Organizational Setting
 
The Corporate Services Department is responsible for ensuring that the administrative and financial policies and practices of FAO are effective and efficient in supporting the Organization’ s strategic framework. Specifically, CS provides services to FAO employees and FAO members in the areas of finance, procurement, travel and other administrative areas. It has recently been entrusted with the function of Records and archives.
 
Reporting Lines
 
Under the general guidance of the Assistant Director-General Corporate Services Department and the direct supervision of the Senior Programme Coordinator of the Corporate Services Department, in consultation with steering committee members from CIO, DDN, LEG, OCC, OSD, PS the consultant shall undertake the following activities:
 
 
Tasks and responsibilities
 
Records
  • Carry out an initial review of MS 601 (FAO Administrative Manual) and related procedures and practices in the light of the ISO 15489 standard and the findings and recommendations in AUD1219 (including how R&A management fits within the broader framework of knowledge management in FAO);
  • Review externally triggered records management obligations (e.g. the EU requiring supporting documentation for approval of financial reports, the US requiring 3 year retention of records);
  • Interview key stakeholders including all Regional Offices and selected other decentralized offices;
  • Review UN best practices and interview selected agencies on their approaches and strategies for ensuring modern and fit for purpose records and archives management practices;
  • On the basis of (1),  (2), (3) and (4) propose an actionable ISO-compliant definition of “record” and a corresponding fit-for-purpose record management cycle;
  • Propose reorganization of the corporate records and archives function in FAO, based on the concept of Office of Primary Responsibility (OPR), i.e. a centralized records management system in which Records Management Centers (RMCs) are given responsibility for keeping the Organization’s master set of a particular type of record;
  • Provide a definition of roles and responsibilities, in consultation with the OPR, RMCs and other stakeholders;
  • Identify, catalogue and make an inventory of all FAO record generation processes including systems (GRMS, PIRES, FPMIS, etc) and tools (FAO Handbook);
  • Review and work in full cognizance of other on-going corporate projects with which synergies, linkages and actual data exchange will be necessary. Such projects include the ERP upgrade, PROMYS and the area of Data Protection;
  • Provide a draft proposal for a comprehensive Records Management System;
  • Propose a suitable periodic review mechanism of the corporate records management infrastructure (policies and tools) bearing in mind the constant evolution of record generation technology in a knowledge management organization.
 
Archives
  • Propose strategic plan and operational arrangements for archival services and facilities indicating adequate strategies for digitalization and knowledge management requirements ;
  • Advise on optimum archive storage conditions for long-term protection with full intellectual control and access to contents.
  • Develop a R&A training programme for OPR, RMC and other staff for due compliance with new policies and procedures.
  • Based on the above analyses and proposals for both records and archives functions, prepare a comprehensive update of MS  601.

Minimum Requirements
 
  • University degree in Library and Information Science, Information Management or archival sciences or related field
  • Ten years of proven experience in Records and Archives management in writing records and archives policy or guidance (please provide samples)  and in digital records and archives management.
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

The EBRD’s Records Management and Archives (RM&A) team is currently seeking an engaging, dynamic and proactive individual to lead the records management function. This role will require people management skills and project management skills in the area of information management, records management and archives. Experience in developing and implementing information management policies, as well as roll out of technical capabilities (OpenText, Office 365, automation) is an advantage.

Purpose of Job

The Principal, Senior RM, is an expert in the field of records management with specific emphasis on the overall management of the bank-wide electronic document management systems- EDMS and the Bank Records System. The role is responsible for establishing, developing, implementing and maintaining the policies and procedures governing the management of the EBRD records at HQ and in the ROs in line with business requirements. The role interacts with Managing Directors and Heads of Departments.

Background

  • Responsible for the management of EBRD records at HQ and in the ROs: efficient classification, storage and retrieval of information that is needed to support the Bank’s work; protection and preservation of the Bank’s records as evidence of its actions, to meet compliance with EBRD legislative and regulatory requirements and to support the Bank in cases of litigation; and protection of records identified as vital to business continuity in the event of a disaster
  • Independent management and supervision of a group or a key activity

  • Involved in bank-wide committees and participating to international forums
  • Maintains links with external information services from other similar international organisations

Accountabilities & Responsibilities

  • Lead the records management function developing, gaining approval for and implementing strategies and policies to support the Bank’s operational, administrative and related programmes
  • Develop and maintain the records management procedures for the Bank to meet business requirements and ensure compliance with relevant legislation and regulations, with special emphasis on electronic records
  • Establish best practice and ensure compliance with records management standards through awareness of current developments and new technologies and through links with external records services from other similar organisations
  • Manage the Bank Records System to ensure efficient use of the system and integrity and accountability of the EBRD records management systems used to structure and monitor the records of the EBRD to enhance Bank business performance
  • Manage the bank-wide electronic document management system to ensure efficient use of the system
  • Represent EBRD in international forums
  • Represent the records management function in Committees and Steering Groups as necessary
  • Supervise staff including: recruit and develop annual individual objectives; oversee operations to ensure objectives are achieved and appraise performance

Description

 
The International Monetary Fund is hiring a Senior Archives/Records Officer to work in its Information Technology Department Knowledge Management and Outreach Systems Division.


Duties and Responsibilities: 


 
Under the general supervision of the Section Chief for Archives and Records Management - the Senior Archives/Records Officer serves as the team leader of the Records Management unit and assists the Section Chief in planning, organizing, and managing the work of the unit. He/She is responsible for the day-to-day management of (a) the enterprise records management program (including departmental electronic and paper records) and the centralized management of semi-active and vital records. The Senior Archives/Records Officer is also responsible for providing intellectual leadership to the Records Management unit and for developing strategies and plans for managing the IMF’s records – both paper and electronic. 

 
Specific responsibilities of the Senior Archives/Records Officer include the following:
  • Manages the IMF’s records management work program;
  • Works with internal and external information management stakeholders to ensure the IMF’s records management program is in line with internal work practices and international standards in terms of information security, audit compliance, enterprise taxonomy and access to information;
  • Maintains IMF records management policies and operational procedures;
  • Serves as the primary source of expertise in records management for the institution;
  • Develops and oversees the implementation of programs that ensure the accessibility, integrity, authenticity, and security of Fund records throughout their life cycle;
  • Develops and implements file plans and retention schedules in collaboration with IMF departments;
  • Manages the contract for offsite storage of semi-active physical records;
  • In connection with the IMF's business continuity program, leads efforts for the continuous identification and safeguarding of records essential to the restoration of normal business operations;
  • Engages with IT project teams to ensure compliance with IMF records management policies and practices;
  • Works closely with the team leader of the Archives unit to ensure smooth appraisal and disposition of IMF records – either destruction or transition to Archives;
  • Maintains a communications and outreach plan to guide departmental staff on the consistent application of IMF records management practices;
  • Maintains a training program to ensure that departmental staff are adequately skilled at using IMF records management systems;
  • Promotes the professional development of team members and contributes to performance appraisals.

Qualifications

 Educational development, typically acquired through the completion of an advanced university degree in records management and documents management, archives management, library and information sciences, or related field of study, or professional certification in records management (CRM), supplemented by a minimum of four years of relevant professional experience, is required; or a bachelor degree in a related field plus a minimum of ten years of relevant professional experience, including professional certification in records management (CRM), is required.

Org. Setting and Reporting
               
This position is located in the Archives and Records Centre in the Archives and Records Management Section, Office of Central Support Services. The incumbent will directly report to the Chief of the Archives and Records Centre.
               
Responsibilities
Within delegated authority, the Senior Information Management Assistant will be responsible for the following duties:

Information Management:

•Identifies user needs, including business process and document/record workflow analysis, organization and maintenance of document/record repositories
•Formulates data processing workflows; conducts research on information/records/archives management tools, procedures and standards
•Assists in delivery of assessments and recommendations on the use of information management databases and repositories
•Contributes to feasibility studies, functionality analysis, implementation and evaluation and testing of information/records/archives management systems
•Participates in the testing and validation of databases and information/records/archives management systems
•Manages project life cycle such as releases, modules, and functionalities change requests and enhancements; designs database schemas, transactional and BI reports
•Provides support on information security related matters, including secure management and access to information, data backup and recovery, data preservation and long-term continuity
•Serves as team leader in projects dealing with the planning, specification, implementation and maintenance of enterprise information systems
•Liaises with users to define and specify requirements; performs installation and maintenance of information systems in user offices
•Keeps abreast of developments in the digital continuity field; conducts research on new technologies; performs benchmarking and proposes new acquisitions; advises on the implementation of new technologies

Operational Support:

Work Experience
A minimum of ten years of experience in modern archives management, record keeping, library, information management or related area. Experience in supervising staff is required. Additional courses in management information systems, information science or related areas are desirable. Knowledge in database moduling, LAN, website management, SQL, C, C++, C#,.net are desirable.

The Records Management Unit (RMU) currently comprises four staff members who are responsible for registering official correspondence, overseeing the systematic transfer and destruction of records, handling reference requests, and developing record-keeping tools and resources. RMU also provides advisory services on record-keeping to all OSCE executive structures and actively promotes best practices in records management.

Tasks and Responsibilities
Under the direct supervision of the Chief, Records Management, the Temporary Senior Records Management Assistant will perform a variety of duties including project-related work as well as administrative tasks. The Temporary Senior Records Management Assistant’s tasks include:

  • Identifying and documenting requirements for records-related projects;
  • Communicating requirements to ICT team;
  • Developing and documenting procedures, user guides, and other reference material;
  • Defining criteria for user acceptance testing, providing feedback and identifying issues;
  • Developing and delivering training to users;
  • Appraising backlog files and integrating them into the Secretariat’s records holdings;
  • Conducting records-related exit procedures for staff members leaving the organization;
  • Assisting with notes verbales administration; 
  • Researching a range of information management topics and providing recommendations;
  • Performing other related duties as assigned.
Necessary Qualifications
  • Completed secondary education;
  • A minimum of six years of experience in information management, specifically records management, archival science or library science;
  • Strong knowledge in records management standards and best practices;
  • Experience working on implementation projects relating to records management systems would be an asset;
  • Professional fluency in English; knowledge of other OSCE languages would be an asset;
  • Computer literate with practical experience using Microsoft applications;
  • Experience of working in a multilateral/multicultural environment;
  • Analytical; detail-oriented; client-oriented;
  • Ability to work under time pressure and with tight deadlines;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package
Monthly remuneration is EUR 4,245 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.

Background Information:



UNHCR has 1 km of paper files in the archives which were received from the Field Offices in Croatia,

Serbia and Bosnia and the HQ Special Operation for the Former Yugoslavia desk following the

Balkans wars of 1991 to 1995. The collection is globally and historically unique in its scope and

content – UNHCR was the lead agency of the United Nations throughout the crisis, coordinating much

of the humanitarian response that was so badly needed during this time. Until now, this archives

collection has been viewed by few eyes. In September 2015 UNHCR Archives will start a project

aiming to declassify this information for public view, whilst securing the integrity of the records for longterm

preservation.

Records and Archives Section is seeking to engage two contractors at G5 level with training and

experience in archival description projects to participate in inventory of the files and the assessment of

the collection’s condition.

Established in 1996, UNHCR Archives includes material that predates the creation of the organization

in 1951, documenting more than half a century of field operations around the world, as well as material

from our headquarters.

The Senior Archives Assistant will be working in a team under the supervision of the reference

archivist.
