forms for classified correspondence and documents, disposing of documents/records; advising IAEA staff on proper handling of unclassified and classified information assets.
  • Monitor and update distribution lists for official correspondence in the correspondence management workflow ; create and update access groups in correspondence management systems as necessary.
  • Administer the official IAEA mailbox, including monitoring the spam, manage network folders and distribute messages to the registration teams, retain messages for l reference, and provide first level support for missing communication.
  • Digitise Agency official documents/records following the instructions: preparing and scanning documents and ingesting them into Agency's information systems.
  • Administer the Agency's fax software including liaising with technical staff in IT and external service provider, the monitoring of incoming and outgoing fax messages, as well as ensure appropriate distribution and follow up.
  • Coordinating the maintenance of correspondence management systems with the IT teams to ensure that issues affecting performance, business continuity are addressed in a timely manner;
  • Perform systematic quality control on data entry in correspondence management systems, report problems to Unit Head;
  • Contribute to preparing guidelines, procedures, SOPs, user manual about the correspondence management, respond to inquiries and ensure sustained high-quality customer service.

Remuneration

GENERAL CONTEXT

DESCRIPTION OF THE POSITION
MSF-OCBA is continuously adapting processes and tools to improve efficiency and quality of data and information management. In the framework of the MSF-OCBA Strategic Plan, in general, and aligned with the objectives of the Projects and IT department, in particular, BI and Information Mgmt Technician will participate in consolidating the Information Management and Business Intelligence team as a key partner for our internal customers by:
  • Modernizing and streamlining its platforms and processes in order to harmonize them with the latest working paradigms and technologies. The P&IT department is heavily investing in the creation of state-of-the-art collaborative environments to support the organization´s goals regarding information sharing and cooperation, always propped up by the right set of applications and platforms.
  • Ensuring the integrity of the Organization and its stakeholders´ information. Not only the information has to be consistent, available and accurate, but also it has to be secure.
  • Providing all the stakeholders within the Organization with easy to access and reliable tools using the latest technologies resulting in scalable and high-performing platforms.
This job opening is a challenging and exciting opportunity to help the Projects and IT department stir MSF-OCBA towards a more data-driven culture, using the above-mentioned objectives as guidelines. Being part of this process will give the incumbent a chance to support the technology transformation within an international organization in the humanitarian sector.
                                                
GENERAL OBJECTIVES
Participate in the transformation of MSF-OCBA into a genuinely data-driven organization by applying the latest Information management and Business Intelligence technologies, tools and techniques to the existing portfolio of IT applications and services. Additionally, provide a hands-on support to the daily operations and maintenance tasks of a set of database platforms.

PLACEMENT WITHIN THE ORGANISATIONAL CHART
The BI and Information Mgmt Technician will work within the PMO team, part of the Projects & IT department. S/he will report to the Head of PMO, Governance & Information Security.
S/he will work closely with the members of the P&IT team and especially the Information Management Manager and the Business Intelligence Manager.
The BI and Information Mgmt Technician will work closely with different internal clients, e.g. Medical, Finance, Operational and HR departments, at the headquarters and with field missions and decentralized offices. Occasionaly, s/he will also cooperate with third-party service providers supporting the department´s infrastructure and operations on a day-to-day basis.

RESPONSIBILITIES AND MAIN TASKS
With the support and guidance of the Information Management Manager and the Business Intelligence Manager, the incumbent is expected to:
  • Propose feasible solutions to setbacks and unforeseen issues based on own experience and independent research of technologies related to Information and Business Intelligence platforms.
  • Treat user and organization information following internal confidentiality and security policies, i.e. program and execute regular database backups, integrate General Data Protection Regulations, etc.
  • Maintain and strengthen the relationship with our internal customers by providing appropriate and timely support.
  • Act with professionalism and represent MSF values under any circumstances.

Related to Business Intelligence:
  • Develop and maintain periodic and ad-hoc reports / dashboards, ensuring consistency with customer requirements and the policies of the Organization.
  • Guarantee that the reports, dashboards and scorecards are presented to the final customer using relevant and accurate data. Additionally, guarantee that they run smoothly and are delivered using the appropriate communication channels.
  • Respond to the internal customers’ queries and use Reporting technologies and tools to translate raw data into sound reports and meaningful information.
  • Support the implementation of a new data warehouse based on Microsoft technologies (on Microsoft cloud)
  • Write SQL queries to assist with data analytics, maintain existing database scripts for ongoing organizational processes.

Related to Information Management:
  • Carry out the support and maintenance tasks in the different document management sites and channels (Workspaces, Field kits, Knowledge Hubs, Newsletters…) and technologies (sharepoint, teams, yammer, onedrive, youtube…) to ensure proper operation.
  • Carry out the first line support to final users incidences, requests and improvements. And maintain the related knowledge base.
  • Create the final users training contents and coordinate the training programs for final users on new solutions and procedures implemented in the area to ensure compliance with procedures and the efficient use of applications.
  • Facilitate the management of change in document management, information and learning, supporting the hierarchical line and other projects that use their solutions
  • Implement and maintain OCBA's document management and information standards, together with their owners, to guarantee their integration, use and adequate internal, local and international interconnection
  • Participate in the validation tests of the system and document management procedures
  • Work with external teams, according to the project management framework, to guarantee the functioning of the systems and the resolution of incidents to guarantee access to information.

SELECTION CRITERIA
Education and experience
  • University Degree, preferably related to engineering (Computer Sciences, Telecommunications, Industrial Engineering, Computer Technician, or similar), Library Science, or Multimedia and Comunications.
  • Desirable 1-2 years of experience working with Office 365 ecosystem, e.g. SharePoint Online, PowerApps, Flow, Delve, Teams, etc. an advantage.
  • Desirable 1-2 years of experience working with ADocuments Management or Digital Archives. E.g SharePoint, Alfresco… an advantage.
  • Desirable 1-2 years of experience working with some reporting tool (Microsoft PowerBI would be desirable but other like Tableau, QlikView would be ok).
  • Desirable experience applying mathematical and statistical models to carry out historical data analysis, and provide data-driven trends when possible.
  • Desirable experience querying with SQL language.
  • Desirable experience developing database solutions at a business level using Microsoft technologies, i.e. SQL Server and Azure SQL database.

The EBRD’s Records Management and Archives (RM&A) team is currently seeking an engaging, dynamic and proactive individual to lead the records management function. This role will require people management skills and project management skills in the area of information management, records management and archives. Experience in developing and implementing information management policies, as well as roll out of technical capabilities (OpenText, Office 365, automation) is an advantage.

Purpose of Job

The Principal, Senior RM, is an expert in the field of records management with specific emphasis on the overall management of the bank-wide electronic document management systems- EDMS and the Bank Records System. The role is responsible for establishing, developing, implementing and maintaining the policies and procedures governing the management of the EBRD records at HQ and in the ROs in line with business requirements. The role interacts with Managing Directors and Heads of Departments.

Accountabilities & Responsibilities

  • Lead the records management function developing, gaining approval for and implementing strategies and policies to support the Bank’s operational, administrative and related programmes
  • Develop and maintain the records management procedures for the Bank to meet business requirements and ensure compliance with relevant legislation and regulations, with special emphasis on electronic records
  • Establish best practice and ensure compliance with records management standards through awareness of current developments and new technologies and through links with external records services from other similar organisations
  • Manage the Bank Records System to ensure efficient use of the system and integrity and accountability of the EBRD records management systems used to structure and monitor the records of the EBRD to enhance Bank business performance
  • Manage the bank-wide electronic document management system to ensure efficient use of the system
  • Represent EBRD in international forums
  • Represent the records management function in Committees and Steering Groups as necessary
  • Supervise staff including: recruit and develop annual individual objectives; oversee operations to ensure objectives are achieved and appraise performance
  • Identify opportunities for lean and effective records management practices, such as process automation, records digitalisation
  • Responsible for Bank wide adherence to records management practices and policies
  • Oversee off-site storage operations to ensure smooth management and retrieval of the EBRD records stored off-site
  • Lead on the Bank-wide records management training programme and communication campaigns to raise awareness of EBRD RM and archival practices
  • Responsible in ensuring RO compliance with records management practices and procedures
  • Work with the Associate Director, Insight & Innovation on long term information and collaboration strategy for the Bank, and ensure smooth delivery of RM projects that underpin its execution
  • Anticipate the Bank’s need and act as a customer advocate
  • Coach business stakeholders about better use of RM systems and practices
  • Measure and monitor customer satisfaction of RM effectiveness and how they meet business objectives

Knowledge, Skills, Experience & Qualifications

  • University degree or extensive work experience in Records Management, including management of electronic records, preferably in a multi-cultural organisation
  • Managerial experience with proven ability to motivate and guide staff and to foster team playing in order to deliver the business goals
  • Excellent technical knowledge of electronic records and document management systems
  • Computer literate: Windows, Word, Excel, PowerPoint
  • Excellent leadership and coaching skills

About the World Bank Group:

The Information and Technology Solutions Vice-Presidency (ITS) enables the WBG to achieve its mission by delivering transformative information and technologies to its staff working in over 130 client countries. 

Information and Technology Solutions – Knowledge and Information (ITSKI) is comprised of a team of records management, archives, library, and publishing professionals providing WBG staff and the global community with access to information and services that foster knowledge, transparency, and accountability, and reflect history to enable effective delivery of development solutions. The World Bank Group Archives team is part of ITSKI. The Archives is responsible for: the WBG Policy on Records Management (including advisory services, policy compliance outreach and training, appraisal / retention schedules, and requirements for systems); off-site records center services in Pennsylvania; implementation of the World Bank Policy on Access to Information; creating knowledge products that promote the history of the WBG and the archival holdings; and the preservation and intellectual control required to maintain access to archival records according to international standards.  The WBG Archives operates within the organization we serve, and we have a first-hand view of the records, the records creators and the context of records creation.  We advocate for WBG records, and its archival holdings, throughout the lifecycle: from the point of creation or receipt to final disposition, and beyond into the archival afterlife.

Duties & Accountabilities:

  • You will facilitate delivery of core services and functions as part of the Archives’ Appraisal Team including, but not limited to: writing and revising records retention and disposition schedules; analyzing business processes and document workflows; conducting appraisal interviews and on-site visits; analyzing and appraising business functions to determine the value of records; and providing guidance to clients on identifying and applying relevant disposal authorities to their records.
  • You will participate in the creation of information structures for WBG units within the Office 365 environment, which embed records disposition authorities within them.
  • You will lead workflow for records manager and compliance roles in WBG electronic records management system, including privileged deletion, destruction notifications and legal holds.
  • You will provide end user support on records appraisal and retention.
  • You will participate in IT system decommissioning projects, including review and appraisal of digital content to determine final disposition of records.
  • You will implement records retention and disposition schedules for WBG records in all media and work with the appraisal team to identify disposition data remediation or corrections at the end of the records’ lifecycle.
  • You will collaborate with information technology teams on decisions pertaining to integrating business solutions with the Bank’s approved electronic records management system versus building retention and disposition requirements into systems that are not designed as records management systems.
  • You will contribute to the formulation and implementation of policies, standards, guidelines, and procedures pertaining to information management, services and governance.
  • You will design, develop and deliver training on appraisal and retention and information management systems.
  • As an integral part of the Archives team, you will be an active participant in Archives’ day to day projects, responsibilities and intended outcomes.

Selection Criteria

  • MA/MS in Archives, Information Science or related field, plus minimum 2 years of relevant experience.
  • Solid theoretical understanding and practical expertise with standards and methods for records appraisal, retention and disposition, and records management.
  • Knowledge and understanding of archives and document and records management software systems. Knowledge of MS Office 365 applications, HPRM, Documentum or Preservica a plus.
  • Ability to conduct independent research and functional analysis and to make discernments on the archival value of the records of the organization.
  • Conceptual, analytic and innovative problem-solving ability.
  • Hands-on and willing to take action.
  • Ability to contribute to projects with critical thought and insight. Capacity to work both independently and in a team.  Willingness to seek advice and assistance.
