Your team

You will be part of the Information Governance Division in the Directorate General Secretariat. Our Division has 50 staff members who provide the framework, policies, procedures and tools to ensure that ECB staff and EU citizens have access to and can make the most of our information, now and in the future. We are currently one of the key players of the ECB Digital Transformation initiative.

In your role as Digital Content Collaboration Expert, you will be part of a team of six members of staff focusing on all aspects of the ECB collaboration tools suite, including real-time document collaboration, document storage, mobile editing, intranet and other tools used to improve information collaboration.

You will help to solve multidimensional information management problems, improve user experience and generate value for the ECB and ESCB users by leveraging on existing technology and/or identifying innovative new ways forward.

You will provide front-end/user interface (UI) configuration, design, platform management, testing and training services for a range of content management and collaboration tools, including OpenText Content Server 16.2.10, Microsoft 365, Confluence and Interact. More specifically, you will work with end-users to analyse, design and configure new collaboration solutions. This may involve developing workflows and integrations between systems, templates and web reports, as well as migrating data and creating an interface with other applications. 

You will have to work together with teams across the ECB to understand their requirements and workflow needs. You will work closely with other collaboration system owners on cross-functional opportunities to create a seamless and connected ecosystem to make developers, system owners, management and others more open and efficient.

Your role

As a Digital Content Collaboration Expert, you will:
  • execute the collaboration-related activities of the Enterprise Information Management strategy and the Division’s strategic planning in close cooperation with other business areas;
  • gather user requirements and design content management, collaboration, task management and/or workflow solutions that meet their needs; 
  • analyse, design and configure new collaboration solutions for teams and individuals; 
  • take responsibility for the collaboration product backlog, prioritise initiatives and ensure deadlines are met;
  • engage and collaborate closely with teams across the ECB to define a forward-looking vision for the deployment and maintenance of ECB collaboration tools;
  • support the adoption and strategic use of collaboration tools;
  • communicate progress and performance to stakeholders and senior management; 
  • drive the ECB’s collaboration application and integration strategy to create a holistic environment.

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in information management, computer science, knowledge management or another relevant field (click here for details on degree equivalences);
  • deep understanding of collaboration products (OpenText Content Server, Microsoft 365, Confluence and Interact) and experience with them in a large organisation environment; 
  • solid experience at an intermediate or higher level with at least one of the following:
  • front-end/UI web development;
  • Content Management System administration;
  • graphic design;
  • user experience (UX) design;
  • information architecture;
  • track record of managing highly complex collaboration projects; 
  • professional customer orientation with a strong commitment to provide a high standard of service to users; 
  • strong organisational and planning skills; 
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

We are:
The European External Action Service (EEAS), which supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

Within the EEAS, the Information and Document Management Sector works to foster information management practices across the EEAS. Information is the raw material behind every one of our activities. Increasing our proficiency with information management will positively boost the overall performance of the whole institution.

The Sector carries out these tasks by means of three teams:
1/ Information Management. This team supports the implementation of the Information Management Strategy, an ambitious corporate Information Governance Framework approved by Senior Management in 2019 and that presents a complete roadmap towards better management of information through a strong culture of collaboration, the right information accessible to the right staff and preserving and securing information and knowledge.
2/ Document Management. This team supports the implementation of the e-Domec policy and the recordkeeping tool Ares through a network of Document Management Officers in Delegations and Document Management Correspondents in HQ.
3/ Archives. This team supports the currently decentralised network of archives. Project like the arrangement of DG BA archives through a team of external archivists pave the way for better management of our archival holdings in consistence with the e-Domec policy. The team also reflects on long-term digital preservation.
The Sector supports also the document management aspects of the deployment of the RESCOM IT tool, for management of EU restricted documents.

We propose:
The position of Information Management Assistant in the Information and Document Management Sector - contract agent FGIII as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

Key responsibilities of the position will in particular entail:
  • Contribute to the development and implementation of the corporate Information Management Strategy as a coherent ensemble that integrates collaboration, records management, archives, knowledge management and digital preservation
  • Assist with developing implementing guidelines to turn the vision of the Information Management Strategy into reality
  • Help manage the Information Management Committee
  • Report to management on progress and outcomes of administrative activities
  • Provide staff and management with information on procedural issues via Intranet and
    other channels such as collaborative platforms
  • Provide training sessions, both at HQ and in delegations (by video-conferences and, when
    relevant, on the spot)
  • Ensure mentoring and / or coaching; answer to all Information Management related
    questions addressed by HQ or delegations to the relevant functional mailbox.
  • Initiate and co-ordinate collaboration with colleagues and services in order to develop and
    implement homogeneous and compatible procedures, norms and methods to organise, preserve and make accessible internal information and documents

Description    

1. SUMMARY 
As part of the Committee Coordination team, the incumbent provides technical support to efforts to coordinate the business of the Deputies Committee (DPRC), the Political Committee (PC), the Defence Policy and Planning Committee (DPPC) and the Operations Policy Committee (OPC), reciprocally and with the work of the North Atlantic Council (NAC) and other bodies at Ambassadorial, Ministerial and Summit level.  S/he is also involved in coordination with the International Military Staff (IMS), thus contributing to better coherence, prioritization, collaboration and planning across the Organization and more effective and efficient conduct of the business of the Council and other bodies at Ambassadorial level and above. 
Specifically, the incumbent is involved in the development and maintenance of a new information management platform covering NATO Headquarters committees and International Staff (IS) divisions, similar to the existing NAC Portal, and is given specific responsibilities in the development of collaborative tools to enhance the sharing of information and knowledge across the Headquarters.   S/he also carries out other Council Secretariat tasks requiring skills in the fields of information technology, organization and administration.

 2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL The incumbent must:

have a good general education at least to higher secondary level;  have at least 3 years' experience in implementing, customizing and maintaining information technology solutions;   have in-depth working knowledge of software applications, in particular collaborative tools and solutions based on Microsoft SharePoint, including techniques for retrieving, processing and presenting information;  be detail-oriented and accurate;   possess the following minimum levels of NATO's official languages (English/French) V (“Advanced”) in one; II (“Elementary”) in the other;  be prepared to work outside office hours as required.  

DESIRABLE The following would be considered an advantage:    administrative support experience;  experience in organizing conferences and programme administration;  experience from an international political organization, a national administration or the armed forces.  

3. MAIN ACCOUNTABILITIES

Planning and Execution
Under supervision, contribute to the development and maintenance of a new information management platform covering NATO Headquarters committees and IS divisions.  Develop collaborative tools and SharePoint-based solutions to enhance the sharing of information and knowledge across the Headquarters.  Enhance the Council Secretariat’s overall technical capabilities.  Produce and present relevant reports and statistics.  Organize assigned tasks so as to ensure the accurate and timely execution of duties.     Information Management
Design, develop and implement technical solutions to manage information related to the NAC and the committee structure.  Process and present the information in question correctly and accurately. Maintain an effective follow-up and/or reminder system for pending actions.   
 
 Knowledge Management
Collect, categorize and track information required for various tasks and projects. Ensure that upper management in Council Secretariat is continually made aware of any developments related to the incumbent’s area of responsibility.  

Stakeholder Management
Liaise with points of contact to ensure efficiency in daily management of workload and processes. Be the point of contact for technical enquiries. Maintain lists of relevant contacts.  

Expertise Development
Proactively develop skills in areas such as information management, planning and organizing, new technology and effective communication. Liaise with other Assistants to leverage knowledge.    

Organizational Efficiencies
Provide constructive suggestions to improve office procedures. Find ways to be faster, better and more effective in managing information and using office tools.    Perform any other related duty as assigned.    

4. INTERRELATIONSHIPS
The incumbent reports to the Senior Officer and Team Leader, Committee Coordination Team. S/he supports the Committee Coordination team which reports to the Secretary of the Council, while also maintaining a close working relationship with other members of the Council Secretariat.  S/he likewise maintains a close working relationship with the Executive Management Information, Communication, and Technology Management (ICTM) technical staff and the Archives & Information Management team, the Private Office of the Secretary General and committee support staff in IS divisions, and the IMS Executive Coordinator’s Office.

 6. CONTRACT:    Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.

Contract clause applicable: In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract. If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel RĆ©gulations.

    Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries. ITS services range from: establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions. The ITS business model combines dedicated business solutions centers that provide services tailored to specific World Bank Group business needs and shared services that provide infrastructure, applications and platforms for the entire Group.     The Information & Technology Solutions Operations & Corporate department (ITSOC) is led by a BSC Chief Information Officer at the Director level. ITSOC partners with clients and IT network colleagues to provide transformative development solutions through the management of information and provision of IT enabled business solutions, towards a world free of poverty.
    The Knowledge & Information unit (ITSKI) is part of the Operations & Corporate department (ITSOC) within the Information Management & Technology (ITS) vice presidency.  The ITSKI unit’s primary clients are internal (the Regional Vice-presidencies, the Global Practices) and other corporate and operational units, as well as with external clients, partners, and the public that use the Bank’s Access to Information systems and archival services.

    Duties & Accountabilities:


    The IT Analyst, Information Management will assume the following responsibilities:
    Ensuring the successful roll out of changes to the WBGs information management technologies via interacting with clients to ensure successful implementation.  Initially starting with collaboration platform and new intranet, by focusing on:
    • ePublish (internal publishing tool)
    o Track progress of each Vice Presidency in closing their ePublish sites
    o Provide guidance on migration of content to new intranet
    o Participate in project management meetings
    o Guide units on how to change their friendly URLS, Aliases to the new intranet sites away from the old sites
    o Prepare presentations and maintain documentation on the project
    • Facilitating adoption of platforms by the internal and external communities by:
    o Providing direct support and guidance in the most effective use of platform features to individual users, teams, departments and communities using the internal or external social collaboration platform.
    o Developing help and training material, as needed, and based on business needs, in collaboration with the ITS training team.
    o Capturing and highlighting the good practices in the use of social online collaboration platforms, whether linked to a specific feature of the technology or a use.
    o Monitoring the use of hubs, and collaboration platforms, and moderating when needed, in compliance with our access to information policies and the terms of use of the platforms.
    o Providing recommendations and highlighting good practices, accelerating adoption of the intranet hubs and collaboration spaces.
    • Serving as the liaison between business and ITS:
    o Monitoring and reporting issues and bugs, to ensure swift resolution.
    o Highlighting opportunities for improvement, shared by the business teams and aligned with the business needs.
    o Coordinating with counterparts on the business side on governance aspects such as the creation of new communities, hubs.
    o Meeting minutes of client engagements and follow-up.


    • Monitoring and reporting regularly on adoption and activity on both intranet hubs and collaboration sites, highlighting top communities and best use cases.
    o Preparing monthly reports on activity on both platforms to be shared with management, business counterparts and users at large.
    o Highlighting monthly top users, top communities and top pieces of content, to give visibility to best use cases.


    Selection criteria:


    Master's degree with 2 years relevant experience or Bachelor’s Degree with a minimum of 4 years of relevant experience.
    Experience with World Bank policies, procedures, practices and operations preferred.
    •    Appropriate training in records management, scanning, imaging, and application of computer technology in the records and information management environment. Experience with EMC Documentum required.
    • Proven record in successfully managing, nurturing and growing online communities. Hands-on, extensive experience of working on collaboration and social media projects and design and facilitation of online communities of practice. Excellent understanding of cultural change aspects associated with the introduction of social media and social collaboration.
    • Experience in working in a user support function and designing and delivering training a distinctive advantage.
    • Possesses and maintains knowledge and skills needed to develop, promote, and implement best practices in information & knowledge management. Possesses and maintains understanding of all stages of the content lifecycle. 
    • Excellent interpersonal skills and ability to relate to business users from across the Bank. Ability to translate technical jargon into business language. Good pedagogical and facilitation skills.
    • Good project management skills and proven capacity to deliver results on time and within the allocated budget.
    • Outstanding communication skills including proven ability to convey complex ideas through clear communication, concise reports, and effective oral presentations.
