Job mission

Participate in the migration of historical document content from the legacy repositories of the Council of Europe to the organisation-wide Electroncic Records Management System (RMS).
This will include the following activities:
• Mapping of metadata elements
• Mapping of metadata values
• Cleaning of metadata values
• Update of controlled vocabularies (English/French)
• Preparation of migration batches
• Clarification of issues with document creators
• Re-indexing of content
• Evaluation of migration, adjustments
• Quality assurance.

Eligibility Requirements

- Nationality of a Council of Europe member state;
- Aged under 65 at end of contract;
- Professional degree or certification in the area of information management;
- Experience with a library or document management system (e.g. Symphony/SirsiDynix);

- Experience with handling large amount of data;

Competencies

Key activities

Key Activities


The incumbent performs the following key duties:



  • Manages the section’s human and financial resources, focusing on result oriented client care and efficiency.
  • Ensures delivery of the following statutory services:
    • Audio-visual archives management and access to audio-visual archives via Internet;
    • Physical archives management and access to paper archives via Internet;
    • Document and Records management for physical and electronic assets.
  • Manages the digitisation programme for both paper and audio-visual assets and their long term archiving and correct record keeping.
  • Manages the digital preservation programme.
  • Ensures the Help-desk services for enabling access to the physical assets for internal and external users.
  • Ensures the implementation of Data and Information policy and the Archival Policy.
  • Contributes to projects and programmes aiming to implement the Directorate General of Administration strategy with main focus on communication and change management.
  • Provides advice and support in the sector of audio-visual archiving, digital preservation and media formats; collaborates with counterparts in other international organisations especially the European Parliament in development of shared services and good practise for more efficient and effective record and archive keeping.
  • Coordinates the section’s communication activities within the professional communities, towards clients and partners as well as promotional/awareness raising actions of the IMD programmes, mainly supporting the achievements for facilitation of the Enterprise content management program and innovative organisation.
  • Encourages the knowledge sharing in own team and across the Directorate of Information Technology.

Under the authority of the Registrar of the European Court of Human Rights, the incumbent provides support in the management of the Court’s archives in compliance with the applicable regulations and procedures and with a concern for quality, efficiency and accuracy.

Key Activities
The incumbent performs the following duties:
- performs day-to-day archive management duties;
- searches for the information needed to reply to internal and external requests for documents in accordance with the rules on confidentiality;
- supervises the loan and return of legal and administrative files;
- files letters, originals and certified copies of judgments, and other documents, in archived files; helps to optimise filing methods;
- prepares (removing confidential and/or secret documents) and keeps track of archived files for external consultation;
- scans and digitises information from archived files and/or publications, with due regard for confidentiality and anonymity;
- updates working documents and databases, particularly in relation to the filing system;
- on the expiry of the period of administrative use, sorts and repackages the legal and administrative files of the various judicial bodies (former Court and Commission, new Court), in accordance with the applicable instructions and the necessary conservation techniques;
- plays an active role in spatial management;
- follows up the disposal schedules of the various Court entities and assists them with any question concerning the archiving of administrative documents;
- co-operates with other staff members of the Registry to ensure the co-ordination of all these activities and the provision of information about them.

Appointments will be made at grade B1 or B2, depending on the professional experience of the candidate. The first two years of employment will constitute a probationary period. The compulsory retirement age is 65.
Following this competition, a reserve list of successful candidates, in order of merit, may be established. It will be notified to the applicants concerned. This list will be valid for two years with the possibility of extending it to a maximum of four years. During the period of validity of the reserve list, candidates on the list may be offered employment of indefinite or fixed-term duration, should a permanent post or a fixed-term position corresponding to candidates’ qualifications become vacant. It should be noted that placement on a reserve list does not give candidates the right to an appointment within the Council of Europe. Moreover, the choice of candidates from a reserve list is not made solely according to the order of merit.
The total length of employment under fixed-term contracts will not exceed five years.
