Description

 

1. SUMMARY

The NATO Archives acts under the authority of the Archives Committee. Under the

direction of the NATO Archivist, its main responsibilities are the identification of

information with permanent value, the overall management of the NATO Archival

holdings and the implementation of the Public Disclosure Policy. As such the NATO

Archives provides guidance on records and archives management matters NATO

wide; collects NATO information of permanent value throughout NATO civil and

military bodies; organises and preserves this information regardless of its format; and

provides access to publicly disclosed NATO information.

 

Under the direction of the NATO Archivist and in close co-operation with the Head,

Application Delivery & Support Team 2 (ICTM) and Head, Acquisition and Holdings

Management (AHU) of the NATO Archives, the officer is responsible for the functional

support of the NATO wide implementation of the Organization’s software application

for long-term preservation of digital records, Preservica. H/She provides support

to upload and ingest large volumes of digitized and born-digital content into

Preservica; user administration; data and file migration management; system

monitoring, customer functional support on processes and functions; and, functional

system configuration. The officer is further responsible for supporting the

Organization’s digital preservation programme by providing guidance and hands-on

support to customers of the NATO Archives on the handling of different digital content

and formats for digital preservation, collecting the requirements and suggesting ways

to improve the handling and preservation of digitized and born-digital content of

permanent value throughout the Organization. In the execution of her/his function, the

incumbent may need to travel to other NATO bodies to ensure their requirements for

digital preservation are fulfilled correctly.

The Officer will act as the NATO wide Preservica Point-of-Contact.

 

2. QUALIFICATIONS AND EXPERIENCE

 

ESSENTIAL

The incumbent must:

 have a university degree, or an equivalent level of qualification, in the area of

(Digital) Archival Science, Information Management, Information Technology or

other relevant field;

 possess at least 3 years of relevant work experience;

 have extensive knowledge of digital preservation policies and procedures;

 have extensive knowledge of, and experience with, digital preservation of

unstructured and structured data, ingestion process of digital content,

development of metadata schemas, files format migration and data management;

 have extensive knowledge of digital archiving and preservation technology and

software systems;

 have knowledge of modern communication and office technologies and systems

including security aspects;

 have technical aptitudes and demonstrate proactivity in keeping abreast of new

technologies and standards in digital preservation;

 possess the following minimum levels of NATO’s official languages

(English/French): V (“Advanced”) in one; I (“Beginner”) in the other;

 

DESIRABLE

The following would be considered an advantage:

 experience with digital preservation software packages (ex. Preservica,

Archivematica, Adlib)

 proven experience in providing support to an organization’s digital preservation

programmes;

 knowledge of international best practices and standards in the field of digital

records and archives management and familiarity with the life-cycle management

of records;

 have experience in providing support or coaching senior officials in preserving

their digital archives;

 ability to create scripts for metadata and digital preservation workflows;

 experience working in an ICT environment with high security requirements such

as classified military or government systems or within a financial institution;

 experience working in an international organization.

 experience in providing onsite and online training in digital preservation.

 

3. MAIN ACCOUNTABILITIES

 

Knowledge Management

Provide functional support to uploading and ingesting large volumes of digitized and

born-digital content. Be responsible for user administration and access management;

data and file migration management of content stored in Preservica, as well as regular

system monitoring, and functional system configuration based on business

requirements. Provide first line customer functional support on processes and

functions and analyze their requirements. Conduct functional feasibility studies when

requested and report results in a clear and concise manner by documenting designs,

procedures, standards and guidelines.

 

Project Management

Provide support to digital preservation projects by designing, planning and

implementing in a structured, consistent and timely manner. Oversee projects within

the NATO Archives related to digital preservation, including the preservation of emails

of senior officials, webpages,structured and unstructured content.

 

Information Management

Participate in and support digital preservation process improvement initiatives.

Promote the use of digital preservation processes and tools throughout NATO. Provide

hands-on, online and classroom training on digital preservation in general, and

Preservica workflows and procedures in particular.

 

Stakeholder Management

Act as the POC for Preservica in NATO. Provide first line functional support to

customers throughout NATO civil and military bodies. Coordinate with customers to

define requirements for digital preservation. Prepare factually accurate

recommendations and discuss these with stakeholders on how to improve their digital

preservation processes. Work with customers to review/document existing processes

and design/document new processes to address new contents, formats and

requirements. Coordinate with ICTM Applications Support and the IT infrastructure

provider (NCI Agency CSU Brussels) to communicate customer requirements, and/or

determine the technical implications of addressing customer requirements.

 

Expertise Development

Be responsible for the quality of customer support. Provide reports, including

management reports, indicating suggested actions to deal with current or foreseen

shortcomings. Investigate and make recommendations on addressing digital

preservation challenges, such as new files formats and technologies. Analyse

customer requirements and identify new technologies to exploit and improve the

current system. Attend training, seminars and appropriate digital preservation and

information exchange platforms and research communities and recommend

technologies and preservation approaches of interest for further investigation. Keep

up-to-date in digital preservation best practices, and assist the NATO Archivist in

translating them into NATO-wide policies/directives.

 

People Management

Work in close collaboration with the NATO Archivist and Head AHU, to efficiently

handle customer requests, deliver projects and organise the workload. Ensure the

functional coordination and leadership of system contractors. Offer guidance to the

technical teams and ensure quality and timely delivery of the support services to

Preservica customers.

Perform any other related duty as assigned.

 

4. INTERRELATIONSHIPS

The incumbent reports to the NATO Archivist, and will receive direction from Head,

Application Delivery & Support Team 2 (ICTM) and the Head, Acquisition and Holdings

Management (AHU) of the NATO Archives on technical and functional issues. S/He

will liaise with Preservica customers throughout NATO with regard to their support and

functional system requirements. The Officer will maintain a close working relationship

with NCI Agency CSU Brussels on technical, logistical and operational matters,

support and develop staff at Preservica. The Officer also liaises actively with the

Officer, Retention and Disposition on the requirements for retention and disposition of

NATO civil and military bodies.

6. CONTRACT:

Contract to be offered to the successful applicant (if non-seconded): Definite duration

contract of three years; possibility of renewal should the project require.

Contract clause applicable:

This post is required for a limited period to support the "Long Term Preservation of

Information" project. As employment in this post is of limited duration, the successful

applicant will be offered a definite duration contract of 3 years, which may be renewed

if required to support this project.

If the successful applicant is seconded from the national administration of one of

NATO’s member States, a 3 years definite duration contract will be offered, which may

be renewed if required to support this project, and subject also to the agreement of the

national authority concerned.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel

Regulations.

The Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Electronic Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved document and records management and retention, improved search functionality, strengthened archives management, a new digital preservation capability, content reuse and repurposing, and collaboration across UNICEF. The project also seeks to reduce risks, improve usability of tools, provide significant cost and time savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas.
Purpose of the Assignment
The purpose of this consultancy is to draft archival and records management policies and procedures, draft and provide support for guidelines around records and archives management in country and regional offices with a focus on physical records, and support the capacity building of the archives function in NYHQ.
Key responsibilities
  • Recommend and support an approach to harmonizing electronic classification and retention with physical records/archives classification and retention
  • Upon completion of #1, draft records management policies and procedures for physical records, including retention schedule support
  • Draft guidelines for UNICEF field offices, to support them in records management, and also in archival management including preservation and digitization directions for field offices
  • support the development of the physical archives in NYHQ by implementing or assisting in implementation of classification, retention and disposition actions, and other related duties, together with
  • Provide support to existing records and archives activities

Requirements:

As the science and knowledge service of the Commission, the mission of DG Joint Research Centre is to support EU policies with independent evidence throughout the whole policy cycle.

This position is part of DG JRC Institutional History Project (iHiP) and will be located at the DG JRC Inter-institutional, International Relations & Outreach Unit.

The mission of the Unit is to manage DG JRC's relations with its strategic stakeholders in the EU institutions, Member States, Countries Associated with H2020 and international partners. To co-ordinate the Education and Training Actions of the DG JRC, to facilitate open access to DG JRC research infra-structure, to co-ordinate DG JRC's standardisation activities, to raise the profile and reputation of the DG JRC and its activities through the coordination of the JRC communication strategy.

The position relates to the creation of a DG JRC history archive (detection, collection, inventory, archiving of documents, document and records management, digitalisation, EC internal and external information and communication activities and administrative support, etc.) for the purpose of creating an institutional history book of the Directorate-General Joint Research Centre.

The project consists of 3 objectives:

1. Short term: Communication-products for the 60th JRC anniversary activities.

2. Medium term: Streamline and digitise the JRC archive and produce historically correct highlights of the history of the JRC.

3. Longer term: Realise a fully digitised, well organised JRC archive and write an authoritative and scientifically correct history of the JRC.

Qualifications:

Two years of job-related experience is desirable, either at the European Commission or equivalent in archives, document/records management (EC archive rules and standards and recommendations of the International Council on Archives). An MA in archivist studies with a strong background in history is important.

Very good knowledge of English (C1), French, German and Italian both written and oral (B1/B2), high organisational and drafting skills, knowledge about traditions and innovations in the archiving and digitisation sector and extensive experience with scientific and/or public service (history) archives represent an asset.

Job organizational context
The Archives Officer directly reports to the Senior Project Manager, ECM.

Purpose for the job
Under the direction of the Senior Project Manager, the Archives Officer will:

Operational functions:
* Operationalizes and implements archival guidelines, as defined by the ECM project that support teams regarding the identification, appraisal, arrangement and description, and preservation and conservation of archival records.
* Responds to research requests in accordance with internally defined guidelines.
Efficiency management and reporting
* Using a data driven focus develops a process improvement process that leads to a positive and measurable impact on space management where there are housing costs, including electronic storage.
Communication:
* Communicates regularly with Senior Project Manager - ECM to ascertain the status of activities to ensure information is managed accurately and appropriately.
* Provides necessary support and insights on archival management and processing.
Partnership, coordination and collaboration
* As required, under direction of the Senior Project Manager - ECM, collaborates with other agencies, local authorities and implementing partners on archives related matters including information exchange and harmonization.

Several vacancies may be filled. Principal Functions Requirements Under the supervision of the Head, Documents, Registration and Archiving the incumbent performs the following duties: 1. Control registration and movement of verification-related documents in the Document Tracking System of the Verification Information System (VIS-DoTS) . Ensure quality of procedures and data throughout the registration process of verification-related records received by DRA . Analyse requirements, develop, update metadata for the online documents registration system, to improve retrieval and ensure that documents registration meets high standards of quality and timeliness . Records Management and Archives (RM&A) is responsible for the overall custody, preservation and servicing of the official records created or received by the Bank, both at Headquarters and in the Resident Offices. The incumbent will be responsible for assisting Records Managers in various archival projects. The successful applicant will work with all staff within the RM&A team. Key Responsibilities and Deliverables Organising the digital video collection •Renaming digital video files and updating associated metadata •Viewing content where required in order to facilitate renaming and updating of metadata Organising the digital photo collection •Reviewing collection and identifying selection to be kept for the institutional archives •Attaching archival metadata tag to selected photos Organising the digital archival repository •Renaming documents Preparing archival records for public access •Gathering required documents in the digital archival repository •Scanning them to required archival standards Organising the hard copy archival repository •Preparing documents for permanent preservation Essential Skills, Experience & Qualifications · University degree or equivalent professional qualification in one or more of the following fields: Records Management, Information/Documentation, Archives •Records Management experience, preferably in an international organisation •Fluent English, both written and spoken •Knowledge of another European Language (e.g. French, German, Russian) useful, but not essential •Computer literate: Windows (Outlook, Word, Excel) •Good experience and knowledge of electronic documents systems •Familiar with Records Management Systems •Good organisational/analytical skills and ability to show initiative •Attention to detail and eye for accuracy essential •Good communication skills •Previous experience of working in a multi-cultural environment is desirable Competencies & Personal Attributes •Ability to cope well under pressure and a capacity for hard work •Ability to work cheerfully, calmly and efficiently as part of a team •Ability to handle highly confidential and sensitive issues with tact and diplomacy •Reliable and flexible with a professional attitude
