About the World Bank Group:

Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. The Information and Technology Solutions Vice-Presidency (ITS) enables the WBG to achieve its mission by delivering transformative information and technologies to its staff working in over 130 client countries. 

Information and Technology Solutions – Knowledge and Information (ITSKI) is comprised of a team of records management, archives, library, and publishing professionals providing WBG staff and the global community with access to information and services that foster knowledge, transparency, and accountability, and reflect history to enable effective delivery of development solutions. The World Bank Group Archives team is part of ITSKI. The Archives is responsible for: the WBG Policy on Records Management (including advisory services, policy compliance outreach and training, appraisal / retention schedules, and requirements for systems); off-site records center services in Pennsylvania; implementation of the World Bank Policy on Access to Information; creating knowledge products that promote the history of the WBG and the archival holdings; and the preservation and intellectual control required to maintain access to archival records according to international standards.  The WBG Archives operates within the organization we serve, and we have a first-hand view of the records, the records creators and the context of records creation.  We advocate for WBG records, and its archival holdings, throughout the lifecycle: from the point of creation or receipt to final disposition, and beyond into the archival afterlife.

Duties & Accountabilities:

  • You will facilitate delivery of core services and functions as part of the Archives’ Appraisal Team including, but not limited to: writing and revising records retention and disposition schedules; analyzing business processes and document workflows; conducting appraisal interviews and on-site visits; analyzing and appraising business functions to determine the value of records; and providing guidance to clients on identifying and applying relevant disposal authorities to their records.
  • You will participate in the creation of information structures for WBG units within the Office 365 environment, which embed records disposition authorities within them.
  • You will lead workflow for records manager and compliance roles in WBG electronic records management system, including privileged deletion, destruction notifications and legal holds.
  • You will provide end user support on records appraisal and retention.
  • You will participate in IT system decommissioning projects, including review and appraisal of digital content to determine final disposition of records.
  • You will implement records retention and disposition schedules for WBG records in all media and work with the appraisal team to identify disposition data remediation or corrections at the end of the records’ lifecycle.
  • You will collaborate with information technology teams on decisions pertaining to integrating business solutions with the Bank’s approved electronic records management system versus building retention and disposition requirements into systems that are not designed as records management systems.
  • You will contribute to the formulation and implementation of policies, standards, guidelines, and procedures pertaining to information management, services and governance.
  • You will design, develop and deliver training on appraisal and retention and information management systems.
  • As an integral part of the Archives team, you will be an active participant in Archives’ day to day projects, responsibilities and intended outcomes.

Selection Criteria

  • MA/MS in Archives, Information Science or related field, plus minimum 2 years of relevant experience.
  • Solid theoretical understanding and practical expertise with standards and methods for records appraisal, retention and disposition, and records management.
  • Knowledge and understanding of archives and document and records management software systems. Knowledge of MS Office 365 applications, HPRM, Documentum or Preservica a plus.
  • Ability to conduct independent research and functional analysis and to make discernments on the archival value of the records of the organization.
  • Conceptual, analytic and innovative problem-solving ability.

Records and Information Management Officer (Junior position). AIIB, Beijing. Open until 14 February 2018



The Records and Information Management (RIM) Officer provides general information support services to AIIB. The selected candidate will be responsible for contributing to the delivery of Library, Archives and Records Management services to AIIB staff and stakeholders.


Responsibilities:


    i) Records Services:
  • Play a support role in the execution of the RIM program by providing a full range of administrative and secretarial services.
  • File, index and verify records in the electronic system(s).
  • Scan documents, photographs and images as required.
  • Support the annual records disposition process.
  • Search and find information when requested.
  • Organize and participate in various RIM meetings and initiatives.
    ii) Archival Services:
  • Help accessioning incoming historical records to the archival collection.
  • Ensure that all database records are updated with timely and accurate information.
  • Provide archival reference assistance services by conducting information research requiring historical documents.
  • Summarize information and communicate results to clients in a clear and concise manner.
  • Receive and respond to requests for archived materials.
  • Assist in overall preservation of archival collection.
  • Help ensure security of archives facilities and integrity of collection.
    iii) Library Services:
  • Support and administer all library support services within AIIB.
  • Receive, catalog, circulate and maintain library collection.
  • Provide document delivery services.
  • Provide reference help as and when received.
  • Direct library patrons to appropriate sources.
  • Guides patrons in the use of the library’s catalog and e-resources.
  • Respond to inquiries interpreting library procedures.
  • Maintain AIIB-wide subscriptions to databases and information resources.
  • Update web and intranet sites.
  • Perform other duties as library priorities change.

Requirements:


  • Minimum 5 years of related experience in the fields of information management, library, archives and/or records management.
  • Equivalent direct experience with a multilateral development bank or an international financial institution will be given due consideration.
  • Proficient in various office applications including experience using a document management system (i.e., SharePoint, Documentum, etc.) would be considered an asset.
  • Experience using library electronic databases would be considered a strong asset.
  • Demonstrated meticulous, methodical and analytical skills to ensure that a high level of accuracy is maintained.
  • Demonstrated capability to work with minimal supervision.
  • Solution-oriented with the ability to think independently.
  • Ability to deal with multiple priorities simultaneously.
  • Client-focused with good interpersonal skills and the ability to adapt to different personality types and work styles.
  • Master’s degree or equivalent in library science, information management, archival science, English language or any other relevant field with completion of certificate program at a recognized institution in a relevant discipline, i.e., library, archives and/or records management.
    Previous experience and qualifications will dictate the employee level at which an applicant will enter AIIB.

ITS services range from: establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions. The ITS business model combines dedicated business solutions centers that provide services tailored to specific World Bank Group business needs and shared services that provide infrastructure, applications and platforms for the entire Group.     Duties & Accountabilities


    The IT Analyst, Information Management will assume the following responsibilities:
    • Ensure compliance of IFC’s records management system and procedures with World Bank Group records management standards;
    • Participates in day-to-day development and maintenance of information resources and services and provides quality control.
    • Provide records management training to staff and guidance on records management policies and procedures and assist staff with same.
    • Provide monitoring reports on records management compliance; ensure filing is completed in a timely fashion and works with staff to meet compliance guidelines;
    • Analyze records management systems and procedures and make recommendation for improvement; contributes to continual updating, cataloging or profiling guidelines and framework.
    • Evaluate and test document management application enhancements and new solutions;
    • Provide analytic, research and professional support to others;
    • Mentors, motivates and provides direction, guidance and training to junior team members in carrying out the defined work program.
    • Coordinate client requirements gathering services. Creates and manages administrative and investment/ project folders; maintain an up-to-date list of all folders needed for filing.
    •  Ensure transfer of records to Archives and remote repositories;
    • Ensure timely and high quality delivery of services according to agreed-upon service standards;
    • Oversee and help develop efficient filing and retrieval system relying on electronic records;

    Selection Criteria


    Master's degree with 2 years relevant experience or Bachelor’s Degree with a minimum of 4 years of relevant experience.
    Experience with World Bank policies, procedures, practices and operations preferred.
    • Strong analytical and conceptual skills encompassing international business, ability to conduct research independently;
    • Appropriate training in records management, scanning, imaging, and application of computer technology in the records and information management environment. Experience with EMC Documentum required.
    • Expert knowledge of practices for and experience with developing, organizing, and preserving records/library collections.
    • Fully proficient at providing assistance and training to other staff members.
    • Fully proficient knowledge of records management practices including retrieval, reference, research and advisory services.
    • Fluency in English is essential.

    • Experience in both Archives and Information Management which should reflect increasing responsibility and experience with corporate recordkeeping, archives/information centers and/or content management.
    • Knowledge and understanding of typical archives business processes and archives information systems; knowledge of TRIM Context, Documentum or open source archives software a plus;
    • Demonstrated conceptual, analytic and innovative problem solving ability; ability to conduct independent research and functional analysis;

    • MA/MS in Library and Archives, Information Science or related field, plus minimum 2 years of relevant experience; or BA/BS Degree in Library and Archives plus 4 year experience in an institutional archives is a minimum requirement.

    General Functions

    Under the supervision of the Chief of Archives, the incumbent will work primarily on the WTO official records management application, indexing, storage and dissemination of WTO materials and records internally and externally. The incumbent will perform the following functions:

    1. Catalogue, describe and organize information resources to ensure appropriate access and distribution of records using relevant metadata in electronic systems.

    2. Assist in determining and applying international standards in records management, including authority files, taxonomies, thesauri, value lists, classification plans and retention policies to harmonize information.

    3. In accordance with the Paper Smart Secretariat Plan, oversee the changeover from paper to electronic resources in the Archives Section.

    REQUIRED QUALIFICATIONS
    Education:

    An advanced university degree in archives and records management or a basic university degree plus a qualification in this field recognized by a professional body that is equivalent to an advanced university degree.
    Knowledge and skills:

    Demonstrated professional experience in indexing, analysing and describing archive materials and records according to internationally recognized standards.

    Demonstrated experience of state-of-the art electronic records management tools. Practical experience of DOCUMENTUM would be an asset.

    Excellent command and use of IT (Information Technology) tools relevant to information organization and retrieval (e.g. search engines).

    Excellent interpersonal and communication skills. Ability to work as part of a team is essential.
    Work Experience:

    Minimum two years' relevant experience.
    Languages:
