The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This post is located in the OZONE Secretariat, Office of the Executive Director (OED) in UNEP. Under the overall supervision of the Senior Administrative Officer and the direct and joint supervision of the Programme Officer for Reporting, Data and Analysis and the Communications Officer, the incumbent will perform the following tasks:
Responsibilities
1. Archives and Records Management: Undertakes basic Local Area Network (LAN) administration duties; Provides standard and Archives and Records Management-specific applications support and applications/LAN troubleshooting for Secretariat staff; Conducts end-user training relating to standard electronic record keeping systems; Assists in editing Section web page. 2. Documents Management: Liaises with the Division of Conference Services with respect to preparation, reproduction and distribution of documents and publications; Assists in ordering and following-up on shipment of documents, reference materials, stationery and necessary equipment to various sites; Provides document delivery services as required; maintains the main Ozone Secretariat Website and Information Technology related tasks; Assists in occasional installation of software, updates, patches, testing and support; Performs troubleshooting of the computers within the Ozone Secretariat and fixing the problem or escalating the call to a senior Information Technology officer for further diagnosis; Assists in routine administration, operation, technical support and monitoring of the Secretariat's server system in the absence of computer systems Support Assistant; Provides occasional maintenance of the Secretariat' s web site; Acts as the computer systems backup staff in the absence of the Computer systems Support Assistant. 3. Pre-meeting work: Assists in the preparation and dispatch of letters of invitation and meeting documentation, and transmitting the same electronically; Assists colleagues by performing informal translation of some incoming correspondence in French and Spanish. 4. In-session servicing: Provision of specialized services related to distribution of documents in hard copy and in electronic format: Assists in the provision of IT assistance to delegates at paperless meetings; Assists the Database Manager and other IT Officers in organizing and posting documents during the meetings; Responds to general queries from meeting participants on documentation and IT issues. 5. Post-session arrangements: Dispatch of meeting reports, list of participants and other documents generated at the meetings; Perform other relevant duties as assigned.
Competencies

Education

Work Experience
A minumum of 5 years of relevant experience in computer systems operations, computer troubleshooting and fixing hardware and software problems is required. Experience in Microsoft office, other types of database, reports generating applications is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in oral and written English is required. Working knowledge of French is desirable. Knowledge of another UN official language is an advantage.

The European Parliament and Council Regulation (EC) No 1406/20021 provides the legal
basis for the establishment of the European Maritime Safety Agency (EMSA).
The goal of the Agency is to provide technical and scientific assistance to the European Commission and the Member States on matters relating to the proper implementation of European Union legislation on maritime safety and pollution by ships. To do this, one of EMSA's tasks is to improve cooperation between Member States in all key areas. Functions and Duties:

responsible for:
• Contributing to the implementation, maintenance and improvement of the Agency’s

Qualifications and experience required:

A.1. Education and Experience:
• A post-secondary education attested by a diploma, or;
• A secondary education attested by a diploma giving access to post-secondary
education and appropriate professional experience of three years. The secondary
education diploma giving access to post-secondary education may be replaced by a
certificate of adequate professional training of not less then three years on condition that there was no similar professional training giving access to higher education at the time it was issued or;
• Successful completion of intermediate education plus two years relevant
supplementary specialised training plus five years’ appropriate professional
experience.
A.2. Language skills:
The main working language in the field of maritime safety is English. Candidates must
therefore have a very good command of oral English as well as in writing with a
satisfactory knowledge of at least one other official language of the European Union to the extent necessary for the performance of the above mentioned duties.

Background / General description
The Library and Archives of Development (LAD) provides information services to the Bank Group and the public. The services are provided by three units: the World Bank Group Library, the World Bank Group Archives and the Internal Documents Unit (IDU). This position is in the Archives of Development.
The World Bank Group Library and Archives of Development manage the world’s most extensive collection of development information. The service’s integrated assets enable operations staff to quickly find and use premium paper and digital information in their daily work around the world. The Archives work program focuses on preserving institutional memory, assisting internal and external clients find and use information, and promoting international standards for Records Management practices within the Bank. The Archives is responsible for retention disposition policies for Bank Group records (in all formats and media) and for providing secure storage and retrieval services for non-current records. The Archives reports to the Manager and Chief Archivist, and to the Vice President and Chief Information Officer, IMT.
Duties and Accountabilities
• Serves as technical expert in support of electronic records management and archival systems of ISGLA.
• Provides input to the records retention and disposition schedules, particularly for electronic records and develops quality control standards for same.
• Helps to search for electronic records due for destruction.
• Analyzes current procedures and IT architectures to recommend to the Bank Group Chief Archivist, approaches and techniques for the identification, scheduling, preservation, and use of the electronic records based on industry standards and best practices.
• Develops quality control standards, metadata and cataloging rules for a variety of electronic systems.
• Works with system architects, developers and administrators to integrate recordkeeping requirements into existing systems, new off-the-shelf systems and systems upgrades, with particular emphasis on Documentum products, including Documentum Records Manager.
• Serves as systems expert for electronic records softwares.
• Develops a big bucket strategy for electronic records and implements system.
• Manages business analysis activities on electronic records and collaborates with various groups on implementation of solutions.
• Assists ISG in the ECM technology implementation for compliance with electronic records requirements.
• Works with ISG staff to coordinate ECM implementation and related initiatives (e.g., taxonomy, enterprise search, storage, business continuity, web archives, digital preservation, etc).
• Revises electronic records strategy and standards to integrate and coordinate with related corporate strategies (information quality, enterprise IT architecture, ECM architecture, security).
• Provides advice on organization and preservation of digital historic collections (e.g., web Archives, digital photographs, digital multimedia).

Specific Functions

The Library and Archives of Development (LAD) provides information services to the Bank Group and the public. The services are provided by three units: the World Bank Group Library, the World Bank Group Archives and the Internal Documents Unit (IDU). This position is in the Archives of Development.
The World Bank Group Library and Archives of Development manage the world’s most extensive collection of development information. The service’s integrated assets enable operations staff to quickly find and use premium paper and digital information in their daily work around the world. The Archives work program focuses on preserving institutional memory, assisting internal and external clients find and use information, and promoting international standards for Records Management practices within the Bank. C. PRINCIPAL DUTIES
The incumbent’s duties are:
The incumbent of this position is responsible managing information at the Centre, including the processes through which the scientific output of the Centre is documented, published, distributed, archived and preserved. He / she provides information services and associated support to meet the Centre’s scientific and business information needs. Duties and responsibilities include the following:
1. Manage the Dept: develop and manage departmental budget, plan and review work priorities and tasks, and supervise subordinates to ensure that the functions of the Dept are effectively carried out and its objectives achieved.
2. Serve as the Centre’s Information Manager: manage information in accordance with the principles of the NATO Information Management Policy (NIMP).
a. In collaboration with the Centre’s management staff, develop and update the Centre’s Information Management Plan.
b. In close cooperation with the Security Officer and CIS Security Officer, develop and maintain security classification guidelines to assist Centre staff to classify and disseminate information in compliance with NATO guidelines.
c. Identify, manage and control proprietary information and intellectual property; directly responsible for the management of NURC’s copyright, having the authority to sign copyright agreements on behalf of the Director.
d. Provide guidance on the proper management, use, preservation and disposal of information at the Centre.

A. POST CONTEXT
- The NATO Undersea Research Centre (NURC) develops technology that will facilitate the transformation of NATO military capabilities and is a focus for partnering in maritime innovation for NATO Commands and the NATO Nations. The Technical Support Division makes available up-to-date technologies for the use of the Research Division, to purchase, design and integrate equipments and systems, and to optimize the use of NURC sea-going resources. Information Services Office facilitates the flow in scientific, technical, and administrative information between NURC and NATO Commands and Agencies and national distributions centres. Under the direction of the Head, Technical Support Dept and in close coordination with the Director, Deputy Director, and other members of Management, the Post Holder is responsible for the management and provision of information services.

C. PRINCIPAL DUTIES
The incumbent’s duties are:
The incumbent of this position is responsible managing information at the Centre, including the processes through which the scientific output of the Centre is documented, published, distributed, archived and preserved. He / she provides information services and associated support to meet the Centre’s scientific and business information needs. Duties and responsibilities include the following:
1. Manage the Dept: develop and manage departmental budget, plan and review work priorities and tasks, and supervise subordinates to ensure that the functions of the Dept are effectively carried out and its objectives achieved.
2. Serve as the Centre’s Information Manager: manage information in accordance with the principles of the NATO Information Management Policy (NIMP).
a. In collaboration with the Centre’s management staff, develop and update the Centre’s Information Management Plan.
b. In close cooperation with the Security Officer and CIS Security Officer, develop and maintain security classification guidelines to assist Centre staff to classify and disseminate information in compliance with NATO guidelines.
c. Identify, manage and control proprietary information and intellectual property; directly responsible for the management of NURC’s copyright, having the authority to sign copyright agreements on behalf of the Director.
d. Provide guidance on the proper management, use, preservation and disposal of information at the Centre.
e. Collaborate with the Centre’s external customers within NATO and in the Nations to ensure efficient distribution of the Centre’s information products.
f. In collaboration with the Public Information Officer and NURC management, provide information to communities of interest in the appropriate formats.
g. Oversee the distribution of Centre publications; keep track of distribution, usage and access to the Centre’s information products, providing periodic usage reports and analysis.
h. Work with the Communications Information Systems (CIS) Department to define requirements and to implement tools and systems to enable the efficient management of information throughout its life-cycle.
3. Manage the publication of Centre documents and web content:
a. Manage and track the publication review and approval process, providing reports on the number and type of publications issued.
b. Edit scientific, technical and management reports, newsletters, pamphlets and regular reports for external audiences, the Scientific Programme of Work (SPOW) and Annual Progress Report (APR), publications of an historical nature about the Centre and relevant technologies and any other information published or archived by the Centre.
c. Maintain and develop the content for the Centre’s websites (public, internal and NATO) and intranet (also known as the MIS) in conjunction with content owners.
d. Oversee the production of graphics for use in Centre publications, electronic and print media; develop and maintain visual aids.
e. Develop and maintain standard templates for use in publications and presentations; ensure that NATO and NURC’s visual identity and branding are maintained.
4. Ensure that the Centre’s Library and technical literature are maintained, including:
a. Maintenance of the library and provision of access to technical literature for the staff.
b. Acquisition, organisation and dissemination of scientific and technical information.
5. Assist in the marketing of the Centre.

The Secretariat of the WTO is seeking to fill the position of Director in the Languages, Documentation and Information Management Division. The ideal candidate should have extensive managerial and leadership experience as well as an excellent understanding of areas ranging from language services, documents production to information management. Serving staff members interested in the position are invited to apply.
General Functions
The incumbent will lead the Languages, Documentation and Information Management Division (LDIMD) which provides two types of complementary services:
- services such as translation, printing, dissemination of documentation, and interpretation for meetings;
- information management services, which include the WTO library, correspondence, the registration of notifications, archiving and preservation of materials, and document research.
The individual must be a strong leader, able to manage a large team covering a wide range of functions and advise the senior management on improving and enhancing the services provided by the Division, particularly the rapidly evolving information management area. Specific responsibilities will include:
1. Align the work of the Languages, Documentation and Information Management Division (LDIMD) to the goals of the WTO, ensuring that the services provided by the Division meet the needs of the Secretariat.
2. Lead and direct the work of LDIMD, establishing and ensuring the effective implementation of the work programme of the Division, setting priorities, ensuring quality control and integration between the various sections of the Division.
3. Manage and ensure continuous improvement/ modernization of the operations in all areas of the Division, ensuring a high level of efficiency, service orientation and quality.
4. Manage, modernize the Information Management Services area, including the WTO library, the Registry, records management, registration of notifications, archiving and preservation of materials, and document research.
5. Coordinate the Division's work with that of other Divisions, including providing substantive contributions to the work of other Divisions as necessary.
6. Represent the Division internally at meeting with senior management.
7. Promote/represent the WTO externally at university fora, international organizations' management networks, etc.
REQUIRED QUALIFICATIONS
Education:
An advanced university degree, or a basic university degree and proven professional expertise equivalent to an advanced academic degree in a relevant area (Business Administration, Law, Economics, Library & Information Sciences, Language Studies etc.).
Knowledge:
An excellent understanding of language services, documents production and information management as well as of state-of-the-art practices and the latest technology utilized. Knowledge of the WTO system. Intellectual flexibility, good technical and political judgement and strong communication and diplomatic skills. Proven ability to manage effectively the work of a large multicultural team of professional and support staff in a diverse international environment/organization as well as to build partnerships.
Work Experience:
A minimum of fifteen years of relevant experience, including substantial work experience ideally in an international environment. Extensive management experience with broad supervisory responsibilitiesis highly desirable.
Languages:
Excellent knowledge of English as well as of French or Spanish. A good knowledge of the third language would be a distinct advantage.
