The ESM has put in place policies and procedures related to overall information management, which it now seeks to strengthen with data governance. Data governance encompasses the processes and procedures that ensure the integrity of mission-critical data within the organisation. This refers to data used for reporting and decision-making and to support the ESM’s day-to-day operations.

We are looking for an experienced Data Management Officer to develop, implement, and oversee these organisation-wide data management activities. S/he will be responsible for establishing and managing an enterprise data governance implementation roadmap, inclusive of setting strategic priorities for the development of data management capabilities. Additionally, since the ESM has opted for a phased, tactical implementation approach, the Data Management Officer will also be responsible for supporting ongoing data governance-related initiatives. The selected candidate will report to the Chief Corporate Officer.



The European Stability Mechanism (“ESM”) is the crisis resolution mechanism for euro area countries. It provides financial assistance to Members facing financing problems, and issues debt instruments to fund this financial support.

KEY ACCOUNTABILITIES 
    
  • Define the end–to-end data management needs for the organisation, together with representatives from relevant divisions
  • Establish and govern an enterprise data governance implementation roadmap, including strategic priorities for information-based capabilities development
  • Roll-out an organisation-wide data governance framework, with a focus on improving data quality through modifications to organisational behaviour, policies and standards, principles, governance metrics, processes, related tools, and data architecture
  • Define data governance roles and responsibilities, and ensure clear accountability for stewardship of the organisation’s principal information assets
  • Liaise with business and functional areas to ensure that data-related business requirements for protecting sensitive data are clearly defined, communicated, and well understood, and that they are considered part of operational prioritisation and planning
  • Develop and maintain an enterprise information maps inventory, including authoritative systems and owners
  • Facilitate the development and implementation of data quality standards, data protection standards, and adoption requirements across the organisation
  • Serve as the escalation point for governance and data quality issues, and work closely with divisional leaders to improve our core data assets’ quality and value
  • Promote data quality management culture by developing and delivering ongoing training to staff at all levels
  • Cultivate and foster relationships with counterparts at peer institutions

KEY BACKGROUND AND EXPERIENCE
  • University degree, preferably in business administration, engineering,  data or computer science,  or equivalent fields
  • At least eight years’ experience of data management, data quality management, and data governance programme implementation
  • Experience in a significant financial or public institution is an advantage
  • Excellent knowledge of industry data quality management practices, as well as data-related government regulatory requirements, emerging trends, and issues
  • Good understanding of information lifecycle management, data governance and stewardship best practices, and data integration concepts
  • Ability to identify different data standards that may meet a business need
  • Knowledge of IT architecture, systems, and solutions (e.g. document management systems, data storage and access, data quality checks, encryption)
  • Fluent in English (both written and oral)

Contract duration: 2-year fixed term contract
