The Secretariat of the WTO is seeking to fill a position of Information Management Specialist - Records Manager in the Records and Archives Management Section of the Knowledge and Information Management, Academic Outreach and WTO Chairs Programme Division.

The Division develops and coordinates WTO knowledge and information management policies and is responsible for academic outreach activities with universities and the WTO Chairs Programme. The Records and Archives Management Section is in charge of the custody and control of Secretariat records and informational assets, in both paper and electronic formats, by leading their management, access, retention, storage, preservation and disposition, with the purpose of protecting them as evidences of actions and of ensuring accountability to present and future users.



General Functions

Under the supervision of the Chief of the Records and Archives Management Section, the incumbent will work in the deployment and maintenance of the WTO electronic document and records management system (EDRMS). The incumbent will perform the following functions:

1. Develop, implement and maintain tools to manage active and semiactive records, such as classification plans, retention schedules and controlled vocabularies, based on international standards and best practices.

2. In line with the overall Divisional Knowledge Management mandate and workplan, and in accordance with the Records and Archives Management Strategy, participate in the implementation of the EDRMS in compliance with records management best practices, including: mapping and analysis of records and information processes, optimization of workflows, and refining, indexing and migration of records to the new EDRMS.

3. Contribute to drafting and implementing records and archives management guidelines and procedures, such as metadata schemas, digitization guidelines, transfer of custody or digital preservation.

4. Liaise with relevant stakeholders of Knowledge Management policies and strategies; mobilize and keep engaged knowledge and information management focal points, particularly by ensuring organizational understanding of the interrelationship between records and business processes, providing training to staff on how best to access, use and share WTO information resources and knowledge through the records management systems and the knowledge management portal when required.

5. Manage the central repository of active and semiactive records. Prepare lists for the disposition of records not qualified for permanent preservation in accordance with the approved retention schedules.

6. With infographics and other visualization tools, support promotion and information campaigns on knowledge management, including the design and preparation of customized presentations and messages, as well as collaborating with other Divisional staff in the dissemination of information and knowledge resources.


REQUIRED QUALIFICATIONS
Education:

Advanced university degree in information science, knowledge management, archival science or records management. Alternatively a basic university degree plus a qualification in this field recognized by a professional body that is equivalent to an advanced university degree.

Knowledge and skills:

Technical knowledge and skills:

Knowledge of and demonstrated professional experience in developing tools for the management of active and semi active records according to internationally recognized standards.
Knowledge and demonstrated experience of state-of-the art electronic records and archives management systems. Knowledge of trusted digital repositories would be an asset.
Excellent command and use of IT (Information Technology) tools relevant to information management and retrieval. Knowledge of programming languages would be an asset.
Proficiency in MS suite of applications (e.g. Word, Excel, PowerPoint, Access, etc.).

Behavioural skills:

Solid organizational skills. Ability to work under pressure and meet tight deadlines.
Excellent communication and presentation skills including the ability to relay technical information in simple language.
Ability to come up with creative solutions to solve problems.
Excellent interpersonal skills: ability to work as part of a team in a multicultural environment; tact and discretion; contribute to the collective good of the Division; work well as a member of a team, while also capable of working independently to complete his/her assignments.
Work Experience:

A minimum of two years of relevant experience. Experience gained in intergovernmental organizations would be an asset.

Languages:

Excellent command of English, both oral and written, is required. A good working knowledge of French or Spanish would be an asset.

The Secretariat of the WTO is seeking to fill a position of Chief of Section (Records and Archives Management Section (RAMS)) in the Information Management Services (IMS) Branch of the Language, Documentation and Information Management Division. The Information Management Services Branch - composed of the Official Documents and Records Section, the Library Section and the Records and Archives Management Section - aims to identify and provide appropriate access to all relevant internal and external information. This entails adding value to information by capturing, indexing, storing, preserving and disseminating it. Information resources are managed and disseminated through the WTO websites and repositories for documents, records and archives, correspondence, notifications and library content. The Records and Archives Management Section is in charge of the custody and control of Secretariat records and informational assets, in both paper and electronic formats, by leading their management, access, retention, storage, preservation and disposition, with the purpose of protecting them as evidences of actions and of ensuring accountability to present and future users.

General Functions

Under the supervision of the Head of IMS, the incumbent will have the primary responsibility for supervising and managing the RAMS. In addition, the incumbent will participate in decision-making, planning and the development of strategies relative to the management of information resources. Key accountabilities will include:

1. Lead, plan and manage the work of the RAMS to ensure high quality services are delivered in an effective, efficient and timely manner. Ensure skills of staff are continuously developed through training or coaching. Manage a team of 5 staff members and interns and budgetary resources allocated to the section.

2. Establish and implement strategies, guidelines and procedures to collect, assess, organize and preserve the WTO's information assets in all forms (paper, image, audio, video, electronic record, etc.). This includes ensuring conservation of information resources and implementing a disaster recovery plan; and elaborating collection development and acquisitions programmes to ensure the continued reception and relevancy of information where applicable.

3. Ensure the maintenance of information systems in order to allow for swift and accurate retrieval of information, thus making resources easily accessible to those who need them. In coordination with the Information Technology Solutions Division, analyse user needs, propose functional specifications for an information system serving these needs and supervise development of the IT solutions chosen.

4. Ensure that the WTO's archive policies (disclosure policy, user service policy, etc.) in the field of information management remain aligned with the WTO business needs.

5. Establish procedures and training programmes for WTO staff on the organization of collections, management, access and use of resources. Liaise with divisions to raise awareness and develop understanding of preservation of information resources.

6. Respond to requests from WTO staff, Members, organizations and individuals outside the WTO and represent the WTO on missions and at meetings.

REQUIRED QUALIFICATIONS
Education:

An advanced university degree in archives records management, library science, or information management or a basic university degree plus a qualification in this field recognized by a professional body that is equivalent to an advanced university degree.
Knowledge and skills:

Contractual Terms and Conditions: Paid interns receive a daily allowance of CHF 60 (including week-ends and official holidays falling within the selected period). No other remuneration of any kind shall be paid.

Internships take place in Geneva, Switzerland only. Travel expenses to and from Geneva cannot be paid by the WTO, and such travel is not covered by the Organization's insurance. Interns are also responsible for their own insurance cover for illness and accidents while they are working at the WTO.

The WTO may also employ unpaid interns funded from external sources.

Internships are generally of a duration of up to 24 weeks, the length of the internship depending on the project the interns is requested to work on, and on the needs of each Division. The granting of an internship does not entail in any way the right to an extension thereof nor to a vacancy in another part of the Secretariat. Interns may nevertheless apply to external vacancies. Internships can start at any time during the year.

An internship can be terminated by the WTO Secretariat or by the intern with one week's notice.

The Director responsible for an intern will write an evaluation report at the end of the internship, and the intern will also be required to evaluate the internship. Both evaluations will be placed on file.

An agreement will be established between the intern and the Director of the Human Resources Division, specifying the conditions of service and details of any remuneration.

Interns are treated like secretariat staff members during their stay insofar as their obligations, in particular with regard to confidentiality.

The Secretariat of the WTO is seeking to fill a position of Information Management Specialist in the Information Management Services of the Language, Documentation and Information Management Division.

General Functions

Under the supervision of the Chief, Official Documents and Records, the incumbent will manage and administer the WTO Central Registry of Notifications (CRN) and all associated services; updating and maintaining the registry database in co-ordination with staff in the Documents Management, Monitoring and Production Section. The incumbent will perform the following functions:

1. Receive and process all notifications submitted by Members for inclusion in the CRN and act as a focal point for enquires and information on notifications.

2. Provide relevant information and support services to Members and liaise with divisional representatives in the Secretariat on notification issues.

3. Index notifications entered in the registry database according to their content and specific trade/product coverage.

4. Update, modify or correct value lists and notification requirements in conjunction with divisional representatives.

5. Produce periodic reports and statistics on the state of notifications for both Members and the Secretariat; remind Members of their obligations to notify and, in conjunction with the division concerned, request outstanding information from Members who have not fulfilled their notification requirements.

6. Supervise the work of the CRN assistant and provide training and instruction.

7. Participate in ongoing discussions on the future evolution of the notification process within the WTO Secretariat.

8. Undertake any other administrative and/or data management activities as required.

REQUIRED QUALIFICATIONS
Education:

An advanced university degree in library science / information management or a basic university degree plus a qualification in this field recognized by a professional body that is equivalent to an advanced university degree.
Knowledge and skills:

Demonstrated professional experience in indexing, analysing and describing information materials and records according to internationally recognized standards.

Excellent command and use of IT (Information Technology) tools relevant to information organization and retrieval.

A sound understanding of the principles of indexing. Knowledge of the Harmonized System and other product classifications would be an asset.

The WTO is looking for a temporary Dispute Settlement (DS) Registrar Assistant in the Legal Affairs Division.

General Functions

Under the guidance of the Dispute Settlement (DS) Registrar, the incumbent may be asked to undertake some of the following tasks in the DS Registry:

1. Review archived dispute files (both paper and electronic copies) to ensure they are in line with the standards set by the WTO Archive Unit. This task may include reviewing the content of dispute record boxes (submissions, exhibits and annexes), and saving specific files in the Records Management Application (RMA).

2. Fulfil various basic functions for the Digital Dispute Settlement Registry software application (DDSR), including: a) updating the inactive disputes docket sheets to make them conform to the DDSR standards; b) formatting DDSR technical assistance material (slides, mock cases, etc.); c) creating new accounts; and d) assisting in the launch of the DDSR pilot project.

3. Maintain filing systems; file and retrieve correspondence and documents in established filing systems; help prepare official records for appeal; and retrieve and send official records to archives using the RMA.

4. Process dispute settlement communications from delegations. The task will include organizing files, processing incoming correspondence, sending physical and electronic documents to dispute settlement panelists, keeping DS Registry records (including docket sheets).

REQUIRED QUALIFICATIONS
Education:

Completion of secondary education. Clerical and/or document management training or experience.

Specific post-secondary training in clerical and/or document management skills or paralegal, legal secretary or other specialized legal studies would be an asset.
Knowledge and skills:

Good knowledge of standard WTO software applications (Microsoft Word, Excel, and Outlook).

Ability to work as a member of a team; to work harmoniously with Secretariat Staff in a multi-cultural environment; and to work efficiently and independently.

Knowledge of the WTO in general and WTO dispute settlement procedures in particular would be an asset.
Work Experience:

2 to 3 years' relevant experience in office administration and record keeping, including filing, in a legal setting, in the private or public sector, or in an international organization.
Languages:

Excellent speaking and reading skills in English. Spanish would be an asset.

The Secretariat of the WTO is seeking to fill the position of Director in the Languages, Documentation and Information Management Division. The ideal candidate should have extensive managerial and leadership experience as well as an excellent understanding of areas ranging from language services, documents production to information management. General Functions

The incumbent will lead the Languages, Documentation and Information Management Division (LDIMD) which provides two types of complementary services:

- services such as translation, printing, dissemination of documentation, and interpretation for meetings;

- information management services, which include the WTO library, correspondence, the registration of notifications, archiving and preservation of materials, and document research.

The individual must be a strong leader, able to manage a large team covering a wide range of functions and advise the senior management on improving and enhancing the services provided by the Division, particularly the rapidly evolving information management area. REQUIRED QUALIFICATIONS
Education:

Knowledge:

An excellent understanding of language services, documents production and information management as well as of state-of-the-art practices and the latest technology utilized.
