Duties and Responsibilities
Under the general supervision of the Senior Manager of the Services Section and the direct supervision of the Head of the Information and Evidence Unit, the incumbent is expected to perform the following duties:
  • Supervise technicians and processes associated with securing electronic evidence at the seat of the Court;
  • Write technical scripts and programs that transform the structure of data to become useful in the Office’s evidence management systems;
  • Ensure the registration, digitization (wherever possible), the secure permanent storage, the registration and tracking of hardcopies (where appropriate) and the forwarding of all physical information and evidence material for court proceedings, including the maintenance of the chain of custody and the classification and confidentiality regime of the Office of the Prosecutor;
  • Translate the objectives of investigations into technical activities to assist teams in their examination of evidence in Ringtail, in the case of evidence, or TRIM for Information related to Preliminary Examinations;
  • Understand the structures and purposes of collected data and advice teams on appropriate measures to extract relevant information while maintaining forensic integrity of the evidence;
  • Populate evidence selection systems to allow teams to select potentially relevant items for registration as evidence;
  • Perform other duties as required.

Essential Qualifications
Education:
  • Advanced university degree in archive and records management, information management, law, or other relevant field.  A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree;
  • Training in database management or equivalent including certified training in the field of forensic data management, evidence and property room management  or other relevant fields;

Experience:
  • A minimum of two years (four years with a first level university degree) of practical experience in the field of data automation, data management and functioning of electronic devises, preferably in a legal environment;
  • Demonstrated supervisory experience.

Knowledge, skills, and abilities:
  • Advanced skills in the use of MS Access database programming and general advanced skills in the use computer software;
  • Experience in the population of litigation support or evidence review tools;
  • Excellent communication skills and client orientation;
  • Ability to work effectively and constructively in teams;
  • Ability to work in a non-discriminatory manner, with respect for diversity;

Knowledge of languages:
Proficiency in one of the working languages of the Court, English and French is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.

    Information and Technology Solutions – Knowledge and Information (ITSKI) provides information services to World Bank Group staff and the public. The services are provided by three units: the World Bank Group Library, the World Bank Group Archives and the Internal Documents Unit as well as the Open Information Program.  This position is in the appraisal team of the World Bank Group Archives.
    The World Bank Group Archives provides Bank Group staff and the global community with access to relevant information and services to: foster knowledge, transparency, and accountability; and reflect history to enable effective delivery of development solutions.     Duties and Accountabilities:

    • Facilitate delivery of core services and functions as part of the Archives’ appraisal team including, but not limited to: writing and revising records retention and disposition schedules based on strong functional analysis; analyzing business processes and document workflows; conducting appraisal interviews and on-site visits; analyzing and appraising business functions to determine the value of records; and providing guidance to clients on identifying and applying relevant disposal authorities to their records.
    • Apply corporate retention and disposition authorities to electronic record keeping systems using macro-appraisal principles.
    • Manage workflow for records manager and compliance roles in WBG electronic records management system, including privileged deletion and legal holds.

    The UNMICT seeks qualified applicants for a Consultancy to investigate and recommend options for a unified judicial database that will consolidate the digital judicial records of the ICTR, ICTY, and the Mechanism

    Terms of Reference for Consultant

    Purpose

    The Mechanism for International Criminal Tribunals requires an expert consultant to undertake a technical
    investigation into the existing databases in use by the ICTY and the ICTR, to determine to what extent either of
    them meet the functional requirements for a unified judicial database for the Mechanism, and whether possible
    additional options exist for acquiring a new replacement system. The technical investigation is the second stage of the Unified Judicial Database Project, and will form the basis of the evaluation leading to a selection of the preferred system in stage three.
     


    Background



    The Mechanism was established by Security Council Resolution 1966 on 22 December 2010 to take over the
    continuing functions of the International Criminal Tribunal for the Former Yugoslavia (ICTY) and the International Criminal Tribunal for Rwanda (ICTR). It has two branches, in Arusha and The Hague, which began functioning on 1 July 2012 and 1 July 2013 respectively.

    The Mechanism requires an electronic system for receiving, storing and managing its own judicial records, as well as access to the judicial records of the ICTR and ICTY. These records include:

    • Over 2.15 million pages, including filings, transcripts and exhibits created or admitted into evidence in

    proceedings before the ICTR, and up to 50,000 hours of audio-visual recordings of proceedings.

    • Over 5.26 million pages, including filings, transcripts and exhibits created or admitted into evidence in

    proceedings before the ICTY, and up to 160,000 hours of audio-visual recordings of proceedings.

    • In the first two years of operations, nearly 23,500 pages have been filed with the Mechanism, as well as

    transcripts and audio-visual recordings of the two hearings conducted by the Mechanism to date.

    In the ICTR they are stored in the ICTR’s TRIM database.

    In the ICTY, they are stored in an in-house designed database (the Judicial Database, or JDB). The JDB is integrated with a number of court management applications such as a witness database, e-court (an evidence management application), NEMS (an electronic court minutes application), a translation tracking system, and NEF (for automatic notification of electronic filings).

    The Mechanism has adopted an interim solution with its judicial documents being filed in duplicate in both the ICTR and ICTY’s systems. (This interim solution is partly designed to address the lack of a unified IT network. With the pending launch of an integrated network unifying the two branches, all staff will be able to access both systems.)

    The Mechanism needs to be able to access all three sets of records, while ensuring continued access by ICTY and ICTR staff, as well as ensuring the ability of the ICTY to maintain its on-going trial management functions.

    The interim solution does not meet the long term needs of the Mechanism because it is inefficient, requiring double processing of documents in two different systems. It also introduces a risk of inconsistencies developing over time between the two sets of records.


    Terms of reference for a consultant


    The Mechanism requires an expert consultant in the management of electronic judicial records to assess the ability of the ICTY and ICTR judicial databases to meet the requirements of the Mechanism, and to compare these with possible replacement options that may be available on the market.

    The consultant must have demonstrable experience of, and expertise in, the acquisition and/or development of ICT systems for the digital management of judicial records, and experience in key business processes relating to the management of judicial records.

    The consultant must be independent of any commercial vendor of court management or document management systems.

    The consultant must be familiar with good practice in domestic and/or international courts in the management of judicial records.
     
     
    A) Outputs:
     
    The tangible outputs of the consultancy are:



    ·


    A report assessing to what extent the existing judicial records databases in use by the ICTR and the ICTY meet the functional requirements of the Mechanism.




    ·


    An assessment of additional possible viable options, based on up to date international best practice, such as to build or acquire a new system that would replace the existing databases, or work in conjunction with them to
    create a single user interface.




    ·

    For each of the options, a detailed assessment identifying:


    In the case of the existing systems, any modification costs to upgrade them to meet the Mechanism’s

    requirements, and in the case of any potential new systems, the acquisition costs.




    An assessment of any on-going support costs needed to support each of the options, including staff

    support requirements, licensing fees, training costs, etc.




    A projected time table for the acquisition, upgrade, or modification.


    To what extent each of the options meets the functional requirements.


    To what extent each of the options are compatible with the ICTY/Mechanism ICT Strategy, the UN ICT

    Strategy and any relevant governance documents on information classification and security.




    To what extent each of the options are in compliance with UN record keeping requirements.


    An assessment of the major risks entailed with each of the options.

    ·


    A set of evaluation criteria for the ICT Committee to use in evaluating which of options is the preferred option.

    The evaluation criteria should enable a ranking of the options to be prepared.



    ·


    The development of a set of technical requirements, such as capacity, performance, scalability, maintainability,

    and a licensing model, which can be used in the preparation of UN procurement documentation, if needed.


     
    B) Language



    English and French are the working languages of the Mechanism. For this consultancy, fluency in oral and written

    English is required, and the report should be in English.



    C) Timing




    The consultancy is for a period of two months, in the first half of 2015, preferably as soon as possible.
     

    D) Location




    The consultant may work off-site, but must be available for travel to both branches of the Mechanism, in Arusha and The Hague, for research, in addition to possible site visits.



    E) Consultancy Management




    This consultancy will be managed by the Immediate Office of the Registrar in The Hague, but the consultant will need to work closely with the Chief of ITSS, ICTY, the Chief of ITSS, ICTR, and the Mechanism Archives and Records Section. In the Immediate Office of the Registrar, the project manager will:



    ·

    Brief the consultant and provide relevant Mechanism information and documents (including the Unified Judicial

    Database project brief, high level business case, and statement of functional requirements);



    ·

    Guide and support the consultant’s work and monitor progress;

    ·
    Review and approve all deliverables.

     
    F) Quality Criteria



    To be considered successful and acceptable, the consultant’s report must:


    ·

    Be filed on time on an agreed date;
    ·

    Identify viable options, clear evaluation criteria, and specific cost and time estimates for each option;
    ·

    Be based on a wide knowledge of international court management systems and of what is available on the
    commercial market, and not contain any bias in consideration of technical options;

     

    ·

    Enable the ICT Committee to make a recommendation with confidence to the Registrar, based on evaluation
    criteria that will enable a clear ranking of the options.

Work Experience A minimum of five years of progressively responsible experience in modern archives management, records management or information management of which at least two should be in a supervisory responsibility in the United Nations common system or similar international organization. Experience in managing audio-visual records is required. Relevant experience in a judicial environment with strict information security regimes is highly desirable. Experience in project management and audio/video editing software programs would be a definite asset. Languages Fluency in one of the working languages of the ICTR, English or French (both oral and written) is required; knowledge of the other would be an asset.     This position is located in the Counter-Terrorism Committee Executive Directorate. The incumbent reports to the Head of Administration & Information.

    Responsibilities

    The incumbent maintains the Electronic Records Database (TRIM) system by inputting data and producing reports and statistics as necessary, ensuring accuracy and promptness of data entry. Ensures strict confidentiality of data and security of IT systems.

    Monitors personal computers to ensure that software distributions and updates are being done. Performs second level desktop troubleshooting in conjunction with the Help Desk. Provides technical advice to clients when necessary.

    Performs administration, operation, technical support, and monitoring of the server system. Assists in identifying the need for new systems or re-engineering of the existing systems. Responds to requests from users and assists in deploying/configuring systems so as to conform to the Office of Information and Communications Technology (OICT) infrastructure standards and Counter-Terrorism Executive Directorate needs.

    Attempts to resolve as many problem calls or service requests as possible on initial contact. Diagnoses and resolves any hardware, software, or connectivity problem with minimum delay. Provides basic training to end-users on the use of standard systems and applications. Escalates problems/tasks to the appropriate parties in accordance with established procedure. Detects problem patterns and recommend solutions.     Duties and Responsibilities
    The International Criminal Court uses HP TRIM as its electronic document and records system, for both judicial and administrative records.

    We are now in the process of implementing TRIM fully within the Court and in detailing integration requirements with other systems (e.g. SAP ERP, Electronic Court Management System). Working in the ICT Section, Information Services Unit; the Records Management and Archives Assistant will assist the organization in fully utilizing the ICC’s investment in HP TRIM as an enterprise-wide solution and contribute to continued uptake and reliability of the system.

    Under the direct supervision of the Records Management and Archives Officer, the successful candidate will be responsible for the following duties::

    1. Provide system support for users and respond to staff queries on the use of the Court’s electronic document and records system (HP TRIM).

    2. Provide expertise and support activities for Court-wide scanning solutions.

    3. Assist in administering the records and management policy and in providing assistance to the business units in its implementation.

    4. Develop EDRMS training programs and make changes in format and content according to specific target audiences.

    5. Any other tasks assigned by the Records Management and Archives Officer.

    Requirements:
    1. Completion of secondary education. University degree in library science, archiving, computer science or related field would be an asset.

    2. At least 6 years of work experience, of which at least 2 are in Information Management. University degree in relevant field may be considered as a substitute for two years’ working experience.

    3. Knowledge of contemporary records management software and basic computer applications for word-processing, e-mail, spreadsheets and databases.

    4. Ability to describe and document business processes and produce training documentation.

    5. Demonstrable ability to work with confidential information.

    6. Hands-on experience of the HP TRIM and / or HP TRIM Administration an asset.

    7. Relevant training and certification in Records Administration, Information Management or Information Technology an asset.

    LANGUAGES
    Proficiency in one of the working languages English or French is required. Working knowledge of the other working language is desirable. Knowledge of another official language of the Court would be considered as an additional asset.
