About the World Bank Group:

Information and Technology Solutions – Knowledge and Information (ITSKI) provides information services to the Bank Group and the public. The services are provided by two units: Records and Information Services (ITSRI) and Library and Archives (ITSLA). This position is in the World Bank Group Archives which is located in ITSLA.
The World Bank Group Archives provides Bank Group staff and the global community with access to relevant information and services to: foster knowledge, transparency, and accountability; and reflect history to enable effective delivery of development solutions. The Archives is responsible for: AMS 10.11 on Records Management (including advisory services, policy compliance outreach and training, appraisal / retention schedule, and requirements for systems); off-site records center services in Boyers, Pennsylvania; implementation of The World Bank Policy on Access to Information; creating knowledge products that promote the history of the World Bank Group and the archival holdings; and the preservation and intellectual control required to maintain access to archival records according to international standards.
Duties and Accountabilities
  • Responsible for the arrangement and description of fonds held by the World Bank Group Archives. This includes creating hierarchical arrangements using functional analysis, and describing records according to the International Standard for Archival Description (ISAD(G)) and specific World Bank Group Archives rules.
  • Monitors compliance with standards and oversees quality of content for the Archives’ open source tool, Access to Memory (AtoM), and is responsible for the flow of new content and data into the system.
  • Defines requirements for new functionality in the Archives’ systems and other tools used to publish information about the holdings of the World Bank Group Archives to meet Access to Information policy requirements.
  • Preserves and provides access to born digital records by providing description- and access-related support for the development and implementation of the Digital Vault.
  • Implements storage, protection and preservation plans by describing, classifying, developing and assigning metadata for complex electronic and analog information resources following guidelines. Contributes to continual updating, cataloging or profiling guidelines and framework.
  • Collects, selects, curates, and/or develops knowledge products and other content to be integrated and delivered electronically via websites, portals, timelines, publicly or other means of communication
  • Provides support for the management of Access to Information request cases, including but not limited to: identification of responsive records; conducting reference interviews upon request; and declassification review and processing as mandated under the Access to Information policy.
  • As an integral part of the Archives team, be an active participant in Archives’ day to day projects, responsibilities and deliverables.
  • Works with appraisal team to identify disposition data remediation or corrections at the end of the records’ lifecycle.
  • Contributes to the formulation and implementation of policies, standards, guidelines, and procedures pertaining to information management, services and governance.
  • Supports external communications and awareness of the Archives through management of Archives’ external website and liaison with ITSLA communications contact.
  • Supports and may lead on-going marketing and outreach activities.
Specific functions
  • Arrange archival records into discrete fonds and series using strong functional analysis skills, and create fonds-level and series-level descriptions according to the International Standards for Archival Description (ISAD(G)).
  • Perform detailed research on the organizational and functional history of World Bank departments, for the completion of administrative histories according to the International Standard on Archival Authority Records (ISAAR).
  • Execute complex data searches and exports from the Archives’ business system to assist functional analysis and to determine and test / sample the scope of the fonds.
  • Enter archival arrangement and description data into the Archives’ business system, and ensure accurate export of the data to the public web.
  • Provide subject matter expertise on archival arrangement and description of born digital records deemed permanent by authorized retention schedules, and define solutions for how ISAD(G) finding aids can provide information about and surface digital records in Archives’ custody.
  • Conceptualize and author knowledge products that help communicate the Bank’s history and promote our holdings and services.
  • Promote and memorialize events, celebrations, anniversaries, etc., in the Bank by responding to internal requests for archival and online resources; liaise with units to determine best way to use materials.
  • Support the Donated Materials program by communicating with former staff, accessioning records from private residences, processing and describing accessioned records, and creating and finalizing a Deed of Gift.
  • Support the Access to Information (AtoI) team through regular updates on arrangement and description and knowledge product creation activities, participating in reference interviews, and helping to identify records responsive to researchers’ requests.
  • Support activities related to the supervision of the reading room.
  • Train or oversee other consultants or staff as needed.

Selection Criteria

  • MA/MS in Library and Archives, Information Science or related field, plus minimum 2 years of relevant experience; or BA/BS Degree in Library and Archives plus 4 year experience in an institutional archives is a minimum requirement.
  • Experience in both Archives and Information Management which should reflect increasing responsibility and experience with corporate recordkeeping, archives/information centers and/or content management.
  • Experience completing archival arrangement and description projects using the International Standard for Archives Description (ISAD(G)) or the Rules for Archival Description (RAD) is a requirement; 
  • Knowledge and understanding of business processes and archives information systems; knowledge of web publishing systems and open source archival software (such as AtoM) a plus; knowledge of and experience with born digital record preservation platforms also a plus;
  • Demonstrated effective and innovative approaches to communicating history and the value of archival resources through the creation of knowledge products and/or online sites and resources as well as promoting institutional history and records through public speaking 
  • Demonstrated conceptual, analytic and innovative problem-solving ability; ability to conduct independent research and functional analysis;
  • Proven ability to contribute to projects with minimum guidance; capacity to work both independently and in a team; willingness to seek advice and assistance; ability to manage more than one ongoing project. 
  • Proven ability to develop and maintain good working relationships with staff at different levels across the unit; evidence of leadership effectiveness.
  • Superior writing skills in English a must; proven ability to write concise and accurate reports, and good public outreach skills a must.
  • Sound theoretical and/or applied knowledge of archives database and information management systems.

  • Knowledge of and experience with standards and best practices for records management.  Familiarity with records and document management software systems. The Information Technology Department (ITE) is the responsible for selecting, implementing, and maintaining all the platforms and solutions that support the operations of the Bank.  Some of the most critical platforms of the Bank rely on Microsoft solutions such as email, document repository, collaboration and meetings platform, intranet portal, security policies, and others.

Due to Microsoft’s fast growth on productivity and collaboration solutions there is an increased demand from clients to incorporate these tools into the Bank’s processes.  To have a sustainable growth, administrators need to expand support models, define strategies and governance, explore tools that help to monitor, administer, and complement Microsoft solutions.

In this context, the ITE department is looking for an innovative, committed, customer oriented and team player IT professional to support the upgrade of the document management repository, which is hosted in SharePoint Online to the Modern Library experience.  This resource will also be expected to support the implementation, customization, and deployment of any improvements related to the Document Management Solution.
 
What you’ll do:
  • Contribute with the design, development, implementation, and troubleshooting of changes to aid in the smooth transition of the Content Management Solution to modern experience
  • Assist the area coordinator on day-to-day responsibilities of project work using both agile and traditional approaches
  • Perform unit testing of any changes related to the Modern experience transition
  • Draft technical and functional documentation required for the completion of the project
  • Develop custom solutions to support the bank’s new document/record management solution
  • Facilitate communication within the team and between teams
  • Organize and coordinate project related meetings, agendas, document meeting minutes, assisting with follow up actions
  • Maintain updated the project management related artifacts and content in the SharePoint Teams workspace

The ESM has put in place policies and procedures related to overall information management, which it now seeks to strengthen with data governance. Data governance encompasses the processes and procedures that ensure the integrity of mission-critical data within the organisation. This refers to data used for reporting and decision-making and to support the ESM’s day-to-day operations.

We are looking for an experienced Data Management Officer to develop, implement, and oversee these organisation-wide data management activities. S/he will be responsible for establishing and managing an enterprise data governance implementation roadmap, inclusive of setting strategic priorities for the development of data management capabilities.   • Define the end–to-end data management needs for the organisation, together with representatives from relevant divisions
  • Establish and govern an enterprise data governance implementation roadmap, including strategic priorities for information-based capabilities development
  • Roll-out an organisation-wide data governance framework, with a focus on improving data quality through modifications to organisational behaviour, policies and standards, principles, governance metrics, processes, related tools, and data architecture
  • Define data governance roles and responsibilities, and ensure clear accountability for stewardship of the organisation’s principal information assets

Job mission

Under the authority of the Head of the Directorate of Democratic Citizenship and Participation and of the Executive Secretary of the Enlarged Partial Agreement on Cultural Routes (EPA), based in Luxembourg at the European Institute of Cultural Routes (EICR), the position-holder will carry out the activities included in the Council of Europe’s 2017-2020 Grant Agreement with the European Commission (Directorate-General for Regional and Urban Policy – DG REGIO), “Fostering regional development through transnational cultural routes, heritage policies and practices” .

For this purpose, the Information Officer will ensure regular communication with the project’s stakeholders and the general public, producing, managing and disseminating all kinds of documentation and information, according to the specific project’s objectives and in accordance with its communication strategy. In close cooperation with the Senior project officer, he/she will update the various project information tools and channels, especially for online communication (EPA website, EICR website, social networks and future digital platform(s)) and printed materials where applicable. The information officer will be responsible for the design of the project communication strategy and the gathering of information related to the project’s results and EU Macro-Region related fields of activity.

The contract duration is 7 months (part-time 90%) from 1st November 2019 until 30th May 2020.

 

Key activities

The incumbent performs the following key duties:

screens and analyses all kinds of sources of information (internet, media, publications, documentation, files, and databases) concerning allocated field of work;

carries out documentary, database or electronic (internet) research on specific topics, systematically or on request;

manages the Grant Agreement dedicated website, ensuring the publication of regular content and its dissemination to project stakeholders and general audiences;

summarises the results of the research, prepares information documents and reports;

provides information for ‘background papers’ for workgroups or programme officers;

ensures appropriate dissemination of information both internally and externally, in accordance with communication policy, through online (websites, social media) and printed information channels;

processes internal and external requests for information and documentation;


maintains archives and documents according to the needs of the field of competence, in line with the COE's archive policy;

contributes to the development of ‘a documentation centre’ and keeps it up-to-date;

registers and classifies documentation and publications received (electronic and printed);

keeps databases up-to-date;

works with other directorates and external documentation and information centres to obtain required information, documentation or publications, particularly in connection with special events;

works in close contact with others to ensure the co-ordination of activities;

reports to manager on the status and progress of activities and if problems occur;

promotes Council of Europe values internally and externally.

Qualifications:

Launched in 1987, the Cultural Routes of the Council of Europe programme demonstrate, by means of a journey through space and time, how the heritage of Europe's different countries and cultures contribute to a shared and living cultural heritage. According to the Council of Europe a Cultural Route is a cultural, educational heritage and tourism co-operation project aiming at the development and promotion of an itinerary or a series of itineraries based on a historic route, a cultural concept, figure or phenomenon with a transnational importance and significance for the understanding and respect of common European values.

The Cultural Routes of the Council of Europe programme is supported by the European Institute of Cultural Routes, set up in 1998 as part of a political agreement between the Council of Europe and the Grand-Duchy of Luxembourg (Ministry of Culture, Higher Education and Research). Upon the entry into force of the Council of Europe Enlarged Partial Agreement on Cultural Routes (EPA) in 2010, an agreement establishing the seat of the EPA at the Institute in Luxembourg was signed between the Ministry of Foreign Affairs of the Grand-Duchy of Luxembourg and the Council of Europe. The Institute carries out regular evaluations of the compliance of Cultural Routes of the Council of Europe with the criteria of the statutory Resolution (CM/RES(2013)67) on Cultural Routes adopted by the Committee of Ministers, gives advice to new applicants for certification and houses the extensive information and documentary resources of the Cultural Routes of the Council of Europe programme. It provides advice and assistance to routes networks and hosts visits by project managers, researchers and students.

The European Commission is a key partner of the EPA and provides support to its work. The overall objective of the forthcoming DG REGIO’s grant agreement 2017-2020 “Fostering regional development through transnational cultural routes, heritage policies and practices” is to strengthen sustainable regional development in the 4 EU Macro-regions (Baltic Sea Region, Danube Region, Adriatic and Ionian Region, Alpine Region) through cultural heritage policies, practices and services as recognised by the Council of Europe Framework Convention on the Value of Cultural Heritage (Faro Convention) through the Cultural Routes of the Council of Europe programme which underscores, like the Convention, the importance of local people and their affinity with their region as essential to understanding and rediscovering the cultural identity of the sites and to attracting new activities, encouraging the tourism sector and sustainable local development of rural areas and less-known destinations.
