This fixed-term appointment is for duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules, as applicable. The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
 
 Principal Functions  Requirements
Under the supervision of the of Head, IS Business Applications, and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following duties:

1. Manage and execute application development projects for SharePoint in all their phases with minimal or no technical supervision. Analyse requirements in cooperation with project managers and key business users, prepare functional and technical specifications, derive effort and cost estimates, design solution architectures, develop, test and implement the solutions. Perform reviews of requirements documentation, solution designs, estimates, project plans and technical deliverables produced by in-house developers as well external partners. Design and develop maintainable SharePoint solutions and reusable solution components that maximise the use of platform functionality and minimise customization/coding. Support existing SharePoint solutions, including basic sites as well as legacy code. Follow the organisation’s project management and quality assurance standards as well as the section’s software development method and technical standards. Integrate and implement OPCW security standards and measures in developed application systems;

2. Research new developments in computer software technology specifically for the SharePoint ecosystem; make recommendations related to the introduction of new technology that is appropriate to the organisation’s automation needs; make recommendations for the evolution of the SharePoint platform and lead the implementation of agreed platform changes;

3. Assist in preparing technical and commercial specifications as well as evaluations of software products and/or application packages; perform system and acceptance testing; carry out the deployment of solutions and components to production; Perform regular evaluation of system performance and functionality;

4. Produce technical documentation for all accomplished work; assist in preparing the appropriate user documentation, including governance documents for the OPCW SharePoint platform; provide and coordinate user support and training.

5. Any other duties compatible with the job role, as assigned.

 Knowledge and Skills
Essential Education (Qualifications): Advanced university degree in computer sciences, software engineering or another numerate discipline; a first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree.

Essential Experience:
* 5+ years of recent experience in Microsoft-based software development (c#, ASP.NET, MVC, WCF Data Services, Windows Workflow Foundation, SQL Server, Visual Studio, Team Foundation Server, etc.)
* 3+ years of recent experience in designing, developing and maintaining SharePoint solutions, including experience with SharePoint 2013;
* 3+ years of Web development, including the use of commonly used JavaScript frameworks;
* Business (process) analysis, requirements specification and effort estimation;
* Experience in technical leadership of software projects
* Experience in SharePoint document management, workflow automation, content management and records management;
* Good understanding of Microsoft’s SharePoint/Office365 roadmap and its impact on application design;

Desirable Experience:
* SharePoint administration, configuration and troubleshooting;
* Metadata/taxonomy management;
* Document/record migration (to SharePoint), including the use of automation tools;
* Software project management following a recognized method, with demonstrated abilities in terms of project planning and estimating, work assignment, progress review and reporting;
* Nintex workflows/forms;
* Working with external hosting and development service providers;
* ITIL and Prince2;
* Microsoft development certification (MCSD or MCTS
* Working for an international organisation or in a multi-cultural environment.
 Experience
Skills and Abilities (key competencies):
* Solid knowledge of product and application lifecycle management; practical knowledge of developing, testing, deploying and maintaining small to medium SharePoint solutions;
* Ability to analyse problems, react quickly and demonstrate sound judgement in problematic situations with minimum supervision;
* Excellent organisational skills for own work and the work of a small team;
* Excellent communication skills, both oral and written.
 Languages
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
 
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the March 2018 rate of 43.7%
