A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

 

Organizational Context

The Information, Knowledge and Evidence Management Section (IKEMS), headed by an Information Management Coordinator, reports directly to the Prosecutor, and combines the OTP’s information, knowledge and evidence management operations into one consolidated section. IKEMS aims to maintain a coordinated, flexible and operationally responsive IKEM support capacity throughout the OTP, in order to support the full spectrum of OTP information and evidence operations.

 

The Information and Evidence Unit (IEU), as part of IKEMS, is responsible for:

- The overall custodial services of all information and evidence possessed by the OTP, including its registration, digitization, processing, preservation, storage and disclosure.

- The facilitation and administration of evidence review in both physical and digital form.

 

It receives, acknowledges and stores communications and referrals sent to the Prosecutor under article 15 of the Rome Statute, therein also conducting the initial assessment of these communications.

 

Duties and Responsibilities

Under the direct supervision of the Head of the Information and Evidence Unit and the overall guidance of the Information Management Coordinator, the incumbent will perform the following duties:

  • Receive and register evidence according to IEU standards and regulations; physically and electronically process evidence and its contents along the entire evidence continuum (receipt, ingestion and processing, storage, retrieval and disclosure);
  • Actively process, coordinate and quality control the registration and processing of all types of information and evidence, including hardcopy, digital, and audio/visual evidence as well as all associated metadata;
  • Act as internal and external team focal point for matters relating to evidence pipeline management (processing, metadata quality control and management, storage, retrieval, disclosure and filing of documents to Registry;
  • Assist in the development, drafting and review of the IEU annual report, and support the IEU Disclosure Search Assistant with complex searches of the evidence database;
  • Create, review or update procedures used for evidence ingestion, processing and management; act as the IEU quality control manager for all IEU-prepared materials (SOPs, memoranda, position papers, reports, decisions and presentations);
  • Oversee and actively participate in quality controlling evidence-related metadata input and input processes, standards, efficacy, efficiency and overall quality, as well as ensuring the best use of evidence databases and tools required for the operational and procedural activities of IEU;
  • Review the quality of all IEU produced material with respect to the evidence process and ensures the confidentiality, availability and integrity of the evidence collection;
  • Perform other duties as assigned by the supervisor.

 

Essential Qualifications

Education:

  • Diploma of secondary education.
  • Additional post-secondary education or training in Law, Records, Archives, Information or Office Management is desirable.

 

Experience:

  • A minimum of eight years of experience in handling large quantities of documentary and/or evidentiary materials in a legal, archival, information or evidence management role is required.
  • An advanced or first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility;
  • Relevant experience in a legal environment is desirable;
  • Experience in records management or archive roles is desirable;

 

Knowledge, skills and abilities:

  • Excellent computer skills (MS Office applications, Adobe, Kofax/Ascent, HP RM8, Ringtail, Nuix, eDiscovery tools);

Functions

The Archives, Indexing and Distribution Division is responsible for management of the archives, the indexing of files and documents, and the dispatch and distribution of Court documents and publications in accordance with the Instructions for the Registry. Acting under the general supervision of the Registrar, and within delegated authority, the Head of the Archives, Indexing and Distribution Division will plan, organize, manage and co-ordinate the activities of the Division, including formulating and implementing policies and procedures relating to the management of electronic, audio-visual and paper-based records. The incumbent will provide direction and supervision to the staff members of the Division. The incumbent’s responsibilities are to:

  • Lead, plan and manage the work of the Division to ensure high-quality services are delivered in an effective, efficient and timely manner;
  • Manage a team and the resources allocated to the Division; ensure the skills of staff members are continuously developed through training or coaching;
  • Establish and implement strategies, guidelines and procedures to collect, assess, organize and preserve the Court’s information assets in all forms (paper, image, audio, video, electronic record, etc.). This includes ensuring conservation of information resources, implementing a disaster recovery plan and drawing up procedures to guarantee the systematic and continued receipt of relevant information where applicable;
  • Ensure the maintenance of information systems to allow for the swift and accurate retrieval of information, thus making resources easily accessible to those who need them in a timely manner. In co-ordination with the Information and Communications Technology Division, analyse user needs, propose functional specifications for an information system serving these needs and oversee development of the IT solutions chosen;
  • Oversee the dispatch and distribution, in paper or electronic format as appropriate, of official documents, as well as of documents filed in cases before the Court;
  • Supervise the sending of the Court’s official publications to the United Nations common system, other institutions and private individuals;
  • Ensure that the archival component of the Court’s policies in the field of information management remain aligned with industry standards and the specific needs of the Court. Research, analyse and evaluate new applications of information technology to archives and records management and make recommendations for their deployment. Participate in record-keeping improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation, and in the evaluation and testing of record-keeping application improvements and new systems;
  • Establish training programmes for relevant users on the organization of collections, management, access and use of resources. Liaise with other departments and divisions to raise awareness and develop understanding of the preservation of information resources, including by writing user manuals. Provide advisory services on record-keeping practices including records management, preservation and disposal, information management policies and procedures;
  • Ensure the development and maintenance of the Electronic Document Resource Management System (EDRMS) and archives intranet pages;
  • Perform other related duties as required.

Experience

  • A minimum of  5 years (7 years with a first level university degree) of progressively responsible experience in information management is required, of which at least two years should be within a judicial institution or an international organization.
  • Experience working with the United Nations information systems, policies, procedures and practices would be a strong advantage.
  • Proven management and supervisory experience in a multilingual and multicultural environment is required.


Languages

  • English and French are the two official languages of the Court. An excellent knowledge of and drafting ability in one of these languages and a very good command of the other is required. Knowledge of other United Nations official languages would be an asset.

Reporting Line:

Main Tasks and Responsibilities:

To serve as a focal point to provide advisory services and compliance advice for electronic, manual and audio-visual records, including administrative and judicial records, document and archives management to all functions of the Specialist Chambers;

To draft and implement relevant organization wide strategies, policies, guidelines and procedures in accordance with established international recordkeeping and archival standards that reflect information needs, business workflows, technological architecture, legacy strategy and information security requirements;

To assist in the drafting and implementation of document sensitivity, classification and handling policies to ensure the confidentiality of administrative and judicial records, the maintenance of witness protection measures and adherence to EUCI standards;

To assist in the specification of requirements for court management or enterprise content management systems, including registration, storage, retrieval, classification, categorization, collaboration, workflow, records retention, and digital preservation;

To participate in relevant project teams implementing court management or enterprise content management systems of the Specialist Chambers;

To ensure the appropriate preservation of records and archives, including appropriate archiving facilities meeting the highest industry standards and, to this effect, to manage a network of records, archive and information custodians throughout the Specialist Chambers;

To act as the Data Protection Officer for the Specialist Chambers and ensure compliance with the EU Data Protection Directive 95/46/EC or General Data Protection Regulation, where appropriate, when processing personal data;

To initiate regular audits of compliance with record-keeping policies and standards and information security access policies;

To draft and implement information governance, information security and information management policies and standards, including master data management, records management and digital preservation of enterprise content and data management systems and business applications, in cooperation with the Information Technology and Information Security functions;

To undertake any other related tasks as requested by the Line Managers.


Essential Qualifications and Experience:

Successful completion of University studies of at least four (4) years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 7 in the European Qualifications Framework OR a qualification of the second cycle under the framework of qualifications of the European Higher Education Area, e.g. Master's Degree.

AND

A minimum of twelve (12) years of relevant professional experience, after having fulfilled the education requirements, out of which a minimum four (4) years of management experience.

The above mentioned University degree must be at least one of the following fields of expertise: Archival or Library Science, History, Information and/or Records Management or a related field;

In-depth knowledge of archiving and record-keeping principles and norms;

Experience in developing policies and systems for the storage, classification and handling of documents, retention and disposition plans, as well as databases;

Knowledge and experience of working with strict information security regimes and secure archives;

Knowledge and experience of managing personal data under European Data Protection legislation;

Excellent analytical, planning, organizational, drafting and IT skills;

Excellent interpersonal and communication skills in English, both written and oral;

Conditions: A contract is offered for one year, with the intention of being extended. The salary is

maximum 4100 for a 36 hours working week with 20 holidays per year and flexible working



hours. We would consider an arrangement for a 4 day-week position with a requisite reduction in

hours and salary level.


Background


The Archives Portal Europe (https://www.archivesportaleurope.net/) aims to make European



archives as accessible as possible. It enables researchers to find information from archives held

across Europe, in thousands of archival institutions. The success of APE is down to a strong

collaborative network of colleagues across Europe, who work together to maintain and develop the

service, a solid technical infrastructure and a great drive and enthusiasm for what we do, creating

strong networks, looking at how we can innovate and develop and promoting the service widely to

attract new audiences to archives.


Funded by the European Commission between 2009 and 2015, from October 2015 onwards, the

Archives Portal Europe has been maintained and developed by the Archives Portal Europe

Foundation (APEF) (http://www.archivesportaleuropefoundation.eu/), with a decision-making body,

the Assembly of Associates (AoA), and a Governing Board (GB), charged with day-to-day

management.


APE believes in the importance of standardisation, using international XML schemas EAD (Encoded

Archival Description), EAC-CPF (Encoded Archival Context – Corporate Bodies, Persons and

Families) and EAG (Encoded Archival Guide), to create tools to manage and publish complex data



from a wide range of archives across Europe. Bringing data together from such diverse sources is a

considerable challenge that requires a great deal of technical know-how, an understanding of the

practical situations of many repositories, and a strong collaborative and participate network of

country managers, who represent the content providers from their respective countries.


The Archives Portal Europe has a particularly important strategic relationship with Europeana, the

cultural heritage portal for digital materials (https://www.europeana.eu/portal/en), and aims to

make archival material searchable and findable through this portal. APE has participated in a

number of Europeana projects and works with them to develop a common digital infrastructure for

cultural heritage across Europe.



Purpose and Scope


To co-ordinate the technical team working on APE developments, to ensure project tasks are

organised and carried out, to liaise with various stakeholders, to participate in working groups and

meetings on aspects of APE work. To keep abreast with technical developments, and continually

develop the service to meet users' needs.


Key Responsibilities of the Role


Responsibilities fall into four areas: Technical, External & Contracts, support for Country Managers,

participation in Working Groups.


General


Liaise closely with the Governing Board and keep the GB updated on all matters,


including technical progress and representation on various external bodies.
Maintain a Google Analytics account and provide statistics on portal usage.





Technical (c 50% of the role)


Coordinate the technical team.

Convene, run meetings and provide reports on regular meetings of technical team.

Take responsibility for the running of the APE portal, addressing bugs and rolling out


new releases.
Prepare proposals for the GB on technical developments and input into the roadmap


for the infrastructure, data quality, standards, front-end and back-end of the portal.
Implement the decisions taken by the GB and the working groups.

Keep abreast of technical developments that may be relevant to APE, e.g. standards


developments, new software and tools.




External and Contracts (c 20% of the role)


Give presentations on APE at external meetings and events.

Input into outreach and communications that are led by the PR Officer.

Execute project tasks, e.g. for Europeana Digital Service Infrastructure projects.

Represent APEF and the archival domain in various European and international


organizations and projects, such as Europeana.
Input into project proposals and submissions as and when required.





Support for Country Managers (c 10% of the role)


Work with the PR Officer to support Country Manager (CM) meetings, e.g. provide


input on technical progress.
Act as the contact point for the CMs with technical matters, e.g. upload problems,


data quality questions.

Working Groups (c 20% of the role)


Actively participate as a member of the Standards Working Group.

Actively participate as a member of the Technical Working Group.





Knowledge and Experience


A master's degree, or comparable qualifications

Experience of working as an information professional, presenting and collaborating, at a national

and international level.

Experience of contributing to and working with standards and online services in the cultural

heritage sector.

Experience of managing projects with a strong technical and data focus.


Skills


Good IT skills, specifically relating to data aggregation and normalization

A keen understanding of interoperability from technical, semantic and cross-domain perspectives.

Good knowledge of standards within the archival domain, especially the ICA standards, ISAG(G),

ISAAR, ISDIAH, and the XML formats, EAD, EAC-CPF and EAG.

Knowledge of information standards and protocols, such as Dublin Core and METS, and how they

may relate to archival discovery.

Knowledge of the cultural heritage sector, in particular relating to online discovery.



An awareness of web accessibility and usability issues.

Knowledge of RDF and Linked Data approaches.

Fluency in English; knowledge of other languages is preferred.

Strong verbal and written communication skills, in particular production of clear documentation for

the technical aspects of a service, appropriate to different audiences.

Strong problem-solving skills and a strong team player.


Salary and benefits

Monthly salary between maximum 4100 for a 36 hours working week with flexible



working hours. Dependent upon the level of your experience and the country you are based

in.

Possibility of a 4-day week with adjustments to the hours and salary as appropriate

20 holidays per year

1 year fixed term contract with possibility of extension.
