Job Title: Archives Portal Europe Foundation Technical Co-ordinator


Location: Flexible


Reports to: The APE Governing Board


Conditions: A contract is offered for one year, with the intention of being extended. The salary is

maximum 4100 for a 36 hours working week with 20 holidays per year and flexible working



hours. We would consider an arrangement for a 4 day-week position with a requisite reduction in

hours and salary level.


Background


The Archives Portal Europe (https://www.archivesportaleurope.net/) aims to make European



archives as accessible as possible. It enables researchers to find information from archives held

across Europe, in thousands of archival institutions. The success of APE is down to a strong

collaborative network of colleagues across Europe, who work together to maintain and develop the

service, a solid technical infrastructure and a great drive and enthusiasm for what we do, creating

strong networks, looking at how we can innovate and develop and promoting the service widely to

attract new audiences to archives.


Funded by the European Commission between 2009 and 2015, from October 2015 onwards, the

Archives Portal Europe has been maintained and developed by the Archives Portal Europe

Foundation (APEF) (http://www.archivesportaleuropefoundation.eu/), with a decision-making body,

the Assembly of Associates (AoA), and a Governing Board (GB), charged with day-to-day

management.


APE believes in the importance of standardisation, using international XML schemas EAD (Encoded

Archival Description), EAC-CPF (Encoded Archival Context – Corporate Bodies, Persons and

Families) and EAG (Encoded Archival Guide), to create tools to manage and publish complex data



from a wide range of archives across Europe. Bringing data together from such diverse sources is a

considerable challenge that requires a great deal of technical know-how, an understanding of the

practical situations of many repositories, and a strong collaborative and participate network of

country managers, who represent the content providers from their respective countries.


The Archives Portal Europe has a particularly important strategic relationship with Europeana, the

cultural heritage portal for digital materials (https://www.europeana.eu/portal/en), and aims to

make archival material searchable and findable through this portal. APE has participated in a

number of Europeana projects and works with them to develop a common digital infrastructure for

cultural heritage across Europe.



Purpose and Scope


To co-ordinate the technical team working on APE developments, to ensure project tasks are

organised and carried out, to liaise with various stakeholders, to participate in working groups and

meetings on aspects of APE work. To keep abreast with technical developments, and continually

develop the service to meet users' needs.


Key Responsibilities of the Role


Responsibilities fall into four areas: Technical, External & Contracts, support for Country Managers,

participation in Working Groups.


General


Liaise closely with the Governing Board and keep the GB updated on all matters,


including technical progress and representation on various external bodies.
Maintain a Google Analytics account and provide statistics on portal usage.





Technical (c 50% of the role)


Coordinate the technical team.

Convene, run meetings and provide reports on regular meetings of technical team.

Take responsibility for the running of the APE portal, addressing bugs and rolling out


new releases.
Prepare proposals for the GB on technical developments and input into the roadmap


for the infrastructure, data quality, standards, front-end and back-end of the portal.
Implement the decisions taken by the GB and the working groups.

Keep abreast of technical developments that may be relevant to APE, e.g. standards


developments, new software and tools.




External and Contracts (c 20% of the role)


Give presentations on APE at external meetings and events.

Input into outreach and communications that are led by the PR Officer.

Execute project tasks, e.g. for Europeana Digital Service Infrastructure projects.

Represent APEF and the archival domain in various European and international


organizations and projects, such as Europeana.
Input into project proposals and submissions as and when required.





Support for Country Managers (c 10% of the role)


Work with the PR Officer to support Country Manager (CM) meetings, e.g. provide


input on technical progress.
Act as the contact point for the CMs with technical matters, e.g. upload problems,


data quality questions.

Working Groups (c 20% of the role)


Actively participate as a member of the Standards Working Group.

Actively participate as a member of the Technical Working Group.





Knowledge and Experience


A master's degree, or comparable qualifications

Experience of working as an information professional, presenting and collaborating, at a national

and international level.

Experience of contributing to and working with standards and online services in the cultural

heritage sector.

Experience of managing projects with a strong technical and data focus.


Skills


Good IT skills, specifically relating to data aggregation and normalization

A keen understanding of interoperability from technical, semantic and cross-domain perspectives.

Good knowledge of standards within the archival domain, especially the ICA standards, ISAG(G),

ISAAR, ISDIAH, and the XML formats, EAD, EAC-CPF and EAG.

Knowledge of information standards and protocols, such as Dublin Core and METS, and how they

may relate to archival discovery.

Knowledge of the cultural heritage sector, in particular relating to online discovery.



An awareness of web accessibility and usability issues.

Knowledge of RDF and Linked Data approaches.

Fluency in English; knowledge of other languages is preferred.

Strong verbal and written communication skills, in particular production of clear documentation for

the technical aspects of a service, appropriate to different audiences.

Strong problem-solving skills and a strong team player.


Salary and benefits

Monthly salary between maximum 4100 for a 36 hours working week with flexible



working hours. Dependent upon the level of your experience and the country you are based

in.

Possibility of a 4-day week with adjustments to the hours and salary as appropriate

20 holidays per year

1 year fixed term contract with possibility of extension.

Organizational Setting
The Department of Management’s Division of General Services (MTGS) provides service functions to the IAEA through its five Sections that ensure facilities management for its headquarters and for the Seibersdorf laboratories campus, travel, transport and general support services, archives and records management, and the operation of the Vienna International Centre Commissary. The Archives and Records Management Section establishes a framework for the creation and management of authentic, reliable and usable records, capable of supporting IAEA business functions and activities for as long as they are required. The Section is divided into three Units: Mail, Records and the Archives Unit.

Main Purpose
Under the supervision of the Section Head of MTGS/ARMS the incumbent is ensures the efficient administration of the Archival Unit and is responsible for the development and implementation of strategies, policies, procedures and guidelines for the archival services of ARMS.

Role
The Head of the Archives Unit is: (1) supervisor of the Archives Unit, planning and managing the activities of the Unit to ensure delivery of effective and efficient archival services; (2) expert of the archival workflow and archival management making informed decisions on preserving the Agency's assets and facilitating the development of his/her team (3) specialist in digital preservation, archival management and electronic recordkeeping advising the Section Head and the Director of Division; (4) liaison to other departments/divisions in the Agency on digital preservation, semantic technology and controlled access to IAEA historical holdings.

Functions / Key Results Expected
  • Contribute to Section planning focussing on changing priorities and driving for excellence in line with the IAEA's results-based programming approach, assist with the management of the Section and support the Section Head as required;
  • Plan, organize, manage and evaluate the work of the Archives Unit team in order to preserve the historical records of IAEA; ensure that the Archival Programme of IAEA is sound and comprehensive to manage hardcopy and digital records during their archival life-cycle;
  • Contribute to policy development related to the management of archival collections, continuously update the relevant chapters of the ARM Handbook, ARMS policies and procedures on archival operations and long-term preservation.
  • Oversee the physical storages of IAEA Archive and Records Centre guaranteeing preservation standards and fulfilling safety and security requirements by the Agency;
  • Oversee the development and implementation of archival management system in line with quality management standards, including the continuous improvement of workflows, metadata interoperability with IAEA recordkeeping systems. Supervises the maintenance and update of the archival management system of ARMS ensuring the publication and the update of find aids for both external and internal users.
  • Prepare work plans, ensure a balanced workload distribution, monitor work performance, assess staff development needs and propose development plans, and guide and supervise the staff of the Unit;
  • Identify priorities and targeted projects on digital preservation, electronic recordkeeping, data curation, digitization in relation to IAEA ’s archival material, proposing technology solutions on addressing data retention challenges on the long-run.
  • Monitor the state of the art of the archival domain, researches archival and recordkeeping theories to share knowledge with Section staff and consult on Agency wide projects.

Qualifications, Experience and Language skills

Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $59151 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 31705*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance

The Digital, Knowledge and Information Service in the Executive Directorate (EXD/DKI) provides the digital solutions and technologies to support and enhance the OECD’s global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy making.
 
The Information Systems Specialist works in a Digital Practice team responsible for developing, testing, implementing and supporting digital solutions as well as defining, assigning and providing quality control on work packets assigned to near/offshore partners. The Information Systems Specialist  works under the direct supervision of a Digital Solutions Analyst within EXD/DKI.
 
Main Responsibilities
 
Technical
  • Develop, test, implement, maintain and support secure, integrated, digital solutions to meet the business needs of the Organisation.
  • Assist defining needs for applications and analyse business processes.    
  • Participate in defining architectures, database structures, user interface layouts, workflows, control processes and interfaces with other applications.
  • Develop routines or applications to identify, organise and prepare information to be uploaded to the corporate records system, OECD. Records.
  • Work in close collaboration with other teams to ensure that all necessary hardware, software, backups and related systems facilities are functioning properly.

Ideal Candidate Profile
 
Academic Background
  • A university degree in information, records or library management, computer science or a related field.
Professional Background
  • At least five years' experience in the domains of information, records or library management and developing, testing, implementing, maintaining and supporting digital solutions.
  • Two years’ experience: collecting business requirements, writing technical specifications and development plans, implementing agreed solutions and conducting post-implementation reviews. Participating in defining technical architectures, database structures, user interface layouts, workflows, and interfaces with other systems.
  • Proven experience developing front-end portals and applications and supporting digital solutions, working closely with user representatives and other IT support areas.
  • Practical experience working with, developing, integrating, designing and testing semantic, linked data and ontology management technologies and solutions.
  • Experience making presentations, providing training and user support.
Tools
  • OpenText Content Server, Luxid, EVN, Top Braid Live and MarkLogic.
  • SPARQL, SharePoint,  XML/XSLT.
  • MS Office Suite.
Languages

The Open Society Archives seeks a dynamic, interesting individual for a Data Specialist position to implement its new archival management system and enhance the cataloging/processing procedures at OSA.

The Open Society Archives affiliated with the Central European University is an international research center and Cold War archive, founded by George Soros in 1995. It is member of the Open Society Foundations Network (OSF). The Archives with its vast multilingual collections on Cold War, Human Rights and Civil Society in Central and Eastern Europe constitute one of the world’s largest repository on recent history.

The Specialist will assist the Director and the Chief Archivist in processing and publishing online OSA holdings and expanding its digital services:

• Enhancing the intellectual control over OSA holdings

• Demonstrated knowledge of processing textual and audiovisual materials including descriptive techniques, international archival standards and good practices, and metadata standards in general.

• Supervising temporary staff and/or interns in processing, cataloging, data curation activities and assigning/monitoring the tasks to ensure efficient and productive workflow

• Coordinating development projects: gathering requirements, needs, running user acceptance tests, producing system documentation and working closely with the ICT staff

· Working knowledge of software systems related to repository, management, access and preservation such as Drupal, Dspace, Fedora, Islandora, Hydra, Archivists’ Toolkit, Archives Space, Archivematica, and MetaArchive.

· Knowledge of XML, HTML, databases, XSLT. Experience with XML and related technologies, TEI, EAD scripting, Ruby on Rails; knowledge of linked open data issues and the semantic web

• Acting as quality controller and providing consultation, training to OSA staff and researchers

• Liasing with CEU and OSF staff and participating in information management projects upon request

• Documenting the state of the art, updating policies and procedures under the guidance of the Chief Archivist



Conducting research on web technologies, user studies, digital preservation and semantic technologies

Qualifications:

•Master degree in archival and information science, or a related field and at least 3 years intensive experience of work in archives, information management.

•Knowledge of 20th century East-European history, or related field preferred.

•Several years’ experience supervising and managing projects

•Knowledge of archival arrangement and description practices and metadata standards

•Knowledge of digital asset management systems, archival management solutions, digital library or repository software

•Ability to work independently and as a team member, exercise good judgment and initiative, and manage sensitive material in a confidential manner.

•Excellent command of English

•Excellent written and verbal communication skills, analytical and organizational skills, attention to detail, problem-solving and interpersonal skills.
