Org. Setting and Reporting
This temporary position is based in Bamako, within the International Commission of Inquiry for Mali pursuant to Security Council Resolution 2364. The incumbent will work under the direct supervision of the Coordinator of the Secretariat of the International Commission of Inquiry in Mali.
               
Responsibilities
Within delegated authority, the Archivist / Data Management Expert will be responsible for the following duties: Coordinates the recording and preservation of all information, documentation and evidence by the Commission, including interviews, documents and forensic material, in accordance with relevant standards and best practices. Assists in the drafting of procedures and methods of work regulating the acquisition and retrieval of records, and the sharing of information and evidence to facilitate and expedite fair and independent criminal proceedings. Advises the Secretariat of the Commission on the organization and storage of information and evidence, and the evaluation of records for preservation and retention. Liaises with the Secretariat members, and assists in receiving documents and photographs, electronically or in hard copy, as well as video material; provides advice and assistance in handling confidential material. Produces upon request, timelines, record summaries and related materials for Commissioners. Supervises the maintenance of the Commission’s database of records, ensuring its completeness and integrity, as well as the confidentiality and protection of the information. Performs other related duties as required.

Education
               
Advanced university degree (Master’s degree or equivalent degree) archiving, records or information management, forensic sciences, criminal justice, or related areas. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
               
Work Experience
A minimum of five (5) years of progressively responsible experience in roles related to archiving records/information management or evidence custodianship, including one year of experience working in an international court/tribunal or other international investigative body is required. Experience in records and evidence management, (in particular with criminal matters) is required.
                
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is required.
               
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
               
Special Notice
THIS TEMPORARY POSITION IS VALID UP TO 30 JUNE 2018 WITH THE POSSIBILITY OF EXTENSION, SUBJECT TO THE AVAILABILITY OF FUNDING. A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified. Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat. Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station. Org. Setting and Reporting
This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), Bamako. The Information Management Assistant reports directly to the Chief of Records and Archives Unit.
               
Responsibilities
Within limits of delegated authority, the Information Management Assistant will be responsible for the following duties:

Archives and Records Management
• Oversees and manages MINUSMA Archives; ensuring that documentation is properly stored and safe-guarded and available for reference by authorized MINUSMA staff members;
• Oversees records accessioning operations by supervising and guiding staff in receiving transfers; ensuring the application of retention schedules and the establishment of links to previous accessions;
• Manages records storage operations by approving space allocations and associated accessions and database updating; responding to problems that arise with solutions; and monitoring environmental quality controls;
• Report s to DPKO Headquarters concerning documentation held in MINUSMA Archives and coordinates the transfer of Archives documentation to DPKO HQ as required;
• Manages document disposals by coordinating with relevant MINUSMA staff concerning off-site storage; ensure the proper preparation of background information for the review of archivists and approve retention schedules; supervises the staging of records for disposal, ensuring incinerator use for confidential documentation;
• Manages contractually stored records by facilitating the establishment of contracts and monitoring compliance; supervises the preparation of records for transfer to commercial storage; ensures retention schedules are applied and initiate reappraisals and disposals in consultation with archivists;
• Establishes archival procedures and supervises archival arrangements and description operations performed by Unit staff;
• Oversees reference and research operations and supervises reference staff in records identification, retrieval and reproduction services;
• Ensures the provision of environmental and safety secure curatorial and database management for artworks and archival photograph collections;
• Supervises and directs access and declassification reviews by monitoring the screening of records for security-classified materials, approves declassification review requests and ensures the Unit database is properly updated.

Documents
• Manages the provision of research and document delivery services provided by the Unit and prepares related reports for the supervisor and senior management;
• Decides on changes in practices and procedures in order to improve efficiency and effectiveness of services provided;
• Evaluates statistics on services, systems and workload of the Unit, and prepares related reports for the supervisor and senior management, making improvements and changes where required.

General
• Supervises and provides work direction and guidance to junior information management assistants; manage and coordinate the activities under his/her unit or area of responsibility; monitor staff performance and prepare performance evaluation reports for staff supervised;
• Prepares budget submissions related to the operation of the Information Management Unit; drafts narrative justifications for the proposed budget and; monitors budget expenditures once approved;
• Consults and advises other units/sections throughout MINUSMA to identify and plan the provision of information management services, and ensures the efficient provision of such services;
• Prepares work output and progress reports on the work of the Unit for the supervisor and senior management;

• Performs other duties as assigned by the supervisor.

Org. Setting and Reporting
This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), Bamako. Information Management Officer reports directly to the Administrative Officer under the overall guidance of the Deputy Director of Mission Support (DDMS). Information Management Officer provide guidance and governance on Information Management Strategy and activities; ensure set up of Archives of new mission’s Information Management Unit follow standards; design and develop efficient and sustainable processes and systems for collection, processing and access to the mission’s information assets.
Responsibilities
Within delegated authority, the Information Management Officer (Chief Records and Archives Unit) will be responsible for the following duties:

GENERAL
• Provides advisory services on recordkeeping practices include: needs and business process analysis; organization and maintenance of UN information assets; records preservation and disposition; and information management policies and procedures, with an emphasis on technological applications.
• Facilitate mission-wide coordination and prioritization of information management initiatives in support of the Mission mandate and priorities
• Establish and implement a framework for information governance
• Researches, analyses and evaluates new applications of information technology to archives and records management and makes recommendations for their deployment.
• Participates in record-keeping improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of record-keeping application improvements and new systems; provides user support.
• Develops detailed system and other functional specifications and standards from the recordkeeping perspective and user documentation for new systems.
• Develops training materials and user manuals; trains staff in use of the recordkeeping system assigned.
• Manages records accession and disposition functions by applying the life-cycle concept to information assets, including appraisal by liaising with records-originating offices regarding the transfer and/or disposal of their records; assures that retention schedules, registration and physical aspects of records transfers meet established standards; oversees space management and commercial storage contracts; supervises General Service staff in implementing related tasks; and performs records appraisal.
• Understands, keeps current with and applies preservation techniques and strategies for records in all media. Ensures that the Section’s storage facilities meet environmental standards.
• Manages archival processing activities
• • Evaluates adequacy of existing records management and reference tools. Implements new technologies in information management to ensure that tools developed for efficient access to information are accessible to MINUSMA staff.
• Maintains access and declassification standards by liaising with records-originating offices/offices of interest regarding access to security-classified materials and implements access and declassification determinations.
• Participates in developing client outreach strategies and in their implementation.
• Assists in programme administration, including provision of assistance to or supervision of contractual employees and General Service staff, formulation of consultant and institutional contracts and subsequent implementation, development of the programme budget, etc.
• Performs other related duties, as required.

Setting and Reporting This job opening is for two positions within the Office for the Coordination of Humanitarian Affairs (OCHA). One position will be located in Bamako, Mali; and the other will be in Bangui, Central African Republic. The Information Management Officer will report to their respective Head of Office. Responsibilities Within delegated authority, the Information Management Officers will be responsible for the following duties: • Manages information to support OCHA and the UN system, as well as partner organizations, prevent, mitigate, manage, and recover from humanitarian disasters and emergencies. • Provides advisory services on information management include: needs and business process analysis; organization and maintenance of UN information assets; records preservation and disposition; and information management policies and procedures, with an emphasis on technological applications. • Researches, analyses and evaluates new applications of information technology for information management and makes recommendations for their deployment. Determine the primary data and information elements that are required internally and externally to support inter-cluster coordination and humanitarian decision-making. • Participates in information management improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of application improvements and new systems; provides user support. • In collaboration with the Information Services Section and the Field Information Services Unit, apply global information management standards, policies and procedures to guide related activities within OCHA Office. • Develops training materials and user manuals; trains staff in use of OCHA information system and standards assigned. • Establishes and maintains an information network at the national level to facilitate humanitarian information exchange and the promotion of data and information sharing protocols, in particular those developed and endorsed by the Inter-Agency Standing Committee. • Oversees technical staff in the development of databases and other applications to support the collection and processing of context specific data (e.g.: affected population, displaced populations, demographic and vulnerability data, results of common rapid needs assessment etc.). • Supports the implementation of Coordinated Needs Assessments and its related tools. Ensures the consolidation and dissemination of the resulting analysis of the Coordinated Needs Assessments. • Manages archival processing activities by overseeing adherence to preservation, international bibliographic, description and database standards; produces descriptive inventories; prepares mark-up of descriptive inventories for electronic dissemination; and makes recommendations regarding the planning and prioritisation of preservation and description programme requirements. • Supports strategic and operational decision making by processing and analysing data and information and presenting it in the format most useful for analysis (e.g. infograhics, reports and maps). • Performs and supervises reference functions by advising internal and external users about records holdings and accessibility; maintaining communications with other information management networks and records and archives specialists; supervising retrieval and other activities of General Service staff. • Evaluates adequacy of existing records management and reference tools. Implements new technologies in information management to ensure that tools developed for efficient access to information are accessible to staff throughout the Organization. • Develops client oriented approach with all relevant stakeholders to help in identifying their priority information requirements. Conducts programmes of outreach and user education to improve client use of desktop information resources; uses judgement of relevant institutional needs to develop presentations appropriate to client audience; develops publicity materials to facilitate outreach. • Implements and regularly updates the Information Management Strategy and dissemination plan for all information management related products produced by OCHA • Supports the advocacy, communication and reporting functions of the office through the collection, processing, storage and retrieval of documents, including images, of emergencies and vulnerability, as well as relief operations. If required, manage OCHA staff working directly on information management and information technology activities. • Assists in programme administration, including provision of assistance to or supervision of contractual employees and General Service staff, formulation of consultant and institutional contracts and subsequent implementation, development of the programme budget, etc. • Performs other related duties, as required. Knowledge of electronic data maintenance, including appraisal, conservation and migration management; records preservation and description. Ability to conduct research and provide recommendations on information management trends. Education An Advanced university degree (Master’s degree or equivalent) in archival, information science, information systems, social science or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Qualifications and/or certification in the following applications are desirable: MS Access, MSExcel, MS SharePoint, ArcGIS, or similar applications. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of five years of progressively responsible experience in modern archives management, record keeping, library, information management or related area is required. Experience in information management in the context of emergency humanitarian response, crisis management, natural disaster response, or in a recovery context is required. Professional field experience at the international level is desirable. Experience within the United Nations common system is desirable. Qualifying years of experience are calculated following the receipt of the first-level university degree recognised by the United Nations. Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and French (both oral and written) is required. Assessment Method Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. Special Notice Funding for this position is available for at least one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
