Setting and Reporting This position is located in the Immediate Office of the Registrar of the ICTR. The Programme Officer reports directly to the Registrar. The main focus of this job is to provide critical support to the Registrar in the implementation of the Completion Strategy including particularly the downsizing, archiving and other important programmes / projects monitored by the Office of the Registrar. Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties: • Develops, implements and evaluates assigned programmes and projects, including monitoring of the downsizing programme, the archiving project and other programmes and projects of the ICTR; monitors and analyzes programme / project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and, after consultation with the Registrar, advises on or initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Analyzes and manages internal memoranda, briefing material and incoming correspondence and other documentation requiring the Registrar’s attention and takes appropriate action and ensures necessary follow-up. Serves as the main focal point for communications addressed to the Office of the Registrar and reviews all documentation, correspondence, letters and requests in the area of his or her responsibility and discusses them with the Registrar, takes appropriate action, including forwarding documents and issues to substantive officers for action, and ensures follow-up. Ensures quality control of all documents to be signed by the Registrar. • Performs consulting assignments, in collaboration with the clients, by planning and facilitating meetings and / or workshop or through other interactive sessions and assisting in developing the action plans the clients will use to manage change. • Researches, analyzes and presents information gathered from diverse sources to facilitate, among others, the regular evaluation and adjustment of the programme / project as circumstances demand; provides follow-up on workload indicators and audit recommendations. • Coordinates and advises on policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Assists the Registrar in dealing with the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, contract extension and separation of staff as part of the Completion Strategy and the downsizing programme, ensuring consistency in the application of UN rules and procedures. • Assists the Registrar in dealing with all administrative issues related to the work of the Judges of the Tribunal. • Organizes and prepares written outputs, e.g. draft reports or sections of reports, background papers, memoranda, minutes, analysis, and studies, for or on behalf of the Registrar for his or her approval and / or signature. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Coordinates activities related to the budget, including the preparation of submissions, progress reports, and provision of responses to questions relating to resources allotted to the Office of the Registrar; initiates and conducts studies to improve budget reporting systems and cost-effective utilization of resources in the office. • Performs other duties as required. Work implies frequent interaction with the following: Establish and maintain relationships with counterparts, senior officers and technical staff in relevant ICTR units and in UN Secretariat, funds, programs and other UN specialized agencies; Representatives and officials in national governments, international organizations, consultants. Results Expected: Demonstrates timely delivery of outputs in accordance with overall objectives and policies. Plays a lead role in identifying significant issues and develops well-reasoned, innovative approaches to deal with these issues. Competencies • Professionalism: Knowledge and understanding of UN Rules, and procedures and familiarity with the work of international criminal tribunals. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Education Advanced university degree (Master’s degree or equivalent) in business administration, management, law, international relations, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration, law or related area. Relevant experience at an international criminal tribunal is highly desirable; ICTR or ICTY experience will be an advantage. Languages Fluency in one of the working languages of the Tribunal, English or French, (both oral and written) and a working knowledge of the other are required; Knowledge of another UN official language is an advantage. Assessment Method In addition to meet the eligibility criteria, evaluation of qualified candidates may include a technical test and / or competency-based interview.
