EUMETSAT is Europe’s meteorological satellite agency and its purpose is to gather accurate and reliable satellite data on weather, climate and the environment around the clock, and to deliver them to our Member States, to our international partners, and to users world-wide.

This project targets the improvement and streamlining of metadata management at EUMETSAT, by preparing the foundations in form of a common metadata schema and a registry for metadata elements where information on these elements is stored and maintained in a standardised and sustainable way.

This project will be accomplished under supervised support and in continuous exchange with Information Management team members, within Process Assurance and Management Support Division.

DUTIES

The intern will establish an inventory of metadata elements and their characteristics used in EUMETSAT corporate tools;

Based on this inventory, the intern will then develop a schema of metadata elements that could or should be common across tools in the interest of interoperability and, in particular, search;

 The intern should also investigate whether the metadata use is adequate for retrieval or whether further/other metadata elements could boost findability of information;

Finally, the structure for a registry as central location for storing the information on metadata elements should be developed;

The intern will elaborate a report summarising the outcome of his/her findings, including ideas which may be incorporated by EUMETSAT.

EMPLOYMENT CONDITIONS

Length of internship:  6 months

Anticipated start date: 1 April 2021

Interns who have recently finished their studies will receive German minimum wage.

No salary is paid to interns who are still in studies, however a daily allowance and contribution to travel / accommodation costs may be provided. The conditions will be established taking into account the requirements and policy of the intern’s educational institution.

Interns are responsible for providing their own health and accident insurance and for finding their own accommodation in Darmstadt.

The International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991, more commonly referred to as the International Criminal Tribunal for the former Yugoslavia or ICTY, is a body of the United Nations established to prosecute serious crimes committed during the wars in the former Yugoslavia, and to try their perpetrators. The tribunal is an ad hoc UN court which is located in The Hague, The Netherlands.

An ICTY internship is UNPAID and full-time. Core working hours for interns are Monday to Friday from 9:00 a.m. to 5:30 p.m. Additional hours may be required to meet deadlines for specific projects. Interns work under the supervision of a staff member in the office to which they are assigned. The duration of an ICTY internship can range from a minimum of three months to a maximum of six months, according to the needs of the intern’s assigned office.


This position is located in the Court Support Services Section (CSSS) of the Registry and under the direct supervision and direction of an Internship Coordinator who is a Court Officer. The incumbent will work with the Court Operations Unit (COU) and the Victims and Witnesses Section (VWS). COU ensures the smooth and efficient operation of court proceedings and its primary purpose is to facilitate all court proceedings, including not only trials but also hearings, conferences, depositions and Rule 92bis missions. COU has responsibility for making all necessary organizational and judicial arrangements for court proceedings and is responsible for the receipt, filing, reproduction and public dissemination of court documents, including transcripts, exhibits, arrest warrants, indictments, motions, briefs and court orders issued by the Chambers. COU is also the official custodian and maintains the archives of all official court case records which include audio visual records. In addition, COU is host of a large amount of administrative legal projects and also provides administrative support to Accused at the ICTY that have elected to represent themselves. Interns are incorporated in all COU tasks and are provided with projects to be completed before the end of their internship.
The VWS is responsible for ensuring the safety and security of all witnesses, whether called by the prosecution, the defencem or the court itself. The COU is also chargd with providing legal support to the VWS on legal issues arising in the unit, including requests to vary protective measures.
Responsibilities
In CSSS, interns will have the opportunity to work closely with the Chief, COU, VWS, Judicial Records Management, Court Officers, Pro Se Legal Liaison Officer and Judicial Archives Unit. Interns assist with a broad range of projects, including: support on administrative legal issues for the daily tasks of the Court Officers; legal research and drafting submissions, reports, and correspondence with internal and external authorities; research on judicial activities and elaboration of judicial advice related to issues concerning procedure and judicial practices of hearings; managing transcripts of all hearings; involvement with the arrival or departure of detained persons from/to The Hague. Interns may also perform routine tasks such as compiling and collating materials, and other duties as assigned by CSSS.

Education
Candidates for internships in COU are required to ”(a) Be enrolled in a graduate school programme (second university degree or equivalent, or higher); (b) Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent); or (c) Have graduated with a university degree (as defined in (a) and (b) above), and if selected, must commence the internship within a one-year period of graduation.” Applicants must be able to demonstrate technological awareness and be able to use computers.
Work Experience
Applicants are not necessarily required to have previous professional work experience for participation in the programme but at the time of the application must be at least 18 years old. Prior legal experience will be considered as an asset.
Languages
English and French are the working languages of the Tribunal. Fluency in oral and written English is required and knowledge of French or Bosnian/Croatian/Serbian will be considered an asset.

PART II - PE DETAILS
A. POST CONTEXT
The NATO Undersea Research Centre (NURC) develops technology that will facilitate the transformation of NATO military capabilities and is a focus for partnering in maritime innovation for NATO Commands and the NATO Nations. The Technical Support Division makes available up-to-date technologies for the use of the Research Division, to purchase, design and integrate equipments and systems, and to optimize the use of NURC sea-going resources. Information Services Office facilitates the flow in scientific, technical, and administrative information between NURC and NATO Commands and Agencies and national distributions centres. The incumbent is responsible for registry operations and services, and document control.

C. PRINCIPAL DUTIES
The incumbent’s duties are:
1. Manage the Centre’s incoming and outgoing mail and parcels:
a. Handle and process letters and parcels via the Italian and US Armed Forces Post Office.
b. Process military messages via the Italian Navy Communications Centre.
c. Review and forward official faxes and email messages.
d. Coordinate and manage courier services.
2. Manage records:
a. Implement procedures for processing, filing and routine distribution of incoming and outgoing documents.
b. Maintain records and files in accordance with requirements of the Centre and NATO.
c. Scan and digitize records for access and archiving; post appropriate records on the NURC intranet (MIS).
d. Manage the crypto centre, using crypto material and destroying material as necessary.
e. Perform downgrading and destruction of records in accordance with security regulations.
f. Respond to inquiries for information and records/documents, working in collaboration with the ISD Information Specialist.
g. In collaboration with Publications Manager, maintain the Centre’s distribution lists.
3. Administration of the Registry:
a. Manage the Registry’s operational budget.
b. Keep account of postal, telegraphic and fax expenses.
c. Maintain Registry equipment.

D. ADDITIONAL DUTIES
1. The incumbent may be required to perform his or her duties onboard NURC’s vessels and may be called upon to perform like duties elsewhere in the organisation.
2. Flexibility Clause: In order for the command to deal with emergent requirements, the incumbent may be required to perform other related duties as directed (in particular, the incumbent can expect to work as a member of Working Groups, Project Teams, etc. for defined periods of time). Additionally, the incumbent may also be reassigned as directed by the Deputy Director for up to 180 days (and where necessary in excess of 180 days with the agreement of the incumbent).
3. Annual TDY Requirement: The incumbent can expect to go on TDY both within and outside NATO’s boundaries.

D. CONTRACT
Applicants are made aware that the NATO Command structure is currently undergoing a review, the results of which could potentially affect the continued existence of the post for which they are applying. For this reason, newly recruited staff will be offered a three-year definite duration contract which might be followed by an indefinite duration contract.
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO civilian personnel regulations.
